Elections are usually accompanied with controversies and irregularities in Nigeria emanating from several factors such as the procedures, regulations, nature of political culture and political gameplay in the country and elites’ attitudes towards power. The 2019 Gubernatorial election in Nigeria was enshrouded in controversies, malpractices and inconsistencies because of the Independent National Electoral Commission (INEC) guidelines for the conduct of election which provided for inconclusive elections in some circumstances. This study examined critically some states in Nigeria that are affected by the politics of inconclusive elections where the elections were extended for additional two weeks due to some issues that could not allow for the final declaration after the first date of the election. The inconclusive election heralded several problems and a setback to election in Nigeria because of recorded violence, malpractices, rigging and other related obstacles. The research employed a qualitative methodology of data collection and analysis. Both primary and secondary sources were used for data collection. The primary sources involved an in-depth interview, participant observation and reference to INEC’s documented data. The secondary data used were books, journals, newspapers, internet sources and reports. The data collected were discussed using content analysis for analytical interpretations. The study discovered that the guideline for the conduct of the 2019 General Election which stipulated for the provision of inconclusive election created several inconclusive elections in some states like Adamawa, Bauchi, Benue, Kano, Plateau and Sokoto which later was followed by irregularities and violence. The work recommends among others that such criteria should be abandoned and declare any contestant that fulfill the minimum criteria as returned elected.

Election is perceived as the most peaceful means of power transfer in a democratic setting. It enables for competitive struggles to secure power in a prescribed rule of the game constitutionally. Nigeria is a democratic state currently undergoing its longest democratic transition unprecedented in the history of the country where six consecutive uninterrupted General Elections were conducted. However, the major issue of concern with Nigeria’s democratisation is youth participation and exclusion from politics. A major factor behind the marginalisation of youth is linked to the transparency question in terms of party financing and money politics. This study examined critically how the process of party financing excluded Nigeria’s youth from participating in the 2019 General Election. The study used a qualitative case study method. Data were gathered from primary and secondary sources. The primary sources included an in-depth interview with relevant stakeholders in the field, direct participant observation and consultation of government’s primary documents. The secondary sources were books, journals, newspapers, reports from organisations and agencies and internet sources. The data collected were discussed and interpreted using statistical techniques of tables, charts and a model. The work discovered that youth were barred from participating in Nigeria’s 2019 General Election in terms of contesting and winning of elective seats emanating from heavy use of money in party financing and campaign expenditure. The study thus, recommends that the viable alternative for youth to participate in Nigerian politics actively is to establish parties and lower the cost of obtaining party nomination and contest.

The 2019 General Election is another milestone and a watershed in the efforts of Nigeria towards democratisation. It has been the six consecutive times that General Elections are successfully conducted in the Fourth Republic which has been unprecedented in the history of the country. This work investigated the major issues, challenges, successes and lessons learnt from the Election. It is notable that elections in Nigeria for over fifty (50) years remain a war-like affair and the phenomenon seem to be continuous despite the long experience of democratic practice in the current Republic. The research used both primary and secondary sources of data analysis. The primary sources consist of participant observation, data from the electoral body; the Independent National Electoral Commission (INEC) and reports from observers and civil societies that directly participated in the exercise. The secondary sources include books, journals, internet and other existing literature on the subject matter of study. The data obtained were analysed and discussed using a qualitative approach method where themes and sub-themes were identified and discussed analytically. The research discovered that the 2019 General Election was heralded with several issues, various challenges and some level of success and that there are lessons that are learnt from the process for future General Elections’ conduct in the country. The work recommends among other suggestions that for a better General Election in future in the country, some observed avoidable mistakes must be taken care of immediately and that the success part should be strengthened to ensure effectiveness.

ABSTRACT This study aims to determine the quality of service issuance of Proof of Registration of Fishing Vessels (BPKP) in the Department of Maritime Affairs and Fisheries of South Sumatra Province and what factors influence it. Data collection techniques used were the distribution of questionnaires to 60 respondents who were capture fisheries business actors with a Likert Scale assessment, as well as conducting unstructured interviews, non-participant observation and secondary data collection. The dimensions used are tangible, reliability, responsiveness, assurance and empathy. The value of service quality based on tangible dimensions is 4.2 or good, based on the reliability dimension is 4.1 or good, the responsiveness dimension is 4.0 or good, the guarantee dimension is 4.1 or good, and based on the empathy dimension is 4.1 or good. Of all these parameters, it was concluded that the quality of BPKP issuance services in the Department of Maritime Affairs and Fisheries of South Sumatra Province in 2016 was good with a score of 4.1. The conclusion is based on an assessment of an average of 58 respondents or 97.4% of respondents.

Kertas kerja ini menganalisis peranan Ustaz Abu Bakar al-Baqir iaitu lama reformis tempatan yang konsisten menentang British sehingga terpenjara pada 1948. Beliau turut menubuhkan Maahad al-Ehya Assyariff untuk memodenkan sistem pendidikan pondok di samping meniupkan semangat kemerdekaan kepada pelajar dan masyarakat di sekelilingnya. Objektif kajian ini adalah untuk mengetengahkan sumbangan Ustaz Abu Bakar al-Baqir sebagai seorang ulama dan pejuang kemerdekaan menentang British sekitar 1934 sehingga 1957 di Perak. Kajian ini berbentuk historiografi yang menggunakan kaedah kualitatif dengan pendekatan analisis kandungan. Dua jenis sumber digunakan dalam kajian ini iaitu sumber primer dan sekunder. Sumber primer adalah seperti mendapatkan dokumen dan fail di Arkib Negara Malaysia, sumber pejabat kolonial British di samping menemu bual ahli keluarga dan murid Ustaz Abu Bakar al-Baqir. Sumber sekunder pula diperoleh melalui buku, surat khabar dan kertas kerja seminar yang berkaitan dengan perjuangan beliau. Hasil kajian mendapati para pelajarnya terdedah dengan semangat kemerdekaan ini ekoran guru-guru reformis dari Indonesia yang terdedah dengan perjuangan menentang Belanda mengajar di Maahad al-Ehya Assyariff. Selain itu, hubungan baik Ustaz Abu Bakar al-Baqir dengan Ibrahim Yaakub selaku penggerak Kesatuan Melayu Muda (KMM) dan Dr. Burhanuddin al-Helmy yang memimpin Parti Kebangsaan Melayu Muda (PKMM) menjadikan Maahad al-Ehya Assyariff sebagai markas politik menentang British sehingga tertubuhnya Parti Hizbul Muslimin di bawah pimpinan Ustaz Abu Bakar al-Baqir. Kata kunci: Maahad al-Ehya Assyariff, Hizbul Muslimin, British, Kaum Muda, Parti Kebangsaan Melayu Malaya (PKMM), Kesatuan Melayu Muda (KMM). This paper attempts to analyze the role played by Ustaz Abu Bakar al-Baqir, a local reformist religious leader who consistently opposed the British until he was imprisoned by them in 1948. He established the Maahad al-Ehya Assyariff with the aim of modernizing the religious education system besides stoking the spirit of freedom among his students and the society around him. The objective of this study is to highlight the contributions of Ustaz Abu Bakar al-Baqir as a religious leader as well as a freedom fighter who opposed British rule in Perak from around 1934 until 1957. This is a historiographical research which uses qualitative methodology with a content analysis approach. Two different sources of information are used for this study namely primary and secondary sources. Primary sources include documents and files from the Malaysian National Archives and official documents from the British Colonial office, besides interviewing family members as well as former students of Ustaz Abu Bakar al-Baqir. On the other hand, secondary sources include books, newspapers and seminar report relating to his struggle. The findings of the study show that his students were exposed to the struggle for Independence through the direct influence of the reformist teachers from Indonesia who were teaching at the Maahad al-Ehya Assyariff. These teachers had already been involved in the fight against the Dutch colonialists in Indonesia. In addition to this, the close relationship of Ustaz Abu Bakar al-Baqir with Ibrahim Yaakub, the primemover of Kesatuan Melayu Muda (KMM) and Dr. Burhanuddin al-Helmy, the leader of Parti Kebangsaan Melayu Muda (PKMM), projected Maahadal-Ehya Assyariff as the political front that opposed British rule until the founding of the Parti Hizbul Muslimin under the leadership of Ustaz Abu Bakar al-Baqir. ABSTRAK: Penelitian ini bertujuan untuk mengetahui berhasil tidaknya� model pembelajaran tutorial meningkatkan kemampuan pada siswa kelas VIII SMP Negeri 1 Puspahiang. Metode Penelitian ini adalah metode tidakan kelas. Sedangkan teknik penelitiannya adalah (1) teknik wawancara, (2) teknik observasi, (3) teknik tes. Sumber data penelitian ini ada dua yaitu sumber primer dan sumber sekunder. Sumber data primer adalah siswa kelas VIII A SMP Negeri 1 Puspahiang.. Sedangkan sumber data sekunder adalah guru, dokumen kelas, dan kepala sekolah. Hasil observasi dan analisi data menunjukkan bahwa kemampaun siswa kelas VIII A SMPN 1 Pusphiang dari siklus I ke siklus II mengalami peningkatan. Hal ini dapat diketahui dari hasil oleh data bahwa rata-rata pelaksanaan pembelajaran tutrial siklus I hanya 75% sementara siklus II 95,8%. Selain itu, sikap siswa ketika mengikuti pembelajaran dari siklus I ke siklus II mengalami peningkatan. Peningkatan tersebuut ditunjukkan bawah pada siklus I hanya satu kategori yang sangat baik yanitu kerja sama, sedangkan keaktifan, keseungguhan, dan pasrtipasi kategorinya baik. Pada siklus II semua aspek yang diamati baik kerja sama, keaktifan, kesungguhan, dan partispasi semuanya berkategori sangat baik. Nilai hasil belajar siswa dalam menulis surat dinas juga mengamali peningkatan dari siklus I ke siklus II. Pada siklus I sebanyak 12 siswa kategori sangat baik, dan 11 siswa kategori baik, dan 8 orang kategiri cukup. Pada siklus II meimgkat menjadi 24 sisa kategori sangat baik dan 7 siswa dengan kategori baik. Dengan demikian hipotesis dalam penelitian ini diterima. Artinya, model� tutorial meningkatkan hasil pembelajaran menulis surat dinas pada siswa kelas VIII A SMP Negeri 1 Puspahiang.KATA KUNCI: Menulis; Surat dinas; Tutorial. �THE IMPLEMENTATION OF TUTORIAL METHOD TO IMPROVE STUDENT'S ABILITYIN WRITING FORMAL LETTER�ABSTRACT: This study aims to determine the success or failure of the tutorial learning model in improving the abilities of grade VIII students of SMP Negeri 1 Puspahiang. This research method is a class action method. While the research techniques are (1) interview techniques, (2) observation techniques, (3) test techniques. There are two sources of data in this study, namely primary sources and secondary sources. Primary data sources were students of class VIII A SMP Negeri 1 Puspahiang. Meanwhile, secondary data sources were teachers, class documents, and school principals. The results of observation and data analysis showed that the ability of class VIII A students of SMPN 1 Pusphiang from cycle I to cycle II had increased. It can be seen from the results by the data that the average implementation of tutrial learning in cycle I is only 75% while cycle II is 95.8%. In addition, students' attitudes when participating in learning from cycle I to cycle II have increased. This improvement is shown below in cycle I, there is only one very good category, namely cooperation, while activeness, sincerity, and participation are good categories. In cycle II, all aspects observed, both cooperation, activeness, seriousness, and participation, were all in very good categories. The value of student learning outcomes in writing official letters also increased from cycle I to cycle II. In the first cycle there were 12 students in very good category, and 11 students in good category, and 8 students in enough category. In the second cycle it increased to 24 remaining in very good categories and 7 students with good categories. Thus the hypothesis in this study is accepted. That is, the tutorial model improves the learning outcomes of writing official letters for class VIII A students of SMP Negeri 1 Puspahiang.KEY WORDS: Write; Official letter; Tutorial

Purpose: This study aimed to see how the Asset Data Collection Management of the Regional Secretariat of East Lombok Regency is in accordance with the rules from start to finish and get a clear picture of the research topic. Research methodology: This study was qualitative research. The data technique was done by using documentation, field observation, document review, and interview. The collected data were then analyzed using data analysis theory by Miles and Huberman. Results: The results showed that the Regional Asset Data Collection Management in East Lombok Regency was in accordance with the Domestic Government Regulation No. 19/2016. However, the management of official vehicles was not yet effective and efficient. This can be seen from the management practices that still follow the scope contained in the regulation. Limitations: The weakness of this study is that most of the data cannot be obtained from primary sources but relies on secondary data or other people's information. Contribution: It is hoped that this research can be used as a reference used in further research. Furthermore, the research results are expected to provide an overview of how the regional secretariat asset data management can be used as material for evaluation and improvement in local government policymaking.

Sectarian crisis has been said to have erupted from groups with different ideological values and perspectives and had resulted into conflicts and brought about sectarian crisis especially in the northern Nigeria. The study examined the various causes of sectarian crisis in northern Nigeria, which included religious fundamentalism, religious extremism, and political manipulations. The study examined the effect of sectarian crisis in northern Nigeria with Kaduna state used for the case study. It was structurally analyzed with the use of quantitative method due to the nature of the research. The study developed fifteen (15) research questions, which were administered to 2 local government areas in Kaduna state namely Jema’a and Zagon kataf. Both primary and secondary data were used as sources of data. For primary sources data was gotten from the field work where research questionnaires were distributed and, for the secondary sources, data was gotten from journals, articles, published and unpublished books, libraries, works from the existing literature related to this study as well as from the internet. While the simple percentage technique was used in organizing and presenting the data collected. The data analysis revealed that sectarian crisis created ethnic differences and socio-economic problems. The study recommended that for sectarian crisis to be prevented, an elaborate process of depoliticizing ethnic groups must be put in place. The government also should take measures to shutdown religious group crisis by promoting peace and unity in the society. By this northern Nigeria will experience peace, oneness, good security and national Unity.

Memory of the borders: The demarcation productivity of Vodici in the Mijaci - inhabited Macedonian villages of Bituše and EhloecThe main aim of this article is to present ways of expressing the inner (religious) and exter­nal (ethnic) social boundaries of Mijaks, as they appear during the celebration of the festival of Epiphany (Revelation of Lord / Baptism of Christ in the Jordan / Vodici) in the villages of Bituše and Ehloec (Western Macedonia). The realization of this goal is based on the notion of the demarcation productivity of Vodici, developed based on Nikita Ilyich Tolstoy’s theory of ritual codes, with its semiotic foundations of Yuri Lotman’s signifying elements; insights concerning the relationship between rituals and social boundaries made by Anthony Cohen and Macin Lubaś; Clifford Geertz’s observations on the ritual ignorance of newly-created urban social patterns; the notions of collective memory of religious groups of Maurice Halbwachs; Paul Connerton’s commemorative ceremonies and the concept of media of memory, developed by Jan Assmann, Astrid Erll and others. The sources of analysis are the results of my fieldwork, i.e. participant observation and in-depth interviews (primary sources, 2012–2014), carried out in the mentioned villages, as well as secondary sources: printed materials, manuscripts, as well as audio and video recordings. Pamięć o granicach. Social organizations or institutions cannot walk without money. The financial aspect is indeed very important and requires that the organization conduct fundraising practices so that institutional funding can be fulfilled, therefore the role of social volunteers in fundraising is also one that must be considered. Social volunteer fundraisers are one of several parts of other volunteers. Fundraisers are tasked with funding to assist the sustainability of social service organizations as well as existing programs. The purpose of this study is to illustrate how volunteers in carrying out their roles include their rights and obligations, identify what is potential and problems in voluntary practice, see how the foundation provides efforts to develop the role of volunteers themselves, also what volunteer implications in practice and also tourists volunteer for social welfare science. The research method used was a qualitative approach with the location of the research study at the PPPA Daqu institute in the city of Bandung. The research informants were volunteers who were fundraisers at Mall outlets and also volunteer coordinators as secondary informants. Data collection uses participant observation, in-depth interviews, and secondary data tracking. Data collection used in-depth interviews, participant observation, and secondary data tracking, the results of the study were analyzed qualitatively using coding and category analysis and data validity through data triangulation, member checking, and rich and thick description. The results of the research obtained are about how the wages volunteers receive and also about fundraising schools that are intended for volunteers in improving their skills and potential.

The purpose of this study was to describe the marketing of peanuts in Bugi District, Jayawijaya Regency. The study was conducted from January to March 2019. Data and information were collected from primary sources and secondary sources. The selection of respondents was done purposevely. Primary data was collected from interviews with 20 farmers who are farmers as well as sellers of peanuts based on a list of questions that had been prepared and direct observations on marketing activities of peanuts at the study site. Secondary data was collected from the Bugi District office, Statistics report of JayawijayaRegency Central Bureau, the internet through google search and google scholar to obtain journal article and thesis those related to the topic of peanut marketing. The analysis used is a qualitative analysis method. The results of the study show that farmers are easier to obtain market information about prices and act as determinants of prices because farmers sell directly to the market by bringing their own produce so that it does not require costs to obtain price information on the market.-*eprm*
