Modern market requirements for transportation of cargo flows according to the «quality, speed, and cost» criteria were studied. It was found that multimodal routes have the lowest delivery time, high reliability, and minimum transit time, which provides a more accurate level of control of costs, traffic schedules, and transport safety. It was determined that the effectiveness of multimodal transportation schemes depends on a degree of realization of resource capabilities and management technologies of a multimodal transport operator (MTO). The functional features and the MTO classification were generalized, which makes it possible to generate the MTO business model as a responsible integrator of transport and logistic processes, rather than consider it only from the point of view of the organizer of mixed transportation schemes. The technology of the organizational transportation process was systematized, based on which a system of strategic goals and key performance indicators (KPI) was developed, which makes it possible to determine the «bottlenecks» according to the main business processes of a multimodal transportation operator. The modified multifactor DuPont model was proposed, which makes it possible to establish the priority of factor evaluation of more time-stable indicators based on determining the levers of the MTO resource efficiency with greater coverage of factors. The performed research can become the basis for further development of the multimodal cargo transportation system based on the development of the model for optimal management of the MTO business processes.

Multimodal transportation means transporting goods from a pickup point, where the operator receives the goods, all the way to the delivery location, using at least two different means of transportation, covered under the same multimodal transport contract and by only one document, regardless of the number or type of transportation vehicles used. The key factor to the optimal operation of multimodal transportation is the multimodal transport operator. It is up to this individual to compensate for various unpredictable circumstances, the complexity of the business processes, nature’s whims and carelessness. He must also organize and execute multimodal transport in all stages. Due to the above mentioned dangers and the fact that the area of liability insurance for multimodal transport operators is still being neglected, this article raises some valid points in favour of a proposal that would cover all of the transportation means as well as all the accompanying activities with a single insurance policy. The model includes 17 elements of liability insurance for a multimodal transport operator and all values which quantify the insurance elements in 2009 as well as the projected values for 2015, when progress is expected in the areas pertaining to the implementation of economical processes concerning transit development, as well as values for 2025, representing a period of innovation, reconstruction, optimization and modernization. With this supposed model for liability insurance of a multimodal transport operator, the foundation is laid for a liability insurance which would be used by a multimodal transport operator. The article discusses options for transforming the actions of management of enterprises in the construction industry on the example of development companies. For this purpose, the concept of "construction development" and their role in the development of the country's investment and construction complex are being clarified. To solve the problems formulated in the article, the need to create mechanisms of compensatory influence on the indicators of business activity of enterprises is scientifically substantiated in order to "secure" their functioning for the period of implementation of national restrictions related to the adaptation of the country's economic model to the main postulates of the strategic plan for sustainable development. In this regard, the organizational advantages of the developers' activities have been analyzed, and the systematization of trend innovations in management related to the country's adaptation policy aimed at introducing the principles of sustainable development in all areas of production activity has been carried out. Analyzed the current state of the domestic development services market. The main types of development and strategies that development organizations can choose to achieve their strategic goals have been determined. The main stages of development activities are outlined, broken down by tasks and business processes. An algorithm for the development and implementation of the concept and strategy of enterprise development based on the greening of production (in particular, construction) is proposed. The use of resonance management methods in managing the development of development activities is substantiated in order to achieve a synergistic effect using a minimum of investment resources. The main reasons for the low interest of investors in environmental projects at the stage of design and construction of construction projects are considered. Comparisons of the strategic goals of various types of development companies have been made and options for the implementation of eco-development have been proposed in order to modernize the Ukrainian production segment. An alternative criterion for the effectiveness of the activities of modern organizations from the point of view of adaptogenesis and ensuring the survival of organizations in the long term is proposed. A theoretical basis has been laid for the formation of an improved organizational and institutional platform for economic management of development processes with the help of resonant management mechanisms in the context of the development of the world economy on the principles of sustainable development.

In this article, the author attempts to determine the strategic directions of Romania’s foreign policy. Significant geopolitical events in Europe expose the need to clarify the priorities of the policy pursued by the country. Historically in foreign relations Romania has employed diplomatic strategies that allowed it, according to historians, to «anoeuvre» between the centres of power on the international arena. However, in the early 2000’s a departure from this tradition has become apparent, especially during the administration of Traian Basescu (2004–2014), which also coincided with the country’s joining NATO in 2004 and EU in 2007. After the collapse of the socialist bloc Romania set its priorities, firstly, in the direction of joining both NATO and EU and later bringing the country in accordance with their norms and standards was put high on the agenda. Having become a member of the Alliance and an EU-state, Romania has been determining its foreign policy from the point of view of synchronizing its strategic goals with those of NATO and EU. Along with this, the strategic partnership with the US and the attached to it significant importance for Romania dictate the one-sided political approach deprived of the traditional manoeuvre capability in foreign affairs. This is also proven by the fact that despite the declared and established privileged relations with a number of countries, the level of their “strategic” execution is very low in reality. That being said, the direction of the relations between Romania and the Russian Federation, whose views on many regional and international issues differ, are likely to be greatly influenced by the state of the Russia-West affairs. Having analyzed the historic and current aspects of Romania’s foreign policy, the author determines the preservation of the euroatlanticism course as the main direction of the development of the foreign policy of Romania.

Presenting information to a wide audience through digital signage has now become a very popular way in both public areas (shopping centers, exhibitions) and areas accessible by limited groups of people (condominiums, office buildings). This method of information delivery can be used both for advertising and for non-commercial information. Although targeted information delivery to one person (for example, banner ads on web pages) is already very well developed, the design of digital signage systems that provide targeted information has not been paid enough attention. The paper proposes an approach to providing information through targeted digital signage. The research method used in this work is based on the design science research (DSR) approach. This is an approach to problem solving, motivated and initiated by a specific business problem and trying to solve this problem by creating and verifying information technology artifacts, such as prototypes, models, methods, or architectures. Based on this method, the problem was refined, in particular, from the point of view of the housing industry, which led to the development of a new solution to support business processes of stakeholder groups in the industry. Verification of the draft decision showed that additional technological solutions are needed, such as user identification support, search for common preferences for a group of users, ensuring confidentiality of interests and preferences of individual users. The paper also proposes technologies for user identification and finding common interests and preferences.

The article is devoted to the study of one of the most important issues in modern linguistics – the problem of elliptical sentences, namely their definition, classification, different approaches to the study of this phenomenon and functioning in English-language scientific and technical texts. One of the tasks of scientific text is the ability to convey a large amount of new information in a sufficiently limited amount of text. It is this that leads to syntactic compression (the use of an ellipse) in such texts. Syntactic compression, as we have mentioned, is one of the characteristics of the modern scientific style. Authors of scientific texts seek to reduce the amount of text by compression, while increasing its content. Ellipse is a multidimensional phenomenon in language that allows authors to make the communication process more productive by using language savings. The ellipse has an extremely large pragmatic potential in achieving an extralinguistic effect. The use of the ellipse as a means of linguistic economy in scientific and technical texts is especially appropriate because the characteristic features of scientific and technical style are its informativeness (content), logic (strict sequence, clear connection between the main idea and details), accuracy and objectivity. It is an effective way of unloading sentence matter and exempting it from meaningfully redundant or structurally redundant components that carry repetitive information, it is based on the principle of compactification of predicative units. From a stylistic point of view, the desire to save language means leads to the emergence of new constructions that enrich the language, make speech dynamic, expressive. The article considers pragmatic and linguistic features of the ellipse, its structural and functional features. The article traces an attempt to review and structure the main theoretical approaches to the interpretation of the concept of "ellipse", the study of functions that perform elliptical structures in sentence structure and analysis of functional features of elliptical structures in English scientific and technical texts.

The conclusions’ reliability of geologists who created the largest uranium ore base in the country on the territory of the Streltsovsky ore field (SOF) in the South-Eastern Transbaikalia, about the belonging of spatially isolated phosphate mineralization and powerful industrial mineralization to a final stage of Late Mesozoic tectonomagmatitic activation, is clarified. The relevance of the research lies in the need to study the geological materials at the SOF and the surrounding area to assess the prospects for involving in the exploitation of phosphate mineralization developed on the flanks of uranium deposits developed under the state program of the TOP. The object of study is the “blind” Argunskoye and Zherlovoye deposits and their western flanks on the surface, and the subject is the phosphate mineralization developed in the block of terrigenous-carbonate rocks. The purpose of the research is to clarify the time and features of the formation of phosphates, and the task is to assess the industrial significance of phosphate mineralization for decision-making. The methodology of scientific research is based on the interpretation of geological facts given in the literature and stock materials, use of concepts, terms, creation of hypotheses and their consequences, consistency of the comparison of which with the established facts determines the relatively high reliability of geological results. The author has used a descriptive method that takes into account a system of interrelated consistent positions, and a method of theoretical modeling, which raises the strategic goals of nature cognition to a higher scientific level. The results of the research are presented in three articles (parts). In the second part, phosphates of the region and SOF are characterized. It is established that the Talan manifestation of apatites belongs to the phosphate sorption-biogenic metalliferous formation of the Precambrian metamorphic rocks complex and combines the promising second and third most important industrial types of deposits. It is recommended to perform geological exploration at the evaluation stage and to test the electrothermal method for producing fused phosphate-magnesium fertilizers. In the third part, the known types of phosphogenesis and the genetic features of their manifestation in PSA are considered. Attention is drawn to the advantage of the recommended electrothermal method for processing apatite-carbonate and apatite-silicate rocks of the Talan manifestation

The purpose of the article is to propose a recommendation on the formation of a business model effective in modern conditions. Methods of system and factor analysis, economic and mathematical modeling, grouping, study and synthesis of information and assessment were applied. The essence and content of modern business models were analyzed from the point of view of achieving the commercial success of the organization, including using the example of Tinkoff JSC. It was concluded that the success of the organization at the current stage of business development depends on the development and implementation of new products and processes in the production and management of the organization. In the field of management, this idea is manifested in different forms of organizing business processes, for example, in business groups, business models.

The purpose of this chapter is to propose a framework that is supporting achievement of the sustainable strategy of the organization. The research frames the methodology that integrates project management and Balanced Scorecard (BSC) in the management system of the organization. In this applicative project research, the authors identified and analyzed the Key Performance Indicators (KPIs) that significantly contribute to the benefits of the business processes exploitation. The involved company executes monitoring of its business performance in the four perspectives of the BSC. With this case study, the authors attempted to get deeper understanding, and to clarify and evaluate the causalities between strategic goals and their respective KPIs. For this purpose, they developed an Error Correction Model with which they performed application on the KPIs and estimated short and long term effects between them. The developed model also supports improvements of the performance management system and monitoring of projects.
