Information and Communication Technologies (ICT) are an important factor in the socio-economic development of transitioning and developing countries. Given the importance of ICT in global social and economic development, many researchers have examined its development and growth strategies from national and governmental policy perspectives. However, understanding the consequences of information and communication technologies in developing countries is complex and far from certain. Given the ambiguity, complexity, and diversity of what constitutes ICT, Heeks (2002) suggested the existence of incongruencies between what policy makers envision as ICT and the actuality of what is ultimately manifested, proposing the “design-actuality gap” framework to understand this inconsistency. Baqir et al. (2009) extended the design-actuality gap framework to show that the dimensions of design maybe different than those of the actuality, but did not provide an explanation for this gap. In this paper, the authors posit that the gap can only be explained based on the law of “unintended consequence” (Merton, 1936). This phenomenon can best be seen in developing nations where ICT’s impact on socio-economic development is exaggerated. The authors present the case of the Islamic Republic of Iran and show how the law of unintended consequence can explain the major chasm that exists between ICT development and the actuality of use.

This paper considers how to reduce corruption and improve governance, with particular attention to the impacts of information and communication technology. The media and the press in particular have played an important role in opposing corruption. The Internet and related tools are both supplementing and supplanting the traditional roles of the press in opposing corruption. A regression model with a sample of 164 countries demonstrates that, controlling for the independent variables commonly employed in empirical work on corruption, greater access to the Internet explains reduced corruption. The effect is statistically significant albeit modest. It is possible that the social media will have a growing impact on reducing corruption and improving governance. A number of examples of current uses of these media are provided. Recent insight and experience suggest how the newer information and communication technologies are somewhat tipping the balance toward those opposing corruption.

Abstract Information and communication technologies enable the emergence of a new phenomenon called the “sharing economy”. An increasing number of articles in the media as well as debates about the positive and negative aspects of the sharing economy show a growing interest in the subject. The paper aims to review the different approaches to the definition of the sharing economy and to present the authors’ views on the concept. The reviewed literature reveals the main drivers for participating in the sharing economy. A survey was conducted to learn more about the motives of Lithuanian people participating in this concept. The survey reveals the following leading factors of using the sharing economy platforms: an easy way to make extra money; supporting individuals and/or small/independent companies; meeting new people and having an interesting experience/doing something most people haven’t tried yet. The survey also reveals that most of the respondents prefer to own things rather than share them. Despite the widespread popularity of the sharing economy platforms in the world, this phenomenon is in its infancy in Lithuania.

Information and Communication Technologies (ICT) are incorporated into everyday processes in people's practical lives. Man's demands for technology are increasing, significantly reducing the time of use of the media, causing the phenomenon known as technological obsolescence. The problems described above directly impact the environment through garbage dumps, the escape of particles into the seas, among other effects. In Cuba, numerous efforts are being made to reduce the impact on the ecology for which a recycling program has been drawn up through the Raw Materials Company. However, there are components that, due to their nature of construction or composition, are not possible to recycle with the tools that the country currently has. This research describes a solution to the problem posed by creating a methodological proposal aimed at technological reuse. The field of action is the Computer Architecture subject taught in the Computer Science Engineering career, a set of activities is proposed for distribution in the subject contents.
