The object of research is the regional industry of Ukraine. In the sectoral context, the general structure of the regional industry is significantly deformed, and the strategic and sectoral guidelines of economic policy are blurred, which makes it difficult to restore the economic growth of the country as a whole. The industrial potential is concentrated mainly in traditional industrial regions. The development of industry is hampered by the worn-out state of the technical and technological base of production, a high level of staff turnover, an insignificant percentage of the production of high-tech products, a lack of institutions for innovative development, and similar factors. The complexity of the procedures for financing the processes of industrial development is mediated by the innovative activity of its subjects. The processing industry is the central center of innovation in the industry. Among the sources of financing for innovations, enterprises’ own funds prevail. It  is substantiated that the main directions of regional development of industrial enterprises in terms of financial support for their functioning are support and encouragement of innovation, measures to increase the competitiveness of industrial products, internationalization and support for exports. It is proved that the regions of the country unevenly use the mechanisms of investment support for industry, depending on the characteristics of the development of the regional economy. This necessitates the creation of investment mechanisms aimed at ensuring the management of the competitiveness of regional industrial complexes on the basis of the development and implementation of innovations. A multichannel investment mechanism has been proposed to ensure a full-fledged infusion of financial resources from several sources as an effective tool for financial influence on the development of industrial enterprises. It is noted that among the directions of development of industrial management should remain both traditional measures to support domestic producers (state regional purchases) and alternative (financial leasing, initial placement of securities, joint investment). For a separate direction of industrial development, it is recommended that state support of cluster interregional initiatives based on the use of leading European experience. The highlighted areas are relevant for potential foreign partners who intend to carry out joint business with Ukrainian industrial enterprises. Also, the indicated research results are significant in the process of attracting investments at the regional level and have practical value for foreign investors when they consider a portfolio of alternatives to foreign direct investment in Ukrainian industrial facilities.

In the modern conditions of economic development, the development of the industrial complex is being transformed with emphasis on digital technologies and high-tech production. The article considers new principles of the implementation of the state’s economic policy taking into account the challenges of the fourth industrial revolution, as well as the results of the analysis of the main indicators of industrial development, both in the world and in Russia in particular, including the assessment of the current state of innovation and technological activity of the industrial sector of the Russian economy. At the same time the authors pay special attention to the analysis of modern trends in the development of industry in countries with both a high level of high-tech production and a low level. The paper analyses the prospects of Russian industry development to justify the need for technological breakthrough strategies and technological modernization of industrial enterprises.

The rapid development of the digital economy determines the need to increase the scientific potential and innovation activity of domestic enterprises. The purpose of the article is to study topical issues of scientific and innovative and institutional development of production in Russia, as well as to substantiate the feasibility of forming scientific and industrial complexes in the industrial sector of the country. The object of research is research and production associations, large industrial enterprises and complexes, elements of innovative infrastructure operating in the digital environment. The scientific novelty of the work consists in determining the content of the scientific and industrial complex as a set of integrated enterprises, scientific organizations, design institutes and service assets that function as a single structure and form a common production and engineering cycle in order to produce competitive high-tech products. The list of advantages of the scientific and practical complex in relation to independent (autonomous) enterprises and other forms of market cooperation of economic entities is defined and justified. The applied significance of the work is to identify and analyze systemic problems that hinder the implementation of the economic, scientific and innovative potential of Russian industry. These include the crisis of the state infrastructure approach to innovative industrial development; the weakening of economic ties between industrial complexes and scientific organizations; reduced investment in enterprise modernization; and the dynamic change in business conditions under the influence of the digital economy. As the results of the research, the article presents a model subject-functional structure and an algorithm for the formation of the scientific and industrial complex, which ensure the integration of the potential of industrial, scientific and infrastructure organizations. The research materials can be used by the management of industrial enterprises and research organizations as a theoretical and methodological, information and analytical base for preparing and implementing reforms in the real sector of the domestic economy.

Introduction. In modern highly competitive, dynamic and unstable conditions enterprises are able to function successfully in the marketplace and occupy leadership positions in large part due to developing, implementation and realisation of innovations. A high level of an innovative activity of enterprises creates preconditions for forming new competitive benefits, an increase of investment attractiveness, broadens possibilities of passage to new marketplaces, is an impulse for providing a progressive development. As practice shows, only a small part of innovations transforms in goods and services and is successfully commercialized due to its promotion in interested groups of consumers. That's why the problem of commercialization of innovative goods and services should be in field of view of society, government, private business, scientists because decision of this problem improves a competitive ability of goods and finely a level of population's life. The purpose of paper is an exploration of commercialization properties of innovative goods and services in foreign countries, detection of reasons of low level of commercialization of innovative goods and services by domestic enterprises. Results. It is considered a domestic and a worldwide experience of commercialization of high-tech goods and services of industrial enterprises in the context of Asian, American and European models of innovative development. It is particularly set that there in the USA, Europe and Asia the key role in development and implementation of high-tech goods and services play multinational companies, which quite often create venture companies in their structures. Besides, it is set that a venture capital is often concentrated in science parks, technopoles, business incubators and other innovative structures. It is proved that in the process of commercialization of high-tech goods and services is a governmental support of state, first of all, from positions of longevity of preferences, which are offered to subjects of innovative structures. It's also set that such kind of commercialization is successful when local properties of demand for new goods and services are taken into account. Regarding a domestic experience of commercialization of innovative goods and services, they should state that it has a quite low development. Conclusion. In this way, generalisation of domestic and foreign experience of commercialization of innovative goods and services shows that directions and ways of such commercialization are different and can have a different shape that is defined by local historical circumstances, traditions and national innovative politics in general.

Modern high-tech industry intensifies the production load on operators. The problem of maintaining a high level of working capacity and error-free work is growing. Earlier studies revealed that the work of operators in hermetically sealed rooms is characterized by the following: monotony, hypokinesia, lack of psychological and industrial contacts, static muscle tension, as well as a lot of frequently repeated small movements caused by the fact that the technical system is controlled indirectly — through the remote control. The operator is affected by the factors of a closed production environment (microclimate) and the labor process (work and rest mode, long working shifts), which together form a general status called fatigue. The main factor that causes fatigue is the integral extensive intensity of the activity. The dynamics of physiological processes characterizing fatigue and the possibility of erroneous actions were evaluated. It is established that low-intensity factors, which form the working conditions of operators of high-tech industrial complexes, provoke persistent fatigue, a decrease in the functional reserves of the body, the development and aggravation of professionally caused diseases. The degree of fatigue was assessed by the indicators of the latent time of sensorimotor reactions, the stability of attention and the error of actions. The obtained data confirm the need in developing effective ways and means of maintaining working capacity. In particular, the regulated breaks and pauses filled with the specially developed schemes of isometric exercises, should be introduced (according to a special schedule) into the work and rest mode with a 12-hour schedule. The study substantiates the need for further making recommendations on the development of preventive measures to optimize the working conditions of the operators in high-tech industries.

Strengthening the team construction of part-time teachers is required by the transformation and development of the universities, the realization of their goals of being developed into an application-oriented universities and their talent cultivation and long-term development . The existing problem regarding the part-time teachers in current application-oriented universities are the low proportion of part-time teachers, a shortage of high level part-time teachers, the absence of relevant laws and regulations, a lack of systematic policies or financial support for part-time teachers as well as the unsound management mechanism with insufficient scientific and reasonable employment scheme for part-time teachers. To strengthen the team construction of the part-time teachers in application-oriented universities, firstly we should improve the existing laws, regulations and policies and broaden the financial support channels. Secondly, we should develop the recruitment channels for part-time teachers and pay attention to introducing high-tech and highly-skilled talents. Thirdly, we should improve the management over part-time teachers and promote their value. Fourthly, it should adopt a people-oriented management concept and establish an effective evaluation and incentive mechanism for part-time teachers.

The presented study examines the fundamental prerequisites for the emergence of digital platforms, which would provide a global view of the role that platforms play in creating a new organizational model — an ecosystem of high-tech industries.Aim. In the context of industrial digitalization, the study aims to substantiate the creation of a modern mechanism for coordinating high-tech market participants within a single economic and organizational space — an ecosystem based on a cross-industry digital platform.Tasks. The authors analyze the international experience of implementing digital platforms, identify problems and provide recommendations for solving them in the context of digital platform implementation in the Russian industry.Methods. This study uses general scientific methods of cognition in various aspects to analyze the current vector of industrial development driven by the introduction of ecosystems as a new organizational and economic model; describe the principles of their formation, possible structure, and main differences from traditional cluster and network models; substantiate that an ecosystem model allows its participants to achieve a positive synergistic effect in the implementation of their strategic development goals in the context of digital transformation.Results. The issues of using the tools of an industrial digital platform to facilitate the interaction between participants within an ecosystem are considered. Platform solutions in the industry show great promise in terms of analyzing large amounts of data, reducing transaction costs, and obtaining “perfect information”. The direction for the implementation of cross-industry digital platforms and creation of ecosystems in the near future is characterized.Conclusions. Digital cross-industry interaction within the framework of a common platform will expand external communications and promotion channels, making it possible to introduce digital business models and diversify production, but also requiring compatibility between the systems of industrial enterprises and a functioning digital platform and cloud environment.

Given the growing importance of climate technology and its early stage of industrial development, the Korean government has supported climate-tech small- and medium-sized enterprises (SMEs) through various policy measures, including credit guarantees. Although the extant literature argues that government financial support plays an important role in the growth of high-tech firms, research has been limited on the impacts of government financial support on company growth in the context of the climate-related industry. Using a sample of 582 climate-tech SMEs in Korea, this study explores the moderating effects of credit guarantees on the relationship between patents and firms’ sales growth as well as their direct effects on growth. This study found that credit guarantees and patent registration have positive effects on the increase in sales volume. Additionally, credit guarantees appear to weaken the relationship between patent registration and the sales growth rate. Based on these findings, we propose that, to develop the climate-technology industry, the voluntary innovation efforts of enterprises should be encouraged and credit guarantees should be provided for SMEs. In terms of managerial interventions, the government should especially avoid providing excessive benefits.

This paper diagnoses the development of the manufacturing industry in the Seoul Metropolitan Area (SMA) using portfolio and regression analyses. Following the life-cycle perspective, four types of spatial changes of firms have been identified, namely firm formation, inflow, outflow, and dissolution, which are applied to analyze the manufacturing development in SMA. For portfolio analysis, we propose the Net Formation Index and Net Inflow Index to measure the spatial changes of firms at the city level. The two indices facilitate horizontal comparison among cities in SMA in terms of firm growth from new opening and relocation. Using spatial regression analysis, we identify significant location factors that contribute to firm change patterns. Our tests show that a high level of industrial specialization (measured by location quotient) has a dual effect. On the one hand, high level specialization attracts new or inflow firms, particularly in the light and high-tech manufacturing industries. On the other hand, it leads to an increased number of closed or outflow firms, plausibly due to increased competition among local firms. The proposed methods can be applied to diagnose industrial development in clusters of inter-connected cities and design policy tools to boost the local industry.

The development of a socially oriented market economy in Ukraine, the effective implementation of reforms in this direction and the improvement of the well-being of the population is not possible without qualitative financial support for the competitiveness of workers, above all, in the mining industry. However, the absence of effective levers of influence on the organization of high-tech production in this area, its considerable intensiveness of material and energy, and its complexity and harm have negatively affected the labor motivation of miners and the profitability of mining enterprises. Therefore, the urgent issues at the current stage of development of Ukraine's mining industry are determining the conditions and opportunities for increasing the competitiveness of employees in this industry. Scientific novelty of the results is to identify, substantiate and analyze the main stages of financial support for the competitiveness of workers in the mining industry under the conditions of a changing vector of the country’s foreign economic policy and of market for products of this industry. The obtained results of the research are the basis to both the study and practical solution of the problem of how to increase the competitiveness of miners in enterprises under various forms of management. This approach involves not only a high level of material incentives for highly qualified specialists in mining, but also a comprehensive development of personnel potential in this industry as a whole.

The development of information and communication technologies, socio-economic systems subjects specialization, high risk of innovation, large costs of all stages for one subject, determine the need to combine the efforts of individual socio-economic subjects of the regions in the framework of cooperation and joint implementation of innovative projects. Accounting the current level of innovative development and technological support to the production regions, we can conclude about the need to develop their own technological base, scientific and industrial ties between the separate entities in the region, and between regions, as well as the efforts to strengthen the international ties in order to exploit advanced international developments and practices. The existing personnel, material, technical and information reserve of the Russian regions can be realized through closer cooperation of industrial enterprises and research organizations of the region by forming stable links for interaction and exchange of experience and knowledge between research and industrial enterprises, which will serve as a basis for catalyzing the development of innovative processes in the region and thereby strengthening their competitiveness. The article describes the proposed method for managing the implementation of open innovation ideas and proposals within regional scientific and industrial complexes, based on a differentiated approach to innovation management, depending on the degree of their completion.
