The problems and prospects of the import substitution policy continue to be a strategic priority for the development of the Russian economy. This is due to the presence of imports of certain types of food, which pose a threat to the food security of the territory and the infringement of national interests of the country. The current state support of the agro-industrial complex is aimed at increasing agricultural production in order to ensure import substitution. All this determines the need to improve the process of supporting the agro-industrial complex, create favorable conditions for the effective development of rural areas, increase the financial stability of agricultural producers, ensure a sufficient level of their profitability, create and develop a full-fledged production infrastructure. The purpose of this study is to consider the mechanism for the implementation of import substitution in the agro-industrial complex and possible prospects for its development in modern conditions. The article presents an overview of the existing interpretations of the “import substitution” concept which made it possible to indicate the author’s position regarding the studied phenomenon. The mechanism of import substitution is manifested in the unity of its component mechanisms: organizational and economic, which in turn include certain forms, methods, tools. The potential for further development of the agro-industrial complex import substitution mechanism is represented by the following directions: expansion of grant financing of agro-industrial complex enterprises, the list of targeted preferential short-term lending, strengthening of tax incentives, implementation of projects based on public-private partnership.

The current state of agricultural integrated associations in Ukraine is considered. Their significant distribution is analyzed, the variety of forms of integration in the developed countries of the European Union and the USA is investigated, their crucial importance in ensuring food security of the country and significant contribution to international trade is proved. The experience of forming vertically integrated structures in agro-industrial complex is considered. It is proved that the creation of vertically integrated structures in the agro-industrial complex solves the problem of food security of the coun-try, increases food exports, reduces disparities between industries, optimizes price chains from agricultural producers to the final consumer. Attention is drawn to the relevance of the study of the cooperation current state in rural areas in terms of promoting its revival, including: legal requirements for the formation of a diversified agricultural economy as a basis for rural man-agement, farms development, agricultural cooperatives and other relatively new organizational forms of agricultural entre-preneurship. Since currently the state does not have enough funds to establish a wholesale market, it is advisable to create alternative, small organizational forms of wholesale sales in rural areas. This may be cooperation in the field of procurement and marketing of agricultural products. Such cooperatives are designed to perform certain marketing functions. Peculiarities of domestic and foreign integrated formations development, motivation of direct participants to joint production-economic and marketing actions, coordination and carrying out of joint economic, scientific-technical policy, formation of regional economic complexes are generalized. The advantages and disadvantages of cooperation among other organizational and legal forms, as well as the advantages and disadvantages provided by agricultural holdings to agricultural producers are considered. The generalization of the conducted researches gave the chance to investigate motivation of the basic partici-pants, ways of realization of integration processes in market conditions. Рассматриваются ход и результаты государственной поддержки импортозамещения в отрасли, недостатки, эффективность. Предложены шаги, способные повысить эффективность государственной поддержки импортозамещения в сельхозмашиностроении Российской Феде-рации. Effective development of domestic agricultural engineering ensures the achievement of high production volumes of agri-food products. To improve the national production of agricultural machinery, the leading countries of the world provide state support to their pro-ducers. At the same time, these countries stimulate the development of the industry in order to dominate their producers in the domestic market, and to expand into the markets of foreign countries. For a long time, Russia has been the object of widespread expansion by foreign manufacturers of agricultural equipment. At the same time, under the conditions of economic sanctions, dependence on im-ported agricultural equipment limits the development of the domes-tic agro-industrial complex. Significantly reduce dependence on foreign supplies of agricultural equipment and ensure the competi-tiveness of domes- tic products should be implemented in the indus-try's current policy of import substitution. The purpose of the article is to analyze the implementation of the policy of import substitution in domes-tic agricultural machinery and assess its impact on the development of the industry. Government sup-port has a significant impact on the development of the industry, which is confirmed by statistical data and materials of market participants. Analysis of the literature and regulatory acts showed that the state financial support for the industry is carried out in 4 areas: industrial, technological, marketing and personnel. The effectiveness of state support is determined by the state of the industry, the situation on the domestic market of agricultural equipment and the achievement of support goals. To date, govern-ment support measures for import substitution in the industry have not ensured its stable development and increased competitiveness of the products produced. The authors analyzed the implementation of the state policy of import substitution in the domestic agricultural machinery in the framework of the relevant sectoral plan. Based on the analysis, a conclusion was made about the need to improve measures of state support for the industry.

The current challenges and threats undermine economic security of the most production enterprises, primarily as the result of such environmental factors, as sanctions and declining oil prices, which in turn significantly affects the whole Russian economy, heavily dependent on energy resources exports. These external factors also threaten the financial stability and create prerequisites for crisis situations at the enterprises, ultimately undermining their economic security. The paper reveals the close relationship between such concepts, as sustainability and economic security, and shows the role of financial strategy as one of the tools to ensure sustainable development of an enterprise under the mentioned conditions. The research findings are considered through the case study of high-tech enterprises within the defence-industrial complex of this country.

In this article, the analysis of the influence of international sanctions on the Russian economy is provided to identify and evaluate their positive effects. The author established some economic areas, where the noticeable improvement of the situation has happened and where exists the creative basis of domestic production. Further, the author analysed her findings on the base of some statistical data and some stylized examples. The opportunities of Russia to diversify trade markets, increase of foreign trade cooperation with the new partners. The author also showed improvement of the country’s food security on the example of changes in the geographical and commodity structure of trade turnover. There is an analysis of the positive trends in import substitution in such sectors as agriculture, military-industrial complex, ITindustry. Furthermore, some examples are given to demonstrate the capabilities of Russia in making the technological breakthrough that is necessary for the further development of the country. In conclusion, the author summarised the positive aspects of the influence of the sanctions and the inference about the need to turn towards the internal potential of the country, towards the search for the hidden reserves and opportunities.

Introduction. The issue of providing humanity with food rightly holds one of the leading places in the hierarchy of global problems. Food safety of a country is an indispensable condition and guarantees its sovereignty and independence, ensuring its sustainable social and economic development, population’s high level and quality oflife and reproduction ofhuman capital. The purpose of the article is to assess the state of food security of Ukraine, the definition of the role of households in ensuring food security and the justification of directions for improving financial leverage in the context of the implementation of Ukraine’s agricultural and food potential. Main results of the study. For Ukraine, the problem of ensuring food security is of particular importance, which is conditioned by the current state of development of the domestic agricultural and industrial complex, the increase of production in which is carried out mainly by an extensive way. The most important conditions for achieving food security are: the potential physical availability of food for every person; economic opportunity of purchasing food by all social groups of the population, including disadvantaged ones, which is achieved by raising the standard of living or implementing the necessary measures of social security; consumption of high quality products in quantities sufficient forrational nutrition. In order to increase the food security financial support, it is necessary to improve the financial component of the comprehensive food security mechanism, which aims at ensuring the application of economic instruments and creating conditions for attracting monetary resources for the functioning ofthe food security system through the creation of amulti-channel financing system. Conclusions. Therefore, the main directions of improving the financial system for the purpose of ensuring food security ofthe country are: availability of financial and credit support to agricultural producers; introduction of innovations in agricultural production; regulation of conditions for foreign and domestic food trade through a system of tariff and non-tariff instruments; systemic measures to strengthen and extend the life expectancyofthe population, wages and salaryincrease.

The article is aimed at studying the current state of the agro-industrial complex of the Ternopil region and elaborating proposals for improving local agro-industrial production aimed at increasing the competitiveness of enterprises’ products in the European Union markets. As a result of the study, the current state of the agro-industrial complex of the region is considered, the dynamics of production volumes of agricultural products of the main types in the region are examined. The authors also propose some ways to increase the export potential of the region in the direction of European integration. It is substantiated that for the development of this industry it is necessary to introduce a number of measures that will help solve urgent and important problems of agricultural production development in both the domestic and the European markets. To strengthen the position of the agro-industrial complex of the region, it is necessary to develop cooperation of agricultural producers more widely. First of all, special attention needs to be paid to expanded livestock industry, especially dairy. Perspective directions of work for farmers of Ternopil region in cooperation with markets of European countries are determined as follows: production of organic products, as well as cultivation and processing of fruit and berry products. Prospects for further research in this direction are substantiation and development of measures to increase the competitive advantages of specific agro-industrial enterprises of the Ternopil region of various specializations in the implementation of foreign economic activity in the EU markets. The implementation of these measures will enable the agro-industrial sector to become more profitable and provide an important contribution to the development of not only the region, but also the whole country as a whole.

In the context of the state policy of import substitution and the development of the export potential of the domestic agro-industrial complex, the importance of agricultural land is increasing. In Russia, it is possible to increase their area due to the involvement in the active economic turnover of unused agricultural land. The scientific study had analysed the quantity of agricultural land, the causes of crises in land management and the views of scientists on how to overcome the crisis, and an assessment of State action to return land to agricultural use. It was concluded that it is necessary to identify and implement the most effective forms and methods of state support, as well as strengthen regional financial support for agricultural producers involved in the involvement of unused land in agricultural turnover. An analysis of federal targeted programs to preserve agricultural land and increase its productivity has shown a high level of effectiveness. In order to make informed decisions on the involvement of land in turnover and to predict the improvement of its condition and use, the creation of a single digital platform combining disparate data of different departments on the state of land, their quality characteristics, legal status is important.

Currently, agriculture is one of the priority sectors of the Russian economy. In view of the requirements for quality, quantity of products and the presence of specific features of business activities, agricultural producers need government support. The aim of the work was to assess the state support provided for agriculture in Russia, regions of the European North of Russia, and mainly in the Vologda region. It has been proposed, when providing state support, to take into account such areas as the formation of a comfortable environment for work and life in rural areas in order to attract personnel to the industry; in order to consolidate the actions of the state and business, it was proposed to organize “round tables” with the participation of persons interested in the development of the industry; Also of interest is the development of a system for acquiring agricultural equipment on the terms of leasing, hiring, and rating due to the poor state of the material and technical base.

The article is devoted to analyzing the current state of agriculture in Volgograd region and identifying the problems that impede successful functioning of a number of branches included in its structure. Currently, the strategy for developing the Russian agro-industrial complex is set out in the “State Program for Developing Agriculture and Regulating Agricultural Products, Raw Materials and Food Markets for 2013–2020” adopted by the Government in 2012. This document set the following main tasks for the domestic agriculture: ensuring food security and accelerated import substitution of meat, dairy products, vegetables, potatoes, etc. The analysis carried out in the article showed that the greatest success in the region was achieved in the production of crop products. Volgograd region is one of the leaders in cropping vegetables, grain crops, and sunflower seeds not only in the Southern Federal District, but also in Russia as a whole. At the same time, the region lags far behind other agricultural regions in producing the most important food products such as milk and meat. The accumulated problems have a negative impact on the development of agriculture. Among them, one should highlight low productivity of a hectare of land due to the decrease in soil fertility. Another serious problem remains the extremely low material and technical equipment status of agricultural production. The author sees the way out of this situation, first of all, in the active state support of local agricultural producers. Such support has been carried out in Volgograd region in recent years and is already yielding results.
