Introduction. The problem of repatriation of the Muslim population, so-called “Meskhetian Turks” exiled in 1944 from Samtskhe-Javakheti and acceptance of their national identity has long worried Georgian people. The opinions on this subject vary drastically. Depending on the political situation, this issue periodically emerges (possibly deliberately) as a controversy. Comparison and analysis of currently available written sources, special and general literature, documents, recently studied ethnographic materials finally provide an opportunity to define who the “Meskhetian Turks” are. In addition, they reveal who is benefiting from using this artificially created term and for what purpose. Methods and materials. The materials concerning these problems and their classification are based on the methods developed by Ac.G. Chitaia, the founder of Georgian Ethnographic School. They contain different methods of complex-intensive as well as generalization and historical characters. Analysis. Muslimized population (Tarakams, Kurds, Turks, and later Georgian Muslims) mostly lived in Akhalkalaki and Akhaltsikhe provinces before the exile. Prior to 1940, the religious and ethnic composition of the population was rather diverse. This area was inhabited by indigenous Christians and partly Islamized Georgians. They were later joined by sheltered Kurds, Turks, Armenians and Karapapakhs. Calling them “Meskhetian Turks” has a specific purpose and the term is artificially spread in Georgian society. This type of action does not happen in any other country. One may wonder if various governmental, non-governmental and international agencies that have appeared in Georgia like mushrooms after the rain, know about this fact. Or, maybe they know it but under the influence of the governing forces of “the new order” and wholesome funding they deliberately destroy the national identity and integrity of the centuries-old history of the Georgian nation. One should use the term “Muslimized Meskhetians” but never “Meskhetian Turks” (the diverse tribal muslim population exiled from Samtskhe-Javakheti) to refer to the population of several million indigenous muslimized Georgians who are living on their historic territory (Tao-Klarjeti, Kola- Artaani, Shavsheti, Lazistan, etc.), currently Turkey. Results. The research process highlights the following: according to the results of the study, it becomes possible to develop a number of recommendations which will help the multiethnic population of Samtskhe-Javakhethi live in a peaceful way and accelerate the adaptation and integration processes.

RESUMEN: Este artículo analiza el proceso de cambio político que se inició en Costa Rica en 1998 y que aún no concluye, ubicándolo en el contexto de la historia política de la segunda mitad del siglo XX. Revisa luego las explicaciones que se han dado para el brusco quiebre en el comportamiento electoral de 1998, analiza la relación entre abstención y declive de los dos partidos tradicionales en el período 1998-2006 y se detiene a estudiar algunos rasgos del comportamiento electoral de los ciudadanos en el 2006. Concluye planteando una interpretación preliminar sobre el momento político en que se encuentra el país.ABSTRACT: This article analyzes the process of ongoing political change that has taken place in Costa Rica since 1998. It is analyzed in the context of the political history of the second half of the 20th century. This article reviews the explanations of the sudden shift in electoral behaviour in 1998, analyzes the relationship between electoral abstention and the decline of the two traditional parties between 1998 and 2006, and it studies some characteristics of voting behaviour in 2006. The paper concludes with a preliminary interpretation of the current political situation.

Keroncong merupakan musik, instrumen musik, dan genre yang diklaim sebagai warisan budaya indonesia. Keroncong sebagai warisan budaya tentunya memiliki sejarah yang panjang.sejarah yang panjang juga tidak akan luput dari pasang surut dan perkembangan. Pasang surut dan perkembangan umumnya dipengaruhi politik dan situasi sosial. Untuk memetakan sejarah keroncong di Indonesia yang diwarnai politik dan situasi sosial, data dikumpulkan melalui dokumentasi, telaah pustaka, dan wawancara. Data valid dikonfirmasi dan dipaparkan secara kronologis berdasar periodesasinya. Hasil penelitian ini menunjukkan bahwa keroncong bermula dari diseminasi instrumen musik bangsa Portugis yang menjalin hubungan dengan Majapahit. Diseminasi instrumen fado di nusantara mengalami perubahan morfologi dan teknik perlakuan alatnya. Perubahan morfologi dan perlakuan alat ini melahirkan instrumen keroncong atau cukulele. Gaya lirik dibangun oleh kearifan lokal nusantara sesuai demografi dan situasi sosial di masing-masing lokasi penciptaannya. Gaya lirik dan pasang surut popularitas keroncong sebagai kelompok musik didorong dan dihentikan oleh naik turunnya kekuatan politik Portugis, Majapahit, Belanda, Jepang, dan Orde Lama dan Orde Baru. Political and Social Situations in the History of Keroncong in IndonesiaAbstract:Keroncong is music, musical instrument, and the genre that is claimed to be Indonesia's cultural heritage. Keroncong, as a cultural heritage, certainly has a long history. A long history will not escape its ups and downs and developments. Political and social situations generally influence the ups and downs and developments. In order to map the history of keroncong in Indonesia, which is colored by politics and social situations, data is collected through documentation, literature review, and interviews. Valid data are confirmed and presented chronologically based on the periodization. The results of this study indicate that keroncong originated from the dissemination of Portuguese musical instruments, which had a relationship with Majapahit. The dissemination of fado instruments in the archipelago has changed the morphology and treatment techniques of the tools. Changes in the morphology and treatment of this tool gave birth to the keroncong or Cukulele instrument. The local wisdom of the archipelago builds the lyric style according to the demographics and social situations in each location of its creation. The lyric style and the ebb and flow of keroncong's popularity as a musical group was driven and stopped by the ups and downs of the political power of the Portuguese, Majapahit, Dutch, Japanese, and the Old and New Order.

This chapter tracks the history of changes to presidential terms and term limits of President Nazarbayev, the first and only president of post-Soviet Kazakhstan. We show that the length of presidential terms was changed by Nazarbayev to ensure his longevity in an evolving political situation. He successfully avoided elections when opposition was more consolidated while maintaining plausible periodicity of contests. The two-term limit was manipulated by various means, including a referendum, new constitution, and ultimately exemption from term limits for the First President. These manipulations were enabled by gradual consolidation of Nazarbayev’s regime, which is now marked by nearly total control over the political space. Elections serve as a decorum deployed tactically to ensure symbolic democratic continuity and offer no realistic prospect of unseating the incumbent president.

There is little need now to emphasise the importance of the declaration of war against Philip V of Macedon in the history of Roman imperialism, or to formulate the problem of the causes of the Roman decision to intervene in the East. The work of M. Holleaux has defined the problem and indicated its historical implications, and subsequent research has kept the issue clear. We have rather to justify a paper upon this subject which returns to details of reconstruction already fully treated. Yet the reconstruction of events has not received its final exposition, and a better understanding of the details is essential for the historical interpretation of the political situation in 200 B.C.

The story of the Greek settlements in Sicily and southern Italy is not commonly regarded as one of the 'central themes' of Greek history. For long periods, the paucity of documentary evidence means that there is little story to tell anyway, and when a history of events is possible, it is often because those events are closely linked with the more fully documented history of Greece itself. Such an occasion occurred in 415, when the Athenians decided to send a fleet to western waters, and subsequently to undertake the siege of Syracuse. These events, so vividly narrated by Thucydides in the polished narrative of Books 6 and 7, are often studied today, but many modern readers start with a disadvantage shared, as Thucydides would have us believe, with the majority of Athenians of his own day - ignorance of Sicily and its inhabitants. Thucydides responded by giving his readers an account of the various peoples who inhabited Sicily, to impress upon them the number and power of the cities and settlements on the island (6.2-6). This article offers a short introduction to the political situation the Athenians encountered in South Italy and Sicily. It is written with a minimum of documentation, apart from references to the text of Thucydides. (The spelling of proper names follows that used in the Penguin translation, from which quotations are also taken; some suggestions for further reading are given at the end.)

The attempt to remove from power in August 1991, M.S. Gorbachev actually marked the end of the history of the Soviet Union. The August events forced the peoples of the republics of the USSR to unite around republican elites who defended the achievements of perestroika. The socio-political situation in the Murmansk region in August 1991 is considered on the material of the regional press.It reflects a specific feature of those events in the region. Despite the differences in the positions of different groups of the population, in General, electoral support for the legitimate authorities was reflected. The highest degree of tension in the labor collectives of the region fell on the morning of August 21. The political elite of the region took a wait-and-see attitude. The Soviet authorities in one of the militarized regions of the country managed to prevent clashes, not to give reasons to the top leadership to enter troops in localities, and to declarea state of emergency in the region.

Position of the Polish Workersʼ Party on the celebration of Independence Day The history of the anniversary celebrations on 11 November reflects the complicated traditions of the nation and the Polish state. For years the celebrations were accompanied by numerous changes in the ideological, legal, political and ritual layer. Individual political and social formations as well as subsequent generations of Polish citizens celebrated the anniversary of regaining independence by assigning to it different ideological, political and axiological values. Ove the course of a hundred years, it has gained a different legal and political status. From the celebration of local military circles, then political, through national anniversaries, school ceremonies to the establishment of a public holiday.In the 21st century, the holiday is additionally used by various political forces. The main form of the celebration is the Independence March. During the march Polish patriotic and human values are presented. But it also becomes the grounds for publicizing various values and anti-values. International interest in the march is dictated by the propagation of sometimes anti-democratic slogans and the political situation in Poland and the EU. Various political forces sometimes try to use the Independence Day in a spectacular way for political purposes, for media coverage, for election fights with political opponents.

This study aims to describe the history of recent Islamic economic development in the correlation to politics as a sought to formulated some Islamic economic laws. This qualitative study is an exploratory- analysis. It intended to analyze the position of Islamic economic in Indonesian’s system of law, so it will found the clear description of the implementation of Islamic economic laws in Indonesia. It is a library research. The study found that it is important to found the frame of the development of the products of Islamic economic law at the both period; i.e. New Order and Reformation Era. The concept of Islamic economy is still dominated by the application of Islamic principles in the areas of finance, especially banking. This dominance is not supposed to leave the Islamic economic instruments. In this respect, it associated with the political and legal product, then all the aspects and the Islamic economic instruments should be viewed comprehensively. Tulisan ini akan menguraikan mengenai sejarah ekonomi Islam modern dan keterkaitannya dengan politik dalam upaya merumuskan berbagai hukum ekonomi Islam. Penelitian kualitatif ini merupakan studi exploratory-analysis. Pendekatan ini dimaksudkan untuk menganalisis posisi ekonomi Islam dalam tata hukum Indonesia sehingga akan dapat diperoleh gambaran bagaimana bentuk implementasi ekonomi Islam di Indonesia. Penelitian kepustakaan ini menemukan urgensi untuk menemukan kerangka pengembangan produk hukum ekonomi Islam pada dua periode yang ada yaitu Orde Baru dan Era Reformasi. Konsep ekonomi Islam masih didominasi dengan penerapan prinsip Islam dalam bidang keuangan terutama perbankan. Dominasi ini tidak seharusnya melupakan instrumen ekonomi Islam lainnya karena jika dikaitkan dengan politik dan produk hukum, maka semua aspek dan instrumen ekonomi Islam tersebut harus bisa dilihat secara komprehensif.

The article studies the views of the Slavophile Alexandre Baschmakoff on the essence and solution of the «Macedonian question» in 1899 developed in his book «Bulgaria and Macedonia» and archival letters to Count N. P. Ignatiev, the latter for the first time used as a historical source. Special aspects of the representation of facts in Baschmakoff’s book and letters are highlighted. In addition the author documents the unofficial manner of his trip. It is shown that Baschmakoff sought to reach Macedonia by the time of the alleged general uprising and become a mediator between the rebels and official Russia. One of the main sources of information about the political situation in the region for him during the trip were testimonies of Bulgarian oppositionists, while his concept of ethnic composition in Macedonia was based on his own observations. The main attention in the work is paid to Baschmakoff’s ideas about the necessary Russian foreign policy course in Bulgaria and Macedonia in 1899: in his opinion, the goal of Russian diplomacy should have been an establishment of autonomy in Macedonia avoiding war and an active foreign policy course towards the Balkans.

The publication concerns the state turnover in 1991-1992, the dramatic event in the recent history of Georgia, and its description in the modern Georgian historiography. Academic textbooks and historic scientific researchers are discussed in chronological order, pursuant to the years of publication. They show the political situation of this period. Historiographic research in this field has never been conducted and this article represents the novelty. Publication shows the attitudes of the book authors toward the event. The author of the article concludes that scientific research in this field will be carried on more intensively since this issue is very actual.
