The discrepancy between the pace of economic growth rates, needs of enterprises and population for transportation, quality of the road network is a significant infrastructural limitation for growth. The paper is devoted to the analysis of large scale investment projects aimed at the removal of infrastructural restrictions, i.e. the national project “Secure and High-Quality Roads” and “Comprehensive Plan for the Modernization and Expansion of Main Infrastructure”. It is noted that the project “Secure and High-Quality Roads” for Krasnodar Krai will become a prerequisite for the effectiveness of transport infrastructure. “Comprehensive Plan for the Modernization and Expansion of the Main Infrastructure” including such federal projects as “Europe – Western China”, “Sea Ports of Russia”, “Northern Sea Route”, “Railway Transport and Transit”, “Transport and Logistics Centers”, “Communications Between the Centers of Economic Growth”, “Development of Regional Airports and Routes”, “High-Speed Rail Links”, “Inland Waterways” will increase the investment activity in the transport sector of the region. The paper presents the results of statistical analysis aimed at the identification of significant economic effect from capital investments in the road infrastructure of Krasnodar Krai. It is revealed that investments into transport and communications stimulate the economic growth and also reduce the accident rate on highways in the long run. In addition, the increase in the density of paved public roads stimulates the passenger turnover in the short run and is also a significant factor in the reduction of the accident rate. The downward trend of paved roads in the total length of roads indicates the necessity to invest in the improvement of the quality of existing roads. The author emphasizes that in order to achieve the goals mentioned in the infrastructural projects under analysis, it is necessary to improve the monitoring system of content and development of the infrastructural frame of the territory, evaluate the effectiveness of administrative decisions for the accomplishment of the goals indicated in the infrastructural projects under analysis.

One of the priorities of the state policy in the field of transport infrastructure development is the modernization of the Russian seaport infrastructure, the creation of modern competitive transport hubs and other architectural objects with a complex functional and planning structure. This article is devoted to the study of functional and technological solutions of modern sea passenger terminals and the requirements to these solutions taking into account the interests of consumers, including people with limited mobility. The functional diagram of the passenger building of the seaport and types of pre-trip passenger training operations are given. It is shown that the efficient decisions of optimizing functional , technological, architectural and planning solutions of seaport passenger terminals is possible with the use of modern IT and technologies for passenger handling. From the perspective of system approach the tasks of functional and technological solutions’ optimization are aimed at achieving the high quality of architectural environment and are the mathematical programming tasks.

The subject of research is the global economy perceived through the prism of its conditions and transport challenges that its development is currently generating. The author justifies the hypothesis that transport being a lever of globalization processes and a stimulator of the development of the global economy requires improvement, and in all dimensions of its activity on an international scale. For this purpose, basic barriers and threats of transport and logistics that are or may appear in the global economy in the near future were identified. The potential effects resulting from this reason for the global economy and its selected sectors, mainly trade were also indicated. It also identifies actions that should be taken to eliminate or reduce existing transport barriers, including mainly infrastructure barriers, which should lead to an increase in the efficiency and effectiveness of the transport sector on a global scale. The publication uses the studies and reports of international organizations such as the WTO, WB, WEF regarding the subject under study. The obtained research results allowed to formulate conclusions that, firstly, the transport infrastructure and low quality of transport services are still a significant barrier to the development of many economies – including the world’s leading ones – and, secondly, that it is necessary to undertake coherent, internationally coordinated stimulating activities for transport development on a global scale. Transport is becoming a factor determining further growth of competitiveness and ensuring the expected level of facilitation in world trade and the required efficiency of functioning of global supply chains.

The article presents, in the short description, a link between the economic development of the region and the condition of its road infrastructure. The region selected for comparisons and analysis of this compounds is Eastern Poland. First, the characteristics of the selected region were discussed. Next, the general state of transport development of the country was described, in aspect of road infrastructure. The last part of the article discusses the issues of the region's economic growth in relation to its infrastructure situation, in connection with the condition and development of the road network. The presented material was concluded with a summary, which emphasized the existence of the tested compounds.

As the Chinese economy enters the stage of new normal, high-quality economic development has become the current priority. Economic development should not be achieved at the cost of environment and resources. Clarifying the interactive relationship between water environment pollution and the quality of economic growth can help realize water environment protection and sustainable economic development. Based on the data of 30 provinces and cities in China, this paper studies the bidirectional mechanism between water environmental pollution and the quality of economic growth with the dynamic simultaneous equations model. The paper concludes that environmental pollution and the quality of regional economy growth have strong hysteretic nature; And that water environmental pollution and the development of regional economy display the relationship of bidirectional feedback. Discharge of pollutants into the water environment can inhibit high-quality development of regional economy. As the intensity of water environmental pollution increases by 1%, the quality of regional economic growth decreases by 0.0230%; Hence as the quality of regional economic growth increases by 1%, the intensity of water environmental pollution increases by 0.148%. Therefore, sustainable economic development should be attached with due significance, by removing the factors of environmental pollution, timely adjusting environmental policies, and promoting harmony between ecological environment and economic growth.

The article summarizes the main infrastructural challenges that have arisen before united territorial communities, in the course of decentralization reform in Ukraine. In particular, the low quality of local government staff, which reduces the chances of communities for economic efficiency; social infrastructure; transport infrastructure; land resource. In the process of decentralization reform, the concept of infrastructure is concretized in connection with the creation united territorial communities, where the infrastructure includes housing, transport, health care, culture and sports, social protection. After all, if there are "failures" in the infrastructure of the community, it will quickly lead to disruption of the stable functioning of the whole community, respectively, will negatively affect the quality of life and productivity of the community, and modernization will promote economic growth and increase welfare. Also, in the article the author describes the powers and resources that the united territorial communities received today in the conditions of decentralization, and highlights that for the united territorial communities is of primary interest to the state - it's transfers such as basic grants, educational and medical subventions and capital transfers. City budgets began to be filled much more actively. That is, having a leader interested in development, united territorial communities have good financial opportunities for development. Communities cease to be ordinary "cash registers" for the payment of salaries to state employees, they become really interested in economic growth in their territory. It was noted that for development local governments should be involved in various projects (Joint program organization of common nationalities women, U-LEAD, DESPRO, EU / PRON, DOBRE, PROMIS / PLEDOG), in projects proposed by the State Fund for Regional Development. In the current economic environment, it is important that local authorities actively attract state support and, combining them with their own resources, direct to the implementation of regional and local development strategies, implement various infrastructure projects that support innovation, new production, small and medium business.

Постановка задачи. Необходимо рассмотреть технологию ремонта дорожных покрытий нежесткого типа с применением холодных асфальтобетонных смесей на битумах марок БНД, СГ и МГ. Требуется разработать математическую модель конструкции автомобильной дороги, позволяющую демонстрировать распределение температуры по толщине слоя покрытия в зависимости от конструктивных параметров дороги с учетом теплофизических свойств материалов и температурных условий её эксплуатации. Также надлежит уточнить влияние температуры смеси на предел прочности холодной смеси заводского производства. Следует провести ремонт выбоин покрытия в производственных условиях при пониженных температурах воздуха. Результаты. По результатам моделирования распределения температуры в слое покрытия доказано, что применение холодных асфальтобетонных смесей обеспечивает высокое качество ремонтных работ при температуре воздуха выше 30 °С. Получены данные о зависимости температуры нагрева основания от температуры воздуха и толщины слоя, которая обеспечивает температурные режимы холодной смеси при её уплотнении. Установлено, что предел прочности покрытия зависит от температуры. Максимальная величина предела прочности холодного асфальтобетона заводского производства обеспечивается при температуре уплотнения смеси 50-55 °С. Проведенный ремонт выбоин дорожного покрытия при пониженных температурах воздуха доказал возможность выполнения ремонтных работ с высоким качеством в данных производственных условиях. Выводы. Доказана эффективность нагрева основания выбоины перед укладкой холодной асфальтобетонной смеси при ремонте дорожных покрытий нежесткого типа со снижением температуры воздуха ниже 5 °С. Установлено влияние температуры основания покрытия на ее равномерное распределение в зависимости от температуры воздуха и толщины слоя покрытия при выполнении ремонтных работ. Полученные данные о зависимости предела прочности холодного асфальтобетона заводского производства от температуры воздуха позволяет определять параметры уплотняющих машин, обеспечивающих высокое качество ремонтных работ. Statement of the problem. It is essential to consider the technology of repair of road surfaces of non-rigid type using cold asphalt-concrete mixtures on bitumen grades BND, SG and MG. It is important to develop a mathematical model of the road structure that enables modeling the temperature distribution over the layer thickness, depending on the design parameters of the road considering the thermal and physical properties of materials and the temperature conditions of the road operation. It is also necessary to specify the effect of the mixture temperature on the tensile strength of the cold mixture of factory production. Potholes of the coating must be repaired at low air temperatures of different repair technologies in production conditions. Results. Based on the results of modeling the temperature distribution in the coating layer, it is proven that the use of cold asphalt-concrete mixtures ensures high quality of repair work at air temperatures above +30 ° C. The dependence of the heating temperature of the base on the air temperature and the layer thickness is obtained, which provides the temperature conditions of the cold mixture during compaction. It is established that the ultimate strength depends on temperature. The maximum value of the strength limit of cold asphalt concrete of factory production is provided at the compaction temperature of the mixture at +50-55⁰C. The repair of potholes of the road surface carried out in production conditions at low air temperatures proved the ability to perform repair work with high quality of work. Conclusions. It is proven that it is effective to heat the base of the pothole during repair on non-rigid road surfaces at low air temperatures before laying a cold asphalt-concrete mixture. The influence of the base temperature on its distribution over the layer thickness depending on the air temperature and the layer thickness during repair work is established. The obtained dependence of the strength limit of cold asphalt concrete of factory production on temperature allows us to determine the parameters of compacting machines that ensure high quality of repair work.

China’s growth miracle has been accompanied by a great leap forward in the development of transport infrastructure. This study examines and compares impacts from the quantity, quality, and structural aspects of transport infrastructure on regional economic growth in China as the country approaches an upper-middle income status. We also incorporate government’s development strategies into the framework for evaluating the growth effect of China’s transport infrastructure. Using a consistent and robust dynamic panel data system generalized method of moments (system-GMM) estimation for identification, we find strong evidence confirming that transport infrastructure contributes to regional economic growth in China during the period 2007–2015, as the country approaches its upper-middle income status. In particular, quality improvements in roads and railways and the structural upgrading of transport infrastructure significantly contribute to growth. However, we do not find that quantity expansion of the overall land transport network has a significant impact. Moreover, government development strategies that defy local comparative advantages not only detract from the growth rate but also potentially restrict the contribution of transport infrastructure. Lastly, the regional heterogeneity for Western China may differ across transport modes, particularly with respect to goods versus passenger transport and roadways versus railways.

In present work the paths for obtaining the road oil bitumen are presented from the wastes of coal oil of the Karazhyra field. For the improvement of the quality of obtained bitumen the modification was carried out of elementary sulfur. The processes of modification by elementary sulfur allow to obtain the viscous road oil bitumen of high quality.
