One of the priorities of the state policy in the field of transport infrastructure development is the modernization of the Russian seaport infrastructure, the creation of modern competitive transport hubs and other architectural objects with a complex functional and planning structure. This article is devoted to the study of functional and technological solutions of modern sea passenger terminals and the requirements to these solutions taking into account the interests of consumers, including people with limited mobility. The functional diagram of the passenger building of the seaport and types of pre-trip passenger training operations are given. It is shown that the efficient decisions of optimizing functional , technological, architectural and planning solutions of seaport passenger terminals is possible with the use of modern IT and technologies for passenger handling. From the perspective of system approach the tasks of functional and technological solutions’ optimization are aimed at achieving the high quality of architectural environment and are the mathematical programming tasks.

The article deals with the problem of transport infrastructure development in modern cities. The relationship of mass motorization with the quality of the urban environment and the development of the transport framework is analyzed. Examples of the modernization of the transport system and the humanization of the urban environment from the world urban planning practice are given. The authors formulated a number of recommendations for the reconstruction of the transport infrastructure on the example of the Crimea.

A global imperative that is especially relevant for Ukraine in view of the social, environmental and economic challenges of sustainable development is to ensure sustainable development. Therefore, addressing the topic of prospects for the development of infrastructure in the country's regions, given the fact that Ukraine is currently moving towards the implementation of a wide range of reforms aimed at improving the welfare of the population is a very important topic. First, because the components of the infrastructure are the main principles of quality of life, which affect the level of satisfaction of citizens. Secondly, a highly developed infrastructure complex is able to bring the country to a whole new European level of development. In terms of infrastructure development, the following priority areas are: housing and communal services, transport and communications, medicine, education, recreation system, ecology, social security, culture, as the most important systems that ensure the gradual sustainable development of each region, and the country as a whole. Despite the sufficient attention of state and regional authorities to the development of infrastructure in many regions of the country, there are still problems of existing infrastructure facilities, such as - educational, cultural, sports, medical, preschool educational institutions and schools, hospitals, etc. The degree of wear of which sometimes reaches 60%. In addition, there are problems with the provision of urban and regional transport to meet the existing needs of residents of the city and its remote areas, which provokes significant time to travel, and so on. In general, the quality of most social infrastructure facilities leaves much to be desired, which determines the high degree of relevance of the topic of this article. The article analyzes the current state of educational institutions, health care and transport infrastructure of the Dnipropetrovsk region, identifies urgent problems. In addition, the problems of the development of transport infrastructure (insufficient number of transport units, its unsatisfactory technical condition, frequent breakdowns, high level of wear, etc.) are highlighted, which requires taking measures to increase the level of accessibility and comfort of transport in the region.

The discrepancy between the pace of economic growth rates, needs of enterprises and population for transportation, quality of the road network is a significant infrastructural limitation for growth. The paper is devoted to the analysis of large scale investment projects aimed at the removal of infrastructural restrictions, i.e. the national project “Secure and High-Quality Roads” and “Comprehensive Plan for the Modernization and Expansion of Main Infrastructure”. It is noted that the project “Secure and High-Quality Roads” for Krasnodar Krai will become a prerequisite for the effectiveness of transport infrastructure. “Comprehensive Plan for the Modernization and Expansion of the Main Infrastructure” including such federal projects as “Europe – Western China”, “Sea Ports of Russia”, “Northern Sea Route”, “Railway Transport and Transit”, “Transport and Logistics Centers”, “Communications Between the Centers of Economic Growth”, “Development of Regional Airports and Routes”, “High-Speed Rail Links”, “Inland Waterways” will increase the investment activity in the transport sector of the region. The paper presents the results of statistical analysis aimed at the identification of significant economic effect from capital investments in the road infrastructure of Krasnodar Krai. It is revealed that investments into transport and communications stimulate the economic growth and also reduce the accident rate on highways in the long run. In addition, the increase in the density of paved public roads stimulates the passenger turnover in the short run and is also a significant factor in the reduction of the accident rate. The downward trend of paved roads in the total length of roads indicates the necessity to invest in the improvement of the quality of existing roads. The author emphasizes that in order to achieve the goals mentioned in the infrastructural projects under analysis, it is necessary to improve the monitoring system of content and development of the infrastructural frame of the territory, evaluate the effectiveness of administrative decisions for the accomplishment of the goals indicated in the infrastructural projects under analysis.

The need to improve the efficiency of transport infrastructure, which is an important subsystem of urban services as a determinant of the quality of life of the city’s population, has been substantiated. The factors that determine the quality of the urban transport system, the features of urban transport have been highlighted. Transport infrastructure development in Russia has been analysed. It has been proved that in the conditions of the formation of the digital economy, artificial intelligence systems are an effective tool for decision-making. In the formation of intelligent systems for managing urban transport flows, the use of network models has been proposed, for which mathematical methods are necessary to obtain not only point, but also interval estimates of the model parameters, taking into account a priori uncertainty.

The integration of Ukraine's transport complex into the pan-European and global system of transport networks is one of the country's development strategic directions. The Chuguev city is a significant industrial, transport and cultural center of the Kharkiv region, is part of the agrarian and industrial agglomeration of the Kharkiv region and is located on the international transport corridor (ITC) "Europe - Asia". The current state of the Chuguev city's transport infrastructure is analyzed. The misunderstanding of the strategic role of cities as an economic and socio-cultural phenomenon leads to the fact that the possibilities of a highly intelligent urban environment are not yet in great demand, therefore the assessment of the impact of the international transport corridor "Europe - Asia" on Chuguev's transport infrastructure is a relevant research area. As a result of the SWOT analysis, the strengths and weaknesses of Chuguev's transport infrastructure, related opportunities and threats were identified. As a result of the analysis, major transport issues identified. The priority measures for the Chuguev city's transport infrastructure development of are offered. The construction of the Chuguev city's southern bypass, which will simultaneously become an access road to the airfield, freight railway station, the future regional transport and storage logistics center is proposed to implementation. It is necessary to improve the Chuguev city on the verge of intensifying economic activity and urbanization processes using potential, modernization and development of external transport infrastructure, as well as improving the quality of the territory for further development. Improving the quality of the Chuguev city's territory should be achieved as a result of the development and implementation the "Development of transport infrastructure Concept" as the basis for scientifically based recommendations and objectives to improve transport infrastructure and passenger bus services. The work is devoted to the consideration of the concepts of the spatial development of the cities of Ukraine taking into account today's specifics of the formation of institutes of their management. The issues discussed in this article are relevant to almost any city in modern Ukraine at the stage of transition of the country from industrial to post-industrial type. Among the most pressing issues are the rational use of territorial resources and environmental security within urban systems. There is also a trend of uneven economic development in urban areas. The solution to this problem is the balanced development of urban space with a diversified economy and infrastructure, as well as high quality of life. The formation of multifunctional urban areas will ensure sustainable spatial development of the city and significantly affect the quality of life. Identifying areas within the city that are inefficiently used and have additional development potential will provide an important resource, which, unlike remote areas, is already provided with transport and engineering infrastructure. Efficient use of territorial resources will allow the formation of a rational compact planning structure of the city. The housing of high quality should be provided with the necessary social and transport infrastructure, be diverse, medium, and multi-story. Comfortable stay of citizens in public spaces involves the integration of public spaces into the cultural life of the city based on the expansion of existing and introduction of new functional content, including the implementation of commercial initiatives and their use in organizing important socio-cultural projects. A comfortable stay in the city largely depends on the architectural appearance of its historic and modern buildings. Existing buildings create the front line of streets, form the environment of public spaces, define the line of the city silhouette. Filling the existing recreational areas included in the system of public spaces with new meanings to citizens.

В статье рассматриваются основные направления социального развития Республики Адыгея в условиях нарастания вызовов экологической безопасности. Отмечается, что структуру экологической безопасности региона формируют система эффективного природопользования, механизмы сохранения биологического и природного разнообразия территории и экологические инструменты поддержания здоровья населения. Подтверждается тезис о том, что обеспечение экологической безопасности является одним из основных показателей эффективного управления субъектом РФ. Обосновывается необходимость учета современных экологических стандартов при разработке и выборе модели социально-экономического развития региона. Анализируются меры государственной политики в области развития транспортной инфраструктуры, направленные на ослабление деструктивного воздействия экологических вызовов на качество жизни населения республики. На основе генерализации результатов социологических исследований, проведенных в регионе в период с 2008 по 2021 гг. органами государственной власти и авторским коллективом, оценивается отношение населения к экологической ситуации в Республике Адыгея. Делается вывод о целесообразности разработки комплексной программы социально-экономического развития с учетом специфики природно-биологического ландшафта региона и совершенствования экологической культуры как инструмента обеспечения экологической безопасности и высокого уровня качества жизни населения. The paper discusses the main directions of social development of the Adyghea Republic in the context of increasing challenges to environmental safety. The structure of environmental safety of the region is formed by a system of effective environmental management, mechanisms for preserving the biological and natural diversity of the territory and environmental tools for maintaining public health. The authors confirm the thesis that environmental safety is one of the main indicators of effective management of the subject of the Russian Federation. The need to take into account modern environmental standards in the development and selection of a model of socio-economic development of the region is justified. The publication analyzes measures of state policy in the field of transport infrastructure development aimed at reducing the destructive impact of environmental challenges on the quality of life of the population in the republic. Based on the generalization of the results of sociological studies conducted in the region from 2008 to 2021 by state authorities and the author's research team, the attitude of the population to the environmental situation in the Adyghea Republic is evaluated. It is inferred that it is advisable to develop integrated socio-economic development taking into account the specifics of the natural and biological landscape of the region and improve ecological culture as an instrument to ensure environmental safety and a high level of quality of life for the population.

In modern conditions, one of the key factors in the economic growth of any territory is an efficiently functioning infrastructure that determines the quality of life of the population and business activity in all sectors of the economy. Transport, which is the most important element of infrastructure, implies the need to constantly improve the quality of services provided to the population in order to form a single economic space on the territory of the country. The article discusses the methods of assessment and selection of transport infrastructure development projects currently used in Russia and abroad. The problems of applying the existing methods have been identified, which requires their refinement and improvement. The article proposes a method for multi-criteria assessment and selection of transport infrastructure development projects. It will contribute to the fastest and most effective achievement of the transport infrastructure development project goals in the regions and in the country as a whole. In addition, a mechanism for calculating the effects of project implementation on related industries has been determined. Methods for assessing the risk of project implementation are proposed. The scheme of the proposed method is presented, which allows monitoring the implementation of the project by checkpoints. The paper also presents an algorithm for multi-criteria assessment and selection of projects, demonstrating the possibility of practical application of the presented developments. The research on the basis of taking into account the interests of all potentially interested parties, solving systemic management problems (the absence of “manual guidance” and the introduction of a well-functioning selection mechanism), the clarity and transparency of the mechanisms developed allowed obtaining an adequate method and make the considered and selected project demanded and cost-effective on the market of transport services.

Background: The realisation of large-scale plans of Russian infrastructure development, transport in particular, requires a corresponding methodological guidance for both planning of realisation of these tasks and development of the proper financing instrumentarium. Aim: The analysis of reasons for incompliance of programme tasks with their financing conditions; formalisation of investment trends in todays economy and description of their capability to adapt to Russian projects. Methods: The method of rising from concrete to abstract and vice versa has allowed identification of important regularities of investment trends and their connection with the quality of projects; the systems principle has confirmed dependence of successful realisation of infrastructure projects on reliability of economic development forecasts and adequacy of projects financing and management. Results: The analysis of ongoing changes of state priorities and programmes, outlined in a large number of documents regulating development of transport infrastructure in Russia, has allowed identification of influence of most significant regularities, which determine effectiveness of these solutions. All available transport infrastructure project financing sources have been systemised, considering investment volume and their status in the market. The statement that it is exactly the loan-based financing sources, concession in the first instance, that can be the most efficient in infrastructure projects realisation, has been confirmed.

In order to systematize the experience of public policies of economic breakthrough in developed countries and consider the possibility of their implementation in Ukraine, the prospects for attracting the best foreign practices of public policy are identified, strategic objectives to improve its quality to ensure Ukraine's economic breakthrough in a global dynamic environment are outlined. It is substantiated that an economic breakthrough is possible due to a triad of program measures of public policy based on smart governance (economic strategy, favorable conditions for business; institutional framework of policy), which will ensure the implementation of smart governance technology in public policy in the face of growing global challenges and dynamic change. Systematization of state policies of economic breakthrough of world leaders of sustainable development, in particular the USA, Canada, Japan, China, Singapore, Republic of Korea, Finland, Sweden, France, Germany, revealed a number of policies of breakthrough technologies, stimulation of innovation development and support of high-tech development of the state. The author's system of indicators for assessing the quality of state policy of world leaders (index of corruption perception, ensuring the stability of state policy of economic systems, quality of transport infrastructure and electricity supply, adaptation of the legal framework to digital business models, government responsibility for changes in customs tariffs and long-term vision), which ensured the selected countries of the world with a high efficiency of public policy compared to Ukraine, is proposed. Recommendations for public authorities aimed at developing the main directions of Ukraine's economic breakthrough to improve the quality of public policy in a dynamic global environment are prepared. The priority directions of the policy of economic breakthrough and intensification of the state policy of ensuring the economy of prosperity and economic growth in Ukraine are outlined, substantiated by foreign experience and applied analysis of critical state-building factors of strengthening economic problems in the country.
