Research relevance. The article discusses the experience of South Korea in the sphere of smart city projects. The study's relevance is determined, on the one hand, by the role smart cities play in the creation of the new urban living space, in enhancement of urban economy and, on the other, by the need to analyze and systematize the best practices of smart city development. Research aim. The study describes the development of the 'smart city' concept in South Korea. Smart city is understood as a complex eco-system, which, on the one hand, comprises a range of technological and socio-economic processes and, on the other, involves such actors as government, corporations, research organizations and urban communities. Data and methodology. The study relies on methods of comparative and evolutionary analysis to analyze the concept of smart city and its structure by focusing on the case of South Korea, the world's renowned ICT leader. The study also provides cross-national comparisons of the experience of other developed Asian countries (Japan and China), which, like South Korea, are actively supporting building of smart cities on the state level. Results. The study describes the main stages in the development of the smart city concept in South Korea as well as the main types of smart city projects (pilot projects, research validation projects, and city restoration projects). The study identifies problems of planning, design and implementation of smart city projects and compares the relevant experience of South Korea, Japan and China. It is shown that although smart city projects in these countries were launched in approximately the same period, each of these countries has its own approach to smart cities and ways of their development. Conclusions. The key to Korea's success in smart city development lies in large-scale direct state support, public trust in the government and the application of an integrated approach to smart city development. At the current stage, smart city services not only provide enhanced comfort to city dwellers but also create more opportunities for their personal growth.

A fejlesztéspolitikában ma a „smart” címkével minden vonzóbb, eladhatóbb, a kifejezés sokszor a ’környezetbarát’ vagy ’fenntartható’ szinonimájaként is használatos. A városfejlesztésben az utóbbi idők egyik legfelkapottabb paradigmája, globális szintű versengést indítva mind a városok, mind az érdekelt vállalatok között a kölcsönösen hasznosnak vélt előnyök reményében. A szerzők egyrészt annak jártak utána, miért éppen most virágzott fel a smart city mint fejlesztési paradigma, és milyen tényezők indukálták gyors előretörését. Másrészt a nemzetközi példák bemutatásán keresztül arra a kérdésre keresik a választ, milyen társadalmi hatásokkal járnak ezek a fejlesztések, milyen kihívásokkal kell szembenézni a smart city fejlesztések kapcsán, és vajon a jövőben a fejlesztési szereplők képesek lesznek-e tanulni hibáikból, és tudatosan tervezni a hatások összességével. --- Do smart cities intensify social exclusion? In development policy everything seems to be more attractive and marketable when labelled ‘smart’; the expression is often used even as a synonym for ‘environmentally-friendly’ or ‘sustainable’. Considering urban development projects, smart city development is one of the most popular paradigms, triggering global competition between cities as well as the interested companies, both expecting mutual benefits from the co-operation. The article, on the one hand, tries to reveal, why the smart city paradigm has now started to thrive, and what factors played a part in its rapid development. On the other hand, through the presentation of international practices, the authors intend to answer what social impacts these developments have had, what challenges have the smart city developments met, and whether in the future the actors could learn from their mistakes and consciously take into account the complexity of impacts.

With India set to become the youngest country in the world by 2020 requiring 10 to 12 million new jobs every year, the government has initiated The Smart Cities Mission to promote large scale planned urbanisation to create conducive atmosphere for promoting accelerated growth and development. As India embarks on this journey to create engines of growth to drive the country’s development this paper outlines the path for making this dream a reality. The paper puts forward strategies for planned urbanisation, guidelines for smart city development and elaborates on the toughest summits to peak in this quest to transform urban India.</em>

The main purpose of this chapter is to present how a smart city is governed, managed, and operated. It describes smart city governance and identifies the special relation the government of the city would have with the citizens as well as communities. In addition, governance considerations related to operations are described, including critical city government challenges. The second important topic in this chapter is the City-Citizens Relations highlighting urban growth, needed investments, and role of smart technologies in the city development. In addition, other issues include strategic goals of smart cities, strategic framework for city governments, and financing smart city projects.

While there is a relatively extensive literature concerning the nature of smart cities in general, the roles of corporate actors in their production, and the development and deployment of specific smart city technologies, to date there have been relatively few studies that have examined the situated practices as to how the smart city as a whole unfolds in specific places. In this paper, we chart the smart city ecosystem in Dublin, Ireland, and examine how the four city authorities have actively collaborated to progressively frame and mobilise an articulated vision of Dublin as a smart city. In particular, we focus on the work of ‘Smart Dublin’, a shared unit established to coordinate, manage and promote Dublin’s smart city initiatives. We argue that Smart Dublin has on the one hand sought to corral smart city initiatives within a common framework, and on the other has acted to boost the city-region’s smart city activities, especially with respect to economic development. Our analysis highlights the value of undertaking a holistic mapping of a smart city in formation, and the role of political and administrative geographies and specialist smart city units in shaping that formation.

Building a smart city requires maintaining “wisdom” in concept, which requires scientific top-level design to properly handle the contradiction between partial interests and overall interests. Its ultimate goal of urban development is to serve people, so equal importance should go to both construction and operation. This chapter emphasizes trading-off some relationships in smart city development, such as diversity and homogeneity, technology orientation and demand orientation, information sharing and information security, the invisible hand of the market with the visible hand of the government, etc.. Finally, it puts forward adopting the development mode that drives overall development through typical examples as a good way.

The recent explosion of urbanization is mainly driven by the developing countries in the world. Therefore, urban planners in less developed countries face huge pressure to create planned urbanization which includes the higher provision of infrastructure and basic public services. The part of this planned urbanization ‘smart city’ development is one of the important initiatives taken by many countries and India is one of them. In terms of the size of the urban population through India ranked the second position in the world but in terms of the percentage of the urban population, it ranks very low. Therefore, to promote the urbanization Government of India (GoI) has taken ‘Smart Cities Mission’ initiatives for 100 cities in 2015. In this context, the present chapter quantitatively assesses the impact of smart city development on the urbanization in India. Urbanization is measured by the size, density, and growth rate of the population of the smart cities. On the other hand, we use factor analysis to create infrastructure index by considering city level total road length, number of latrines, water supply capacities, number of electricity connections, hospitals, schools, colleges, universities, banks, and credit societies. OLS regression analysis suggests that infrastructure has a strong positive effect on urbanization. Therefore, the smart city mission is very much essential for the promotion of urbanization in India. Finally, we suggest that we need to have more smart cities in the future so that a higher rate of urbanization promotes higher and sustainable economic growth.

he concept of Smart Cities was first thought of by IBM in 2008 when world was facing its worst economic crisis. Then it was taken up by various countries around the world. The main objective here is to build and promote the cities which will provide the core infrastructure and provide the decent quality of life along with a clean and long-lasting environment which will be supported by smart technologies & solutions. Though smart city concepts are very new to India, where technology is mostly used in urban cities. So, in such a scenario one may ask a very basic question that “How a city can be made Smart?”. So, if we look around and see what are the things that some smart cities around the world are doing differently, then we may notice that they have addressed basic issues faced by any metropolitan city in a smarter way possible. For instance, we can see that the already developed smart city projects have addressed transportation, energy, crime, water management & other issues using current technologies & applications. If we leave aside the technology gap between rural & urban India, it is certain that Urban areas are already in need of Smart City Projects because of Population. But again, this needs a strong political will power to take quick decisions and aligned with technological advances such as E governance, online tendering of the government work which will be transparent and efficient. but often it is misunderstood that use of IT in administration and governance is the only meaning of Smart City Projects, but in fact if you are able to achieve all the issues such as administration, governance, transportation, water management, energy supplies, waste management, water treatments plants, meaningful use of public private partnerships in managing transportations and road constructions and evening installations of solar panels and LED bulbs across city. So basically, there are many factors contributing to create a smart city. The main factor which will drive this kind of ambitious projects are political will powers of government, without a political will power it is very difficult to complete the bigger projects. As there is lot on stake for such a large-scale project which will easily span over next decade.

This article describes how being pushed and pulled by a variety of external and internal factors, the Chinese government had begun to adopt and implement its smart city initiatives. Despite the strong financial and institutional supports from the central government, the performances of smart city initiatives significantly vary across pilot sites. Considering smart city initiatives as government innovation and drawing on the government innovation diffusion theories, an explanatory model has been developed to examine their variance and test it with a cross-sectional dataset using multiple regression methods. It was found that although environmental pollution was a key driver for the development of smart city in China, such environmental pollution like air pollution in particular had a curvilinear relationship (bell-shaped) with smart city development. In addition, smart cities initiatives in China were driven not only by technical rationalities but also political rationalities. Political supports from local ruling party sectaries made a difference.

With the continuous emergence and application of new technologies, the construction of smart cities has entered the practical promotion period. Since 2012, the pilot construction of smart city has been promoted by the government in China. On the basis of these practical experiences, this paper presents an overview of the latest technologies and applications for smart city construction in China and demonstrates that smart city strategy needs to be implemented according to local conditions, adhering to the people-oriented concept and using scientific and effective top-level design and planning. The construction of smart city is comprehensive system engineering, including the integration of geographic information sharing service platform, full-cycle management and control system of urban planning, construction and social management, as well as intelligent business information management system of gardening, water conservancy, environmental protection and other industries and departments. The information system (GIS), satellite remote sensing (SRS), global navigation satellite system (GNSS), Internet of things, mobile applications, cloud computing, visualization technology ware used to promote urban construction and sustainable development, and to meet the needs of future smart city development. Results show that centralized management is very important for the construction of smart city. The government plays a major role in the construction of smart city, which will be conducive to the development of new technologies and the effective use of smart city construction resources.

One positive impact of smart cities is reducing energy consumption and CO2 emission through the use of information and communication technologies (ICT). Energy transition pursues systematic changes to the low-carbon society, and it can benefit from technological and institutional advancement in smart cities. The integration of the energy transition to smart city development has not been thoroughly studied yet. The purpose of this study is to find empirical evidence of smart cities’ contributions to energy transition. The hypothesis is that there is a significant difference between smart and non-smart cities in the performance of energy transition. The Smart Energy Transition Index is introduced. Index is useful to summarize the smart city component’s contribution to energy transition and to enable comparison among cities. The cities in South Korea are divided into three groups: (1) first-wave smart cities that focus on smart transportation and security services; (2) second-wave smart cities that provide comprehensive urban services; and (3) non-smart cities. The results showed that second-wave smart cities scored higher than first-wave and non-smart cities, and there is a statistically significant difference among city groups. This confirms the hypothesis of this paper that smart city development can contribute to the energy transition.
