China has continuously upgraded the emission standards for non-road diesel mobile machinery since they were first issued in 2007. This paper reviews the Chinese non-road diesel mobile machinery emission standards, analyses the change in the environmental situation and management policy and puts forward some principles and suggestions for developing emission standards for non-road mobile machinery in the future. It will have a positive effect on improving the theory and methods for developing mobile source emission standards, as well as boosting the level of environmental management and emission control in China.

Abstract. Three field campaigns were conducted before, during, and after the 2010 World Expo in Shanghai, aiming to understand the response of secondary aerosol components to both control measures and human activities. In spring, PM2.5 (particulate matter) averaged 34.5 ± 20.9 μg m−3 with a severe pollution episode influenced by a floating dust originating from northwestern China on 26–28 April, right before the opening of the expo. With the approaching expo a significant increasing trend of SNA (SO42−, NO3−, and NH4+) concentrations was observed from 22 April to 2 May, attributed to the enhanced human activities. Nitrate had the most significant daily increasing rate of 1.1 μg m−3d−1 due to enhanced vehicle emission. In summer, two intensive pollution episodes were found to be a mixed pollution of SNA with biomass burning due to loose control of post-harvest straw burning. In the autumn phase of the expo, before the closing of the expo (20–30 October), the air quality over Shanghai was much better than ever before. However, the air quality rapidly plummeted as soon as the expo was announced closed. SNA increased 3–6 fold to be 42.1 and 68.2 μg m−3 on 31 October and 1 November, respectively, as compared to 20–30 October. Of which, nitrate increased most ~5–8 fold, indicating the serious impact from enhanced vehicle emission. Compared to the spring and summer of 2009, NO3− increased 12–15% while SO42− showed reductions of 15–30%. Continuous desulfurization of SO2 emission from power plants in recent years was responsible for the lowered SO42−, while increased traffic emission from the tremendous number of expo visitors was the major contributor to the increased NO3−. Compared to the autumn of 2009, all the ion components increased in 2010, owing to the lifting of emission control measures after the expo. SO42− was found least increased while NO3− and Ca2+ had tremendous increases of 150 and 320%, respectively. The anthropogenic Ca as a tracer from construction dust increased from 2.88 ± 1.85 μg m−3 during the expo to 6.98 ± 3.19 μg m−3 during the post-expo period, attributed to the resumption of construction works after the expo. The lack of successive control measures with the loose regulations after the expo were responsible for this jump of the bad quality. The ratio of NO3−/SO42− in PM2.5 over Shanghai had a significant increasing trend from ~0.3 in the early 2000s to more than 1.0 in 2010, indicating the increasing role of mobile sources. Reducing NOx emission will be China's priority in the future in order to improve the air quality over the megacities. In addition, lowering mineral aerosol components (e.g., Ca2+) was also demonstrated to be beneficial for alleviating air pollution in China. This study demonstrated that stringent emission control measures aiming at mega-events in China could achieve positive benefits on improving the air quality in a short term. However, persistent efforts of curbing the anthropogenic emission remain a long way to go in the future.

The Clean Air Act Amendments of 1970 provide the basis for a dramatic change in Federal air quality programs. The Act establishes new standards for motor vehicles and requires EPA to establish national ambient air quality standards, standards of performance for new stationary sources of pollution, and standards for stationary sources emitting hazardous substances. Further, it establishes procedures which allow states to set emission standards for existing sources in order to achieve national ambient air quality standards. The Act also permits the Administrator of EPA to register fuels and fuel additives and to regulate the use of motor vehicle fuels or fuel additives which pose a hazard to public health or welfare.National air quality standards for particulate matter have been established. Asbestos, mercury, and beryllium have been designated as hazardous air pollutants for which Federal emission standards have been proposed.

This article is devoted to the studying hermeneutic circle in the development of methodological culture of future music teacher. Under the conditions of globalization processes, tendencies of convergence of world cultures improvement of culturological training of student youth requires new approaches, in particular, culturological training of students of pedagogical specialties. The task of pedagogical education is to develop a teacher as a specialist and as a person of high culture, who has a special positive effect on the personality of school student. This article analyses the works of scientists dedicated to the issues of establishment and development of the hermeneutic approach in philosophical, psychological, and logical and gnosiological contexts. It is defined the essence of the concept of “hermeneutic circle” as one of the basic principles of the hermeneutic approach. There have been provided the examples of interpretation of the principle of hermeneutic circle by various scientists. Hermeneutic approach is applied in sciences such as pedagogy, psychology, economics, sociology etc. In pedagogical science the hermeneutic approach at the level of conceptual use was elaborated by A. Zakirova. She introduced the term “pedagogical hermeneutics”. Hermeneutic circle as a principle of text understanding is based on the interrelation of the part and the whole. Understanding of the whole consists of the understanding of the individual parts, and understanding of the parts requires understanding of the whole. The concepts of the part and the whole are correlated: the text is a part concerning the whole creative activity of the author, which in its turn is a part of the particular genre or literature in general, as well as the part of spiritual life and biography of the author. The idea of hermeneutic circle means also that there is no understanding of the text without certain prerequisites: understanding is preceded by some idea of what is yet to understand. There have been determined the peculiarities of the use of the principle of hermeneutic circle in the development of methodological culture of the future teacher of musical art. In light of hermeneutical trends, the penetration of which in the realm of musical art can be traced quite clearly, the use of the hermeneutic circle principle in the development of methodological culture of the future teacher of musical art appears not only in the narrow interpretation of the particular phenomenon or group of phenomena, but much wider — as a means of learning and understanding of the worldview by a person.

AbstractBy using multiple satellite measurements, the changes of the aerosol optical depth (AOD) and nitrogen dioxide (NO2) over South Korea were investigated from January to March 2020 to evaluate the COVID-19 effect on the regional air quality. The NO2 decrease in South Korea was found but not significant, which indicates the effects of spontaneous social distancing under the maintenance of ordinary life. The AODs in 2020 were normally high in January, but they became lower starting from February. Since the atmosphere over Eastern Asia was unusually stagnant in January and February 2020, the AOD decrease in February 2020 clearly reveals the positive effect of the COVID-19. Considering the insignificant NO2 decrease in South Korea and the relatively long lifetime of aerosols, the AOD decrease in South Korea may be more attributed to the improvement of the air quality in neighboring countries. In March, regional atmosphere became well mixed and ventilated over South Korea, contributing to large enhancement of air quality. While the social activity was reduced after the COVID-19 outbreak, the regional meteorology should be also examined significantly to avoid the biased evaluation of the social impact on the change of the regional air quality.

Central environmental protection inspections have completed their goal of full coverage of 31 provinces in China, and more than 17,000 officials have been held accountable. The media has evaluated the effectiveness of central environmental protection inspections using the notions of “instant results” and the “miracle drug of environmental governance.” Can this approach effectively promote local environmental governance? This paper takes the treatment effect of central environmental protection inspections on air pollution as an example. Using the method of regression discontinuity, central environmental protection inspections are found to have a positive effect on the air quality index (AQI), but this effect is only short term and unsustainable. Additionally, there are inter-provincial differences. Judging from the research results on sub-contaminants, the treatment effect of central environmental protection inspections on air pollution is mainly reflected in PM10, PM2.5 and CO. Under the current situation in which PM10 and PM2.5 are the main assessment indexes, this phenomenon indicates that due to the political achievements and promotion of local officials and for reasons of accountability, it is more effective for the central government to conduct specific environmental assessments through local governments than to conduct central environmental protection inspections.

Abstract. The implementation of strict emission control measures in Beijing and surrounding regions during the 2015 China Victory Day Parade provided a valuable opportunity to investigate related air quality improvements in a megacity. We measured NH3, NO2 and PM2.5 at multiple sites in and outside Beijing and summarized concentrations of PM2.5, PM10, NO2, SO2 and CO in 291 cities across China from a national urban air quality monitoring network between August and September 2015. Consistently significant reductions of 12–35 % for NH3 and 33–59 % for NO2 in different areas of Beijing during the emission control period (referred to as the Parade Blue period) were observed compared with measurements in the pre- and post-Parade Blue periods without emission controls. Average NH3 and NO2 concentrations at sites near traffic were strongly correlated and showed positive and significant responses to traffic reduction measures, suggesting that traffic is an important source of both NH3 and NOx in urban Beijing. Daily concentrations of PM2.5 and secondary inorganic aerosol (sulfate, ammonium and nitrate) at the urban and rural sites both decreased during the Parade Blue period. During (after) the emission control period, concentrations of PM2.5, PM10, NO2, SO2 and CO from the national city-monitoring network showed the largest decrease (increase) of 34–72 % (50–214 %) in Beijing, a smaller decrease (a moderate increase) of 1–32 % (16–44 %) in emission control regions outside Beijing and an increase (decrease) of 6–16 % (−2–7 %) in non-emission-control regions of China. Integrated analysis of modelling and monitoring results demonstrated that emission control measures made a major contribution to air quality improvement in Beijing compared with a minor contribution from favourable meteorological conditions during the Parade Blue period. These results show that controls of secondary aerosol precursors (NH3, SO2 and NOx) locally and regionally are key to curbing air pollution in Beijing and probably in other mega cities worldwide.

Abstrak: Penciptaan dan pengembangan material pembelajaran dalam situasi ketidakpastian saat ini merupakan tantangan yang dihadapi pendidik. Tantangan tersebut terjawab seiring teknologi Augmented dan Virtual Reality (AR dan VR) mulai diterapkan di kelas praktikum. Pengembangan modul praktikum mata kuliah Kualitas Udara dan penilaian keberterimaan modul bagi mahasiswa Prodi D3 Teknik dan Manajemen Lingkungan merupakan tujuan dalam penelitian ini.  Modul terdiri dari buku panduan, marker AR, aplikasi KU-AR dan kuisioner formatif yang diisi oleh responden 28 mahasiswa. Analisis formatif menunjukkan mayoritas mahasiswa dapat menerima modul dan menjadi termotivasi untuk mempelajari desain alat pengendali pencemar udara lanjutan. Pengenalan alat pengendali pencemar udara melalui modul AR dapat memberikan pengalaman yang berguna bagi mahasiswa, khususnya vokasi. Kata Kunci: alat pengendali, aplikasi KU-AR, modul praktikum, pengembanganAbstract: The creation and development of learning materials in today's uncertainty is a challenge for educators.  Augmented and Virtual Reality (AR and VR) technologies responded to this challenge since they began to be applied in practicum classes. The development of the practicum module for the Air Quality course and the assessment of module acceptance for D3 Engineering and Environmental Management Study Program students are the objectives of this research. The module consists of a guidebook, AR markers, the KU-AR application, and a formative questionnaire filled out by 28 student respondents. The constructive analysis shows that most students can receive the module and become motivated to study advanced air pollutant control design. The introduction of air pollutant controllers through the AR module can provide a useful experience for students, especially vocational students.Keywords: air pollutant controller, development, KU-AR application, practicum module
