Abstract. Assessment of public efficiency of rapid urban transport development strategy is the final stage in the formation of a strategy for the development of rapid transport. The rapid urban transport development strategy is distinguished by the following main characteristics: significant initial investment, which in some cases is considered as an objective obstacle to adoption and implementation of the strategy; long timeframes for implementation of the strategy; timing of the achievement of the goals; use of financial resources. These characteristics enhance the current cost of the project. The process of measuring the results a new transport project implementation is complicated, because a significant part of the results is of external character and is not subject to cost measuring. The peculiarities listed above prove the relevance of determination of public efficiency rapid urban transport development strategy. Considering the specifics of the object of the research, the comparison of costs and results of innovative transport product implementation should be carried out within assessment of its public efficiency. The aim of this work is to develop a system of indicators for assessment of public efficiency of rapid urban transport development strategy; study of existing public efficiency assessment methods, search for their advantages and disadvantages, and research into maglev technology advantages. The system of indicators proposed to assess public efficiency of rapid urban transport development strategy, considers all advantages of maglev technology and prioritises it in selecting rapid urban transport.

The main goal of this paper is to present and analyze approaches for sustainable urban mobility in Poznan and Oslo. The topic of sustainable urban transport as well as green mobility is currently important from formal perspectives, due to European regulations, and because of ecological conditions and resulting climate changes. The research methodology implemented includes analysis of the literature on the research subject; analysis of EU documents and national policies with respect to financing and development of sustainable urban transport (SUT); development of a questionnaire on SUT in Oslo and Poznan, using the questionnaire to collect opinions on SUTs in Oslo and Poznan, and analyzing respondents’ answers, defining recommendations concerning future activities for urban sustainability in the surveyed cities. The authors provide a review of the actual sustainable urban mobility situations in Oslo and Poznan, compare government support and sources of funding, identify gaps in terms of EU requirements, and try to compare the residents’ expectations with the city’s activities in the field of sustainable transport development. The research group includes students residing in both cities. The group constitutes 10–20% of the total number of inhabitants in cities being the subject of research. The empirical part investigates what their preferences are regarding the use of public transport in the context of sustainable development. On the basis of the conducted research, it can be stated that a sustainable urban mobility is one of the key development directions in Poland and Norway. The respondents see opportunities for developing green mobility in their cities as well as municipalities and the national government encouraging a sustainable urban transport. The implementation of the principles of sustainable development and reconstruction of city development strategy can be achieved by the cooperation of all stakeholders (namely: national government, municipalities, public transport providers, city residents).

Introduction. At the present stage of developing methodological approaches to assessment of social and economic efficiency, all the external effects of the project are divided into effects that can be estimated in value terms, and effects that cannot be expressed in monetary units. In turn, the latter are divided into effects that have a quantitative expression and effects, described only on a qualitative level. External effects, which can be estimated in monetary terms, are directly included in the calculation of the social and economic efficiency of the project in the form of additional inflows and outflows of money. Problem. The conceptual basis for assessing the social and economic efficiency of new high-speed lines is the comprehensive consideration of all external effects from the implementation of the investment project (economic and non-economic) that do not affect the cost parameters of the project participants. Objective. The aim of the work is to develop a system of indicators for assessing the social and economic efficiency of the strategy of the development of high-speed urban transport. Methods. Study of existing methods of assessing social and economic efficiency, searching for disadvantages and advantages, exploring the advantages of magnetic levitation technology. Results. The development of this system of indicators for magnetic levitation transport, which is distinguished by such advantages as the impossibility of derailment, greater route speed, hence less time travel, less noise and vibration than light-rail transport and metro, complete absence of dust, is especially important. Conclusion. The proposed system of indicators for assessing the social and economic efficiency of the strategy of the development of high-speed urban transport takes into account all the advantages of magnetic levitation technology and makes it a priority when choosing high-speed urban transport.

Object of study - the impact of the transport system on economic security. Applied research and calculations are performed on the example of the Lipetsk region (Russia). The study used methods of system analysis, performance evaluation, statistical method, calculation of Engel and Uspensky coefficients, etc. Analysis of data on the provision of transport infrastructure in the regions of Russia and other countries showed that insufficient development of transport is a “weak spot” in Russian regions. To solve it, the following measures were proposed: development of public urban transport, modernization of the integrated transport system of urban agglomerations, introduction of a strategic approach to managing transport development, construction of toll roads and highways, more active use of electronic control systems for urban transport systems. To assess the effectiveness of the development strategy of urban transport systems, the authors suggested using a number of criteria. This is a criterion of fiscal efficiency; environmental performance criterion; criterion of strategic coherence. Their use allows optimizing the development of transport in Russian cities. As a result, the economic security of their development will be reliably ensured.

The purpose of this study is to: (1) review and analyze the strategies that have been implemented by 10 young entrepreneur’s Program of IbK of STIEAD Jakarta in developing their businesses over the years; (2) identify and analyze the strategies that will be run by them for the next day; (3) analyze and formulate proposals for business development strategy is relevant to young entrepreneurs run by them. The results shows, the strategy which conducted by them is actually still conventional and little is applying modern business patterns. However, they have a plan/strategy development effort that started steady state. Targets that have been set should be reassessed and to be rationalized, if the strategy is capable of being implemented. The recommendations concerned are for all tenants should have self determination for entrepreneurship, able to instill confidence, and always looking for a way out in case of a deadlock

The article develops methodological approach to the analysis of groups of interests’ influence on the choice of Russia’s development strategy. It is possible to pass on to the analysis of specific issues of economic policy by forming several sub-groups in every "analytical" group. The article also considers the structure of Russian economy which was formed as a result of transformational crisis’ influence on Soviet economy, and relevant international comparisons. Main alternative ways of transition to innovational development are the renewal of Soviet "triangle economy" (the scenario "Mobilization") and complex institutional changes (the scenario "Modernization").

The article presents the key results of scenario projections that underpinned the Strategy for long-term low carbon economic development of the Russian Federation to 2050, including analysis of potential Russia’s GHG emission mitigation commitments to 2050 and assessment of relevant costs, benefits, and implications for Russia’s GDP. Low carbon transformation of the Russian economy is presented as a potential driver for economic growth that offers trillions-of-dollars-worth market niches for low carbon products by mid-21st century. Transition to low carbon economic growth is irreversible. Lagging behind in this technological race entails a security risk and technological backwardness hazards.
