The paper examines the phenomena of «inscription» and «readiness-to-hand» in the «lifeworld». The author uses the basic definition of the «lifeworld» as the world of the natural attitude of consciousness, the cumulative characteristic of the individual’s being. The material of the research is the lifeworld of military service. Three social levels of military communication are identified and linked with background practices. The process of the phenomenological designing of the intersubjective lifeworld of military service, emanating from the three basic definitions of the lifeworld, is described. It is possible to perceive new aspects of the culture of military service in the context of intersubjectivity as the most important conceptual innovation of social phenomenology. The concept of intentionality is considered in relation to the concept of intersubjectivity. The communicative-semantic approach to the analysis of the social world within the framework of social phenomenology is presented. Special attention is paid to characteristic features of objectivity and intentionality. The designing of the lifeworld of military service is performed with three main factors, such as consistency, a stable chain of basic values, and diachronic-synchronous maintenance of basic values, being considered. The values employed to sustain the integral structure of the lifeworld of military service have been determined. The connection between the phenomenon «culture of military service» and culture and profession is analyzed.

It is the age of the social web, where people express themselves by giving their opinions about various issues, from their personal life to the world’s political issues. This process generates a lot of opinion data on the web that can be processed for valuable information, and therefore, semantic annotation of opinions becomes an important task. Unfortunately, existing opinion annotation schemes have failed to satisfy annotation challenges and cannot even adhere to the basic definition of opinion. Opinion holders, topical features and temporal expressions are major components of an opinion that remain ignored in existing annotation schemes. In this work, we propose OpinionML, a new Markup Language, that aims to compensate for the issues that existing typical opinion markup languages fail to resolve. We present a detailed discussion about existing annotation schemes and their associated problems. We argue that OpinionML is more robust, flexible and easier for annotating opinion data. Its modular approach while implementing a logical model provides us with a flexible and easier model of annotation. OpinionML can be considered a step towards “information symmetry”. It is an effort for consistent sentiment annotations across the research community. We perform experiments to prove robustness of the proposed OpinionML and the results demonstrate its capability of retrieving significant components of opinion segments. We also propose OpinionML ontology in an effort to make OpinionML more inter-operable. The ontology proposed is more complete than existing opinion ontologies like Marl and Onyx. A comprehensive comparison of the proposed ontology with existing sentiment ontologies Marl and Onyx proves its worth.

Operational search activity is a complex system of interrelated organizational and tactical elements, provides timely detection and use of information necessary to solve the problems of prevention, suppression and disclosure of non-obvious, latent and disguised crimes in the conditions of counteraction from the criminal environment. There is an objective need for the most complete use of the results of the police work in criminal proceedings. The absence in the Federal Law «On Operational Search Activity» of a relevant theoretically based definition of its results is a significant legal gap. The variety of tasks of the operational search activity and the specifics of the operational tools do not allow us to consider the results of this activity as an unambiguous category. Taking into account the special nature of the information obtained by means of a criminal investigation, It is only by means of a structural theoretical and legal analysis of the activity itself that it is possible to identify the characteristic features inherent to the results of this activity and the requirements to be meet. The article offers a structural theoretical and legal analysis that justifies the author’s definition of the results of operational search activities. Only the results of operational search activities can be attributed to the results of the operational search activity. Different search potential and target orientation of operational search activities provide the opportunity to obtain three specific groups of results. The first group of results refers to information that has been identified in the implementation of individual activities or in the implementation of a specific task. The second group includes discovered and preserved material objects. The third group includes new developments that have changed the state of the social environment.

The author considers the construction of the temporal sociologism by A. Schtz from the general thesis of the alter ego to the Stranger and the Homecomer. The background and starting point of this construction is Schtzs criticism of the Husserlian egological approach to the basic category of the Other and the radicalization of phenomenological reduction. The Husserlian primordial reduction to an isolated monad is replaced by a radical reduction of the cultural pattern as a phenomenon of the social a priori. Social a priori and the Stranger serve as necessary conditions for intersubjectivity as not derived from the Ego and acquire temporal features in the categories of cultural pattern of the group and Homecomer. In Schtzs interpretation, the Stranger combines temporal and functional (spatial) features, which allows to define the category of cultural pattern of the group and describe the relations of the Stranger with the group in terms of temporal sociologism. The Stranger category is the result of reduction of the taken-for-granted cultural pattern of the group. Schtzs temporal sociologism places any manifestation of the social not only in the intersubjective space but also in the continuum of alterations in intersubjectivity. After this radical reduction of the natural attitude to the cultural pattern of the group by the Stranger category, Schtz goes further and reduces the natural attitude to the belonging to/identification with any group by the Homecomer category, which allows to explore the continuum of alterations in intersubjectivity exactly at the moment of its breaching. The experience of Homecomer restoring a breach with his group represents the reduction of taken-for-granted self in itself - turning into a Stranger for oneself, which allows to find a social basis in oneself. Thus, Schtzs temporal sociologism develops as a definition of the social through changes in time and preserving social identity despite changes in the continuum of intersubjectivity.

This article covers several stages of the work of Pichon-Rivière. In the 1950s he introduced the hypothesis of "the link as a four way relationship" (of reciprocal love and hate) between the baby and the mother. Clinical work with psychosis and psychosomatic disorders prompted him to examine how mental illness arises; its areas of expression, the degree of symbolisation, and the different fields of clinical observation. From the 1960s onwards, his experience with groups and families led him to explore a second path leading to "the voices of the link"—the voice of the internal family sub-group, and the place of the social and cultural voice where the link develops. This brought him to the definition of the link as a "bi-corporal and tri-personal structure". The author brings together the different levels of the analysis of the link, using as a clinical example the process of a psychoanalytic couple therapy with second generation descendants of a genocide within the limits of the transferential and countertransferential field. Body language (the core of the transgenerational link) and the couple's absences and presence during sessions create a rhythm that gives rise to an illusion, ultimately transforming the intersubjective link between the partners in the couple and with the analyst.

Ladeedah is an audio novella that takes place in a Black utopic space after “the improvised revolution.” Ladeedah is a tone-deaf, rhythm-lacking Black girl in a world where everyone dances and sings at all times. What is Ladeedah's destiny as a quiet, clumsy genius in a society where movement and sound are the basis of the social structure and the definition of freedom? This excerpt from Ladeedah focuses on Ladeedah's attempts to understand the meaning of revolution from her own perspectives—at home, at school, and in her own mind and body.

"Feminist Interpretations of Action and the Public in Hannah Arendt’s Theory. Arendt’s typology of human activity and her arguments on the precondition of politics allow for a variety in interpretations for contemporary political thought. The feminist reception of Arendt’s work ranges from critical to conciliatory readings that attempt to find the points in which Arendt’s theory might inspire a feminist political project. In this paper I explore the ways in which feminist thought has responded to Arendt’s definition of action, freedom and politics, and whether her theoretical framework can be useful in a feminist rethinking of politics, power and the public realm. Keywords: Hannah Arendt, political action, the Public, the Social, feminism "

The qualitative and clear definition of the legal regime of the capital of Ukraine, the hero city of Kyiv, is influenced by its legislative enshrinement, however, it should be noted that discussions are ongoing and one of the reasons for the unclear legal status of the capital is the ambiguity of current legislation in this area. Separation of the functions of the city of Kyiv, which are carried out to ensure the rights of citizens of Ukraine and the functions that guarantee the rights of the territorial community of the city of Kyiv. In the modern world, in legal doctrine and practice, the capital is understood as the capital of the country, which at the legislative level received this status and, accordingly, is the administrative and political center of the state, which houses the main state bodies and diplomatic missions of other states. It is the identification of the boundaries of the relationship between the competencies of state administrations and local self-government, in practice, often raises questions about their delimitation and ways of regulatory solution. Peculiarities of local self-government in Kyiv city districts are defined in the provisions of the Law on the Capital, which reveal the norms of the Constitution in these legal relations, according to which the issue of organizing district management in cities belongs to city councils. Likewise, it is unregulated by law to lose the particularity of the legal status of the territory of the city. It should be emphasized that the subject of administrative-legal relations is not a certain administrative-territorial entity, but the social group is designated - the territorial community of the city of Kiev, kiyani. Thus, the provisions on the city of Kyiv partially ignore the potential of the territorial community.

The article reveals the main features of the competence approach in the practice of European public administration. The features of the competence approach in public administration are determined on the basis of analysis of the basic concepts of public administration. In the dynamics of the formation and development of popular theories of interaction between state and local authorities, such as the theory of a free community, community (public) and public and state (the theory of municipal dualism), we can trace a number of characteristic features of a competency approach, which manifests itself both through the general theoretical relations and manifestations, and through the practice of coexistence of public authorities. There is a problem of definition and distribution of public functions as a prerequisite for defining and shaping the competences of public institutions. An important issue in the context of a competent approach is the institutional consolidation of functions in the context of the existence of the basic models of territorial organization of power. In each of the varieties of the Governance concept (Responsive Governance concept, Democratic Governance concept, Good Governance concept), the specifics of the use of competencies are defined. The archetypal symbols in the European public administration are singled out using the analysis of competence in public administration in its main constituents. A brief description of the archetypal aspect of European public administration is given. The main components of competence are shown in connection with the existing archetypal symbols and the characteristic trends of their development. Their connection is shown according to the scheme “the entity component (who?) — the object component (what?) — the administrative component (how?) — the basis (in what environment?)”. Concerning the trends of development of a competence approach in the context of practice and theory of public administration, it is determined that modern concepts of public administration are characterized by shifting the balance between state and public institutions to the sphere of common goals and tasks, and thus responsibility. The joint activity of all subjects of society requires new forms of cooperation, definition of the spheres and subjects of each entity’s activity for effective cooperation, distribution of functions and competences of the entities, formation and consolidation of their status characteristics.
