The main objective of this study is to explore the influence and reflexes of urban and environmental legislation on the production, configuration, and distribution of urban open spaces. The work is based on the premise that, over the last years, legislation has played an important role in the composition of the urban spatial mosaic, especially regarding the need and obligation of all new lots to reserve, in the lottable land, a minimum percentage of open spaces, understood in this research as the road network, public recreation areas, permanent environmental protection areas, municipal easements and property easements. The object of this observation are the urban lots approved by the city of Uberlândia since 2000, a period in which several factors forced the city to adjust to the new urban development instruments and to the master plan, mainly the city’s rapid growth, also a result of the growth of the Brazilian real estate market. We applied the morphometric methodology, using the QGIS software to quantify open space and analyze measurements and rates of the morphological elements based on the legal parameters. The result was the identification of the way open spaces were designed in the analyzed projects, their spatial relations, morphological typology and distribution patterns, uncovering recurring patterns that characterize the landscape of many medium-sized Brazilian cities.

The existence of an open space, is truly important to nowadays urban society. Because basically, community of a city has been bounded to open spaces around that city. The need of a thirdplace in a city, now, is way more than just a regular, it became a lifestyle. This thirdplace phenomena give impacts to the usage of outdoor spaces in the city which used to be indoor spaces, now became outdoor ones (public areas). What used to be a mall and a café that are favorites, now turning into outdoor spaces such as parks, streets (pedestrians), public spaces for children, recreation areas, and so on. Jakarta, especially in Palmerah, open spaces are very rarely  found. In the other side, Palmerah used to be known for its batik, but now it’s already all  gone. Batik as the main program that supports this thirdplace is expected to be able to accommodate the work or activities of local residents. Hold on to Ray Oldenburg’s theory about the third place criteria, batik in this design is intended as a medium for local residents to meet, greet, and interact. With this, batik media is able to accommodate the need of a thirdplace itself. However  still, open spaces in this design has the largest percentage as public spaces for local residents to do some activities and interactions. Batik phases are realized in creating existing spaces; starting from seeing, then feeling, and finally doing. Batik produced by locals can be resold and later become their income. Plots of spaces, materials, wall tears, and batik carvings are also highlighted in this building to create characteristic of this Ambatik building. With Ambatik, all ages, all genders, all types of ethnicity, culture, and race, can be united without any difference.AbstrakKeberadaan ruang luar sangatlah penting bagi masyarakat kota saat ini. Pada dasarnya, masyarakat memiliki keterikatan pada ruang-ruang terbuka kota. Sekarang, Kebutuhan tempat ketiga di dalam suatu kota sudah lebih dari sekedar kebutuhan biasa, tetapi sudah menjadi gaya hidup. Fenomena tempat ketiga berdampak pada penggunaan ruang luar yang pada awalnya dari penggunaan ruang dalam, mulai beralih ke ruang luar (ruang publik). Yang semula mall dan kafe menjadi ruang favorit, sekarang beralih ke ruang luar publik seperti taman, jalan (pedestrian), RPTRA, tempat rekreasi dan sebagainya. Di Jakarta, tepatnya di Palmerah, ruang-ruang terbuka bagi warga sekitar sangatlah jarang ditemui. Di satu sisi, Palmerah yang dalam sejarah dikenal oleh batiknya, sekarang sudah menghilang. Ambatik hadir untuk menunjang tempat ketiga di kawasan Palmerah, yang diharapkan mampu mewadahi kegiatan ataupun aktivitas dari warga sekitar, sekaligus menghidupkan kembali identitas batik di Palmerah. Dengan teori Ray Oldenburg mengenai kriteria sebuah tempat ketiga, batik dalam rancangan ini dimaksudkan sebagai media bagi warga sekitar untuk bertemu, bersapa dan berinteraksi. Ruang-ruang terbuka dalam rancangan ini juga berguna sebagai ruang publik bagi warga sekitar untuk beraktivitas, berinteraksi untuk melakukan kegiatan seni dan budaya. Fase-fase batik juga diwujudkan dalam menciptakan ruang-ruang yang ada, mulai dari melihat, kemudian merasakan, dan melakukan. Dengan hadirnya Ambatik, diharap mampu meningkatkan relasi antar warga, pemahaman baru tentang batik, dan kesadaran akan tradisi.

Abstract: This research aims to analyze the impact of Janti Flyover Construction toward the growth of layout at Janti Urban Area, including structured space, open space, and linkage. Method used for data collecting are observation, air photograph monitoring, and interview, whereas the analysis method is qualitative description, which is the superimposed method of two layers, that are the layout condition before and after flyover construction. The result shows that the impact of Janti Flyover construction can be seen on building mass (solid), the increasing number of open spaces, including the road network, parking place, and park, whereas the relation between spaces, visually and structurally, can be seen on the growth of buildings which have new shapes and styles, therefore the performance of the overall building does not have a proportional shape. Considering Janti Street at the collective relation, its role is getting stronger as the main frame road network.Keywords: Flyover construction, layout changing, Janti AreaAbstrak: Penelitian ini bertujuan untuk menganalisis pengaruh pembangunan Jalan Layang Janti terhadap perkembangan tata ruang Kawasan Janti, meliputi ruang terbangun, ruang terbuka, serta hubungan antar ruang (“linkage”). Metode pengumpulan data dilakukan melalui observasi, pengamatan foto udara, dan wawancara; sedangkan metode analisis melalui deskripsi secara kualitatif yang berupa “superimposed method” dari dua lapisan kondisi lahan, yakni kondisi tata ruang sebelum dan sesudah pembangunan jalan layang. Hasil penelitian menunjukkan bahwa pengaruh pembangunan Jalan Layang Janti terdapat pada massa bangunan (“solid”), pertambahan ruang terbuka yang berupa jaringan jalan, parkir, dan taman; sedangkan pada hubungan antar ruang ̶ secara visual dan struktural ̶ yakni tumbuhnya bangunan dengan bentuk dan gaya baru, sehingga bentuk tampilan bangunan secara keseluruhan tidak proporsional. Pada hubungan kolektif, Jalan Janti semakin kuat perannya sebagai kerangka utama jaringan jalan.Kata kunci : Pembangunan jalan layang, tata ruang, Kawasan Janti

The global cities of the world are witnessing a visible disconnection of everyday life. In India the Smart City guidelines acknowledge the need to counter the growing social detachment and intolerance by encouraging interactions. They go further in identifying that preserving and creating of open spaces must be a key feature of comprehensive urban development. Most social relations are cemented within open spaces at the neighbourhood level. Previous studies examine the association between the attributes of neighbourhood open spaces and social activity but neglect to view the issue comprehensively. The present study turns to Lefebvre’s Unitary Theory which states that open space is a result of three forces; 1) perceived space which is the physical dimension and material quality identifiable by the senses; 2) conceived space created by planners and other agents as plans and documents; and 3) lived space which is shaped by the values attached and images generated through user experience. For open space conducive to social interactions these three aspects must work in tandem. With this consideration a framework of criteria and indicators is developed and used to measure and compare the open spaces in select neighbourhoods in Europe and India. The investigation thus reveals differences in all three aspects of neighbourhood spaces. It also reveals a discrepancy between the planning standards formulated and employed by the city authorities in providing the spaces and the actual needs of the community. The research aims to address this gap. The study of the Indian cases lays foundation for the use of the framework to measure open spaces in association with social cohesion and thereby contribute to the enhancement of the social infrastructure of the City.

This is the first study to comprehensively evaluate the benefit of urban open spaces and cropland with different adjacent public facilities seen as locally undesirable (“not in my backyard,” NIMBY) or desirable (“yes in my backyard,” YIMBY). The total benefit increases or decreases for urban open space and cropland with adjacent NIMBY or YIMBY facilities in a municipality in Taiwan. The results show that for the city as a whole, the current arrangement of NIMBY and YIMBY in different zones decreases the total benefit of urban open spaces in highly urbanized zones and increases the total damage to cropland in extremely rural zones. This indicates a need to avoid further installing NIMBY or YIMBY facilities in already occupied urban open spaces. The results also demonstrate that locating NIMBY or YIMBY facilities near cropland fails to highlight the benefit of YIMBY facilities and magnifies opposition to NIMBY facilities. For individual housing units, the total damage is 1.87% of the average housing price for cropland-type open space with adjacent NIMBY or YIMBY facilities, and the total benefit is 7.43% of the average housing price for urban-type open space in a highly urbanized area. In contrast, the total benefit for open space with adjacent NIMBY or YIMBY facilities is a 2.95%-13.80% increase in the average housing price for areas with mixed urban open space and cropland.

A scientific reading of the transformations of Matera starting from the urban re-activation in a social and spatial perspective in its neighbourhoods. The redevelopment of urban voids starts by the metaphor of the ecological network in an urban scale to update the connection system of open spaces in the light of new practices and flows for an innovative idea of urban resilience. The key role is re-see the neighbourhood: (i) on a local scale, focusing on the practices and customs, in the centre like in the industrial areas, starting processes of recovery and reuse but also of innovation (that result from the opportunity to be the European Capital of Culture 2019); (ii) on a urban scale with the transition space and threshold, identifying those natural and mineral signs representing a transition of porosity. The value of the "suburbs" enters as re-starting for rebirth of the city projects counting on the creativity of practices into the open spaces. The reformist project of Matera as original "laboratory" of architectural and urban experiments changes. Neighbourhoods were born from the same idea of “vicinato” (neighbour) but adapted to a new social identity, able to work on embryos of community, in the same way in Valencia in which natural elements (Turia) lead to rediscover the sense of belonging and making community. In both cases, urban policies are oriented towards innovative and spontaneous processes able to change the urban approach to a multi-purpose city although representative of culture and identity.

Jakarta was developed started from the coastline and gradually moved to the centre of the city which left the coastal area remain untouch. The development of Jakarta which only oriented on capitalism cause in a lack of public space for the community, which make public coping with the issues independently. The roads in the housing area and villages was used by local residents as a space to socialize with neighbors or a place to do activities. There are still lots of kampung remained in Muara Baru which located in North Jakarta, but not facilitated by public space and open space to accommodate the citizen’s need to socialize and do their activity, so they carried out those activities in the middle of the road or alley which can disturb the traffic and endangered other people’s lives.  This phenomenon indicates that the community's need for public space is very high and needs to be anticipated immediately in order to avoid environmental and social degradation. The purpose of this project is to become a linkage that connect people with the surrounding environment, as well as humans with other humans, while this project also help the economy and home industry businesses, which bring in money to help the economy of local citizens, and cause positive interactions, such as knowledge exchange and development in economic aspects. AbstrakPembangunan kota Jakarta awalnya dimulai dari area pinggir laut yang kemudian semakin berkembang ke pusat kota, seiring berlangsungnya pembangunan di pusat kota, daerah pinggir/pesisir mulai ditinggalkan dan tidak tersentuh. Pengembangan kota Jakarta yang hanya berorientasi pada kepentingan kapitalis juga mengakibatkan kurangnya ruang publik bagi masyarakat, sehingga  mengakibatkan masyarakat mengatasinya secara mandiri. Jalan-jalan di dalam perumahan hingga perkampungan yang difungsikan oleh warga setempat sebagai ruang untuk bersosialisasi dengan tetangga atau tempat melakukan aktivitas. Kawasan Muara Baru yang terletak di wilayah pesisir Jakarta bagian Utara, masih terdapat banyak area perkampungan, tetapi tidak difasilitasi oleh ruang publik atau ruang terbuka sehingga untuk melakukan kegiatan berinteraksi dan beraktivitas, dilakukan di jalan/lorong kecil didepan rumah, yang dapat mengganggu lalu lintas dan juga membahayakan keselamatan warga dan juga pengguna jalan. Fenomena ini menandakan bahwa kebutuhan masyarakat akan ruang publik sangat tinggi dan perlu segera diantisipasi agar tidak terjadi degradasi lingkungan dan sosial, sehingga tujuan dari proyek ini adalah sebagai linkage yang menggabungkan manusia dengan lingkungan di sekitarnya, serta manusia dengan manusia lainnya, selain itu juga untuk membantu perekonomian dan usaha industri rumahan, yang dapat dilakukan serta menghasilkan uang untuk membantu perekonomian warga, serta menimbulkan interaksi positif, seperti pertukaran ilmu dan pembangunan aspek ekonomi, yang ke depannya akan menghasilkan kemajuan pada kota Jakarta dengan aspek sosial dan ekonomi yang seimbang.

Abstract: Public open spaces are spaces that can be accessed for free and can accommodate a variety of peoples and activities. Therefore, both if in each residential area or at a certain radius there is at least one public open space, no exception in urban villages with a characteristic population density that has become the root of settlement culture in Indonesia. This research then took a case study in one of the villages in the city of Yogyakarta, namely Kampung Gampingan, which despite entering into a slum arrangement according to Mayor Decree Number 216 Year 2016, but still has one existing public open space that still exists utilized by residents around every day, both by children until adults. Related to these findings, this study was conducted as a basic study whose results can be used as a foundation for the arrangement of slums in the future. In its design, public open space must also pay attention to the times and various aspects and needs for the convenience of its users. Although comfort is very difficult to define, at least comfort can be assessed through people's preferences through the responsiveness of each individual. For this reason, through a qualitative-exploratory method using a questionnaire filled out by users of public open spaces in Kampung Gampingan, this study aims to find citizens' preferences for aspects of the comfort of public open spaces based on comfort theory; what matters that must be prioritized or must be avoided in the design for the creation of the convenience of citizens. From this study it was found that in order to achieve the comfort of a public open space, aspects of governance needed include cleanliness, safety, circulation, shape / dimension, noise, lighting, smell, natural/ climate power, and supporting facilities such as the free internet access, parks, CCTV, drink water, trash cans, streetlights, children's games, and furniture. Oleh karenanya, baik apabila dalam setiap wilayah permukiman warga atau pada radius tertentu terdapat minimal satu buah ruang terbuka publik, tidak terkecuali di kampung kota dengan ciri khas kepadatan penduduknya yang sudah menjadi akar budaya permukiman di Indonesia. Penelitian ini kemudian mengambil studi kasus di salah satu kampung di Kota Yogyakarta yakni Kampung Gampingan, yang meskipun masuk ke dalam penataan kawasan kumuh menurut Surat Keputusan Walikota Nomor 216 Tahun 2016, namun masih memiliki satu buah ruang terbuka publik eksisting yang masih eksis dimanfaatkan warga sekitar setiap harinya, baik oleh anak-anak hingga orang dewasa.Terkait temuan tersebut, maka dilakukan penelitian ini sebagai kajian dasar yang hasilnya dapat digunakan untuk landasan penataan kampung kumuh di masa depan.Dalam perancangannya, ruang terbuka publik juga harus memperhatikan perkembangan zaman serta berbagai aspek maupun kebutuhan demi kenyamanan penggunanya. Meskipun kenyamanan sangat sulit didefinisikan, setidaknya kenyamanan dapat dinilai melalui preferensi warga lewat penilaian responsif setiap individunya. Untuk itu, melalui metode kualitatif-eksploratif dengan menggunakan kuesioner yang diisi oleh pengguna ruang terbuka publik di Kampung Gampingan, penelitian ini bertujuan untuk menemukan preferensi warga terhadap aspek kenyamanan ruang terbuka publik yang didasarkan pada teori kenyamanan; hal-hal apa saja yang harus diutamakan maupun harus dihindarkan dalam desain perancangan demi terciptanya kenyamanan warga. Dari penelitian ini ditemukan bahwa ternyata untuk mencapai kenyamanan suatu ruang terbuka publik, diperlukan aspek-aspek penataan yang meliputi kebersihan, keamanan, sirkulasi, bentuk/dimensi, kebisingan, penerangan, aroma, daya alam/iklim, dan fasilitas penunjang seperti adanya internet gratis, taman, CCTV, air siap minum, tempat sampah, lampu jalan, permainan anak, serta furnitur.Kata Kunci: Kenyamanan, Ruang Terbuka Publik, Warga, Kampung Gampingan, Kota Yogyakarta

Abstract The concept of Biophilia shows how humans have a fundamental desire to connect and depend on nature, providing healing and positive impacts on emotional change. DKI Jakarta Province population number has increased significantly from year to year so that the need for green open space increases. Buperta City Forest Area has enormous potential to facilitate the needs of the green space in the City of East Jakarta, but the development of existing natural tourism is still not optimal. The concept of Biophilia can be a solution to increase the attraction, user experience, and increase relaxation benefits for Buperta Cibubur user in sustainable way. The objectives of this research are: (1) Identifying and studying the characteristics of the site and its users, (2) Developing criteria for the utilization of the Biophilia concept in green open spaces, and (3) Developing greenery layout arrangement recommendations. Furthermore, direct observation, interview, and literature study were used comprehensively to collect the data. Data processed using Biophilia approach, through descriptive analysis and spatial method of analyzing the potential and constraints from the site. Detail reccomendation developed on zones with strongest natural potential such as “Kempa”, Recreation Area, and Pine Forest, with each different approach of using Biophilia concept according to the environment and user characteristics. The output of the research is in the form of planting plan and site plan.

Public open space is a vital element in a city because of its presence in high intensity activities. One of thepublic open spaces in the middle of Medan city is Benteng Square. Benteng Square is included as an activepublic open space for activities, sports and ceremonies. Benteng Square is owned by the city governmentof Medan and the management is the Kodim 0201 / BB Medan, but its use is not maximal at this time.Therefore, the research is needed to find out how far the level of success and public perception ofBenteng Square. This research is quantitative research. The main data is a questionnaire which is thenanalyzed descriptively and quantitatively with a Likert scale. The results of the study show that theBenteng Square was successful in its function as a public open space.

This paper proposes to analyze the effectiveness of the Plan for the medium-sized city of Raleigh, North Carolina, USA through its planning and design of a system of Parks and Green Corridors as an example to be followed by contemporary cities, in relation to the planning and connectivity of its open space system, represented by parks, recreational areas and green corridors. In this sense, the quality of urban life of its inhabitants, free spaces, and perpetuity of the natural resources of the city of Raleigh is directly related to the opportunity of the realization of the first American plan of the network of green corridors to a capital, "A Park with a City within ", as a way to contain urban growth, minimize anthropic impacts and promote the increase of leisure and recreation areas in all areas of the city, as well as their connectivity and functionality. The effectiveness of the constitution of this integrated system, consisting of the network of green corridors, is based on the implementation and constitution of the whole plan, over a period of several years, through the outline of its characteristics, objectives, and functions. Discussions, premises, and strategies for planning, project renovation of existing structures of the park system and green corridors.
