Abstrak Tujuan penelitian ini untuk mendeskripsikan strategi public affairs dalam kampanye yang dilakukan oleh Gerakan Indonesia Diet Kantong Plastik (GIDKP). Hasil penelitian ini menunjukan bahwa GIDKP menggunakan strategi public affairs dengan melakukan pendekatan terhadap pemerintah, kelompok kepentingan dan media. Pendekatan terhadap pemerintah dengan strategi direct lobbying dan grassroot lobbying. Pendekatan terhadap kelompok kepentingan dengan strategi engagement dan opinion leader. GIDKP menjadi mediator antara Kementerian Lingkungan Hidup dan Kehutanan (KLHK) dan Asosiasi Peritel Indonesia (Aprindo) jika terjadi konflik. Strategi pendekatan terhadap media yaitu proactive communications dengan melakukan kontak langsung seperti siaran pers dan konferensi pers. Selain itu pendekatan media menggunakan strategi semi control dengan teknik menjadi pembicara atau narasumber di siaran media. Strategi pendekatan media yang terakhir adalah bypassing dengan mengembangkan media alternatif yang menfaatkan teknologi saat ini. Kata kunci : Strategi publik; Kampanye; Organisasi non profit Abstract The purpose of this study is to describe the public affairs strategy in the campaign carried out by Gerakan Indonesia Diet Kantong Plastik (GIDKP). The results of this study indicate that GIDKP uses a public affairs strategy by approaching the government, interest groups and the media. Approach the government with direct lobbying and grassroot lobbying strategies. Approach to interest groups with engagement strategies and opinion leaders. GIDKP becomes a mediator between the Ministry of Environment and Forestry (KLHK) and the Indonesian Retailers Association (Aprindo) in the event of a conflict. The approach to the media strategy is proactive communications by making direct contact such as press releases and press conferences. In addition, the media approach uses a semi control strategy with the technique of being a speaker or resource person in media broadcasts. The last media approach strategy is bypassing by developing alternative media that utilize current technology. Keywords : public strategy; campaign; non-profit organization

The commercialization of meclia in China has cultivated a new journalism business model characterized with scandalization, sensationalization, exaggeration, oversimplification, highly opinionated news stories, one-sidedly reporting, fabrication and hate reporting, which have clone more harm than good to the public affairs. Today the Chinese journalists are more prey to the manipu/ation of the emotions of the audiences than being a faithful messenger for the public. Une/er such a media environment, in case of news events, particularly, during crisis, it is not the media being scared by the government. but the media itself is scaring the government into silence. The Chinese news media have grown so negative and so cynica/ that it has produced growing popular clistrust of the government and the government officials. Entering a freer but fearful commercially mediated society, the Chinese government is totally tmprepared in engaging the Chinese press effectively and has lost its ability for setting public agenda and shaping public opinions.

Abstract One of the main goals of contemporary media, along with the experts and professionals, who speak in them, has been to explain complex issues and provide the audience with clear descriptions of social reality. This is mostly achieved by the production of ideologically useful interpretative schemes that facilitate understanding of the issues present on the media agenda. An important strategy of shaping the public opinion in the way in which public affairs and the activity of social life participants is framed. Analyses of such practices have been conducted for over thirty years within various research approaches collectively referred to as framing analysis. This research provides several arguments helping one to develop a more critical perspective on the representations of social phenomena dominant in the media and discourses of symbolic elites (e.g. opinion writers, academics, experts, journalists, politicians), along with the analyses of the origin of such phenomena, moral judgements and preferred "corrective policies". One of the phenomena defined by the media in Europe as the most important one for the past several years, is the so-called "New Right". The aim of the paper is to analyse the interpretative schemes used by the journalists of four Polish opinion-forming weeklies and to describe the activity of its German manifestation – the Patriotic Europeans Against the Islamisation of the Occident (Pegida) social movement and the Alternative for Germany party (AfD).

Every behavior is based on knowledge, therefore the success of public health insurance (Jamkesmas) program conduct by the government for poor community require communication and socialization of the program, through various existing channels. How health communication model implemented by the government in order to disseminate Jamkesmas information particularly in West Java region? The purpose of this research is to discover the direction of information stream in socialization of Jamkesmas program, through quantitative approach. In addition, sampling use multistage cluster sampling with 180 respondents. The result of the research shows that interpersonal communication with formal opinion leaders act as the main channel for poor community to obtain information. It means that the public target for strengthening or success of Jamkesmas socialization is opinion leaders such as head of the neighborhood or local community and cadres.

Resumen: Introducción: La publicación de notas de prensa es una práctica habitual de los gabinetes de comunicación de los Departamentos de Salud autonómicos mediante la que ofrecen información relevante para un mejor conocimiento y utilización del sistema, la difusión de sus actividades y la rendición de cuentas. Objetivo: Analizar las características de los comunicados de prensa emitidos por la Dirección de Comunicación del Gobierno de Aragón y verificar el grado en que los temas tratados en estas informaciones obtienen visibilidad en los medios impresos. Material y método: Revisión de las notas de prensa de contenido sanitario durante un año y comprobación de si los temas propuestos han sido llevados a las páginas de los dos periódicos de ámbito autonómico de la comunidad. Resultados: Se encontraron 190 notas de prensa, generalmente centradas en aspectos de la gestión sanitaria. Un 43% no obtuvieron reflejo en la prensa. Entre los dos medios estudiados se observa una concordancia moderada en cuanto a los temas publicados. Conclusiones: La comunicación institucional puede ser considerada un tipo de comunicación política, con unas características particulares, que es filtrada y contrapesada por los medios dentro de su labor de control de las instituciones públicas.Palabras clave: Salud, Comunicación institucional, Notas de prensa, PrensaAbstract: Introduction: The publication of press releases is a common practice of press offices of the Regional Departments of Health to offer relevant information for a better knowledge and use of the health system, to publicize their activities and for accountability purposes. Objective: To analyze some features of the press releases issued by the Directorate of Communication of the Government of Aragon and also verify the extent to which the subjects covered in these informations obtain visibility in the print media. Material and method: A review of the health-related press releases during one year was carried out; we also checked whether the proposed issues were brought to the pages of the two regional newspapers. Results: 190 press releases were found, mainly focused on aspects of health management. 43% of those reports were not mentioned in the newspapers. Between the two dailies studied, a moderate level of agreement in the selection of the subjects that were translated into news was observed. Conclusions: Institutional communication can be considered a type of political communication, with particular features, that is filtered and counterbalanced by the media, given that one of its tasks is the monitoring and control of the performance of public institutions.Keywords: Health, Institutional communication, Press releases, Press

The paper reports findings from a study that explored health communication strategies employed by the media on the state of preparedness by the Zimbabwean government during the COVID 19 crisis by the Zimbabwe Broadcasting Corporation Television (ZBC-TV). The study adopted secondary data analysis. Data were collected using secondary sources. The study was influenced by the framing theory. The study found out that ZBC-TV used songs, road shows, commercial ads, dramas, musical shows on reporting the pandemic. The archival documents also revealed that ZBC-TV have used periodical updates as health communication strategies to educate the public about COVID 19. ZBC-TV also used Facebook showing staff from the Office of the President and Cabinet receiving the Covid 19 vaccine at the same time applauding positive response from Harare Metropolitan Province as front line workers surpassed the target under the first phase of Covid-19 vaccine roll out plan. The study concluded that the health communication strategies employed by ZBC-TV have been effective in increasing the societal awareness about health issues. ZBC-TV managed to reach out to the masses using both the television and by making use of the new media communication technologies. However, press censorship has been a challenge in publishing information concerning COVID 19 as the media house is not allowed to publish anything that tarnishes the image of the government. It is based on such evidence that the study concludes that ZBC-TV at some point distorted information to paint the picture that the government is doing all it can to contain the spread of COVID 19 and ensuring the safety of the public. The study recommends that the ministry should ensure freedom of information publicity, in which media houses, including ZBC-TV is not controlled by any political party of government. Crisis communication is one of the most important instruments in crisis management. Unfortunately, there is a lot of criticism about how the Indonesian government implemented its crisis communication strategy during the Covid-19 pandemic season. This study aims to uncover the government's crisis communication strategy from the perspective of Van Dijk's critical discourse analysis. Based on the Situational Crisis Communication Theory (SCCT), researchers study the structure of discourse in texts consisting of macro, superstructure, and micro. There were 6 press releases from President Jokowi, Minister of Health Terawan Agus Putranto, and Spokesperson dr. Achmad Yurianto was collected using a purposive sampling method to describe the government's crisis communication strategy at the beginning of pre-crisis and crisis. The results show a significant dynamic crisis communication strategy on how the government implemented it in the pre-crisis and crisis phases. In the pre-crisis phase, they were statements from public officials especially in this case coming from President Jokowi and Minister of Health Terawan Agus Putranto. Both of these statements tend to lead to Deny and Diminish's strategy while still delivering messages in the form of Adjustments and Instructive Information so that the public remains alert and calm. However, in the crisis phase, government communication shifted towards Diminishes' statement, in the view of Justification that the crisis was actually not so terrible and bad. This is the biggest idea that emerged in the statement of President Jokowi and Spokesperson dr. Achmad Yurianto. Broadly speaking, this phase also provides a greater perspective on projections of government policy in the Covid-19 arrangement.

Health opinion leaders have widely embraced social media for health promotion and public health communication which can make a strong influence on the public decision making. However, despite the growing relevance of public health threats such as infectious diseases, pandemic influenza and natural disasters, research has paid little attention to the qualities of opinion leaders. Moreover, there is limited evidence that public health organisations use social media appropriately to engage in meaningful conversations with audiences. Thus, the aims of the study are to describe principles of communication practised by online opinion leaders to promote health issues, to discuss the strategies of social media used, to explain the opinion leaders’ influence attributes in health decision making and finally to develop a model of online opinion leader in the contemporary health promotion era. Content analysis was conducted on Facebook postings of five selected health opinion leaders. In addition, semi-structured interviews with 10 followers were conducted. The findings of the study revealed that there are three principles of communication practised by online opinion leaders, which are language, interaction and themes. There are three strategies opinion leaders use to influence the public: social connectivity, social support and social consultation. Furthermore, there are five opinion leaders’ attributes that influence the public’s decision making, namely personality, authenticity, trust/credibility, professional knowledge and social position. The model would be beneficial in educating and guiding the current public health opinion leaders in order to establish health and social well-being. BACKGROUND During the COVID-19 outbreak, social media served as the main platform for information exchange, through which the Chinese government, media and public would spread information. At the same time, a variety of emotions interweave, and the public emotions would also be affected by the government and media. OBJECTIVE This study aims to investigate the types, trends and relationships of emotional diffusion in Chinese social media among the public, the government and the media under the pandemic of COVID-19 (December 30,2019, to July 1,2020) . METHODS In this paper, Python 3.7.0 and its data crawling framework Scrapy 1.5.1 are used to write a web crawler program to search for super topics related to COVID-19 on Sina Weibo platform of different keywords . Then, we used emotional lexicon to analyze the types and trends of the public, government and media emotions on social media. Finally cross-lagged regression was applied to build the relationships of different subjects’ emotions. RESULTS The highlights of our study are threefold: (1) The public, the government and the media mainly diffuse positive emotions during the COVID-19 pandemic in China; (2) Emotional diffusion shows a certain change over time, and negative emotions are obvious in the initial phase of the pandemic, with the development of the pandemic, positive emotions surpass negative emotions and remain stable. (3)The impact among the three main emotions with the period as the time point is weak, while the impact of emotion with the day as the time point is relatively obvious. The emotions of the public and the government impact each other, and the media emotions can guide the public emotions. CONCLUSIONS This is the first study of comparing pubic, government and media emotions on the social media during COVID-19 pandemic in China. The pubic, the government and the media mainly diffuse positive emotions during the pandemic. And the government and the media have better effect on short-term emotional guidance. Therefore, when the pandemic suddenly occurs, the government and the media should intervene in time to solve problems and conflicts and diffuse positive and neutral emotions. In this regard, the government and the media can play important roles through social media in the major outbreaks. At the theoretical level, this paper takes China's epidemic environment and social media as the background to provide one of the explanatory perspectives for the spread of emotions on social media. At the some time, because of this special background, it can provide comparison and reference for the research on internet emotions in other countries.

Once properly managed, e-governance can add tremendous dynamism in reforming public administration and can change the mode of interaction between the state and its citizens. However, concerns regarding digital divides and the challenges of e-governance in the developing states of Africa, Asia, and Latin America are growing. If the factors contributing to digital divides are not carefully identified and properly solved, there is a growing risk that in the coming years digital resources might become the preserve of the “haves,” while ignoring the plight of the “have-nots” as they seek access to resources in developing countries. The current Secretary General of the United Nations, Kofi Annan (2000) provided the insight that new information and communications technologies are bringing people together, and bringing decision-makers unprecedented new tools for development. At the same time, however, Mr. Annan added, the gap between information “haves” and “have-nots” is widening, and there is a real danger that the world’s poor will be excluded from the emerging knowledge-based global economy. E-governance in this article could be referred to as the use of digital devices, usually by public authorities, when dealing with their public, private and non-profit stakeholders. E-governance comprises a practice, process, or activities through digital means and could equally be practiced by different stakeholders in managing public affairs. While in contrast “e-government” is defined by Shafritz and Russel (2003) as conducting any aspect of government business operations over the Internet—from providing information by government to paying bills to the government. This article examines and analyzes the current status of emerging electronic and Web-based governance (e-governance) in developing countries. In doing so, the article outlines the market model, participatory state model, flexible government model, and the deregulated government model presented by Professor Guy Peters for reforming governance. In light of the above, the article brings forward the emerging issues of governance, e-governance, and the possibility of shared governance. Emerging e-governance is reshaping the process of administrative reforms in developing countries—which requires fresh academic research and a scholarly contribution.
