Every behavior is based on knowledge, therefore the success of public health insurance (Jamkesmas) program conduct by the government for poor community require communication and socialization of the program, through various existing channels. How health communication model implemented by the government in order to disseminate Jamkesmas information particularly in West Java region? The purpose of this research is to discover the direction of information stream in socialization of Jamkesmas program, through quantitative approach. In addition, sampling use multistage cluster sampling with 180 respondents. The result of the research shows that interpersonal communication with formal opinion leaders act as the main channel for poor community to obtain information. It means that the public target for strengthening or success of Jamkesmas socialization is opinion leaders such as head of the neighborhood or local community and cadres.

The purpose of this study was to determine the communication and motives for the use of Toah Masjid, Depok Yogyakarta District. This study uses qualitative research using description analysis methods. The theory used is a two-stage communication model and a phenomenological theory put forward by Alfred Schutz. The results of this study indicate that the application of guidelines for the use of loudspeakers in the mosque can be identified through two-stage communication that is established between the Regional Office with the instructor and from the instructor to the mosque Takmir. Two-stage communication using Interpersonal Communication and Social Communication. The important role of policy counselors as gatekeepers and opinion leaders in public policy socialization. Conclusion, the motive of using mosque loudspeakers to the outside other than the call to prayer in several mosques in the Sub-district of Depok, such as reading prayers, dhikr, prayers, prayers and announcements because they have not received policy socialization, no one has questioned their use, to attract the attention of others. SMEs snacks in Gondangan village has the potential to be developed. The village has the potential to be Gondangan Agro-industry region, although it is still much that needs to be repaired and prepared.This study aims to determine the attitude of the public about the development of SMEs in rural areas Gondangan into Agro-industry clusters and how community participation in the development of SMEs in rural areas Gondangan to be Agroindustri. Respondents in this study were the leaders and local community leaders, citizens, snack home industry in the region.This study is a descriptive study with a qualitative approach. The data of this study is primary data and secondary data consists of qualitative and quantitative data. Primary data were obtained with the interview and focus group discussion.The results showed that the attitude of the public, snack ho,e industri actor and local governments support the development of the region as an area of Agro-Industry cluster. In terms of participation, the government showed a high participation and support by facilitating a variety of activities to realize the region of Agro-Industry cluster, while the snacks businessman as the main actor of Agro-industry development of the area did not show a high level of participation.

Following the accident of Fukushima in 2011, nuclear facilities in Japan were shut down, and a new evaluation and restart process was developed. Despite the public safety concerns, the current administration expects nuclear energy to become a pillar for economic recovery in the coming years. This paper compares the historic context of restarting Kashiwazaki-Kariwa Nuclear Power Plant before and after Fukushima. The evolution is analyzed through a series of interviews in 2012 and 2013 in the community and with government officers, as well as a close follow-up of the official statements by TEPCO and the government agencies up until the end of 2020. It tackles the development in the relation between TEPCO, local authorities, and local community of this nuclear plant, before and after Fukushima. This historic relation has shown to be the key element in the restart process, even above the legal process.

The theme of this year’s Commonwealth Local Government Conference was Improving local government: the Commonwealth vision. This theme is fundamental to all of us working in and with local government, but particularly so in the current economic climate where councils are having to once again look at how they can tighten their purse strings while they are facing greater demands with less income - doing more with fewer resources.The conference was held in Freeport, Grand Bahama, hosted by the Government of the Bahamas and the councils of Grand Bahama at the Our Lucaya Conference Centre. More than 550 local government ministry, association and council representatives from 48 countries attended the conference. Previous conferences set out Aberdeen Agenda and Auckland Accord as to the kind of local government we want to strive to achieve: local democracy and good governance for effective services to respond to the needs of the local community and strong local leadership to drive development and support local communities. This conference builds on these previous outcomes, with speakers and delegates calling for local government to continue to improve as part of a broader process of development. Jamaican Minister Robert Montague summed up what is needed as a shift in attitude to include the public as important partners – a shift he called ‘business unusual’ to encompass improving service delivery, improving revenue streams, increasing community dialogue, finding new partners and leading from the front.

This paper uses word frequency statistics and semantic network analysis to analyse text related to genetically modified organisms (GMOs) in microblog in China. We discuss the structure of the main discourses and changes in them over the past decade, explore the reasons for those changes and provide possible references that may be useful when related problems or situations occur in future. We have found that conspiracy theories permeated online discussions and that netizens’ emotions had a nationalist tendency. The GMO issue was highly socialized. Participants in online discussions were from different backgrounds, and the topics went far beyond GMO technology. The public tended to trust the government, rather than experts, while opinion leaders also played a role in guiding public opinion. The keywords in this discussion have gradually changed in recent years from clustering around ‘harmful’ to clustering around ‘scientific’, and new participation models brought about by new media have provided new reference paths for problem solving.

Purpose The purpose of this paper is to describe the application of design and behavior science collectively in refining the government to citizens’ (G2C) cognitive-communication by using artificial intelligence (AI) artifacts. It investigates the citizens’ behavior intention to use AI cognitive-communication channels in e-government services. Design/methodology/approach This study reveals the potential of unification in design and behavior science paradigms when integrated into AI artifacts in measuring the constructive outcome of proposed architecture that embraces the perceived risk and trust in citizens’ usage behavior intentions. To evaluate the practical relevance of design science paradigm, action research was incorporated by developing an app as an exemplified scenario. Findings The weaknesses of traditional G2C channel communication obliterated by AI virtual agents. This study proposes a five-layer architecture model created with citizens-centered design highlighting the improved relevance for G2C cognitive-communication. The behavior model supports citizens’ usage behavior intentions through trust as a positive attribute and negative attribute as a perceived risk. Research limitations/implications This study contributes to the knowledge of design science paradigm particularly to AI-based cognitive G2C communication. The architecture serves for deploying virtual agents to automate the public officials for decision-making processes. The authors have constructed a cognitive-communication model and have examined the relationships among the extents of cognitive-communication model. This channel has the potential to significantly transform G2C cognitive and intelligent communication. Practical implications This cognitive-communication channel has the potential to significantly transform the communication between government and citizens. Such a model can be an interest of developers, researchers and government policymakers in a holistic approach drawn from theory and methods of both design and behavior science to create a successful communication scenario. Social implications Advances in technology are not without social implications. The study results can dramatically improve the efficiencies of government workplaces and can augment the human working. It will help to reduce the government services discriminations among the citizens and contribute to society through social inclusion. Originality/value This study addresses the duality in information system research by first defining the theoretical framework for G2C cognitive-communication architecture and then developing a research model drawn upon a citizens’ service usage behavioral theory. It will also contribute to providing important perceptions of AI practices in the public sector.

This paper aims to learn how the Qanun of Aceh, particularly Qanun No. 4 on Mukim and Qanun No. 5 on Gampong Government enforce Gampong as a government body. It further compares the hierarchical relationship between the qanun and the higher regulations in Indonesia such as Village Government Act No. 32 of 2004, Privileges of Aceh Act No. 44 of 1999, Special Autonomy No. 18 of 2001 and Aceh Government Act No. 11 of 2006. The study found that the Qanun integrates Acehnese identity coupled with the Islamic values into the Gampong institution. The Qanun on Gampong Government, in fact, does not negate any higher regulations in the Indonesian constitution. The principle of decentralization implemented post-Orde Baru requires a massive change in the government system in Indonesia from the centralized system of local state government, to local self-government and finally the decentralized system of the local community. The Qanun on Gampong government is in line with the local community spirit due to greater public participation channeled through Reusam Gampong. Reusam Gampong is the public aspiration, and its application shall not conflict with the higher regulation. In its cultural manifest, Resuam Gampong is an instrument that promotes the marriage between culture and religion into a single government body.

The method used is the guidance to the Government and society in General about the real purpose of the expansion area as well as coaching the community who are in conflict due to the expansion region.

Penelitian ini menganalisis konflik di sekitar pertambangan dan merumuskan resolusi konflik sebagai strategi pemberdayaan masyarakat di Kabupaten Bombana, Sulawesi Tenggara. Penelitian ini dirancang dengan metode survei deskriptif. Populasi penelitian adalah rumah tangga yang tinggal di desa-desa sekitar wilayah pertambangan, baik di darat maupun di pulau-pulau. Teknik proportional cluster sampling digunakan untuk menentukan sampel. Analisis statistik dilakukan dengan menggunakan statistik deskriptif dan statistik inferensial. Uji statistik inferensial yang digunakan adalah analisis regresi berganda dan uji t untuk menganalisis perbedaan antara responden di daratan dan pulau-pulau. Hasil penelitian menunjukkan bahwa konflik antara perusahaan dengan masyarakat sekitar pertambangan di Kabupaten Bombana tergolong tinggi. Konflik tersebut meliputi proses pendudukan Sumber Daya Alam (SDA), dominasi perusahaan atas sumber daya alam, dan penanganan dampak negatif. Strategi pemberdayaan masyarakat sekitar pertambangan melalui pengelolaan konflik adalah: (1) Mempercepat penyelesaian konflik yang ada dengan pola musyawarah dan melibatkan semua pihak, termasuk masyarakat setempat, pemerintah, dan penegak hukum setempat. (2) Mendorong perusahaan pertambangan untuk meningkatkan pengelolaan lingkungan yang terkena dampak untuk mencegah kerusakan lingkungan. (3) Meningkatkan pola kerjasama antara perusahaan, pemerintah, dan masyarakat dalam pengelolaan sumber daya alam. (4) Mencegah konflik sosial. Upaya peningkatan pemberdayaan masyarakat sekitar pertambangan dapat dilakukan melalui kerjasama antara pemerintah, perusahaan, dan masyarakat. Pemerintah dan perusahaan memiliki sumber daya yang cukup untuk menginisiasi program pemberdayaan masyarakat sekitar pertambangan di Kabupaten Bombana. ABSTRACTThis study analyzes conflicts around mining and formulates conflict resolution as a strategy for community empowerment in Bombana Regency, Southeast Sulawesi. The study was designed with a descriptive survey method. The research population is the householder living in villages around the mining area, both on land and in the islands. The proportional cluster sampling technique does the determination of the sample. Statistical analysis was performed using descriptive statistics and inferential statistics. The inferential statistical test used is multiple regression analysis and t-test to analyze the differences between respondents on the mainland and the islands. The study results indicate that conflicts between companies and communities around mining in Bombana Regency are high. These conflicts include the process of occupation of Natural Resources (SDA), the domination of companies over natural resources, and the handling of negative impacts. Strategies for empowering communities around mining through conflict management are: (1) Accelerating the resolution of existing conflicts with a deliberation pattern and involving all parties, including the local community, government, and local law enforcement. (2) Encouraging mining companies to improve management of the affected environment to prevent environmental damage. (3) Improving the pattern of cooperation between companies, the government, and the community in the management of natural resources. (4) Preventing social conflicts. Efforts to increase the empowerment of communities around mining can be carried out through collaboration between the government, companies, and the community. The government and companies have sufficient resources to initiate community empowerment programs around mining in Bombana Regency.

AbstrakIndonesia memiliki khasanah budaya yang relatif  banyak, salah satunya adalah kesenian tradisional. Kondisi real kesenian tradisional sekarang ini sebagian punah dan sebagian lagi  diujung kepunahan (hidup enggan mati tak mau). Upaya pelestarian yaitu perlindungan, pengembangan, dan pemanfaatan sudah dilakukan baik oleh pemerintah maupun  masyarakat. Salah satu penyebabnya adalah kurangnya perhatian terhadap wadah/tempat bernaung kesenian, sanggar. Tulisan ini mengupas peran sanggar dalam menjaga kelestarian kesenian tradisional, yang dibatasi pada sanggar yang terdapat di wilayah Betawi, dengan pertimbangan bagaimana kehidupan sanggar kesenian tradisional yang berada di wilayah paling modern di Indonesia. Penelitian bertujuan untuk mendapatkan pengetahuan tentang korelasi sanggar dengan kesenian tradisional. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian deskriptif. Penelitian didahului dengan studi pustaka, pengambilan data dengan observasi dan wawancara, dilanjutkan dengan klasifikasi data, analisis data, dan hasil. Kesimpulan penelitian adalah pentingnya eksistensi sanggar sebagai salah satu upaya untuk mengantisipasi kepunahan kesenian  khususnya kesenian topeng Betawi, topeng blantek, dan tanjidor. Peranan sanggar dalam kesenian tradisional adalah sebagai wadah/ tempat bernaung sejumlah seni budaya, sebagai media edukasi baik pendidikan maupun latihan, sebagai media hiburan bagi masyarakat sekitar dan peminat seni, sebagai tempat mengatur strategi seputar seni yang ditekuni sebagai tempat bersilaturahmi (berkumpul dan berdiskusi) dalam rangka mempererat persaudaraan. AbstractRelatively, Indonesia has many cultural treasures, one of them is a traditional art. Real conditionsof traditional art today partly extinct and partly at the threshold of extinction (reluctant live, but do not want todead). The preservation effort that is the protection, development and utilization has been done either by the government or the public. One reason is the lack of attention to the shelter of art, a studio. This writing examines the role of studios in preserving traditional art, which is restricted to the studio located in the region of Batavia, with consideration of how the life of a traditional art studio located in the most modern in Indonesia. The research aims is to gain the informationrelated to the traditional art studio. This study used a qualitative approach with descriptive research method. Proceeded by doing literature research and collecting data through observation and interviews, followed by data classification, data analysis, and data findings. The results showed that the importance of the existence of the studio as an effort to anticipate the extinction of Betawi art, especially art masks, masks Blantek, and tanjidor. The role of studios in the traditional arts isas a shelter of a number of arts and culture, as a medium of education both education and training, as a medium of entertainment for the local community and art enthusiasts, as a set strategy in the art that occupied as a place to stay in touch (get together and discuss) in order to strengthen the brotherhood.
