Every organization cannot be separated from change. Change management is also an important aspect of public organizations or bureaucracy in local governments. One of the phenomenal changes implemented by the local government is the concept of employee promotion or widely known as job auctions. Central Java Provincial Government became one of the pioneers in the implementation of open promotion through the concept of talent scouting for the position of administrator and supervisor. Context, content, process, leadership and results are important indicators of change to see the extent to which talent scouting has been successfully implemented by the Central Java Provincial Government. Basically, the changes implemented must be inline with the vision of change and with other related concept changes.

Penyelenggaraan kewenangan pemerintah daerah telah bergeser ke arah prinsip ultra vires doctrine yang nampak pada perumusan kewenangan pemerintah daerah menjadi urusan pemerintah daerah, dan pembagian kewenangan pemerintah pusat dan daerah mengedepankan prinsip yang kongkuren.Kondisi ini ditandai dengan penyelenggaraan urusan pendidikan yang terbagi antara pemerintah kabupaten/kota dengan pemerintah provinsi, dimana untuk pendidikan dasar diselenggarakan oleh pemerintah kabupaten/kota sedang pendidikan menengah dikelola oleh pemerintah provinsi. Penelitian ini dilakukan dengan pendekatan motode kualitatif melalui observasi dan kajian pustaka.  Hasil dari penelitian ini menunjukkan penyelenggaraan urusan pendidikan menengah yang dialihkan kepada pemerintah provinsi akan menimbulkan sejumlah kecenderungan baru dalam pengelolaannya baik pada pemerintah daerah maupun pada pemerintah provinsi. Pertama, bahwa kebijakan – kebijakan yang selama ini dikeluarkan oleh pemerintah daerah terkait bidang pendidikan tidak seluruhnya akan diakomodir oleh pemerintah provinsi. Kedua, kecenderungan pada meningkatnya alokasi anggaran pada pemerintah provinsi sebagai ekses pengalihan kewenangan tersebut. Ketiga, proses evaluasi, pengawasan dan pengendalian penyelenggaraan pendidikan menengah oleh pemerintah provinsi yang akan semakin berat dilihat dari sisi letak geografis wilayah, dan keempat kekhawatiran akan kurang terakomodirnya muatan kearifan lokal dalam penerapan kurikulum, dimana sebelumnya setiap kabupaten/kota tentunya memiliki karakteristik budaya yang berbeda sebagai bentuk kearifan lokal yang dapat menjadi penguat dalam penyusunan kurikulum pendidikan. Key Words : Penyelenggaraan Urusan Pemerintahan, Pendidikan Menengah   Abstract Implementation of local government authority has shifted towards the principle of ultra vires doctrine which appears on the formulation of local government authority to the affairs of local government, and the division of central and local government authority put forward the principle of kongkuren. This condition is characterized by the implementation of educational affairs divided between district / municipal governments and provincial governments, where basic education is administered by district / municipal governments while high school is managed by the provincial government. This research was conducted with qualitative motive approach through observation and literature review. The results of this study indicate that the implementation of secondary education affairs transferred to the provincial government will lead to new trends in the management of both local government and provincial governments. First, that the policies that have been issued by local governments related to the education sector will not be entirely accommodated by the provincial government. Second, the tendency to increase budget allocation to the provincial government as an excess of the transfer of authority. Third, the process of evaluation, supervision and control of the implementation of high school by the provincial government will be more severe in terms of geographical location of the region, and the four concerns will be less accommodated local wisdom content in the application of the curriculum, where previously each district government / different as a form of local wisdom that can be a reinforcement in the preparation of educational curriculum. ABSTRAK Penelitian atau kajian mengenai pelatihan bagi para aparatur sipil negara sudah banyak dilakukan, namun penelitian yang fokus pada pelatihan bagi aparatur yang bertugas pada pemerintah daerah Mitra Praja Utama masih sangat langka. Kajian ini menyajikan skema atau model alternatif peningkatan kompetensi aparatur sipil negara untuk meningkatkan kerjasama antar daerah melalui pelatihan bersama. Ruang lingkup pemerintah daerah yang menjadi kajian adalah pemerintah daerah yang tergabung dalam forum Mitra Praja Utama (MPU). MPU merupakan forum kerjasama dan koordinasi antar pemerintah daerah di Indonesia yang terdiri dari  10 Provinsi yaitu Provinsi Jawa Barat, Provinsi DKI Jakarta, Provinsi Jawa Tengah, Provinsi Daerah Istimewa Yogyakarta, Provinsi Jawa Timur, Provinsi Bali, Provinsi Lampung, Provinsi Nusa Tenggara Barat, Provinsi Banten dan Provinsi Nusa Tengggara Timur. Model pelatihan bersama yang disajikan pada kajian ini merupakan suatu alternatif metode yang dapat dipertimbangkan oleh lembaga diklat pemerintah, khususnya pada lembaga diklat pemerintah yang tergabung dalam Mitra Praja Utama dalam rangka peningkatan kerjasama antar daerah untuk berbagai urusan pemerintahan daerah terutama dari aspek kompetensi aparatur.   Kata kunci: pelatihan, mitra praja utama, kompetensi, aparatur sipil negara     ABSTRACT Research or studies on training for the state civil apparatus have been carried out a lot, but research that focuses on training for officers serving in the Mitra Praja Utama regional government is still very rare. This study presents an alternative model for enhancing the competence of civil state apparatus to increase cooperation among regions through joint training. The scope of local government to be studied is the local government who are members of the forum Mitra Praja Utama (MPU). MPU is a forum of cooperation and coordination among local governments in Indonesia consisting of 10 Provinces of West Java Province, DKI Jakarta Province, Central Java Province, Special Province of Yogyakarta, East Java Province, Bali Province, Lampung Province, West Nusa Tenggara Province, Banten Province and East Nusa Tenggara Province. The joint training model presented in this study is an alternative method that can be ascertained by special government training institutions in government training institutions incorporated in Mitra Praja Utama in order to increase inter-regional cooperation for various local government affairs.   Keywords: training, mitra praja utama, competence, civil state apparatus

ABSTRACT: Adequacy of primary school teachers is very important to support education for all. The objective of the research is to analyse and develop a plan for a public policy of teacher adequacy for state primary schools. This research used a descriptive-quantitative approach. Data collection was conducted by using observation and interview. There are six main findings in the research. One of the important things is that the model of planning policy for teacher adequacy based on class can be adopted by other local governments by incorporating two factors: total schools (S) and total classes (C), and using the formula of nC + 2S.  The planning policy model for teacher adequacy based on students can also be adopted by other local governments by incorporating the total students (S) and student ratio value to teacher (21:1) by using the formula of S/21.  Therefore, planners should conduct policy planning analysis for teacher adequacy of state primary schools in the local government by using two perspective analyses simultaneously to ensure teacher adequacy and manage effective and efficient distribution of teachers.KEY WORD: Teacher Adequacy; Policy Planning; Local Government; Effective and Efficient Distribution; Primary School. ABSTRAKSI: “Perencanaan Kebijakan dalam Penyediaan Kecukupan Guru Sekolah Dasar di Daerah”. Kecukupan guru sekolah dasar sangat penting untuk mendukung pendidikan bagi semua. Tujuan penelitian ini adalah untuk menganalisa dan mengembangkan model perencanaan bagi kebijakan kecukupan guru sekolah dasar negeri. Penelitian ini menggunakan pendekatan deskriptif-kuantitatif. Pengumpulan data dilakukan dengan teknik observasi dan wawancara. Ada enam temuan utama dalam penelitian ini. Salah satu yang terpenting adalah bahwa model kebijakan perencanaan kecukupan guru berbasis kelas dapat diadopsi oleh pemerintah daerah lain dengan mengakomodasi 2 faktor: jumlah sekolah (S) dan jumlah kelas (C), dengan menggunakan rumus nC + 2S. Model kebijakan perencanaan kecukupan guru berbasis murid dapat juga diadopsi oleh pemerintah daerah lain dengan mengakomodasi faktor jumlah murid (M) dan nilai rasio murid terhadap guru (21:1), dengan menggunakan rumus M/21. Oleh karena itu, perencana sebaiknya melaksanakan analisa kebijakan perencanaan untuk kecukupan guru sekolah dasar negeri di daerah dengan menggunakan dua perspektif analisis tersebut secara simultan untuk menjamin kecukupan guru, dan pengelolaan efektivitas dan efisiensi distribusi guru. The Sustainable Development Goals (SDGs) are a tough challenge for developing countries, including Indonesia. At the regional level, the integration of SDGs into development planning faces many challenges, because some indicators are not yet in accordance with regional conditions, as well as very limited data. The purpose of this study is to analyze the integration of SDGs indicators into development planning carried out by local governments in Central Java. This research is a qualitative descriptive study. The research location is in Central Java, taking the case in the Central Java Provincial Government, as well as the Pekalongan District Government, Pemalang District, Wonosobo Regency, and Grobogan Regency. Research informants are those who have the authority to develop development plans, as well as non-government actors. The data analysis technique uses the interactive model as developed by Miles and Huberman. The conclusion of this study is that the implementation of SDGs in Central Java, both at the provincial and district / city levels is still not optimal, because SDGs are only interpreted as BAPPEDA activities, and in the preparation of action plans there are still very few government and non-government programs integrated. Another obstacle is the lack of commitment among stakeholders, both in sharing data and resources, formulating programs and preparing action plans.

This study aims to identify the effectiveness and efficiency of the implementation of good governance based on information technology (e-Governance) in the Central Java provincial government. It is intended that the corruption done by government officials could be prevented/avoided. To achieve this goal it is necessary to identify the existing conditions and constraints that arise both from internal and external factors that may impede the implementation of this system. The population in this study is all whole Unit of SKPD in Central Java Provincial Government with the unit of analysis the Head of SKPD. In this study, the samples are taken by using proportional random sampling. The results of discussion on the study of corruption and e-governance conclude that the types of state capture , influence and administrative corruption can happen anytime and anywhere. Yet, the biggest concern of the corruption by government officials is administrative corruption. To prevent the corruption of local governments, it should implement the use of e-governance or the application of information technology to support the implementation of good-governance systems. However, the most important thing is the commitment of all officials in local government.

The article explores organizational structures in public organizations that are the results of amalgamations of two or more public organizations. Focusing on the Danish Local Government Reform implemented in 2007, the main questions are whether the new municipalities have decided to organize themselves differently than their predecessors, and whether the interests of centrally placed actors affect such a decision. Data on the political and administrative organization of all Danish municipalities in 2005 and 2007 show that the number of organizational units grew considerably more in the 66 new municipalities than it did in the 32 municipalities whose territory was not changed because of the reform. The analyses show that the increased number of organizational units can in part be explained by new municipal tasks and increased workload due to the new structural conditions. An important part of the increase, however, was caused neither by task related, nor by structural changes. Alternatively, the increase may be explained by political norms stating that all relevant interests should be given a top post in the new organizations.

Penerapan Laporan Keuangan Pemerintah Daerah (LKPD) Akrual di pemerintah daerah menjadi kajian penting. Keberhasilan kebijakan pemerintah dalam pertanggungjawaban anggaran direpresentasikan oleh laporan keuangan. LKPD berisikan berbagai informasi penting yang mencirikan realisasi keberhasilan Pemda sesuai dengan undang-undang sebagai wujud akuntabilitas pengelolaan keuangan negara dalam menjalankan amanah rakyat. Makalah ini menjelaskan tentang peran LKPD sebagai wujud informasi yang relevan mengenai posisi keuangan dan seluruh transaksi yang dilakukan oleh entitas pelaporan dalam periode pelaporan.LKPD digunakan untuk mengetahui nilai sumber daya ekonomi yang dimanfaatkan untuk melaksanakan kegiatan operasional, menilai kondisi keuangan, mengevaluasi efektivitas dan efisiensi dan membantu menentukan ketaatan terhadap peraturan perundan-undangan. Tujuan penelitian ini untuk dapat menentukan keberhasilan penerapan LKPD Akrual secara berkelanjutan. Studi dilakukan di Kabupaten Humbang Hasudutan dan Labuhan Batu Selatan (Labusel) yang merupakan bagian dari Pemerintah Provinsi Sumatera Utara. Pengumpulan data dilakukan dengan mengedarkan kuesioner yang disebarkan kepada Satuan Kerja Perangkat Daerah (SKPD) pada kedua Kabupaten tersebut dengan masing-masing 57 kuesioner dan 21 kuesioner. Penilaian dilakukan dengan melakukan observasi, tanya jawab serta mengevaluasi LKPD audited kedua Kabupaten dimaksud serta menganalisis skor jawaban dari responden. Responden adalah PPK-SKPD, bendahara pengeluaran dan pengurus barang. Agregasi nilai jawaban menjadi faktor penilain keberhasilan dari ke dua Kabupaten tersebut. Ada 4 jawaban yang berkaitan dengan karakteristik kualitatif laporan keuangan, 1 kepatuhan terhadap UU, 1 pencapain hasil, 1 kecukupan bukti serta 1 jawaban tentang pertanggung jawaban. Hasil penilaian menunjukkan bahwa karakteristik kualitas laporan keuangan sangat dominan sebagai faktor/syarat keberhasilan akan kualitas LKPD akrual sesuai dengan harapan pemerintah. pada kedua Kabupaten tersebut, sedangkan 4 jawaban lainnya relatif sama.   The Implementation of Accrual Local Government Financial Reports (LKPD) in local governments is an important study. The success of government policies in budget accountability is represented by financial reports. The LKPD contains a variety of important information that characterizes the realization of the success of the Local Government in accordance with the laws as a form of accountability in managing state finances in carrying out public's trust. This paper described the role of LKPD as a form of relevant information regarding financial position and all transactions carried out by the reporting entities in the reporting period. LKPD was used to determine the value of economic resources that were used to carry out operational activities, assess financial conditions, evaluate effectiveness and efficiency, and help determine compliance with legislative regulations. The purpose of this study was to be able to determine the success of applying the Accrual LKPD on an ongoing basis. The study was conducted in Humbang Hasudutan and Labuhan Batu Selatan Districts (Labusel) which are parts of the North Sumatra Provincial Government. Data collection was done by distributing questionnaires which were distributed to the Regional Work Unit (SKPD) in both districts with 57 questionnaires and 21 questionnaires respectively. Assessment was carried out by observing, questioning, and evaluating the audited LKPD of the two Districts as well as analyzing the answer scores of the respondents. Respondents were PPK-SKPD, treasurer of expenditure, and manager of goods. The aggregation of answer values is an assessment of the success of the two districts. There were 4 answers relating to the qualitative characteristics of financial statements, 1 compliance with the laws, 1 achievement of results, 1 sufficiency of evidence, and 1 answer about accountability. The results of the assessment indicated that the quality characteristics of financial statements were very dominant as a factor/condition for the success of accrual LKPD quality in accordance with government expectations in both districts, while 4 other answers were relatively the same.

This research aims to analyze the effect of the audit opinion, level of independence, and the type of local government to the level of disclosure of information on the official website of the local Government of Central Java province in 2014-2015. Sampling techniques used in this study is a purposive and retrieved samples of as many as 25 local governments. Methods of data analysis used were descriptive and multiple regression. The results showed that the audit opinion, level of independence, and the type of local government effect simultaneously against the level of disclosure of information on the official website of the local government in the province of Central Java. Partially, the audit opinion and the types of local government that have an impact on the level of disclosure of information on the official website of the local government in the province of Central Java. Level of independence has not an impact, partially.

The discussion in this article focuses on the study of structural da'wah in public policy in Indonesia, which is currently widely used by local governments in various regions in Indonesia to improve morale and also campaign for Islamic values in their public policies. The focus of the discussion in this article is first, facts related to structural da'wah in Indonesia. Second, what is the background for the existence of structural da'wah in public policy in Indonesia, third, how is the formulation of structural da'wah in appropriate and good public policies. The fact related to how structural da'wah is mushrooming in Indonesia is that many regions apply structural da'wah in public policy. Various examples of regions in Indonesia that carry out structural da'wah in public policy are one of them in the Bulukumba area of South Sulawesi. As well as in Bandung Regency which has a structural da'wah program with the concept of Bandung Religious, a structural da'wah policy program is also implemented in the Central Java and East Java regions, namely in Jepara and Ponorogo Regencies. The emergence of structural da'wah policies in various regions in Indonesia cannot be separated from the existence of regional autonomy policy authorities. Concerning that local governments can regulate and manage their da'wah policies with their respective social structures. such as the degradation of morals and religious politics of the local government. In formulating the structural da'wah policy, the local government uses various innovations and various alternatives in formulating the da'wah policy. Structural da'wah policies must contain Islamic values and teachings that provide motivation, encouragement and an invitation to the Islamic community to implement and apply Islamic teachings as well as possible. The birth of this policy does not aim to make it an Islamic state and create a pure sharia-based constitution that is beneficial to society. Keywords: Structural Da'wah, Public Policy

Structuring of local government has been through various regulations and dynamics in its implementation, since the era of independence until the reform era. The substitution and refinement of a law to its refinement brings implications for the arrangement of powers and affairs undertaken by local governments. Aksentuasinya grapple on what to do in the local government to provide services and realize the welfare of the people. Finally up to the Act No. 23 of 2014 is strengthening the balance of authority between the provincial and district / city government and community involvement in the development process.
