It analyses essential indicators of volunteering, volunteer work and the features of work conducted by volunteer organizations as an index of civic society development in Ukraine. The features of volunteer movements in Ukraine have been analyzed. It has been recognized that Ukrainian volunteer movement in 2014 become an unprecedented manifestation of public self-organization in its scale. The increasing of volunteer movement had been due to two chief factors: internal political crisis, that has led to the disbalance of the public administration systems, lack of quality management decisions, lack of resources, and external aggression which deepened the disbalance between the state’s ability to perform its functions effectively and ensuring the basic needs of the citizens. The crisis in the country and external influences had endangered the existence of Ukraine as a state, which has been received by its citizens as a personal challenge, as danger to their self-identification. It has been demonstrated that volunteer organizations are an influential social institute that acts on a voluntary basis and brings the country income and also solves a number of socially important issues instead of the state administration. In conclusion, volunteering is steadily becoming a foundation for civil society development. Without the work conducted by the volunteers it is hard to imagine NGOs and charities at all, the quality control over government and business becomes virtually impossible. Without volunteers there is not enough energy to fuel societal development, there’s not enough effort and time to help people in need, not enough creative potential for solving social problems.

Privatization, contracting out, and a host of other current trends blur the line between public and private—they create what at best is a fuzzy line. This study examines yet one additional area where the lines between public and private have gotten even fuzzier—the best selling novel. It uses the writings of Tom Clancy and Clive Cussler,two authors whose names on a novel guarantee best-seller status. It will do so in the context of what a civic community and civil society are, and how they relate to the public-private question, a question that has renewed life in public administration.

The article is devoted to determining the list of administrative and legal instruments for ensuring the implementation of state policy in the field of European integration of Ukraine. In order to achieve the stated purpose, it seems necessary to solve the following research problems: 1) to analyze the domestic scientific literature devoted to understanding the category of “administrative and legal instruments” or its analogues; 2) identify the types of administrative and legal instruments used by public administration entities in implementing state policy in the field of European integration of Ukraine; 3) to specify the prospects of expanding the list of administrative and legal instruments that public administration entities may use in implementing state policy in the field of European integration of Ukraine. As a result of the study the following conclusions are reached: they use the appropriate administrative and legal instruments to perform the tasks assigned to the subjects of the public administration of Ukraine involved in the implementation of state policy in the sphere of European integration of Ukraine. The conducted research allows to state that the specifics of this direction of state policy of Ukraine determines their insignificant list. These include: by-laws, planning acts and information acts; the necessity of introducing a clear procedure for involving civil society institutions and interested individuals in developing, discussing and monitoring the implementation of state policy plans in the field of European integration of Ukraine has been proved. The procedure for such involvement should be defined at the level of the Administrative Procedure Code of Ukraine; the necessity of expanding the list of administrative and legal instruments used by the public administration of Ukraine in implementing state policy in the field of European integration of Ukraine is substantiated. Their extension is possible, for example, through the involvement of administrative contracts, in particular: subordination and coordination administrative agreements. They could become the legal basis for the interaction of public administration entities of Ukraine, as well as subjects of national public administration and local self-government bodies or civil society institutions in particular areas of implementation of state policy in the field of European integration of Ukraine.

Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

After a brief outline of the past, the study focuses on the three main elements of public administration: the organization, the tasks and competences, and the characteristics of the staff. Different but complementary research methods (historical, comparative and dogmatic) show the changes in the management and operation of state administration over historical periods. The formal, subordinated administration has gradually given way to a customer-friendly, service-oriented administration. The corresponding organizational framework is the government window system, while the institutions the Act of General Administrative Procedures provide the opportunity to implement fast, cheap and efficient state services. The commitment, skills, and professionalism of the public administration staff remain the most important factor for the realisation of a modern, service-oriented state. Changes like state administration are not straight-line, but the tendency is the strengthening of the help and service image.

Governments are showing an interest in, or incorporating, gamification into their governance processes and/or services to citizens. The article describes the concept of gamification, examines its potential from the point of view of using elements of the game in public administration, for example, on the websites of authorities and special platforms, as well as in offline mode. The conclusion is made about the goals of introducing gamification into the practice of public authorities. The state administration can not only be the author of these projects, but also assist civil society institutions (public associations, citizens) in their development.

In the article, basing on investigation of the interaction of the Constitutional Court of Ukraine with the Verkhovna Rada of Ukraine in ensuring the rights and freedoms there was proposed the range of instruments of mechanism for interaction based on proper governance, monitoring and evaluation, including performance indicators and effectiveness, individual responsibility of a person authorized to perform the functions of the state. Due to its implementation, the public authorities will provide priority-oriented constitutional guarantees, namely human rights and freedoms in the context of promoting civil society development in Ukraine. In the article, basing on investigation of the interaction of the Constitutional Court of Ukraine with the Verkhovna Rada of Ukraine in ensuring the rights and freedoms there was proposed the range of instruments of mechanism for interaction based on proper governance, monitoring and evaluation, including performance indicators and effectiveness, individual responsibility of a person authorized to perform the functions of the state. Due to its implementation, the public authorities will provide priority-oriented constitutional guarantees, namely human rights and freedoms in the context of promoting civil society development in Ukraine. In order to enhance the implementation of the range of instruments of mechanism for interaction between the Constitutional Court of Ukraine with other public authorities, there was offered the introduction of electronic document management as a preventive anti-corruption measure with integrated monitoring and transparency mechanisms of activity of public authorities in order to reduce the level of corruption and hierarchical influence, for the purpose of openness and transparency, efficiency of activity within the democratic processes.

Abstract Corruption is a recurring phenomenon throughout history, so different conceptions seek to formulate a concept that defines it. This theoretical essay aims to introduce a perspective that broadens the understanding of corruption beyond the currents of thought that prevail in studies about Brazilian public administration. This study indicates that the epistemic reconstruction of the meaning of corruption should derive from the conception of public interest as a result of deliberative processes between citizens and the State. Such perspective contributes to the debate about the importance of participation of the civil society in controlling corruption and creating public interest itself. This study also highlights that more efficient control is not only restricted to legislation reforms but it also relies on the enhancement civic virtues.

The article presents the main stages of development and major modifications of the idea of civil society from Greek and Roman antique philosophy to modern researchers. It discusses two – broad (philosophical) and narrow (the third sector of organizing civil society) – perceptions of civil society and proposes corresponding definitions. Etatistic (controlled), liberal, conflicting, partnership, segmentational and linked models of civil society are analyzed. The expediency of linked and partnership models is substantiated from the position of security and harmonious development of the civic society.

Decentralization policy schemes (DPSs) in the public sector have been implemented in different ways by Slovakia and the Czech Republic. Both approaches have led to a transfer of competencies from state administration to self-government with the aim of improving the efficiency of the delivery of services. This paper presents a comparative scale efficiency analysis of the units performing services in the building order sector. The analysis is based on two unique regional datasets from two countries, Slovakia and the Czech Republic. The DPS implemented in Slovakia is based on the principle of voluntary cooperation of municipalities. In the case of the Czech building sector, the competencies have been transferred to the newly created municipalities with delegated or extended competencies. This study aims to contribute to the research on efficiency in public administration. We focused on the relationship between two types of DPSs, and units’ scale efficiency. We also tried to determine whether a specific unit scale size could be identified as the most efficient. We employed a two-stage metafrontier approach based on procedures for evaluating program and managerial efficiency. The results show that different DPs have not led to statistically significant differences in performance, and it is not possible to identify the most efficient building office scale size.

The article presents the theoretical and methodological foundations of the development of forms of communicative influence of civil society on the public policy, provides the main methods and conditions of their use for gaining advantages in solving problems of public-management relations. A wide range of issues related to the peculiarities of public relations organization, taking into account domestic and foreign experience, is covered. The specifics of the use of marketing communications in communicating of public authorities with the public are shown. It is substantiated that in the institutional sense, the greatest interest is the classification, depending on the scope of distribution. The public, when communicating with government, through certain communication tools, is called the external form of communication. The external forms of the communicative influence of civil society on state policy help them convey to the state authorities the necessary information about their thoughts, needs, requests, etc. Of course, such information should be constantly updated and accurate. All non-governmental organizations should maintain friendly relations with state organizations and prevent any misinformation of the latter. At the same time, informatization of public administration contains both positive potential and difficulties and contradictions, neglection which, as practice shows, turns negative result. To date, they are insufficiently developed and require scientific comprehension and substantiation, in particular, the issue of organizational, regulatory and legal support for the implementation and implementation of modern marketing tools and management in public administration. Concerning the prospects for further research on the concept of "the form of communicative influence of civil society on state policy", they consist in streamlining its conceptual apparatus as the basis for improving its system, since incomplete and inaccurate information becomes, as a result, the cause of many problems in the system of reforming public administration .
