In the article we investigated the approaches to training managers of educational sphere in the system of higher education of independent Ukraine, analyzed the legal and regulatory framework that defines the branch of knowledge, speciality, subject area for any educational program Training of specialists in the higher education system. It was found out that in the provisions of normative documents of the Ministry of Education and Science of Ukraine (order from 06.11.2015 no 1151), in tables of the list of specialities on which was carried out training of specialists in higher educational establishments Educational qualification levels of specialist and Master (List 2), and the list of fields of knowledge and specialties, which are trained for applicants of higher education, approved by the Decree of the Cabinet of Ministers of Ukraine of 29 April 2015 no 266 ( List 2015), for the specialty "management of educational institution (by type)" 8.18010020 subject area defined in such a way that it is clearly referred to the field of knowledge 07 "Management and Administration" of the specialty 073 "Management". Changing the subject area has led to changing legal grounds for educational activities, which in turn resulted in the actual curtailment of managers ' training for the educational sphere. Based on the recommendations of the International Standard Classification of Education: Education and Training in 2013 (MSKO-G 2013), in the study, within the framework of this article, an examination of the content of the educational Scientific Program "management of a higher education institution" and proved, that according to substantive content, it should be attributed to the field of Knowledge 01 education/pedagogy in speciality. Only under these conditions can the educational program meet the criteria (2.3.) Of the quality assessment of the educational programs defined by the National Agency for Quality Assurance of Higher Education, in particular: "... the content of the educational program corresponds to the subject area defined for its specialty" and can be accredited.

The article is devoted to the questions of socio-cultural environment formation in the modern Russian higher educational institution. In the course of the study, the author analyses theoretical aspects of this social phenomenon, its forming elements and functional characteristics in the course of higher education system’s transformation. Based on the analysis results, the author comes to the conclusion about integration of functions, which allow managing innovations in the educational sphere effectively.

The use of archimetaphor as an evaluative device of persuasion in the genre of journalistic commentaryThe present study explores the cognitive use of archimetaphor belonging to the evaluative devices of persuasion in emotional argumentation. The corpus consists of forty editorials taken from the Internet French newspapers and magazines. The subject matter of the gathered texts includes two thematic groups of reforms concerning the higher education system and the special retirement plan for public sector employees. Thanks to the archimetaphor the addresser may highlight or hide chosen aspects of the described problem in order to activate vital values concerning our life and existence. Therefore, the concept of “conflict” described in the analysed textes is conceptualised by means of four natural forces (elements) such as fire, air (wind), water and earth (soil) which leads both to the mechanism of naturalisation and axiological polarisation of the presented reality. The mechanism itself stems from two opposing relations: identification and differentiation, allowing the grouping of presented facts to the class of US (protagonists) and THEM (antagonists). In consequence, such axiological persuasion aims at influencing the addressees’ will and decisions and allows for nearly absolute acceptance of the opinions presented by the addresser. Użycie archimetafory jako perswazyjnego środka wartościującego w dziennikarskim gatunku komentarzaCelem niniejszego artykułu jest analiza kognitywnego użycia archimetafory, należącej do perswazyjnych środków służących wartościowaniu w argumentacji emocjonalnej. Korpus składa się z czterdziestu artykułów wstępnych zaczerpniętych ze stron internetowych francuskich magazynów i czasopism. Problematyka zebranych tekstów dotyczy dwóch tematycznych grup opisujących reformę szkolnictwa wyższego oraz specjalnego systemu emerytalnego dla pracowników sektora publicznego. Dzięki archimetaforyzacji nadawca może odpowiednio uwypuklić lub ukryć wybrane aspekty opisywanego zagadnienia w celu aktywowania wartości witalnych związanych z naszym życiem i egzystencją. To właśnie dlatego konceptualizacja pojęcia „konfliktu” poruszanego w analizowanym materiale odnosi się do czterech sił natury (żywiołów), takich jak: ogień, powietrze (wiatr), woda i ziemia (gleba), co z kolei prowadzi do naturalizowania i aksjologicznej polaryzacji opisywanej rzeczywistości. Mechanizm ów opiera się na dwóch typach relacji: identyfikacji i dyferencjacji (odmienności), pozwalających na pogrupowanie prezentowanych faktów do klasy MY (protagoniści) i ONI (antagoniści). Taka aksjologiczna perswazja ma za zadanie wpływać na wolę i decyzje odbiorcy, co skutkuje niemal bezwarunkową akceptacją prezentowanych przez nadawcę poglądów.

The use of social networks as an element of the electronic educational environment in the educational institution and their influence on the formation of the information space of a higher education establishment is considered in this paper. Organization of effective interaction of participants in the educational process is an actual task of management. The subject of this analysis are social networks in the information space of a higher education institution. The possibilities and functions of social networks as a communication tool are analyzed.

Nowadays, the policy of national higher education has an influence on  higher education in the Indonesian Navy in patterns and structures, types of education, educational outcomes or graduates of each educational strata. The human resources of the Navy were built by an using expert system with the field of each assignment being scholar soldier, with the development domain is Cognitive, Affective and Psychomotor Domains Granding. The equalization of graduates between academic and vocational education influences on the quantity and quality of standardized military lecturers as educators in the Navy education system which is harmonized with the prevailing national policy. Based on the existing gap due to the implementation of lecturer policy, the efforts that have been done, the purposes of this study are : 1) Describe and analyze the implementation of teacher and lecturer policy on Higher Education Vocation of the Indonesian Navy service vocation; 2) Finds the implementation model of policy of teacher and lecturer in higher education of vocation of the Indonesian Navy. In this research, the paper used Merilee S. Grindle model approach. It model uses to describe the implementation of policy of teachers and lecturers in higher education vocational service of the Indonesian Navy. The result of the policy implementation on vocation system of teacher and lecturer in higher education system of the Indonesian Navy has not given any significant result change, because there are still many obstacles in the process. The model of policy implementation of teacher and lecturer in higher education vocation of the Indonesian Navy officially started by synchronizing policy between the Higher Education Institution and the Indonesian Navy  then it is passed down to specific socialization program to support of lecturer policy objectives.

The proposed article considers the need to recognize the economic utility and social value of human resources, the development of which requires investment in comparison with other types of economic resources. The urgency of solving the problem of functioning of higher education system is dictated by the need to apply new approaches to the management of an educational institution. Successful companies focus their efforts on creating and developing a management system for educational institutions designed to work effectively with intellectual resources that are becoming less used today. All these circumstances explain the emergence of a special interest of scientists and practitioners in the management of intellectual capital and the effectiveness of the knowledge process. In this regard, there is a need for constant updating and change, which means that knowledge is always innovative. At the same time, the most interesting are the ways of transforming universities into a new type of organization focused on meeting the needs of the market, making a profit, developing innovative technologies, supporting high-tech research projects and managing them. Close interaction of business corporations with the University community, forms a diversified financial base, develops contacts with business, society and the state, and encourages the widespread use of initiative and support for innovation in the scientific and educational environment. The new conceptual approach has enriched the practice with progressive methods and technologies for managing people in a complex innovative environment. The priorities were flexible forms of labor use, continuous improvement of the quality of human resources, new approaches to organizing and stimulating labor, and addressing cultural and ethical factors of labor productivity and quality of life. The main components of scientific novelty are the regulation and mutual influence of the functioning infrastructure and the applied methodology of higher education.

The aim of this research is to conduct a theoretical analysis of the international relations tendencies of Ukrainian higher education institutions and of the level of their integration into the international scientific and educational community on the background of the reform of the higher education system in Ukraine from 1991 to 2004. The article analyzes the normative documents of this period, which contributed to the formation of international activity programs in the higher education system. The following tendencies of international activity development in the Ukrainian higher education system in the defined period are the following ones: legislative registration of transition of national education from unitary to variability; formation of a humanistic model of a specialist of a new type; establishment of equivalence of certificates and diplomas; international recognition of qualifications and academic degrees; introduction of a multi-level system of specialist's training; the transition from specialized training to specialist training in integrated areas; ordering the system of higher education institutions and gaining them some independence; increasing the number of foreign students by providing information on higher education institutions of Ukraine to the UNESCO and Council of Europe directories; raising the status of a citizen of Ukraine in the international socio-cultural environment; competitiveness of national education in the European and world educational space. It has been proved that from 1991 to 2004 effective pedagogical technologies were introduced in the national higher education, new models of different higher education levels were developed, and the transition to a multi-level system of specialist's training was made, as well as integration into the European educational space.

The article discusses the issues of paramedic bachelor's degree training in the higher education system. There are no analogues of the paramedic qualification abroad. The significance of the education level for the healthcare quality is shown. The authors demonstrated the key features of the developed educational program of paramedic bachelor's degree training, which includes a large amount of practice.

Purpose The purpose of this paper is to provide a comprehensive view of barriers that restrict the adoption of new specializations and courses in the higher education institutions of Southern Punjab, Pakistan. Design/methodology/approach Quantitative methods were used to get the responses from the respondents of different institution of target areas. Results were further analyzed with the help of statistical tools. In total, 203 respondents were approached to fill the carefully designed questionnaire. Findings Results of the study clearly show four major factors, including internal barrier, external barrier, cultural barrier and leadership barrier, that are restricting the introduction and adoption of new specialization courses in higher education institutes of Southern Punjab. Suggestions at the end are made to address the restrictions. Research limitations/implications The current study states only six higher education institution of Southern Punjab, which is a kind of limitation itself. This study is conducted by taking into account the needs and trends of the businesses and markets; student perspective is not taken about the situation in this study, which is an another limitation of the study. To get more accurate and validated results, the higher education institutions located in other areas of Pakistan could be studied, which was not done in this study because of time and resource limitations. Practical implications This study may prove worthy to bring a positive and practical shift in the Pakistani higher education system. This study may also prove beneficial to show the actual picture of the situation to national leaders, academician and policy maker so that things are taken seriously to actually align the Pakistani higher education system with the emerging market demands and trends. Suggestions made in this study may provide comprehensive guidelines to the academic strategists to uplift the higher education institutions of Pakistan up to the international standards and requirements, so the Pakistani higher education institutions can get a respectful place in the international academic rankings. Originality/value The paper highlights the restrictions and helps the institutions to introduce new specialization courses.

The article discusses the integration processes in the system of higher education, which are currently the priority. The integration processes of education, science and production are the joint use of the capabilities of educational, scientific and industrial organizations in mutual interests. Integration processes cover a wide range of different activities and are manifested in a wide variety of forms. In addition, they are considered one of the most effective forms of transformation. We also set out the main aspects of integration processes in the higher education system of Kazakhstan on the example of the Eurasian national University, namely the Department of «Space technology». As an organizational model, the option of creating educational and industrial innovative complexes, which provide a continuous cycle of training of specialists, was chosen. The model allows to reach the most developed relations of higher educational institution and the enterprise. In conclusion, several key and most promising areas of integration development are listed.

Purpose of the study: The study is devoted to the analysis of the specifics of interaction between institutions of employment and development of higher education in modern Russian society. The current arrangement of socio-economic priorities in Russia contrasts with the true economic needs of the labor market and opportunities of the higher education system. In this regard, there is a need to create an integrated system of organizational and institutional mechanisms providing employment regulation and maintaining a balance of interests of the higher education system and the subjects of social and labor relations. Methodology: The study is conducted on the basis of the principle of interdisciplinarity to research the specifics of interaction of the subjects of social and labor relations in the sphere of higher education. The problem is considered in the context of institutionalism and neo-institutionalism methodology, both in foreign and domestic research traditions. The higher education institution is treated in the context of institutional methodology. Results: The work is based on the idea that the system of modern higher education is integrated into the subject space of social and labor relations. Thus, the state, the individual, the employer, and higher education institutions are both the concerned parties and the subjects of social and labor relations. But there is a certain disproportion in their interests. The sphere of higher education is characterized by some immanent features that distinguish it from other socio-economic systems that create public goods.  The provision and consumption of educational services involve benefits, both for the individuals and for the entire nation. The mission of higher education and the interests of social and labor relations subjects are closely linked. The interest boundaries of the subjects of social and labor relations necessitate their qualitative characteristics in order to summarize the specifics of satisfaction of their interests. Applications of this study: The results allow us to conduct a full and detailed study of social and labor relations phenomenon in close relationship with the system of higher education. Within the very framework of neo-institutional theory, it is possible to create a mechanism of management and control for development of employment, social and labor relations. Novelty/Originality of this study: The research problem of the study is the development of the higher education system in the context of subjective social and labor relations in order to find the solution to the employment problem.
