Purpose of the study: The study is devoted to the analysis of the specifics of interaction between institutions of employment and development of higher education in modern Russian society. The current arrangement of socio-economic priorities in Russia contrasts with the true economic needs of the labor market and opportunities of the higher education system. In this regard, there is a need to create an integrated system of organizational and institutional mechanisms providing employment regulation and maintaining a balance of interests of the higher education system and the subjects of social and labor relations. Methodology: The study is conducted on the basis of the principle of interdisciplinarity to research the specifics of interaction of the subjects of social and labor relations in the sphere of higher education. The problem is considered in the context of institutionalism and neo-institutionalism methodology, both in foreign and domestic research traditions. The higher education institution is treated in the context of institutional methodology. Results: The work is based on the idea that the system of modern higher education is integrated into the subject space of social and labor relations. Thus, the state, the individual, the employer, and higher education institutions are both the concerned parties and the subjects of social and labor relations. But there is a certain disproportion in their interests. The sphere of higher education is characterized by some immanent features that distinguish it from other socio-economic systems that create public goods.  The provision and consumption of educational services involve benefits, both for the individuals and for the entire nation. The mission of higher education and the interests of social and labor relations subjects are closely linked. The interest boundaries of the subjects of social and labor relations necessitate their qualitative characteristics in order to summarize the specifics of satisfaction of their interests. Applications of this study: The results allow us to conduct a full and detailed study of social and labor relations phenomenon in close relationship with the system of higher education. Within the very framework of neo-institutional theory, it is possible to create a mechanism of management and control for development of employment, social and labor relations. Novelty/Originality of this study: The research problem of the study is the development of the higher education system in the context of subjective social and labor relations in order to find the solution to the employment problem.

This report is a part of the results of the international project entitled “Studium in Osteuropa: Ausgewählte Aspekte (Analysen, Befunde)” conducted in the years 2013-2015 under supervision of Prof. Wilfried Schubarth and Dr Andreas Seidl from the Potsdam University, Department of Education Science, and Prof. Karsten Speck from the University of Oldenburg, Germany. The project was conducted jointly by representatives of academic centres from Germany, the Czech Republic, Poland and Russia. Its general aim was a comparative analysis of the effects of implementation of Bologna Process directives into the higher education systems of the individual countries. The changes introduced into the higher education systems in the countries involved in the project were described and evaluated, discussed was in particular the problems of education of teachers at the university level. The following text is the result of the contribution of the Polish group participating in the project. The report will be presented in two parts. The first part is focused on the macro-societal context of transformations in the higher education system in Poland. The implementation of selected aspects of Bologna Process directives is described and supplemented by empirical comments. The second part deals with selected aspects of university level education of teachers, followed by a polemic against the assumptions and execution of the target transformations of higher education system.

The article describes the individual components of higher education in the Tula region. The questions concerning the role of the state in the formation of the general educational vector and the degree of its influence on the training of highly qualified personnel are considered. The analysis of some statistical data characterizing the higher education system of the Tula region is carried out. The article proves the relationship between the higher education system and the prospects for the development of the labor market in the Tula region. The limitations that may affect the nature of interaction between market structures and the education system are identified. The prospects of interaction between educational and market structures for the formation of competitive labor resources in the cancers of the Tula region are formulated.

In the course of the study, the author analyses theoretical aspects of this social phenomenon, its forming elements and functional characteristics in the course of higher education system’s transformation. Based on the analysis results, the author comes to the conclusion about integration of functions, which allow managing innovations in the educational sphere effectively.

Med den kommende studiefremdriftsreform følger både krav om hurtigere gennemførelse og en fleksibilisering af systemet, der skal lette meritoverførslen og gøre det nemmere at sammenstykke en uddannelse på tværs af institutioner og uddannelser. Artiklen diskuterer de nye tiltag som en bestemt styring af de studerendes uddannelsesnavigation: Hvad sker der, når vi giver den enkelte studerende større frihed til at sammensætte uddannelse på tværs af moduler, der ikke har nogen på forhånd tilrettelagt (faglig) progression mellem sig? Vil den øgede valgfrihed medvirke til at motivere de studerende, højne gennemførelsen og gøre dem mere arbejdsmarkedsparate, sådan som regeringen fremlægger det? Og er prisen i givet fald en fragmentering af viden og instrumentel overfladelæring blandt de studerende, sådan som kritikerne foreslår?  The aim of the so-called ‘speed-up’ reform is to cut the time available for students to complete their university studies. One consequence of the reform is the increased requirement for flexibility within the Danish higher education system. To cope with the reform, the system will need to facilitate transfer of credits and make it easier for students to compose more personalized learning portfolios, which can include courses from different institutions and study programmes. The article discusses the possible implications of this new approach to steering students through the higher education system: What happens when we allow the individual student to compose a personal profile from different modules with no intentional progression between them? Will the students’ increased freedom serve to motivate them, make them complete their studies more quickly and make them more fit for the labour market like the Danish government presumes? Or will this be at the expense of leaving students with fragmented knowledge and superficial understandings as suggested by the critics?

At present, profound changes are taking place in the system of higher education in Russia: goals, strategies, objectives and content of education, as well as the ways of organizing the educational process, are radically changing. One of the priority areas ensuring the transformation of the higher education system is the introduction of network educational programs. The study of the methodological foundations of their design is relevant and necessary today. The research problem: characteristics of network educational programs and methodological foundations of their design to ensure maximum flexibility of the educational trajectory within the framework of network interaction. The purpose of the research is determination of the methodology for constructing effective network educational programs, based on the formation of the student's personality and his practical preparation for future professional activity through individual development. The research methods are critical analysis of pedagogical, psychological and regulatory sources, design, modeling, systematization. The results of the research: changes in the technological, substantive and technical plan in the design of educational programs have been analyzed, the necessity of technological elaboration of psychological and pedagogical support of the educational process has been substantiated for the flexibility of educational programs and the development of individual learning paths; building a competence model of a specialist and strengthening practical training in the implementation of projectbased modular training in the format of network educational programs have been emphasized; the role of motivational behavior of students and teachers has been determined; the principles of network learning have been formulated; the experience of designing and implementing network educational programs at RANEPA and VAVT have been analyzed. Key findings: network education and introduction of flexible educational programs have defined a new methodological platform and architecture for higher education. The analysis of fundamental changes in personal, behavioral and cognitive development of modern youth under the influence of electronic media and their accounting will allow educational organizations of the higher education system to innovatively approach the development of content, learning technologies and to develop new criteria for assessing the quality of education at a university. Designing flexible educational programs in a network format based on the studied methodology provides an opportunity for Russian universities to develop a networked format of education effectively, increase the academic mobility of students and teachers, provide flexibility in the educational path of learning, and significantly raise the prestige of Russian education in the global educational space.

Nowadays, the policy of national higher education has an influence on  higher education in the Indonesian Navy in patterns and structures, types of education, educational outcomes or graduates of each educational strata. The human resources of the Navy were built by an using expert system with the field of each assignment being scholar soldier, with the development domain is Cognitive, Affective and Psychomotor Domains Granding. The equalization of graduates between academic and vocational education influences on the quantity and quality of standardized military lecturers as educators in the Navy education system which is harmonized with the prevailing national policy. Based on the existing gap due to the implementation of lecturer policy, the efforts that have been done, the purposes of this study are : 1) Describe and analyze the implementation of teacher and lecturer policy on Higher Education Vocation of the Indonesian Navy service vocation; 2) Finds the implementation model of policy of teacher and lecturer in higher education of vocation of the Indonesian Navy. In this research, the paper used Merilee S. Grindle model approach. It model uses to describe the implementation of policy of teachers and lecturers in higher education vocational service of the Indonesian Navy. The result of the policy implementation on vocation system of teacher and lecturer in higher education system of the Indonesian Navy has not given any significant result change, because there are still many obstacles in the process. The model of policy implementation of teacher and lecturer in higher education vocation of the Indonesian Navy officially started by synchronizing policy between the Higher Education Institution and the Indonesian Navy  then it is passed down to specific socialization program to support of lecturer policy objectives.

The paper describes the results of the expert survey among the respondents of the Ulyanovsk region devoted to the problem of the impact of the Bologna system on the quality of higher education in Russia and the problem of employment of university graduates, which was held within the project "Investigation of the higher education system: harmonization of relations between the labor market and the market of educational services." The study involved representatives of government, higher education and business in the region. Different points of view on the reform of higher education in Russia are presented, an analytical conclusion, how the Bologna system is perceived by Russian society on an example of the region, is made. It should be noted, there was not the consensus among the government, business and higher education of the Ulyanovsk region whether the Bologna system carries the benefit of Russian society or not.

Previous research has demonstrated a strong relationship between access to capital and academic achievement. The present study explores the mediating role of the individual mindset and class perception in the capital–achievement relation. A survey-based study is conducted on 314 Delhi based undergraduate students. Different measures/proxies of various forms of capital and achievement are used. To see the role of the individual mindset, psychological resources of individual are considered and operationalized in terms of self-motivation and self-confidence. Results show that economic, social, and cultural capital have a significant influence on academic achievement. However, class perception and involvement in highbrow activities do not show any role in academic achievement. Results further reveal a significant mediating role of psychological resources in the capital–achievement relation. Results demonstrate that in the Indian higher education system, various forms of capital largely shape academic achievement and psychological resources significantly facilitate this relationship. Though the individual mindset can help in breaking this capital–achievement nexus, mostly it seems to be facilitating the relation. The results and implications of the study are discussed.

In the article we investigated the approaches to training managers of educational sphere in the system of higher education of independent Ukraine, analyzed the legal and regulatory framework that defines the branch of knowledge, speciality, subject area for any educational program Training of specialists in the higher education system. It was found out that in the provisions of normative documents of the Ministry of Education and Science of Ukraine (order from 06.11.2015 no 1151), in tables of the list of specialities on which was carried out training of specialists in higher educational establishments Educational qualification levels of specialist and Master (List 2), and the list of fields of knowledge and specialties, which are trained for applicants of higher education, approved by the Decree of the Cabinet of Ministers of Ukraine of 29 April 2015 no 266 ( List 2015), for the specialty "management of educational institution (by type)" 8.18010020 subject area defined in such a way that it is clearly referred to the field of knowledge 07 "Management and Administration" of the specialty 073 "Management". Changing the subject area has led to changing legal grounds for educational activities, which in turn resulted in the actual curtailment of managers ' training for the educational sphere. Based on the recommendations of the International Standard Classification of Education: Education and Training in 2013 (MSKO-G 2013), in the study, within the framework of this article, an examination of the content of the educational Scientific Program "management of a higher education institution" and proved, that according to substantive content, it should be attributed to the field of Knowledge 01 education/pedagogy in speciality. Only under these conditions can the educational program meet the criteria (2.3.) Of the quality assessment of the educational programs defined by the National Agency for Quality Assurance of Higher Education, in particular: "... the content of the educational program corresponds to the subject area defined for its specialty" and can be accredited.

This article discusses a number of personal characteristics of a sports teacher. The development of higher education system in the sports market environment imposes new demands on the sports teacher's personality, his professional skills, moral potential psychological and physical readiness to perform professional activities. In this regard, the study of characteristics of the individual pedagogical activities of sports teacher is especially important and it will be the basis of their professional development.
