Analysis of ensuring Russia's food security has shown the need to develop indicators that show the level of self-sufficiency of regions with basic food products. The study uses statistical materials of the results of the work of the agro-industrial complex of the region for 2016. As a result of the generalization of existing approaches, the author's methodology was suggested, how to make a rating assessment of the level of food self-sufficiency in the regions of the Leningrad Region for basic types of food. The basis of the approach was analytical methods of mathematical and comparative analysis, it is planned to form the final rating. The proposed methodology can be used in the system of regional management of the agro-industrial complex at the federal and local levels.

The article focuses on the importance of digitization of agriculture for rising the competitiveness of the domestic agro-industrial complex (AIC). In order to obtain an objective picture of APC nowadays, there have been analyzed the supplies of the staples in the Russian Federation and revealed the problems with producing milk, beef, fruit and vegetables of sheltered ground. It is stated that today Russia is actively implementing import substitution strategies in the sectors of the national economy including the agricultural sector. The main purpose of functioning of the national AIC has been determined as ensuring the parameters of food security for the population of Russia. There are considered the burning issues on achieving food self-sufficiency, the solution of which lies in increasing the competitiveness of the national AIC. The emphasis is placed on the need to transfer agricultural production to the ecological and economic principles of management and the rational distribution of using all types of resources. It has been recommended to assess the soil-climatic and economic potential of the territory in order to identify the priorities of food self-sufficiency for basic types of food in all regions of the country. Formation of the organizational and economic mechanism for creating competitive advantages of AIC helps to develop agricultural production on the innovative basis and to ensure the long-lasting food security at the federal level. The factors increasing AIC competitiveness are: economic soil fertility, usable agricultural areas, optimization of the structure of sown areas, system development of fodder production and animal husbandry, digitization of agriculture, etc. There have been analyzed the problems of insufficient digital prevalence in agriculture; the role of digitalization in achieving the parameters of food security is substantiated. The study results can be used to improve the mechanism of ensuring food security for the population of Russia.

Central Asia experienced major socio-economic shocks during the 1990s, which has increased food insecurity, malnutrition, and poverty. In response, Central Asia has adopted food self-sufficiency policies. This paper argues that regional and international trade can improve food security if implemented properly. However, a new constraint on food trade has arisen — food safety. Using food commodity data and analysis from Trade Map, this paper analyzes Central Asia’s intra-region food security policies. Evidence shows that food safety practices will affect internal food trade in Central Asia. Finally, a framework for creating a single food market is proposed.

The authors examined known methodological approaches to the assessment of food security of the country. They have revealed differences in the structure of the indicators between the Doctrine of food safety and applied statisticians. The authors have proposed a set of food security criteria of the country. The authors point out that according to a number of criteria it becomes difficult to follow the progress of the program provisions for the Doctrine of food security for the achievement of food self— sufficiency threshold levels, as presented criteria in the Doctrine and indicators published by statistics bodies are calculated in different ways and have different dimensions.

The article touches upon the problem of food security as one of the main factors of social and economic development of the state. The problem of food security is particularly acute at the regional level, as not all regions can produce the necessary quantities of basic food due to differences in soil and climatic conditions. In the Astrakhan region there has been estimated the degree of security for the main food products; the need to consider both quantitative and qualitative characteristics of food for developing methods of food security assessment is being substantiated. There have been studied the reasons of decreasing the level of food self-sufficiency in the Astrakhan region, which can be explained by inefficient use of arable lands, non-observance of scientifically proved change of crops in time and space, ignoring the principles of agricultural zoning and all-round cultivation of vegetables and potatoes by the producers. To eliminate the negative manifestations in the agricultural production of the region it has been proposed to put into practice the system of strategic management in the agricultural sector of the economy and to develop strategic directions of the agro-industrial complex of the region in order to achieve the standards of food self-sufficiency for basic items of food supply. To assess the competitive advantages of agroindustrial production in the region, it was proposed to test the author's methodology, which provides integrated assessment of the competitiveness of the agro-industrial complex for each rural area of the Astrakhan region based on eight proposed key factors. There has been made a classification of eleven districts of the Astrakhan region on two levels of competitiveness has been carried out and the assessment of the state of the regional agroindustrial complex, which allows to develop strategic directions of development of the agroindustrial complex of the region for the near and long-term prospects.

The article highlights the problems of social security in Ukraine in the context of the food safety. The ratio of growth in rates of subsistence minimum and consumer prices is analyzed. The indicative subsistence level with the preservation of the purchasing power of the basic period is determined. The correlation-regression analysis of the impact of the subsistence minimum and budget expenditures on research and experimental development in the system of the agro-industrial complex on the level of economic availability of food products in Ukraine is conducted.

In the face of increasing threats to the national interests of Russia, the main strategic priority of its food security is the acquisition by the country of full food independence and sustainable competitive positions on the world food market. At the same time, the problem of a reliable estimation of the state of food security becomes important. The effective Food Security Doctrine of the Russian Federation includes detailed, but unclear and contradictory system of indicators that reflects the country’s priorities in food security only partially. The integrated assessment of food security executed for the period from 2010 to 2018 in accordance with the norms of the effective Doctrine revealed generally positive trends and the achievement of target safety criteria for a number of food products. However, the calculations on the indicators of the new Doctrine draft aimed at country’s self-sufficiency with basic food products and implementing its export potential showed that the criteria of independence for some kind of food are not met, and the export potential is absent, which predetermines the need to change food safety priorities and currently used methods of estimating its condition. The results obtained in the work can be applied in further research of the issues of assessing food safety and developing measures aimed at improving the efficiency of the national economic policy in food security.

The relevance of the study is due to the fact that the problem of chronic hunger, which has worsened over the past decades in the world, clearly indicates that there is not enough food in the world to feed people. The problem under consideration continues to worsen due to such factors as: the effects of climate change, the unstable world economy, low agricultural production, growing poverty and unstable food prices. Thus, these factors have set new challenges for the world to produce and continuously supply the population with basic foodstuffs. In modern Japan, the problems related to ensuring food security on the basis of a strong interaction between the agro-industrial complex and the state are very active. At the same time, the problem of food security in the land of the rising sun differs from the world one. Since Japanese food security consists in increasing the self-sufficiency coefficient by increasing domestic production in order to meet the demand for both types of food related to traditional Japanese food and imported from abroad. Thus, in addition to understanding the problem of food security in Japan, this paper also focuses on the need to increase self-sufficiency in food.

The article discusses issues of the state of the agro-industrial complex of the region in connection with the need to fulfill the targets approved in January 2020 by the new edition of the Food Security Doctrine of Russia. The purpose of the study is to identify the problems of the northern region and to develop proposals for changing the situation for the successful implementation of the Doctrine. The scientific problem discussed in the article relates to the determination of the methodological foundations of the most relevant areas of agrarian policy for the current state, ensuring the implementation of the Food Security Doctrine of Russia and increasing the level of self-sufficiency of the region. The author's research develops the theory of determining the socio-economic role of effective interaction between authorities of different levels, scientific justification of the prospects for the further development of the agro-industrial complex due to the transformation of the industry development management system, innovative approach to training personnel for the agricultural sector, and introduction of new technological solutions as highly relevant. It has been established that such factors as the lack of effective interaction between the state and municipal authorities, and also the lack of young qualified personnel, whose competence meets the modern requirements, have a negative impact on the economy of agricultural production and food self-sufficiency of the region as a whole. The article draws attention to the underestimated opportunities for improving the situation in the agro-industrial complex due to a change in the scheme of interaction between the state and municipal authorities during the implementation of the program-targeted method of regulation and strategic planning, as well as the creation of a scientific and educational complex in the region for the training of competitive specialists for the agro-industrial complex. In order to improve the situation, it is necessary to consolidate the formation of a regional agricultural system on the basis of a set of similar systems developed by the municipalities themselves, based on the relevant climatic conditions, financial, material and labor resources of these areas. Besides, it is necessary to start the training of personnel for the agroindustrial complex system from school, applying new educational standards, based on scientific developments.

Provision of the population with environmentally friendly and safe agricultural products is an important challenge in the developed states. This chapter analyzes the issues of food safety and quality. The indemnification caused by low-quality products stimulates producers to ensure the quality and safety of food resources. The institute of indemnification caused by low-quality agricultural products is analyzed in the chapter. Special attention is paid to the issues of consumer protection in the legislation of Russia and China.
