The article discusses issues of the state of the agro-industrial complex of the region in connection with the need to fulfill the targets approved in January 2020 by the new edition of the Food Security Doctrine of Russia. The purpose of the study is to identify the problems of the northern region and to develop proposals for changing the situation for the successful implementation of the Doctrine. The scientific problem discussed in the article relates to the determination of the methodological foundations of the most relevant areas of agrarian policy for the current state, ensuring the implementation of the Food Security Doctrine of Russia and increasing the level of self-sufficiency of the region. The author's research develops the theory of determining the socio-economic role of effective interaction between authorities of different levels, scientific justification of the prospects for the further development of the agro-industrial complex due to the transformation of the industry development management system, innovative approach to training personnel for the agricultural sector, and introduction of new technological solutions as highly relevant. It has been established that such factors as the lack of effective interaction between the state and municipal authorities, and also the lack of young qualified personnel, whose competence meets the modern requirements, have a negative impact on the economy of agricultural production and food self-sufficiency of the region as a whole. The article draws attention to the underestimated opportunities for improving the situation in the agro-industrial complex due to a change in the scheme of interaction between the state and municipal authorities during the implementation of the program-targeted method of regulation and strategic planning, as well as the creation of a scientific and educational complex in the region for the training of competitive specialists for the agro-industrial complex. In order to improve the situation, it is necessary to consolidate the formation of a regional agricultural system on the basis of a set of similar systems developed by the municipalities themselves, based on the relevant climatic conditions, financial, material and labor resources of these areas. Besides, it is necessary to start the training of personnel for the agroindustrial complex system from school, applying new educational standards, based on scientific developments.

The article touches upon the problem of food security as one of the main factors of social and economic development of the state. The problem of food security is particularly acute at the regional level, as not all regions can produce the necessary quantities of basic food due to differences in soil and climatic conditions. In the Astrakhan region there has been estimated the degree of security for the main food products; the need to consider both quantitative and qualitative characteristics of food for developing methods of food security assessment is being substantiated. There have been studied the reasons of decreasing the level of food self-sufficiency in the Astrakhan region, which can be explained by inefficient use of arable lands, non-observance of scientifically proved change of crops in time and space, ignoring the principles of agricultural zoning and all-round cultivation of vegetables and potatoes by the producers. To eliminate the negative manifestations in the agricultural production of the region it has been proposed to put into practice the system of strategic management in the agricultural sector of the economy and to develop strategic directions of the agro-industrial complex of the region in order to achieve the standards of food self-sufficiency for basic items of food supply. To assess the competitive advantages of agroindustrial production in the region, it was proposed to test the author's methodology, which provides integrated assessment of the competitiveness of the agro-industrial complex for each rural area of the Astrakhan region based on eight proposed key factors. There has been made a classification of eleven districts of the Astrakhan region on two levels of competitiveness has been carried out and the assessment of the state of the regional agroindustrial complex, which allows to develop strategic directions of development of the agroindustrial complex of the region for the near and long-term prospects.

For the first time in Russian African studies, the author examines the current state of agriculture, challenges and prospects for food security in Ghana, which belongs to the group of African countries that have made the most progress in achieving the Sustainable Development Goals (SDGs). The SDGs are a collection of 17 global goals adopted by UN member states in 2015 with a view of achieving them by 2030. The SDGs include: ending poverty in all its forms everywhere (Goal 1); ending hunger, achieving food security and improved nutrition, and promoting sustainable agriculture (2); ensuring healthy lives and promoting well-being for all at all ages (3), etc. These goals are considered fundamental because the achievement of a number of other SDGs – for example, ensuring quality education (4), achieving gender equality (5), ensuring sustainable consumption and production patterns (12), etc. – largely depends on their implementation. Ghana was commended by the world community for the significant reduction in poverty, hunger and malnutrition between 2000 and 2014, i.e. for the relatively successful implementation of the first of the Millennium Development Goals (MDGs, 2000–2015) – the eradication of extreme poverty and hunger. However, SDGs require more careful study and planning of implementation measures. In order to achieve the SDGs, the Government of Ghana has adopted a number of programs, plans and projects, the successful implementation of which often stumbles upon the lack of funding and lack of coordination between state bodies, private and public organizations, foreign partners – donors and creditors, etc., which are involved in the processes of socioeconomic development of Ghana. The author determines the reasons for the lack of food security in Ghana, gives an assessment of the state of the agricultural sector, the effective development of which is a prerequisite for the reduction of poverty and hunger, primarily due to the engagement of a significant share (45%) of the economically active population in this sector. The study shows that the limited growth in food production is largely due to the absence of domestic markets and necessary roads, means of transportation, irrigation and storage infrastructure, as well as insufficient investment in the agricultural sector, rather than to a shortage of fertile land or labor.

The article focuses on the importance of digitization of agriculture for rising the competitiveness of the domestic agro-industrial complex (AIC). In order to obtain an objective picture of APC nowadays, there have been analyzed the supplies of the staples in the Russian Federation and revealed the problems with producing milk, beef, fruit and vegetables of sheltered ground. It is stated that today Russia is actively implementing import substitution strategies in the sectors of the national economy including the agricultural sector. The main purpose of functioning of the national AIC has been determined as ensuring the parameters of food security for the population of Russia. There are considered the burning issues on achieving food self-sufficiency, the solution of which lies in increasing the competitiveness of the national AIC. The emphasis is placed on the need to transfer agricultural production to the ecological and economic principles of management and the rational distribution of using all types of resources. It has been recommended to assess the soil-climatic and economic potential of the territory in order to identify the priorities of food self-sufficiency for basic types of food in all regions of the country. Formation of the organizational and economic mechanism for creating competitive advantages of AIC helps to develop agricultural production on the innovative basis and to ensure the long-lasting food security at the federal level. The factors increasing AIC competitiveness are: economic soil fertility, usable agricultural areas, optimization of the structure of sown areas, system development of fodder production and animal husbandry, digitization of agriculture, etc. There have been analyzed the problems of insufficient digital prevalence in agriculture; the role of digitalization in achieving the parameters of food security is substantiated. The study results can be used to improve the mechanism of ensuring food security for the population of Russia.

The interaction of agricultural entities is based on modern market relations and the state agrarian policy. Managing the subjects of the agricultural sector of the economy is the primary task of the state, since the provision of food security of the state depends on this. The subject of the study is the establishment of relations of the agricultural sector of the country. In the grouping method, a direct relationship was established between the sum of agricultural production in farms of all categories in the constituent entities of the Russian Federation and the number of employees in the regional agro-industrial complex of the agricultural sector, as well as the number of departments in them. The purpose and objective of the study is to highlight the main functions of state administration of the agricultural sector at the regional level, to identify the lack of an effective mechanism for interaction of the subjects of the agricultural market with each other and with the regional authorities of the agricultural sector. The presented model of optimizing the relationships between the agrarian entities of the region will increase the efficiency of the agrarian sector of the region’s economy and ensure its food security. The necessity of planning and forecasting the volumes of production and use of agricultural products and raw materials is substantiated. The system of such forecasting includes such subsystems as agricultural enterprises, processing enterprises, and the population of the region. It is concluded that each subsystem works on a well-formed and well-founded functional model, which includes input and output information, controls that regulate functioning, as well as mechanisms that ensure such functioning. A special role in the forecasting process is assigned to the regional management bodies of the agro-industrial sector represented by the department for optimizing the interaction of agricultural entities in the region. The final forecast result should be a balance model of the degree of food security in the region's population.

Introduction. Current conditions of socio-economic relations development, formation of a single Food independence require special attention in the realization conditions of the state food security strategy, since the implementation of the state foreign economic policy aimed at maintaining the openness of internal markets in terms of Ukraine’s integration into the multilateral system of WTO food security of the state and some pressure from foreign trading partners. Purpose. The purpose of the article is to develop methodological bases for guaranteeing food security and independence, the factors of their formation and to develop recommendations for guaranteeing the food security of the state under the influence of foreign economic factors. Methods. The methods of system analysis and synthesis, abstract-logical, monographic, generalization, were used in the study. Results. Food security and its components have been investigated. Theoretical, methodological and practical approaches to the study of food independence and food self-sufficiency as the main elements of food security are analyzed. The conclusions on the state of food security of Ukraine are formulated on the basis of indicators of food independence by main foodstuffs, self-sufficiency of basic types of foodstuffs, foreign trade in foodstuffs and balance of foreign trade in foodstuffs. The main problems that do not allow to increase the food independence of the state are identified and those that need to be solved within the framework of the state food security strategy. The strategic tasks of the state policy for the achievement of food independence and self-sufficiency are considered in the conditions of increasing integration of Ukraine into the system of international relations. A set of measures is proposed to stimulate the development of a number of agriculture sectors and food industry to ensure their competitiveness within the framework of the food security strategy. The necessity of using indirect instruments and mechanisms of financial support to the agricultural sector, the introduction of an effective system of foreign economic regulation in the agrarian sector are justified, aimed at protecting domestic producers from unfair and excessive competition from foreign suppliers and promoting equipoise. The relevance of the study is due to the fact that the problem of chronic hunger, which has worsened over the past decades in the world, clearly indicates that there is not enough food in the world to feed people. The problem under consideration continues to worsen due to such factors as: the effects of climate change, the unstable world economy, low agricultural production, growing poverty and unstable food prices. Thus, these factors have set new challenges for the world to produce and continuously supply the population with basic foodstuffs. In modern Japan, the problems related to ensuring food security on the basis of a strong interaction between the agro-industrial complex and the state are very active. At the same time, the problem of food security in the land of the rising sun differs from the world one. Since Japanese food security consists in increasing the self-sufficiency coefficient by increasing domestic production in order to meet the demand for both types of food related to traditional Japanese food and imported from abroad. Thus, in addition to understanding the problem of food security in Japan, this paper also focuses on the need to increase self-sufficiency in food.

The article analyzes the current state of the agricultural sector of Ukrainian economy, its place in the formation of gross domestic product, the trend of changes in agricultural productivity, its role in reducing the negative impact of the economic crisis in 2020 and the main trends in the agricultural sector. The aim of the study is to analyze existing approaches to the formation of state policy for the development of the agricultural sector through public-private partnerships and to develop practical measures to enhance the development of strategic partnerships between public and private owners in the agricultural sector. Existing approaches aimed at the development of the agricultural sector should use the opportunities to attract additional resources, which can be achieved through public-private partnership models. The peculiarities of public-private partnership in the agricultural sector, which is aimed at the implementation of priority infrastructure projects to develop production, storage and marketing of agricultural products; implementation of food security; development of value chains were analyzed. The main forms of implementation of public-private partnership projects used in world practice are identified. Attention is focused on the need to use public-private partnership in the agricultural sector based on strategic management within the general economic policy of the state. The advantages of using the tools of public-private partnership in the field of agricultural sector are substantiated and the directions of its development are determined. The main approaches to the formation of the state policy for the development of the agro-industrial complex through public-private partnerships have been identified, which provide for the increase in the profitability of production, the implementation of the country's export potential, the improvement in the investment climate, the increase in the competitiveness of agriculture, the improvement in the legislative framework, and innovative development. The article is devoted to the study of the situation of the agro-industrial complex in an emergency situation related to the coronavirus pandemic. It is clear that in the present realities, against the background of the unstable conditions created by the systematic change of external factors, a competent organization of food security has become especially important. Thus, in the context of an unstable situation, the State has given priority to ensuring adequate food security, without which it was almost impossible to solve any of the tasks facing the State, both at the regional and federal levels. It was her condition that predetermined not only the economic development of the constituent entities of the Russian Federation, but also the habitat of a particular person. However, despite the projected positive trends, the State should envisage problems associated with a significant violation of economic policies. That is why the work presents an exceptional set of measures aimed at ensuring the food security of the population of Russia in the context of the global confrontation against the pandemic.

The article deals with a topical issue — the state of the labor market of the agro-industrial complex of Russia, its problems and prospects. It is determined that the attractiveness of working in the agricultural sector is gradually growing. Meanwhile, a number of problems remain, such as a shortage of qualifi ed employees, temporary and working staff , specialists who know foreign languages, etc. it is impossible. To quickly resolve these diffi culties, but with the development of the company’s HR brand and the promotion of work in agriculture, the situation will gradually change.
