The article examines some foreign and Russian mass open online courses (MOOK) that can be used to teach foreign languages in the educational process of higher education institutions, as well as to study foreign languages for the purpose of self-improvement. The possibility of using mass open online courses in the framework of distance and mixed learning models is discussed.

The article highlights the specifics of professional activity of future foreign language teachers, which proves that increasing their competitiveness and reforming the system of general secondary and higher education in Ukraine increase the requirements for professional training of future foreign language teachers. It is stated that in the process of introduction of the latest information technologies in all spheres of activity of educational institutions the problem of formation of their information communicative competence in the process of studying in higher education institutions acquires special significance in the training of future foreign language teachers. The article describes the phenomenon of «multimedia technology» as a computer technology that allows you to flexibly manage the flow of various information. It is emphasized that there is no single approach to this phenomenon. The purpose of this article is to characterize the problem of multimedia technologies as a means of improving the effectiveness of professional training of future foreign language teachers. The author’s research proves that at the present stage the work on the introduction of multimedia in the educational process of higher education is carried out in two directions: the first is that multimedia is included in the educational process as an «aid» using traditional methods of education; the second direction involves changing the content of education, reviewing the methods and forms of organization of the educational process, building holistic courses based on the use of content in certain disciplines of higher education institutions that train future foreign language teachers. The article states that the use of multimedia by applicants for higher education, future teachers of foreign languages and ensuring the systematic use of multimedia technologies should be consistent with the didactic goals of professional training of applicants for higher education in foreign languages.

Innovative processes in the field of education and innovation as a scientific discipline are designed to reveal the essence of scientific design and masterful implementation of innovative technologies, to identify regular links between traditions and innovations, to substantiate management models of systemic innovations in educational institutions.The article analyzes the effectiveness of innovative technologies in the process of teaching foreign languages at non-language specialties in higher educational institutions. The concepts of “innovation”, “educational innovations”, “innovative learning” in the context of foreign language training of students of non-language specialties of higher education institutions are characterized. It was found out that innovative technologies in the process of teaching foreign languages in higher education institutions are considered by scientists on the basis of the principles of competence, activity and communicative approaches, in developing effective teaching models based on systematic research, application of modern teaching methods, involvement of students in project activities, problem methods using, application of information and telecommunication technologies. The author emphasized that the most effective among educational innovations that promote the study of foreign languages in non-language higher education institutions are interactive and information and communication technologies that give the educational process a dialogical nature, which can significantly improve and facilitate foreign language learning. The study confirms the effectiveness and efficiency of innovative technologies in the teaching of foreign languages in non-language HEIs, which provide unlimited opportunities for independent work of students, are the means by which teachers can develop individual characteristics of students, their intellectual, communicative and creative abilities, increase motivation to learn a foreign language, create a comfortable learning environment. Introduction. The development of information technologies, the need to move to blended or distance learning and digitalization of education have caused considerable increasing of online communication and interaction between students and teachers of higher education institutions recently. The introduction of netiquette in the educational process of a modern higher education institution in general and in the practice of learning foreign languages in particular becomes more and more relevant. Many educators, including foreign language teachers, continue to use online tools of communication that have proven to be effective in blended or distance learning format. One of such tools for foreign language teachers is found to be mobile applications for instant messaging, or messengers. The purpose of the paper is to summarize the experience gained in the introduction of netiquette and the use of messengers in the context of teaching foreign languages in higher education institutions of Ukraine. Learning the netiquette and its introduction into educational process in this context is considered as one of the ways to avoid violations and use modern materials when teaching foreign languages. The following research methods as a survey, method of analysis and synthesis of scientific and methodological literature and survey results are used. Results. The approaches of scientists to the culture of communication of participants in the educational process, interpreting the concept of "netiquette", the use of messengers in higher education and teaching of foreign languages in particular are covered. The results of the survey dedicated to the use of messengers in the educational process in which seventy two foreign language teachers from thirteen institutions of higher education of Ukraine took part are analyzed. Using messengers in the educational process was found to be quite common in the practice of teaching foreign languages both in terms of classroom management and as a learning tool. Despite the popularity, convenience and certain advantages of using messengers, there are some negative situations that can be considered as violations of netiquette. The reasons for students' violations may be lack of knowledge about netiquette rules, insufficient level of development of digital competence and practice of online communication in the educational environment. The introduction of netiquette guidelines at the beginning of a foreign language course can help teachers prevent violations. However, topics related to netiquette in the foreign language course in domestic higher education institutions are not sufficiently studied. Originality. The scientific originality of the research results is based on the fact that learning and introduction of netiquette has not been considered in the context of teaching foreign language yet. Despite netiquette is a part of digital competence, it has not received sufficient coverage in methodology of teaching foreign languages. Conclusion. The research has shown that the study of netiquette rules in a foreign language course can contribute to development of students' digital competence on the basis of modern language material. The development and establishment of netiquette guidelines to prevent its violations is appropriate in terms of methods of organizing the educational process in foreign languages, taking into account the increase of its online part in modern conditions.

Subject. This article examines the practice of first-time applying the International Public Sector Accounting Standards (IPSAS) by Russian higher education institutions. Objectives. The article aims to identify and address the problems associated with such application, and conduct a critical analysis of Russian universities' compliance with the requirements of the International Standards on their first-time adoption. Methods. For the study, we used observation, systematization, and a comparative analysis. Results. The article examines and describes the practical experience of the first-time use of IPSAS in the preparation of reporting by Russian educational institutions participating in the Russian Academic Excellence Project (5Top100 Project). It presents the results of the most typical reclassification adjustments of reporting items made by the universities when preparing their inductive statements of financial position as of the date of transition to IPSAS. Conclusions and Relevance. Most of the universities studied complied with the requirements of the IPSAS first-time adoption and provided comparative information in their first IPSAS financial reporting. The importance of the study is to justify the provision that financial reporting in accordance with IPSAS is appropriate to improve the international competitiveness of universities, which makes it possible to better reflect financial information on the activities of universities. The results of the study can be used in the practical activities of the Russian economy public sector organizations, and in the educational process of higher education institutions.

The author reveals the necessity of introducing into the educational and professional programs of preparation of masters of non-pedagogical specialties of the discipline "Didactics of higher education". Formation of pedagogical competences of the teacher of the higher school will allow the future specialists professional activity in the institutions of higher education. The article reveals the essence of didactic competence and peculiarities of its formation in higher education students in the current conditions of organizing the initial process. The competency approach should permeate all aspects of student training. Therefore, a special (didactic) competence should be included in the list of the graduates' learning outcomes. The didactic competence is the ability to apply knowledge of psychology and pedagogy (didactics) in the educational process of higher education institutions. In the orientation of the educational and professional program of the master of non-pedagogical specialties it is necessary to enter competencies that allow him to engage in teaching activities. General competences add to the ability to carry out pedagogical activities using innovative educational technologies, and special competences add to the ability to organize the educational process and carry out scientific research in order to solve topical problems of the theory, methodology, organization and practice of higher education students. One of the most important compulsory (normative) disciplines that enable the future specialist to teach special and professional disciplines in higher education institutions should be "Didactic of Higher Education". This is the main feature of forming didactic competence in higher education institutions. But the competent approach in higher education does not come down to a separate discipline, but because the phenomenon of integral and dynamic develops in the process of formal, non-formal and informal education and is in constant development and self-development. All stages of preparation of the master of non-pedagogical specialties for teaching activity should be directed on achievement of the main purpose of the educational process — formation of pedagogical competences of applicants of higher education.

The management of teaching is connected and could be increased by using a wide range of different methods especially when we refer to Online and Blended learning. In the first part, the paper is aiming at reviewing the literature regarding the concepts and benefits of Online and Blended learning. Based on this considerations, 8 partner universities from 8 countries jointly developed the Project “Modern competences of academic teachers – the key to modern Higher Education Institutions (HEI)” – Acronym MOCAT. The paper underlines the goals and achievements of the MOCAT project that proposes a conceptual process to increase the management performance in teaching. The paper shows in an organized manner the main deficiencies that are altering the teaching competencies of academic teachers and in connection with this, the project offers solutions to improve the methodological competency of the teachers regarding the development and use of modern approaches. The outcomes of the project consist in the development and implementation of a Multicultural Model of an Academic Teacher Competencies and in 10 online courses that represent modern training materials in the field of teaching methodology. In the end are exposed the way the results of the project can be evaluated in time as well as the anticipated effects of the project implementation.


Due to the threat posed by COVID-19, many colleges and universities around the world opted to switch to online courses and smart working to keep their students, professors, and staff safe during the pandemic emergency. Face-to-face classes, including labs and workshops, have been canceled and substituted with online activities. New administrative procedures have also been established to support the emergency remote education. This article analyzes these changes in light of the experiences of three higher education institutions in different countries, namely Latvia, Poland, and Italy. From this analysis, some aspects have emerged that have stimulated a deeper reflection on the use of digital technology in higher education. .

The article considers the main approaches to the problem of stress resistance of students in higher education institutions of Ukraine. It is determined that a number of scientists consider stress resistance as a property of the individual that determines its effective activity, and others as cognitively conditioned mechanisms for overcoming stress. It is noted that in psychological science there are other views on the stress resistance of the individual, but when studying the stress resistance of students in the educational process of higher education, it is advisable to use the above approaches. Studies suggest that most students have low levels of psychological stress, mental stress and medium, high levels of resilience. The main coping strategies of students’ behavior in stressful situations are “confrontational coping”, “avoidance”, “self-control” and “problem solving planning”.

The academic competence of cadets is the basis for the formation of professional and social-personal competence of a specialist. Academic competence is a set of skills to independently obtain, process and apply knowledge in the field of jurisprudence, as well as to study and explain from a theoretical point of view the phenomena associated with the implementation of law enforcement. The specifics of training in higher education institutions of the Ministry of Internal Affairs predetermines the need for a systematic organization of activities to develop the academic competence of cadets. The article describes the stages of designing the educational process, taking into account the stages of professionalization of cadets in the learning process.
