At present, the state vigorously promotes open education, encourages higher vocational institutions to attract foreign high-quality educational resources, improves the level of international education, and cultivates high-quality, highly skilled talents with international vision, knowledge of international rules, and international competitiveness, while meeting the needs of actual social and economic development. How to cultivate internationalized technical and skilled talents and improve the quality of talent cultivation has become a new issue facing the development of vocational education in China. This article adopts the AHP hierarchical analysis method, which is widely used in industrial power distribution, regional economic planning, livestock development strategy, industrial sector setting and can realize the study of multi-level target problems, constructs an evaluation system consisting of 4 primary indicators and 15 secondary indicators, evaluates the quantitative and qualitative analysis of talent training quality, gives suggestions to improve the quality of internationalized talent training, and provides suggestions for higher vocational.

The purpose of the study is to: (1). Analyzing the attractiveness of Pasut Beach as one of the tourist destinations in Tabanan Regency. (2). Analyze the strategy of developing Pasut Beach as a tourist destination in Tabanan Regency. The research location was determined by purposive sampling Pasut Beach, located in Tibubiu Village, Kerambitan District, Tabanan on the basis of having a very suitable potential to be developed into a tourist destination. The sample of the study was taken by 49 people consisting of elements from the Government, community leaders and tourism actors. This study uses qualitative qualitative analysis method (giving more detailed reviews and interpretations of the data obtained and SWOT analysis. Furthermore, in the SWOT method the External Strategy Factor Matrix (EFAS) model and the Internal Strategy Factor Matrix Model (IFAS) are used, followed by IFE matrix and EFE matrix to determine the weight, rating and score and to determine the strategy and position of the quadrant I - E matrix, Beach Pas po is in the position in quadrant I, with the S-O strategy where the values ​​of strength and opportunity are equally high ( use the power to get opportunities) by improving the quality of human resources, especially in the field of mastering technology, communication and information.

Implement evaluation system and cash expenditure procedure of the most important components the resources for good government. Cash expenditure included transactions that resulted in a diminishing cash and or local bank accounts. The goal of research is to find out how effective the implementation systems and cash expenditure procedures at the Marine and Fisheries Office of Northern Sulawesi. The analysis method used is a descriptive analysis. Studies show that the implementation of cash expenditure systems and procedures for the Marine and Fisheries Office of the Northern Sulawesi  has been effective and according to SE 900/316/ BAKD includes related functions, documents used, generated reports and technical descriptions of the cash expenditure procedure. The should, head of Marine and Fisheries Office the Northern Sulawesi increase and maintain the effectiveness of system operations, cash expenditure and socializing as well as technical guidance to improve the quality of human resources and thus have a positive effect on implementation of the system and cash expenditure procedure.

The coffee shop culinary services industry is now growing rapidly in urban areas such as Jakarta.  The purpose of this study is to determine the priority strategy for the development of the coffee shop business. The study was designed using Quantitative Strategic Planning Matrix (QSPM) method which is also supported by IE Matrix and SWOT Analysis method. The data retrieval used is Focus Group Discussion (FGD) involving customers, management, and staff as respondents. The results of this study, matrix IE shows that the company is in Quadrant II growing and developing which means J.CO Donuts &Coffee needs to focus on carrying out intensive strategies such as market penetration, market development, and product development. The result of QSPM is a strategy to improve the quality of human resources services, to correct the shortcomings of workers' skills. This strategy can be realized in the form of training or refreshment to take employees to more advanced coffee shops.

<p>Tujuan penelitian ini untuk mengetahui bagaimana profil industri kecil carica di Kabupaten Wonosobo serta untuk mengetahui strategi pengembangan apa yang bisa digunakan. Variabel yang diteliti adalah profil industri yang meliputi sumber daya manusia, permodalan, teknologi, dan pemasaran. Metode analisis data yang digunakan adalah metode analisis deskriptif dan analisis SWOT. Berdasarkan hasil penelitian menunjukkan bahwa profil industri kecil carica di Kabupaten Wonosobo pada tahun 2014 ada 15 unit usaha. Ada beberapa prioritas strategi pengembangan yaang dilakukaan yaitu strategi SO dengan meningkatkan kualitas SDM, memanfaatkan tenaga kerja dari daerah sekitar, dan mengoptimalkan lokasi industri yang strategis. Strategi WO menyiapkan stok produk carica, mengoptimalkan produk carica, dan mengoptimalkan pelatihan dari dinas terkait. Strategi ST dengan meningkatkan kualitas ciri khas produk carica,peranan pemerintah dalam hal mengantisipasi bencana longsor di Dieng, dan melakukan inovasi produk carica. Strategi WT dengan meningkatkan kemampuan manajerial pengusaha, menaikkan harga jual produk carica, dan pada musim kemarau diganti dengan produk makanan komoditas Kabupaten Wonosobo. Berdasarkan hasil penelitian, strategi yang diterapkan dalam kondisi ini adalah mendukung kebijakan yang agresif, yaitu industri kecil carica di Kabupaten Wonosobo dapat bersaing dengan produk olahan makanan jenis lainnya dari berbagai daerah dengan cara menjaga dan meningkatkan kualitas produk carica yang dihasilkan.</p><p>The purpose of this study to find out the profiles of carica industries in Wonosobo regency and to determine what is the development strategy can be used. The variables in this research belongs to human resources, capital, technology, and marketing. Data analysis method used is descriptive analysis method and SWOT analysis. Based on the results of this study showed that small industrial profiles carica in Wonosobo regency in 2014 there were 15 business units. There are several priority development strategies did, those are SO strategy to improve the quality of human resources to improve product quality of carica, utilizing the labor of the surrounding area to increase carica industry, and optimize strategic industrial location. WO strategy to prepare the inventory in the form of stock products carica, carica optimize product to meet consumer demand, and optimize the training of relevant agencies. ST strategies to improve the quality and characteristics of products carica, requires the role of government in terms of anticipating landslides in Dieng, and carica product innovation to improve consumer tastes. WT strategy to improve the managerial capacity of employers, raise the price of products carica, and in the dry season production carica replaced with other processed food products act. Based on the research results can be concluded, the strategy adopted in this condition is to support an aggressive policy.</p>

The core of engineering education Accreditation is to estimate engineering education qualification of each institute and make a direction for institutes development. The purpose of Accreditation is to improve universities ability to educate high quality engineers and to enhance Chinese engineering education and to make pace with international engineering education. Educational resources that affect the engineering education accreditation is one of important factors, Therefore, the model of educational resource for engineering education Accreditation becomes very important to insure the quality of Accreditation. This paper use Cloud Hierarchical Analysis (CHA) to deal with the fuzziness and uncertainty in the engineering education Accreditation. The Cloud Hierarchical Analysis can efficiently describe the fuzziness and randomness of judgment graphically by cloud figure and provide a picture for decision maker. Using cloud operator and geometric mean method to calculate the Cloud weights for each positive reciprocal Cloud matrix, and these weights are combined to determine the final Cloud scores for the alternatives. Finally, the calculation results show that Cloud Hierarchical Analysis model is suitable for educational resources of engineering education Accreditation.

This study aims to identify what internal and external factors can be strengths, weaknesses, opportunities and threats to the Gondang Sweet Guava development strategy in the Gondang Manis Farmer Group. Gondang Sweet Village, Perak District, Jombang Regency. This study uses the SWOT analysis method obtained from the IFAS/EFAS matrix, SWOT quadrant and SWOT matrix. The respondents of this study were the Head of the Banjarsari Farmers Group and 15 members who were members of the Gondang Manis farmer group. Based on the results of the analysis of the IFAS matrix, the total score is 2.48, the results of the EFAS matrix analysis the total score is 2.51. After knowing the results of the IFAS/EFAS matrix, then determining the SWOT quadrant. Quadrant results show the Gondang Manis farmer group is in quadrant 1 (Grouth), namely the Gondang Manis farmer group in developing Guava needs a strategy to create new strategies to deal with various kinds of threats. The main strategy is to improve the quality of guava by harvesting it properly and properly. And produce other strategies including the strategy of improving the quality of guava through coaching pokdarwis and youth groups, maintaining the quality of guava gondang sweet. increase people's purchasing power, reduce competition between guava farmers.

Human resources are the decisive factor for the success and progress of a country and is the main measure for assessing the level of social progress, equity, and sustainable development. The purpose of this paper is to analyze the quality of Vietnam’s human resources, with a particular emphasis on the shortage of high-quality human resources. The paper discusses the causes of the shortage of high-quality human resources, and it also provides solutions for enhancing the education and training systems needed to improve the quality of Vietnam’s human resources. The solutions for improving the education and training systems are (1) reforming education-training systems, particularly vocational education; (2) increasing financial resources for education and training to improve the ability of employees and readjusting the investment structure; (3) focusing on developing national higher education to improve the training of teachers; (4) strengthening partnerships between firms, universities, and vocational schools; and (5) cooperating with international organizations to improve human resources. The novelty of the paper is that it explores ways to accelerate the approval of the higher education development strategy for the period 2021–2030 in Vietnam.

Improvement of the sense of gain as an internal driving force is the key factor to improve the training quality of graduate students in food science. Utilizing Jiangsu University graduate students majoring in food science as research samples, this study analyzed the present situation of the “sense of gain” demand. We analyzed the reasonable appeals of graduate students during their study based on fully respecting and advocating students’ right of speech, listened to their opinions and suggestions on higher education, analyzed the main contradictions, and further put forward a series of countermeasures. For improving the graduate students’ sense of gain during the period of study, it is necessary to improve the training quality from the following five aspects: constructing high-quality courses, cultivating people’s responsibilities, implementing “soft elimination” of training links, carrying out diversified extracurricular activities, and developing comprehensive quality. This research is significant in improving the training quality of food science graduate students.

This paper is an appraisal of production subcontracting and how it stimulates the survival of small and medium scale enterprises (SMEs) in the Nigeria industrial sector. The aim of this article is to extend the debate on the desirability of production subcontracting between SMEs and its relevance to industrial development policy in Nigeria. The analysis in this paper was based on a desktop review of 15 articles published in Nigeria on production subcontracting and SMEs within a 19-year period (2001–2019). These articles were drawn from peer-reviewed journal articles. This paper found that on the basis of a critical review of literature, research on production subcontracting has apparently enjoyed a smidgen of global acceptance as was shown by its high quality of publications. This paper also found that production subcontracting strategy has been instrumental in the survival of SMEs in the Nigerian industrial sector through its abilities to guarantee reduction in operational cost, risk reduction, and resources accessibility. The found an emerging area of research in production subcontracting which suggests that production subcontracting increases firm performance in the areas of profit growth, market share, and organizational profit. This paper suggested that given the significant contributions of production subcontracting in the SMEs sector, the strategy deserves development and policy support in the country.
