This study briefly analyzes the interaction process between village and sub-district government actors in the management of population administration service innovation. The research method used is a qualitative descriptive approach. The data were obtained through primary data and secondary data. Qualitative data analysis begins with collecting data through interviews and studying relevant various documents which related to the object of research, then reporting the results of the research. The results showed that there was an imbalance in the process and interaction between actors, the village government and the Village Consultative Body. The head of a village at the end of his term is not required to provide a report so that the evaluation function of the performance assessment does not run optimally. However, the governance of public service innovation in several villages in South Lampung has involved universities through various collaborations such as the implementation of community Service and research activities. The findings  also reveal that research and partnership activities optimize improving the service administration system. Furthermore, the actors have played a role in carrying out the socialization of the implementation of innovation programs to accelerate the realization of independent villages

This study aims to determine how Administration, Reporting and Accountability of Dana Nagari in Batang Anai District, Padang Pariaman Regency, West Sumatra Province. There are three (3) aspects in village funds, administration, reporting and accountability. To achieve these objectives, descriptive qualitative research methods are used. Data sources are primary data and secondary data. Data collection techniques are carried out by observation, interviews, and documentation using qualitative descriptive analysis techniques. The results of the study show: (1) Administration carried out by the treasurer in the form of receipts and expenditures which are recorded in the general cash book, bank book, income details book, and financing details book which is equipped with receipts. (2) Reporting that the delay in disbursing village funds was due to the late regulation of the Regulations of the Regent of Padang Pariaman which caused the disbursement of stage I and phase II village funds to be delayed too late. (3) Accountability Submission of accountability reports to the public through various media, such as websites and billboards. Submission through this media can make it easier for the public to obtain information about the performance of the village government.

The aim of this research is to find out how the Management of Village Administration Books in the Sipai River Pambakal Office Sungai Sipai Village, Martapura District, Banjar Regency.This study uses a qualitative descriptive method, the data digger is in the form of interviews for primary data, and observation and documentation for secondary data. Based on the results of the analysis and discussion in the previous chapter, the researchers concluded that the Village Government consisted of Village heads and other Village Tools, namely Secretary, Treasurer, Head of Government Affairs, Head of Development Affairs, Head of General Affairs, and Head of RT, according to local village conditions. . In the management of village administration there are several models of village administration books, namely, general administration books, population administration books, financial administration books, development administration books, administration books for village consultative bodies, and other administrative books. The books are already filled in completely, but some are not complete. To further optimize the technical and performance of the Village Administration Book Management, it is recommended to further improve the capacity of the village apparatus and the technical management of the administration book through training and workshops so that the management of the village administration book is getting better.

This study examines the task of village heads in carrying out their duties in Aur Kuning Village, Kampar Kiri Hulu Subdistrict, as agreed in the Regulation of the Minister of State for Administrative Reform Number: 13 of 2009 concerning Guidelines for Improving the Quality of Public Services, Rights, Duties and Obligations of Village Heads in accordance with the provisions of Law Number 6 of 2014 concerning Villages. Article 26 The Village Head who organizes the Village Government, implements Village Development, Village community development, and empoweres the Village community. The design of this study uses a qualitative descriptive method that will discuss and review secondary data related to documents relating to the Village Head in the Task Process in Aur Kuning Village, Kampar Kiri Hulu Subdistrict. In addition, so that the research objectives can involve researchers also using primary data as a result of interviews with research informants, namely: Village Chief Aur Kuning, Secretary of Desa Aur Kuning, Village Staff of Aur Kuning and Community of Desa Aur Kuning. The Village Head in Aur Kuning Village, Kampar Kiri District has been effective in the context of development. His job was as the head of Aur Kuning Village, Kampar Kiri District

This research aims to analyze the Implementation of Village Financial System (SISKEUDES)  towards the government organization in Suwaan Village Kalawat Subdistrict North Minahasa Regency. This research using qualitative research approach as using primary data, which were in the form of interview and secondary data. The informants are the village head, the village secretaries, and the head of village government affairs. The result showed that : (1) The implementation of Village Financial System in Suwaan Village has running well (2) The procedure of SISKEUDES utilization done by 4 stages which are : Planning, Implementing, Administrating, and Reporting (3) Village Financial System has been giving the positive influence towards the performance of each employee. Therefore, Village Financial System holds an important role upon village government that impact directly by the employee of village. This is as accordance with the purpose on the implementation of Village Financing System which is to assist the work of villagers’ employee.Keywords: Village Financial System, Village Government

ABSTRAK Penelitian ini bertujuan untuk menganalisis efektifitas kegiatan pemberdayaan ekonomi masyarakat pesisir yang telah dilakukan oleh pemerintah provinsi Banten, sehingga dapat mengetahui model pemberdayaan ekonomi paling efektif bagi masyarakat pesisir di Provinsi Banten. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, dengan lokasi penelitian di Desa Lontar Kecamatan Tirtayasa, Kabupaten Serang dan Desa Citeurep, Kecamatan Panimbang, Kabupaten Pandeglang. Penentuan informan dilakukan secara purposive sampling. Data primer penelitian ini diperoleh dari wawancara mendalam dan observasi. Data sekunder diperoleh dari studi literatur dan dokumentasi. Hasil penelitian ini menunjukkan bahwa terdapat perbedaan karakteristik nelayan antara desa Lontar dan Citeurep. Ada perbedaan jenis pemberdayaan di kedua desa. Ada perbedaan komoditas pada kedua kelompok nelayan. Di Desa Lontar, jenis komoditas yang dihasilkan lebih bervariasi, perikanan tangkap, bandeng dan budidaya rumput laut dan usahatani rumput laut. Sedangkan di Desa Citeurep komoditi hanya menangkap ikan. Dalam perspektif kelompok, nelayan di Desa Lontar lebih terorganisir daripada nelayan di Desa Citeurep. Model pemberdayaan relatif yang dapat diterapkan pada dua kelompok nelayan tersebut adalah dengan Model Pendekatan Kelompok Berbasis Regional dengan mempertimbangkan karakteristik masyarakat yang ada di daerahnya masing-masing. Pola pemberdayaan yang paling tepat adalah pola pemberdayaan yang melibatkan seluruh pemangku kepentingan yang menggunakan skema kemitraan seperti: peran pemerintah daerah, perguruan tinggi, DPRD, dan swasta / perusahaan.   Kata kunci: pemberdayaan pesisir, kesejahteraan, kelompok nelayan   ABSTRACT This study aims to analyze the effectiveness of economic empowerment activities of coastal communities that have been done by the government of Banten province, thus to find out the most effective model of economic empowerment for coastal communities in the province of Banten. Metode used in this study is qualitative descriptive, with research sites in the village of Lontar sub District Tirtayasa, Serang Region and Citeurep Village, Panimbang sub District, Pandeglang Region. Informant's determination is done by purposive sampling. Primary data of this research is getting from indepth interview and observation. Secondary data getting from by literature study and documentation. The results of this study indicate that there are differences in the characteristics of fishermen between Lontar and Citeurep villages. There are differences in type of empowerment in both villages. There is a difference of commodities in both groups of fishermen. In Lontar Village, the types of commodities produced are more varied, capture fishery, milkfish and Sea Weed cultivation and seaweed farming. While in Citeurep Village the commodity is capture fish only. In group perspective, fishermen in Lontar Village are more organized than the fishermen in Citeurep Village. The relative empowerment model that can be applied to the two groups of fishermen is with the Regional-Based Group Approach Model taking into account the characteristics of the community that exist in their respective regions. The most appropriate  pattern of empowerment is the empowerment pattern that involves all stakeholders using partnership schemes such as: the role of local government, universities, DPRD, and private / corporate   Keywords: coastal empowerment, welfare, group of fishermen

The direct election of the Governor and Deputy Governor is the implementation of the mandate of the law, this study has the aim to determine the extent of the performance of the KPU Blitar City in increasing voter participation in the election of the Governor and Deputy Governor of East Java in 2018. There are various problems which includehuman resources from KPU has not been optimal in the level of village government and sub-district government, and lack of participation from the community due to factors of economic interests, domiciles in the outer areas of Blitar City, and lack of public awareness. The performance theory proposed by Mahsun (2012: 77) is used as a theoretical basis. The object of the research was the Blitar City KPU, carried out through a qualitative approach using interview methods and using secondary data in the form of literature studies from several scientific references suitable for following up the analysis of primary data obtained. The results of the study illustrate that the performance of the Blitar City KPU in the election of the Governor and Deputy Governor of East Java in 2018 cannot be said to be optimal. Because there are still obstacles to the Blitar City Election Commission in increasing voter participation which is seen from the indicators of input, process, results and impact.

The purpose of this research is to know and analyze the leadership of village head in development in Jambak village, Pante Ceureumen District, West Aceh Regency and to identify how the success rate of Jambak village development in terms of physical development and non-physical development. The research method used is qualitative descriptive method with research focus among others development of education facilities, bridge facilities, road facilities, electricity facilities, training courses of village government institutions, PKK development courses, and the development of art and culture. Primary data sources in this study were village head, village secretary, community, and community leaders in Jambak village.The results obtained by the authors in showing the leadership of the village head in the development of the village of Jambak is still lacking and can not say good, because there is still a lot of work that includes physical development and non-physical development of Jambak village has not all been resolved properly. Like the construction of educational facilities that are still said to be quite good. Bridge facilities that have not been built all in accordance with community expectations. Road construction has not been fully resolved yet, electricity facilities are also a problem faced by Jambak villagers. In addition to the non-physical development of the village, the training of village institutions has been running but still ineffective to further improve the quality of village government officials, so that village government officials are more comfortable. This study aims to understand the practice of government financial accountability in Kludan Village, Tanggulangin District, Sidoarjo Regency. Village finances are very interesting to study, because of the large amounts of funds released by the centre for the development and welfare of communities in the village. This study uses two forms of public accountability, namely vertical accountability and horizontal accountability. The use of these two forms of accountability is expected to be able to dig deep information for the village government. This study uses an interpretive paradigm with a case study method. The data used are primary data, obtained from interviews with informants and secondary data obtained from documentation owned by the village government. Village culture is also a tool used by researchers in making decisions when observing research carried out. This is because village culture also influences the way the community and village government think about making decisions. The results showed that the village financial accountability vertically and horizontally had been carried out in accordance with the rules of government on 113 of 2014. This was evidenced by the implementation which was carried out in a transparent, accountable, participatory as well as orderly and budgetary discipline. However, there is still a lack of mastery by village officials regarding the recording of accountability reports. The village government tends to have less accountability. This will have an impact on the level of trust of the village community and the welfare of the village environment.

This study aims to analyze the village fund policy, especially on the implementation process of village funds project from planning, disbursement, utilization to accountability. The research was conducted on seven villages receiving the village fund in Pineleng Sub-district, Minahasa District, North Sulawesi Province. This research was conducted for 3 (three) months from January to March 2017. This research uses primary and secondary data. Primary data comes from observations and interviews. The samples in this study were members of the village community in Pineleng Sub-district of Minahasa District in seven villages namely Sea, Sea One, Warembungan, Pineleng Dua Indah, Kali, Kali Selatan and Winangun Atas. Each village takes 10 (ten) respondents for each village so the total number of community members who become sample is 70 (seventy) respondents. The results show that the village fund program in Pineleng Sub-district is running well, but for the future it is necessary to increase the capacity and skill of the village government apparatus in order to support the implementation of this program to improve the economy and better society welfare.

This study aims to determine the social and economic conditions in the Village Pandu Bunaken District Manado city. This research was carried out in Pandu Village, Bunaken District, Manado city for 3 months starting from Juny until August 2017 starting from preparation, taking data to preparing research report. Data collection methods in this study using primary data and secondary data. Primary data obtained directly from the source by using questionnaires to 30 farmers respondents who domiciled the research area, while secondary data was obtained from institutions related to the research of the village government Pandu. The results showed that the socio-economic conditions and welfare of farmers in refugee housing belong to category of low level of welfare.
