The article presents the actualization of the methodological base for the design and realization of educational programs for professional training of pedagogues under the socio-economic conditions of the higher education system. The study objective is to identify and describe the principles of the design and realization of educational programs for professional training of pedagogues in modern socio-economic conditions. The main methods of the study include a comparative analysis of scientific literature and modeling. Based on the interdisciplinary comparative theoretical analysis of economical concepts and education system phenomena, the principles of the design and realization of educational programs in modern socio-economic conditions are defined as the result of the study through the means of modeling the processes of professional pedagogues’ training.

Abstract At the present stage of science and technology development the need to strengthen cyber security in every developed country and transform it into one of the most important sectors of society is growing. The peculiarities of the professional training of cyber security bachelors in the U.S. higher education system have been defined. The relevance of this approach is determined by the dynamics of technological advances. An innovative approach is a methodological platform for research and students’ project work, their communication with professional scientific community on the stage of the national strategy on cyber security implementation. The results of the comparative analysis of educational programs for cyber security bachelor's degree in the U.S and Ukraine have been presented. At the stage of the national strategy on cyber security implementation there has been made an emphasis on a specific task – to provide a balance between the objectives and results of education for the inner harmony of study process. We have indicated a number of key tasks, as follows: standardization, implementation of dual and mixed types of training, the promotion of new technologies in the educational process; provision of the motivation of students. The conducted research of American experience concerning professional training of cyber security bachelors will enable to determine the possibilities of its progressive ideas implementation into higher education of Ukraine (in particular, the improvement of industry standards for cyber security bachelor’s degree; providing the information support of Internet resources; development and improvement of the content of curriculum and educational programs for training bachelors of cyber security; improvement of educational and methodical implementation; advanced study of foreign experience. The successful implementation of reasonable opportunities will promote professional training of national experts in the field of cyber security, accelerate the process of reforming the national higher education system, convergence of the international educational standards, and ensure its competitiveness in today’s job market.

In this article the authors investigated the transformation and integration of the higher education system of the Republic of Kazakhstan, as a new approach to solving the problems of education in the world practice caused the need for a radical revision of organizational, structural, ideological aspects, updating the content of education, increasing the quality requirements for training specialists in accordance with the current stage of development of Kazakhstan society and global integration processes in the world educational space. In this regard, the article also analyzes the actualization and the problem of professional training of foreign students in the main areas of higher education: the solutions to such problems as the internationalization of education and the coordination of the activities of the legislative and executive bodies of states in the field of education, and the possibility of organizing a unified system of continuing education and improving the quality of education at all its levels were considered. The authors determined the genesis of the development of professional training of foreign students in higher education institutions of Kazakhstan, motivated by the dependence of education on the needs of society, its economy and national and cultural characteristics; as well as the dependence of the choice of the country of study on the “intellectuality” of the environment, and also made a forecast of the prospects for the development of professional training of foreign students and the internationalization of higher education in general.

Education is considered as one of the main pillars of society. An educated society leads the development of a nation. Education is also one of the areas which is also strongly influenced by it and social change. The fact that the educational systems are in permanent change does not show instability. But rather on the other side, they serve to better adapt the society which is changing. Starting from the beginning the education system in Albania has experienced changes after the collapse of the communist system and the approach of society to these changes has been a sensitive issue. These changes were not very studied, since they were in a very unfavorable environments, in which our education system came from a widespread politicization, and they did not always have the right fruits which was often perceived by us as experiments. These changes have not passed without debate, not only by academics, but also by students and civil society. Methodology: The work is based on a comparative analysis over these three decades, relying also on INSTAT’s statistical data.Main results: In this paper, I will show the transformation of the higher education system and how today the Law on Higher Education after three years of implementation has encountered a number of problems where the state and universities are moving from one to the other and finally that those who suffer the consequences of this law are the Albanian young who are not finding themselves in the Albanian market.

Since gaining independence, Kazakhstan has been carrying out active reforms in the field of higher education. This, in turn, led to a systematic policy of transition to a market economy. The research work will include the current state of the higher education sector in Kazakhstan and further development provided for by the Bologna process. In the course of the study, several typologies will be identified to visualize how the education system in Kazakhstan has revolutionized. Analytical methods, such as pie charts and graphs, are also used to analyze research data. The study discusses the need to improve the quality of human capital by improving and modernizing the higher education system. Domestic higher education plays a vital role in the professional training of competent and globally competitive specialists for all sectors of the economy of Kazakhstan.

This article is devoted to the problem of correlation of the higher education system of the Russian Federation in accordance with the requirements of professional standards. The relevance of this problem is due to a radical change in approaches to personnel Museum policy and in the profile system of higher education. The most controversial issue in this study is the fragmentary implementation of professional standards in the field of Museum business and the dependence of the educational process on them. The article reveals the problems of determining the qualification requirements for a number of Museum professions, and assessing the possibility of their solution at the level of the education system. The main method of research is the method of comparative analysis, which allowed to determine the content load of the definitions used and to correlate professional and educational standards in the study area. The materials of the article can be useful for the formation of working curricula in the field of museology and protection of cultural and natural heritage.

Introduction. Currently, there are numerous discussions concerning a relevant issue – the impact of transformations of the higher education system on the quality of graduates of technical universities. It is important to analyze the advantages and disadvantages of modern higher education in construction in comparison with one of the Soviet period and to define the direction it should be developed in the future. The present article analyzes the changes that higher education in construction has undergone since 1955 to the present time. Materials and methods. The data used in the analysis include regulatory documents which regulated the implementation of educational activities in different years: orders, classifiers, model curricula and state educational standards. The requirements to the structure and results of the study of educational programs in the field of construction were analyzed. Results. The analysis showed that over the past decades, higher education in construction has undergone significant changes. Fundamental transformations took place at the turn of the millennium when changing from a disciplinary to a competence model of education, as well as from direct government management of the education system to the normative legal regulation of educational activities. If in Soviet times, training was delivered under model curricula of construction specialties, now training is mainly performed according to Bachelor’s and Master’s degree programs, the content of which educational institutions determine independently on the basis of educational standards. Conclusions. The performed analysis identified the deficiencies in the modern system of higher education. The imperfection of the regulatory framework, the deficiencies of the competence approach make it impossible to ensure quality training of specialists in the construction industry. This involves improvement of higher education system, including in the field of construction. It is necessary to establish more detailed requirements to the study results and the content of educational programs. It requires among educational standards, exemplary basic educational programs.

This is a comparative analysis of higher education systems in Ecuador and Bolivia, countries that are characterized by cultural diversity and geographic proximity; its evolution in the higher education system has progressed in recent years with different rate.  Reason given, the aim of this work is to make a comparison, to understand the similarities and differences between the systems of higher education in Ecuador and Bolivia, and thus, we can have a diagnosis in relation to the structure of the higher education system of both countries. In this context, we provide an overview about the situation or reality in which both institutions of Higher Education (IES) are developed. Also, the aspects that distinguish the higher education in these countries such as their regulations are mentioned, their internal political contexts, resources, segments, management, technological evolution; and the change of the political, economic and social model. In this way, a description of the main features of the Ecuadorian and Bolivian higher education systems is made, which is summarized in a comparative chart showing the similarities and differences that characterizes them.

The article discusses the issues of building a competitive system of higher education in the Arctic region and formation of specialists’ professional competencies for solving urgent scientific and technological problems within the concept of the Arctic economy innovative development. It is concluded that in order to be competitive, the new regional higher education system must undergo rapid changes to meet the modern economy requirements. That being said, the formation of Arctic competences is on the one hand a specific condition of professional training of specialists for the Arctic economy, which is not secured by the legislation; on the other hand, it is an important factor in maintaining competitiveness of both the regional vocational education system as a whole and that of a specific university.
