The article analyses the psychological and pedagogical problems and prospects of the distance learning of students during the pandemic period. Studies have shown that the learning process during the quarantine in the spring of 2020 was stressful for all participants in the educational process. This was caused by the lack of previous experience of distance learning and the response from the government and the number of educational problems. It is proved that the problem of insufficient universal access to the internet and the equipment necessary for training has affected both teachers and students. The current situation shows that some teachers working at higher education institutions replaced remote classes with the form of written works, which led to excessive workload of students. Such methods do not contribute to the quality of material assimilation, but on the contrary, create additional stress. It is proved that computerization affects all spheres of human activity and is an important factor in changing the quality of society life. The authors note that in order to ensure the development of higher distance education, it is necessary to improve the regulatory framework in the field of higher distance education, create a computer infrastructure, prepare software for the introduction of electronic educational platforms, as well as train and retrain teachers for conducting distance education courses. It is noted that during the process remote technologies, teachers use various forms of work with students. In particular, including Zoom classes, Skype classes, web classes, where students independently study an educational resource, perform tasks and the teacher checks it and gives a mandatory review of the completed task. The algorithm for assessing the quality of distance learning systems is justified and the use of an integral indicator with weighting coefficients is proposed, which allows us to quantify the value of local quality indicators and complex quality characteristics of distance learning systems.

The article is devoted to the description of the results of a study of the methodological readiness of a university teacher to organize the educational process by means of distance learning. The purpose of the research is to identify significant characteristics of the methodological readiness of a university teacher to use distance tools in connection with the coronavirus pandemic. The study involved two groups: the main and control. The main group is 319 people consisted of teachers from Kostroma State University. The control group is 42 people consisted of teachers from more than 10 universities of the Russian Federation. The study allowed us to come to the conclusions:most faculty support university management and find distance education effective; self-esteem of readiness to work in a remote format is high, but this requires an external examination; positive self-esteem correlates with positive expectations regarding student readiness and knowledge of a wide range of distance education tools;most teachers have negative expectations about the decline in the quality of distance education; teachers insufficiently use distance learning tools that provide communication between subjects of education, the means of monitoring and evaluating educational outcomes dominate; adaptation to the current situation coexists with the desire to enter the office mode of operation and abandon distance formats. The article suggests ways of methodological support for the teacher's work in a remote format: developing a universal feedback mechanism and assessing the quality of education in a certain discipline by students; development and implementation of personalized methodological support programs built on a network basis; encouraging teachers to use distance education tools that enable collaboration and communication in the educational process.

In the context of the digital economy and the globalization of the social sphere, the introduction of distance learning technologies in the educational process, as well as the legal regulation of distance education and assessing its quality are the most relevant. Mass quarantine restrictions associated with the COVID-19 coronavirus pandemic, on the one hand, challenged existing distance learning systems, on the other hand, created a serious impetus for its further development. The first goal of the study is to analyze the regulatory legal acts regulating distance education in the Russian Federation with a view to establishing its place and role in the educational process. The second goal of the study is to assess the quality of distance education in modern conditions. To achieve these goals, regulatory legal acts were analyzed, an assessment of distance education in the Russian Federation at the present stage was given, a system of indicators for assessing the quality of higher education was developed. To conduct the study, methods such as the deduction method, methods for calculating relative values and a graphical analysis method were used. Based on the study of normative legal acts, it was concluded that distance learning is an educational technology and, accordingly, can be used as a means of organizing the educational process in the implementation of the educational program for any form of training, including full-time, in accordance with local educational normative acts organization. At the same time, modern services for the implementation of distance learning have wide functional capabilities, which, if used correctly, allows achieving the proper level of quality. Based on the analysis of fundamental legal documents and available sources of information, the authors developed a system of indicators for a comprehensive assessment of the quality of higher education, which includes three groups of indicators: the quality of students, the quality of the teaching staff and the quality of the educational process.

The problem of introducing distance learning in primary school is actualized by the development of social networks and Internet technologies, which open unlimited horizons for their application in educational activities. In addition, the introduction of quarantine in Ukraine requires primary school teachers to find ways to effectively master the program material. Among such ways is distance learning. The purpose of the study is to substantiate the specifics and possibilities of organizing the educational process in primary school with the use of distance learning. In the process of scientific research methods of analysis, synthesis, generalization and systematization were used. Distance learning in primary school is defined as a form of organization and implementation of the educational process, in which the subjects of learning (teachers and students) in the online mode carry out educational interaction in principle and mainly extraterritorially. In the context of reforming modern Ukrainian education, a number of e-platforms have been created for the organization of distance learning for primary school students. An effective commercial platform for distance learning is the service "My Class", which contains online courses from 1st to 11th grade, which contain lessons that integrate theoretical (test presentation of content) and practical (individual tasks that can be solved independently of each other, a block of tasks that need to be solved sequentially, guidelines) blocks. Result. Emphasis is placed on the requirements to be met by a primary school teacher when organizing distance learning in primary school during the quarantine period and it is suggested to advise parents who will work remotely with junior students in the initial stages of distance learning, gradually transferring activity to children.
