The report presents the results of a review and discussion on providing qualified personnel for radiation medicine facilities and suggests approaches to personnel training. Qualified personnel availability comes first among the principles of quality control of radiopharmaceuticals (RP), supply of modern equipment, access to up-to-date regulatory documents, validated control methods and the organization of internal audit system. Also, radiation medicine facilities workers are inevitably exposed to harmful hygienic factors of the working environment throughout the entire life cycle of RP: the development, testing, production and civil circulation. Nuclear and radiation medicine facilities place the environment at risk of negative impact. Highly qualified specialists (responsible parties) should have knowledge, skills and abilities provided by special basic education are required to assess sanitary, hygienic and environmental risks and to comply with the quality management system requirements for the stable operation of radiation medicine facilities.

Civil aviation is considered as a dynamic and continuously developing sector that requires highly qualified personnel due to its nature. It is critical for the students studying in this field to receive hands-on training as well as theoretical training in universities. Internship is one of the most important tools to meet this need for practical training and to increase the sectoral knowledge and experience of civil aviation students. In this respect, it plays a critical role both in terms of sector representatives' assessment of their potential employees and students' assessment of their future professional field of work. The aim of this study is to evaluate the internship experiences of the students studying in the aviation field, by focusing on the headings of "personal evaluation, internship experience, working environment, and relationship with university". The research was conducted on site at the higher education institutions offering civil aviation education in Turkey by administering a questionnaire to a total of 229 students studying in 5 different aviation departments at 19 universities, and the research hypotheses were tested in this way. A positive and significant correlation was found for 4 of the 5 hypotheses proposed in the study. Overall, the internship satisfaction level of the trainee students who participated in the research was found to be high; however, some key factors were identified to be worthy of consideration to improve the internship experience.

Abstract. The loss of human capital is a significant projected loss for the country's economy. Higher education must analyze the challenges, maintain the quality of human capital at the level necessary for the functioning of the economy, and train professionals in a permanent crisis. The multi-vector nature of the crisis leads to a negative multiplier effect of the influence of external and internal factors on the level of human capital of the country in all institutional categories, so these challenges are emerging given their systemic nature. This primarily applies to the institute of higher education. The formation of a relevant response to the challenges of loss of human capital is not only a guarantee of the proper functioning of higher education, but also guarantees the success of its functioning for economic transformation in the country. The analytical study revealed economic losses from external migration of highly qualified personnel, reduction of the country's economic potential from the outflow of specialists. The narrowing of the base of high-quality reproduction of qualified personnel, the factor of disproportion in the financing of higher education and the reproduction of highly qualified personnel from budgetary sources and the growth of the share of self-financing were revealed. The analysis proved the inconsistency of the quality of the staff to the number of employees of higher education in the regions and the disproportion of the teaching staff with academic ranks. A study of the number of graduate students indicates that the disparity in quality will increase as there is a tendency to lose scientific schools in the regions. Weaknesses of higher education have been identified. To reduce the negative impact of this factor on the quality of human capital and, indirectly, on the country's economy, there is the urgent need to optimize public funding of human capital; to create regional funds for financing higher education, formascientific schools in the regions to eliminate regional disparities in training. Proposals for a policy of investing in human capital at all qualification levels have been developed, taking into account the effectiveness of such investments and also to stabilize the socio-economic situation in the country. The directions of forming the answer of higher school to the challenges of the economic crisis of the country are offered. Introduction. Training of highly qualified personnel in a military University is inextricably linked with the health of cadets. Maintaining and strengthening their health is an urgent task during the entire period of training. The aim of study is to conduct a comprehensive hygienic assessment of the conditions of education and training in a military University, followed by determining the risk of influence of a combination of internal factors and the organization of the educational process on the health of cadets. Materials and methods. A comprehensive assessment of the Omsk automobile and armored engineering Institute was carried out using the Sukharev and Kanevskaya methods, based on identifying the correspondence between the actual state of training conditions and hygiene standards. Results. A comprehensive assessment made it possible to classify the conditions of training in a military University as moderately dangerous. The maximum degree of risk was identified by the factors "air-heat regime", "organization of the educational process and professional training". Conclusions. It is necessary to develop a system for preserving the health of cadets, including an assessment of training conditions and ranking of negative impact factors.

Nowadays, due to the latest advances in Laboratory Medicine, diagnostic medical laboratories with their highly qualified personnel and state-of-the-art analytical equipment, have completely changed the way modern healthcare is offered. In order to maintain or even increase the already high quality level of the provided testing services, diagnostic laboratories including the cytopathology ones, need to design and apply a Quality Management System (QMS) in agreement with the requirements of the ISO 15189 International Standard. The authors present their experience on the implementation of such a QMS in cytopathology laboratories and highlight the most important general and management parameters that should be taken into consideration when moving from ISO 15189:2007 to the latest ISO 15189:2012. In addition, useful recommendations and suggestions that could make the transition to the latest Standard easier are included. Finally, possible issues and potential adverse events associated with the laboratory's implementation of the ISO 15189:2012 are also described.

Трансформационные процессы, происходящие в экономике, ужесточение конкуренции на рынках, усложнение рыночной конъюнктуры, нехватка всех видов ресурсов обусловливают необходимость стратегического планирования российскими компаниями своих ресурсов и управления ими. В этих сложных условиях хозяйствования проблема экономии ресурсов стала особенно актуальной. Возникла объективная необходимость формирования ресурсосберегающего потенциала логистики на промышленных предприятиях страны. Использование инноваций, цифровых технологий, автоматизированных производственных, логистических процессов, подготовка высококвалифицированного персонала, отвечающего современным требованиям нефтегазового образования, все это в целом будет способствовать решению проблем ресурсосбережения. Очень важно помнить, что необходимо изменить подходы к принципам и методам управления производством, что позволит провести преобразования в части техники, оборудования, технологий, системы контроля качества и в перспективе минимизировать отрицательное влияние на окружающую среду. Особенно необходимо внедрять ресурсосберегающие мероприятия на предприятиях нефтегазового комплекса (НГК), поскольку данная отрасль оказывает значительное влияние на экологию. Transformational processes taking place in the economy, toughening competition in the markets, complicating market conditions, and the shortage of all types of resources make it necessary for Russian companies to strategically plan and manage their resources. In these difficult economic conditions, the problem of saving resources has become especially urgent. The use of innovations, digital technologies, automated production, logistics processes, training highly qualified personnel that meets modern requirements of oil and gas education, all this will generally contribute to solving problems of resource conservation. It is very important to remember that it is necessary to change approaches to the principles and methods of production management, which will make it possible to carry out transformations in terms of equipment, equipment, technologies, a quality control system, and in the long term minimize negative impact on the environment. It is especially necessary to implement resource-saving measures at the enterprises of the oil and gas complex (OGC), since this industry has a significant impact on the environment.

Для повышения конкурентоспособности рыбохозяйственного комплекса в настоящее время в России происходят модернизация уже существующих предприятий отрасли и создание новых объектов с высококвалифицированным персоналом. Улучшить результаты деятельности таких предприятий позволит применение системы менеджмента качества - ГОСТ Р ИСО 9001-2015. Ведь именно качество продукции определяет не только конкурентоспособность организации, но и дает возможность выбиться в лидеры. Проанализирована результативность действующей системы управления, ее способность добиваться нужных целей в компании; определен уровень соответствия требованиям стандарта ГОСТ Р ИСО 9001-2015 и выполнению правил СМК, установленных в документации самой организации; проведена оценка качества выполняемых работ путем контроля соответствия результатов работ и требований, установленных в документации; оценена готовность системы менеджмента организации к сертификации; выявлены несоответствия и предложены корректирующие действия. To increase the competitiveness of the fishery complex, currently existing enterprises of the industry are being modernized in Russia and new facilities with highly qualified personnel are being created. The performance of such enterprises will be improved by the use of a quality management system - GOST R ISO 9001-2015. After all, it is the quality of products that determines not only the competitiveness of the organization, but also makes it possible to break out into the leaders. Analyzed the effectiveness of the current management system, its ability to achieve the desired goals in the company; the level of compliance with the requirements of the GOST R ISO 9001-2015 standard and the implementation of the QMS rules established in the documentation of the organization itself was determined; the quality of the work performed was assessed by monitoring the compliance of the work results and the requirements established in the documentation; assessed the readiness of the organization's management system for certification; nonconformities are identified and corrective actions are proposed.

<p><em>Educational institutions are one of the growing organizations with the complexity of existing problems. Started from applying Tri Darma Perguruan Tinggi, where lecturers are required to be able to carry out teaching activities, research and dedication to the sustainable society every year. In addition to the activities undertaken in campus environment as a whole that already underway requires an evaluation conducted to maintain the quality. In addition, management also requires and goals to be achieved. A tool for evaluating and monitoring activities and can be used as a prevention tool and a decision maker in problem solving that occurs. Internal audit is a tool used in STMIK STIKOM Indonesia to ensure the activities at the institution have been run in accordance with the procedures they have. The institute hopes to improve management effectiveness in every field. Mismatch implementation of the procedure that occurs is a problem that must be overcome to know how effective internal audit quality is done so as to improve the effectiveness of management in solving existing problems.</em></p><p><em>From the problems disclosed, the author tries to conduct research on STMIK STIKOM Indonesia. The purpose of this study is to find out how effective the implementation of Internal Audit existing in the institution and to know the role of Internal Audit in supporting the achievement of effectiveness in STMIK STIKOM Indonesiamanagement. The research was conducted by analyzing Internal Audit system at STMIK STIKOM Indonesia. The research phase starts from literature study then continued with data collection needed in research. After all the data collected proceed with the analysis. Based on the results of questionnaires dissemination and hypothesis testing conducted, that the implementation of internal audit in STMIK STIKOM Indonesia has been adequate and internal audit also play a role in supporting the effectiveness of the implementation of ISO 9001: 2008 quality management system. Itsconcluded that the presence of adequate internal audit will assist management in achieving the effectiveness of the implementation of ISO 9001: 2008 quality management system.</em></p>

The article outlines the main approaches to creating an internal audit system of general secondary education institution. Functions, objects and subjects of the internal audit system are generalized. Particular attention is paid to the creation of special structural subdivisions of the system of internal audit of the institution of general secondary education. In particular, the organizational principles of the establishment of a quality audit center are described. A new model of internal audit is presented: a school quality management system. The process of designing and algorithm of the school system of quality management education is described. The results of researches about readiness of heads of educational establishments for updating of system of internal audit are presented. The criteria for evaluating the readiness of the educational institution and its management for the implementation of the programs of internal audit are proposed. Qualimetric model of internal audit quality assessment in the institution of general secondary education is provided.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.
