Introduction: The competitiveness of national transport systems in the global economy is primarily determined by their innovativeness, which influences the quality, cost of transport services and, as a consequence, the degree of customer satisfaction. The innovative capacity of an economic agent, in turn, depends largely on the size and quality of intellectual capital. Method: The "Economics of Transport of high speeds". Result: In modern Russia the vector of transport system innovation development is determined by such an important indicator of the transportation process, as the delivery time of goods and passengers. An obvious consequence of the actualization of this vector of development of national transport system is the need of the Russian economy in its own personnel and scientific support for high-speed traffic development projects. One of the leading transport universities of the Russian Federation, training industry experts, is the Petersburg State Transport University. Scientific and personnel potential of the University can be successfully used in the formation of the Eurasian economic space high-tech network of high-speed traffic. Since 2015, in order to generate the intellectual capital for the Russian transport industry development, needed for creation of the national competitive innovative transport system, a new master's program "High-speed transport economics" has been implemented on the basis of the Transportation Economics Department, the PGUPS. This program is aimed at proactive quality training of competitive highly qualified specialists with innovative thinking, modern in-depth knowledge, skills and competences in the field of economics and management of transport companies (all modes of transport). Conclusion: The socio-economic impact as a result of the implementation of the program is that the use of intellectual capital and organizational and managerial skills of its graduates for creation in Russia the competitive high-speed intelligent transport system will help to speed up delivery of goods and passengers, increase population mobility, enhance the economic and socio-cultural integration of the regions of the country, the sustainable territorial development of Russia, growth of labor productivity, improvement of transport services quality, the competitiveness of the national transport system in the global market of transport services, increase the use of transport-transit potential of the Russian Federation, its budget revenues from the export of transport services.

В статье рассмотрены некоторые направления создания и развития интеллектуальной транспортной системы Северного морского пути (СМП). Показано значение СМП в рамках комплексного освоения территории Российской Федерации, приведена его структура. В настоящее время СМП функционирует как внутренний транспортный коридор. Одним из недостатков СМП является небольшая глубина морского канала, что требует проведения соответствующих работ или изменения маршрута. Отмечается влияние изменения погодно-климатических условий в Арктике на транспортную систему СМП. Показаны преимущества использования СМП в качестве международного транзитного транспортного коридора по сравнению с южным маршрутом через Суэцкий канал. Перечислены направления развития Северного морского пути как транспортной системы на основе цифрового усовершенствования инфраструктуры, навигационного, энергетического и информационно-телекоммуникационного обеспечения, а также интеллектуализации производственных процессов на базе беспилотного мультимодального транспорта. Утверждается, что внедрение цифровых технологий на СМП превратит его в один самых высокотехнологичных и эффективных транспортных коридоров в мире. The article considers some directions of creation and development of the intelligent transport system of the Northern Sea Route (NSR). The significance of the NSR in the framework of the integrated development of the territory of the Russian Federation is shown, its structure is given. Currently, the NSR functions as an internal transport corridor. One of the disadvantages of the NSR is the small depth of the sea channel, which will require appropriate work or route changes. The influence of changes in weather and climatic conditions in the Arctic on the transport system of the NSR is noted. The advantages of using the NSR as an international transit transport corridor in comparison with the southern route through the Suez Canal are shown. The directions of the development of the Northern Sea Route as a transport system based on the digital improvement of infrastructure, navigation, energy, information and telecommunications support, as well as the intellectualization of production processes based on unmanned multimodal transport are listed. It is argued that the introduction of digital technologies on the NSR will turn it into one of the most high-tech and efficient transport corridors in the world.

The purpose of this study was to determine the role of public policy in creating a favorable environment for the development of the national economy and improve social and economic well-being through the creation of a safe and convenient transport structure. Special attention of the authors is drawn to the Decree of the government of the Russian Federation of 22.11.2008 No 1734-R "On the transport strategy of the Russian Federation". The purposeful value of the above mentioned by-law is considered. As an indicator of the quality of transport services "Transport strategy of Russia until 2030", it assumes a steady increase in transport mobility of the population of the Russian Federation, as well as the integration of the Russian transport system into the international one. The results of forecasting of some key indicators of the Transport strategy are presented. Since the implementation of the strategy was actually launched back in 2009, it is already possible to judge the achievement (or, more precisely, the lack of achievement) of the criteria considered. It was found that there was a close link between the quantity of goods carried and the quantity of goods overloaded the net financial result and some other indicators. Feedback was identified between the same trait under study and the wear and tear of fixed assets. Thus, knowing the factors that have a direct impact on the result, you can manage it. And the achievement (or non-achievement) of the target indicators becomes an elective parameter influencing firstly on the variant of the development scenario (basic or innovative), and secondly, on the social and economic situation of the studied region. The main task of the state in the sphere of functioning and development of transport system of Russia.

The objective of the article is to show the importance of modernisation and development of the transport and logistics system of the Yamal-Nenets Autonomous Area (hereinafter – YNAA) for socio-economic development of the country, of its single economic space, and implementation of its export capacity. The current state of the transport system of YNAA is analysed considering a particular role of transport system of the region in development of the Arctic zone of the Russian Federation (hereinafter –the AZRF), while showing the inconsistency of the existing level of its development with the needs of the economy and the population of the area, the strategic goals of development of the Russian Arctic and the country. The research used general scientific methods, e.g., analysis and synthesis.The implementation of several large infrastructure projects in YNAA being initiated at the federal level requires the corresponding development of the regional transport and logistics infrastructure and the solution of transport problems in this region. Modernisation and development of the regional transport and logistics infrastructure through implementation of infrastructure projects will allow: to form a single interconnected transport space with a significant reduction in infrastructure constraints for development of YNAA; to achieve the required level of population mobility and transport accessibility of municipalities for all categories of population; to combine the mainland and port infrastructure within a single logistics system through implementation of federal infrastructure projects in parallel with measures to develop the existing regional transport infrastructure; to integrate the transport complex of YNAA as part of the transport system of the Russian Federation into the world transport system.The development of an effective regional transport and logistics system within the framework of the corresponding federal system, considering the geostrategic features and geo-economic potential of the region, will remove infrastructural constraints for development of the national economy and the region’s economy.

Global socio-economic trends require a dramatic acceleration of transport links. The creation of new high-speed transport systems is an urgent task, the success of the solution of which largely determines the improvement of the quality of life and the trade and economic development of states, regions, cities. The main strategic goal of the development of the transport system is to meet the needs of society, taking into account the value of time and using innovative factors focused on the effective development of a competitive environment, offering quality transport services based on developed infrastructure, and a high level of application of innovative techniques and technologies. The Russian railways as a transport system need a good restructuring due to the fact that its qualitative characteristics, especially infrastructure, are not able to efficiently solve the existing problems of the global economy. The aim of this article is to study perspective trends for the development of the railway sector in the context of digitalization of the economy.

As transport system «Monojet» includes design ideas in the field of development of over ground suspended transport systems it will allow: - to master effectively vital space of Siberia, the Far East and North of the country; - to strengthen defence potential of the country: to create the network of defence objects connected by the transport system including high speed and lifting mobile means of military technique and troops delivery; - to revive native aircraft vehicles which are not in operation now and to stimulate the building of native civil aircraft construction; - to create possibilities for innovations in the field of science and technique; to ensure technological progress in order to solve the import replacing tasks; - to change in the world public opinion the reputation of the country as supplier of raw material proposing transport services ( to counterbalance, for example, Chinese «Silk Road») and new transport means for civil purposes; - to contribute to the growth and strengthening of patriotism and to provide the rising generation with fair working activity in the future by stimulating motivation of the youth technical creation.

The purpose of the study was to develop a conceptual and logical model of intellectual capital management in high-tech project-oriented companies of the Russian Federation. To achieve this goal, the author's approach to the definition of the concept of intellectual capital in high-tech project-oriented companies was proposed and its structure was developed, taking into account the multidimensional nature of the studied economic category. The key indicators of intellectual capital in high-tech project-oriented companies in Russia are also analyzed and based on them, a method for calculating the integral indicator of intellectual capital in high-tech project-oriented companies is developed, the purpose of which is to conduct a comparative regional analysis and analysis of the dynamics of the level of intellectual capital in high-tech project-oriented companies as a whole and its individual components. As a result of testing the methodology for calculating the integral indicator, the leading and lagging regions were identified for each sub-index of the integral index of intellectual capital: human capital, information and reputation capital, and the capital of intellectual labor achievements. Taking into account the obtained conclusions, a conceptual and logical model of intellectual capital management in high-tech project-oriented companies was justified, and the effectiveness of its implementation was proved by predicting the levels of one of the most important indicators of intellectual capital in high-tech project-oriented companies at the macro level — the share of innovative goods, works, services in the total volume of goods shipped, works performed, services rendered by high-tech project-oriented companies.

Transport is a system-forming branch of the national economy, ensuring the territorial integrity and unity of the economic space. The development of economic processes, increasing competition and the increasing impact of economic ties, include the issues of improving the transport system among the priorities. The article analyzes the problems of modern transport systems, identifies the shortcomings of traditional modes of transport and the main directions of their development. The directions of innovative development of the transport system of Russia are analyzed. The review of innovative developments of high-speed transport, which allows to increase the integration potential of the regions and the mobility of the population, to reduce social tensions in remote regions from the central part of the country, to ensure the economic security of the country. Conclusions are drawn about the current state of implementation of such systems and prospects for application in Russia. The requirements for the new generation transport system are defined.

Background: Nowadays, the transport industry faces unconventional challenges such as the need to modify the transport service and reduce dependence on resource leverage. At the same time, it is necessary to take into account the decline in business activity associated with the pandemic crisis and, as a result, the drop in demand and prices for hydrocarbon fuel in the medium term until the end of the crisis. Also, the implementation of a forward-looking transport policy has a close relationship with the economic category of time, since the value of time, converted into speed, shifts the emphasis of value from the initial price of the purchased transport service to the total cost of owning it. The railway transport system of the Russian Federation, as one of the leaders of the world transport system, has every opportunity to actively participate in global restructuring in response to the global climate and environmental crises. Aim: Determination of the relationship between the adoption of a sustainable development policy and the effectiveness of the implementation of projects for the development of backbone infrastructure in Russia. We confirm that the activities of transport companies within the framework of the established sustainable development goals (hereinafter referred to as ESG Environmental, Social, and Corporate Governance) contributes to the improvement of their operational activity. Methods: The research methodology is based on the analysis of international approaches and assessment criteria for ESG factors using analytical procedures to identify cause-and-effect relationships of the strategy for the development of railway transport in the Russian Federation within the framework of ESG. The information base of the study is based on an analysis of reports from international organizations and data from JSC Russian Railways in terms of funding, expected prospects and effects. Results: as a result of the study, the conditions for the transformation of the sustainable development of railway transport systems in the world and in the Russian Federation were determined against the background of changes in the geography and structure of commodity markets, favorable prospects were established from the direct participation of business in the implementation and implementation of the goals and objectives of sustainable development. Conclusion: on the basis of the study, an assessment was made of the benchmarks of JSC Russian Railways in the sustainable development strategy. In order to implement environmental infrastructure projects, the parameters of the compliance of the strategy for the development of railway transport in Russia with the goals of sustainable growth have been established.
