Natural disasters are events that often occur in Southeast Asia, including in Indonesia. As it is situated in the ring of fire area and has faced different kinds of natural disaster events, Indonesia has their own experiences in disaster risk management, one of which is the involvement and active role of the community. Therefore, this study will analyze the important role of Umbulharjo Merapi Monitoring Community (UMMC)––a community that focuses on monitoring Mount Merapi in the Special Region of Yogyakarta––that is committed as the provider of information regarding Merapi condition through a direct monitor and plays the role in initiating programs that focus on disaster mitigation. The results of this study aims to show that the role of the community is necessarily required in the mitigation program so that it can be a reference for disaster management models in disaster-prone areas in the Southeast Asian region. This study used a qualitative descriptive method and the data were obtained through an in-depth interview process involving community members, academicians and the government of Sleman Regency. The results of the study revealed that the disaster mitigation carried out by UMMC consisted of four stages that are: identification, analysis, treating, monitoring and evaluation. Through these four stages, several programs for disaster risk reduction are arranged, such as counselling, training, collaborating with stakeholders, and mentoring.

The problem of agricultural marketing in Indonesia that often occurs is the limited access to capital and falling prices during the main harvest. Therefore, the Warehouse Receipt System (WRS) is a solution for farmers because it can delay sales, protect value, and guarantee commodity prices. Coffee WRS in Central Aceh District has generated funding through 2.5 billion warehouse receipts. However, the interest of coffee farmers to get involved in WRS activities is still very low. The writing of this paper aims to analyze qualitative descriptive information, implementation, and evaluation materials for the government in the implementation of the Gayo Arabica coffee WRS program in Central Aceh District. The study uses qualitative and tiered methods of WRS information using primary and secondary data. The results showed that most farmers found it difficult to meet SRG quality and quality standards so that it also influenced the interest of farmers in the WRS involvement which was still low. Quality assurance and quality become the main attraction for farmers to participate, so WRS activities need to be supported in improving facilities and infrastructure. Public understanding of WRS is still limited so massive socialization is needed. The active role of local government in developing the WRS business also needs to be increased to produce higher WRS productivity.

The Jakarta Capital Special Region of Jakarta is an area in the Java Island that has the highest level of vulnerability to land subsidence disasters. Land subsidence is caused by several factors such as excessive use of groundwater and natural compression of soil conditions. This study used a review analysis method based on a literature study on mitigation of land subsidence disasters in Jakarta city. The mitigation planning of land subsidence disasters in Jakarta will refer to government regulations on disaster management and Jakarta City spatial planning. Disaster mitigation is necessary to anticipate or reduce disaster risk. Disaster mitigation is a series of efforts to reduce disaster risk through physical development combined with awareness and capacity building in dealing with disaster threats. Education cannot be separated from the active role of the community and local government. High-densely populated areas will lead to more use of groundwater in Jakarta city. The excessive use of groundwater has resulted in more intensive land subsidence in Jakarta’s urban area. The safe zone mapping of subsidence disasters is prominent to reduce and control land subsidence disasters. The government’s efforts to lessen the impacts of land subsidence are by educating the population in disaster areas.

<span lang="IN">Social media is one type of new media that facilitates the process of communication among human. Social media makes it easy for users to communicate and share information in a wider range. At present, not only people use Instagram, but the government also needs to keep up with the time to participate in using Instagram as an online information media. Public Relations of the Salatiga Government is one of the public relations departments that uses Instagram as an online information media to provide information needed by the community.<br /> This research aimed to find out how the content of the information was<span>  </span>and how the role of instagram was as an information deliverance to the citizen by the public relations of Salatiga. Through qualitative methods research, data is collected by means of interviews and observations. The results showed that the Salatiga <span> </span>Government Public Relations Instagram account had a role to increase brand awareness, connect many people and as a source of information/ business promotion.Public Relations of the Salatiga Government considers that Instagram plays an active role in conveying information to the public. This is seen from the many positive responses received by the Salatiga City Government Public Relations during managing Instagram as a modern information deliverance.<span>     </span></span>

About disaster management can result in many fatalities. One aspect in minimizing disaster impacts is disaster mitigation. Disaster mitigation as a way to increase community participation in reducing disaster risk. Therefore, BPBD established a disaster management program, namely the Tangguh Bencana Village program. Karang City is one of the villages that received assistance from the Tangguh Bencana Village program. This research aims to identify forms of community participation and the level of community participation in the Tangguh Bencana Village program. The method used in this research is descriptive research type with qualitative approach. Data collection is conducted using interviews, and documentation. The results of this study showed that the participation of the community of Kota Karang Village in the Tangguh Bencana Village program is quite good, because the community provides participation in the form of energy, and social. Furthermore, the level of community participation is still at the level of tokenism (pseudo participation) of the community has given its participation but in its implementation the decision is still in the hands of the government.

Damage caused by weather events has increased dramatically across the world in recent years. In the case of Japan, record-breaking rainfall has caused devastating damage almost every year since 2014; many people have been killed in these disasters. To better prepare for future heavy rainfalls, we need to discover how to prepare for disasters and mitigate damage by learning from examples in resilient communities. In 2017, torrential rains hit Toho Village in northern Kyushu, and the people as a whole responded well to avoid disastrous outcomes. We studied the actions and motivations of residents of Toho during this rainfall event by conducting semi-structured interviews in November 2017. The interviewees indicated that their motivation for evacuating was “personal observation of the danger” or “communication with neighbors”. Communication within the community was found to be an important factor that enabled the safe evacuation of community members, even without notice of the disaster risk and/or in the absence of timely information from the government because of a power outage. Knowledge of local landforms would be also helpful to reinforce appropriate actions and precautions needed during a disaster.

This paper is an examination of the role of the Hong Kong government vis-à-vis governments in Japan and other Asian newly industrialized economies (NIEs) in high-tech industrial development. It is argued that, whereas governments of Japan and other Asian NIEs have played very important roles in facilitating industrial restructuring, the Hong Kong government has so far refrained from direct participation in industrial development. Although the Hong Kong government has assumed an important position in the course of economic development in the territory, especially in terms of land-related economic activities, it has little vested interest and experience in directing industrial developments. It was not until the 1990s that the government switched from a ‘positive nonintervention’ to a ‘minimum intervention with maximum support’ industrial policy and began to play a more active role in facilitating industrial upgrading. The effectiveness of the changing industrial policy and the prospects for high-tech development in the territory are reviewed by examining the challenges and opportunities faced by the Hong Kong government in facilitating high-tech industrial development.

Collaborative governance has, currently, become an alternative to resolving public issues, wherein the government is suggested to collaborate with cross-sector organizations. Although several collaborative efforts developed by the government were reported to have failed, there are a number of successful collaborations established to resolve various issues. The main objective of this study is to analyze why did the collaboration process of the off-site anoa conservation through the Anoa Breeding Center (ABC) succeed in increasing the anoa population. This study employed the qualitative descriptive methodology. The data collection techniques used were literature study, observation, and interviews with stakeholders involved in ABC activities. The study results show that the collaboration in managing ABC was successful and it effectively resolved the problems confronted in the off-site anoa conservation due to active role of the administrators in realizing extensive participation, establishing and maintaining trust, as well as running a transparent process among the actors. The established collaboration is supported by a leadership that facilitated the implementation of the collaboration process. The collaboration is carried out formally as stipulated in the MoU made, as well as informally on the basis of the trust developed. The determining factors in the success of the collaboration in the off-site anoa conservation at ABC are the presence of process transparency, clear basic values, scope of actors involved, and facilitative leadership in the collaboration effort.

The public vaccination activity carried out within the Health Polytechnic of Kerta Cendekia is a form of the active role of the academic community of the Health Polytechnic of Kerta Cendekia in dealing with Covid-19 and supports the accelerated vaccination program carried out by the Government of Indonesia. The activity will be held on September 17, 2021, at the Health Polytechnic of Kerta Cendekia Campus. The target of this vaccination activity is the academic community of the Health Polytechnic of Kerta Cendekia and the community around the campus who need vaccines, both the first and second doses. This activity was held in collaboration with the Health Polytechnic of Kerta Cendekia with the Sidoarjo District Health Office. This vaccination activity was attended by 176 people who attended to vaccinate, both the first dose and the second dose. The activity starts at 9.20 WIB and ends at 14.00 WIB. This activity has involved 9 lecturers, 4 staff, and 14 students. In addition, this activity also involved 4 alumni who acted as vaccinators. The activity ran smoothly, in an orderly manner, and still implemented physical distancing in its implementation.

Baruga village, Bantimurung sub-district is an area in Maros district where the majority of the original population is Muslim. The existence of Islam in Maros has been around for a long time, namely with the entry of Raja Gowa and Tallo which have a direct border area with the Marusu Maros kingdom so that the Islamic life of the Baruga Village Community, Bantimurung Maros sub-district looks so real. The purpose of Real Work Lecture (KKN) III Stiba Makassar is to realize community service which is one of the pillars of the tri dharma of higher education. The method of implementing this program begins with conducting a field review based on an independent instrument. The results of the KKN program show the importance of community service programs by seeing the benefits felt by KKN participants, the community and the government. Religious activities which are the main orientation of this program have been successfully carried out, as well as social activities, organizational activities and the active role of KKN participants with the government in successful community development efforts.
