The article presents the organizational and legal characteristics of public-private part-nership as one of the effective instruments of state financial policy. The origin of the PPP institute in foreign countries is considered: Great Britain, USA, etc. The branches of law regulating PPP in the Russian Federation are characterized. The advantages of PPP for the state and business are described: reducing the burden on the budget, access to state assets, synergy of the administrative resource of the state and the innovative po-tential of business, etc. The PPP models are characterized: ВОТ, DBOT, BOOT, etc., as well as organizational and legal forms of PPP implementation: concession, life cycle partnership, etc.

The article is devoted to practical aspects of implementation of communication strategies by the state agencies of foreign countries. The emphasized that current globalization processes in the information area, which take place in the international arena, actualize the introduction of effective communications, which play an important role in the internal and external interaction of state agencies with the public. In the article was emphasized that in order to systematically and clearly cover the activities of state agencies, as well as the objective perception and understanding of the population of the processes implemented in the field of public policy, informing the public about planned government initiatives, communication strategies are actively implemented. Also noted that in the countries of the European Union (hereinafter – the EU) communications are considered by the national institutions as a tool for foreign and security policy, international cooperation in the format of strategic partnership with a leading international target audience and regional cooperation with European countries. The authors determined the main tasks of realization of external and internal communications of state institutions. In particular, the ways of realization of communications by the state agencies in Norway, Great Britain and Estonia. The preference of modern advanced information communications in ensuring the interaction of state agencies and the public are outlined. As today society exists in the world of global communication, which includes not only traditional media, periodicals or television, but also social networks, information and communication interaction is becoming more important. Most foreign countries use popular social networks, such as Facebook, Twitter, Instagram, YouTube and others. It is concluded that the establishment of comprehensive, clear and strategic communication of state authorities of Ukraine with the international and national community, taking into account foreign experience and basic principles of government communication, is important for building a democratic state.

The article substantiates the expediency of considering “anti-corruption restrictions” in relation to persons authorized to perform the functions of the state or local self-government in the aspect of compliance with the requirements of legal certainty in the use of their resource. Legal certainty (juridical security) is considered as an integral component of the rule of law, which combines the “substantive” (“quality” of the regulatory framework for using the resource of “anti-corruption” restrictions) and “procedural” (“quality” of law enforcement with respect to relevant restrictions) components that only collectively shape the phenomenon of legal certainty of “anti-corruption” restrictions. We consider appropriate to use a “broad” approach to understanding the legal certainty of “anti-corruption” restrictions, which combines the “substantive” and “procedural” legal certainty of corresponding restrictions, and enhancing the “quality” of anti-corruption legislation in terms of defining “anti-corruption” restrictions and the “quality” of its application practice makes it possible to increase the effectiveness of these restrictions as an anti-corruption “tool”. The “defects” of the “substantive” and “procedural” legal certainty of domestic “anti-corruption” restrictions are distinguished and compared with the “quality” of the corresponding components of the legal certainty of “anti-corruption” restrictions in foreign countries. Specific proposals are formulated to improve the “quality” of anti-corruption legislation in terms of fixing “anti-corruption” restrictions, the “quality” of anti-corruption enforcement practices (in terms of the terminological framework, the use of valuation concepts, techniques and technologies of anti-corruption rulemaking in the part of “anti-corruption” restrictions, law enforcement unification). The article substantiates the expediency of prudent borrowing of positive, tested by time and practice foreign experience of anti-corruption rulemaking and anti-corruption enforcement in the use of the resource of “anti-corruption” restrictions (minimization of evaluation provisions, extended conceptual series, duplication of criteria for determining limits of restrictions, minimization of blanket and referral standards, clarity and transparency of regulations, thematic generalizations of law enforcement practices) by which it is possible to ensure compliance of the “quality” of legal certainty of “anti-corruption” restrictions in Ukraine with international legal standards, consistency with foreign analogues as an effective anti-corruption “tool”.

The paper is devoted to the interpretation and analysis of risk insurance of agricultural enterprises. Agricultural insurance is one of the most specific types of insurance, because a huge number of natural factors and emergencies (drought, floods, sudden changes in air temperature, humidity, and insect pests) are constant and inevitable risks of any agriculture. They cause considerable financial losses, and therefore such a sector of the economy must find reliable opportunities to protect against them. One of the risky types of insurance is agricultural risk insurance. This type of insurance is an important means of reducing the degree of risk in agriculture. The paper considers the peculiarities of the functioning of the agricultural segment of the insurance market in foreign countries. The possibility of attracting and adapting foreign experience of state financial support to the insurance market of Ukraine within the framework of basic insurance models is determined. The purpose of the study is to study and generalize risks in insurance, insurance models, foreign experience in agricultural production, development of recommendations for improving insurance operations for public financial support in the agricultural sector of Ukraine, taking into account foreign experience. Risk in agriculture is seen as a threat or possibility to deviate from the expected results of activities or decisions made from the planned ones. The paper also considers the experience of working with foreign countries on this issue. The purpose of the paper is to study the theoretical aspects of risk insurance that arise in the implementation of business activities in agriculture, justification of ways to improve the legislative and financial influence of the state in this process. The purpose of state assistance is to develop insurance infrastructure, standardize insurance conditions, reduce the cost of insurance products for agricultural users and improve the quality of insurance products. So, the main task for insurers of Ukraine is to gain and maintain a decent reputation and provide effective insurance services. Today, the state is trying to improve and stabilize the situation in the agricultural sector, for example, it involves the practice of providing state support in insurance of agricultural products (providing from the state budget to agricultural producers in the form of subsidies to reimburse part of the insurance payment actually paid for them).

Abstract. The aim of the article is to study the economic prerequisites for the development of ecological culture of future transport professionals and analyze foreign experience of ecological education of students to adapt their best practices to Ukrainian realities and productive use of achievements in training future transport professionals. The theoretical significance of the article is to determine the economic prerequisites for the development of ecological culture of future transport professionals; to summarize the results of theoretical and comparative analysis of ecological education in foreign countries, establish opportunities to adapt best European practices in the educational context of Ukrainian realities; to determine the preconditions for the development of ecological culture of students of vocational and pre-higher professional educational institutions; to reveal the challenges facing the field of vocational education and training in foreign countries, which address the greening of education. The practical significance of the article is that based on the study of foreign experience, the authors offer recommendations for the introduction of foreign experience during the process of development of ecological culture of future transport professionals in Ukraine. It was found that the state of ecological consciousness of society directly depends on the economic prerequisites for the development of ecological culture of future professionals in various fields of industrial production, the state’s attitude to the development of ecological culture of every citizen. The level of ecological culture of society is positioned as one of the determining factors of economic development of the state, health of the nation, unity of positions on preservation of the natural environment, prevention of its pollution by harmful wastes of production and human life. The study proved that encological education is designed to provide future professionals with scientific knowledge about the relationship between nature and society, to help understand the multifaceted importance of nature for society in general and each person in particular, to form an understanding that nature is the basis of human existence and sugnificant part of nature, to cultivate a conscious and caring attitude to it, a sense of responsibility for the environment, to develop creative activity for the effective use, restoration and protection of the environment. The aim of the article is to study the problems of reforming the system of financing higher education in conditions of compliance with world quality standards of education. Besides, another aim of the article is also to substantiate of the perspectives of their use in Ukraine, on the basis of analysis of the main foreign models of higher education institutions financing. The subject of the study is the financing model of institutions of higher education in foreign countries. Methodology. The research is based on a comparative analysis of funding systems for higher education institutions in Ukraine and in foreign countries. The advantages and disadvantages of different systems of the financial provision of higher education are determined based on the analysis of the peculiarities of financing higher education institutions in Germany, USA, UK, Sweden, Norway, and Australia and in some other countries. On the basis of a comparative legal research of certain provisions of Ukrainian legislation, the possibilities and limits of the application of positive foreign experience in this field are defined. The results of the study showed that the financing of higher education at the expense of state funds should be directed only to the needs of the state. And the state, in its turn, should provide graduates with jobs that will help reduce unemployment among them. Currently, there is a partial improvement of diversification of funding sources in Ukraine. We mean that the provision of the status of a non-profit organization will give the first impetus to the formation of contract relations between higher education institutions and private organizations and will improve their financial position. The implementation of the foreign experience will make financing more transparent and will give an opportunity to distribute it according to the quality criteria of providing educational services. Practical impact. Experience of the developed economies and the analysis of the existing condition of financing of educational institutions of Ukraine allow defining the priority directions of improvement of a system of financing of the higher education. As the budget of Ukraine is not able to compensate all needs for financial resources of higher educational institutions, it is necessary to encourage private investments into education, training, and high technologies more actively. Besides, conducting researches, the international consultations, modelling and discussion of the schematic diagram and funding mechanism for the higher education in Ukraine is also expedient. Correlation/originality. Conducting a comparative analysis of financing models of higher education institutions in Ukraine and foreign countries is the basis for developing the most promising directions for the development of domestic legislation in this field.

The main trends of budgetary policy in the sphere of expenditures are investigated as a basic condition for improvement of the system of management of budgetary expenditures. The structure of budget expenditures at different levels and the main directions of using budget expenditures are analyzed. The main measures of the state policy of Ukraine in the sphere of expenditures are revealed, depending on the cooperation with the IMF, as well as the proposals on amendments to the normative-legal acts of Ukraine in the field of program-target method and budget planning. General scientific and special methods of research, methods of grouping, classification and graphical representation of the achieved results are used. The information base of the research is the normative and legislative acts that regulate the financial policy of the state and, at the same time, the budgetary policy; monographs and articles of domestic and foreign economists in professional economic publications; materials of scientific conferences and seminars on budget policy.

Demarcation of legislative competence of the chambers of the Federal Assembly of the Russian Federation: the State Duma and the Federation Council, is studied. It is concluded that the actual powers of the Federation Council in the legislative process are significantly inferior to the real competence of the State Duma. The experience of foreign countries in the demarcation of legislative competence between the chambers of bicameral parliaments is studied.
