The complexity of the relationship between the existing elements of the organizational and economic mechanism for the development of the economic potential of an enterprise, as an integral system, is revealed, which is a consequence of the fact that its individual subsystems and components are of a probabilistic nature. A comprehensive analysis of the state of the elements of the mechanism for the development of the economic potential of an enterprise is represented by types of analysis, objects of analysis, and the results of analysis. To determine the place of the organizational and economic mechanism for the development of economic potential, using the model of R. Solow, the qualitative and quantitative composition of the enterprise’s functions is investigated. Factor analysis according to the Solow model shows the special importance of modern scientific and technological progress, and the Solow remainder in his model reflects a number of other factors, including labor resources. The analysis shows that the overall economic growth in 2015-2019 cannot be compensated for only by an increase in labor and total capital. First of all, it can only be justified by the use of the state. The use of the Cobb-Douglas production function in the Solow model allows one to determine the nonlinear dependence of labor productivity on its capital-labor ratio. The Harrod-Domar model was also used, which showed that enterprises are able to provide capital gains in the current year through investments in the previous year. This was demonstrated by the example of the fixed capital of the country’s industry as an integral element of production potential. Also, on the basis of the research, more generalizing conclusions can be drawn. The influence of industry on the national economy as a whole is as follows: the development of industry will stimulate the growth of other sectors of the economy through an increase in demand for their products and this will become the main catalyst for the development of the Ukrainian economy and will increase GDP; the growth of the industrial sector will increase the competitiveness of Ukrainian workers in the global labor market and reduce the unemployment rate; industrial development will increase the role of Ukraine in the international economic market and will increase the volume of foreign exchange earnings; industrial modernization and the introduction of high-tech production will increase the potential of the economy as a whole.

The article is interesting for specialists, both in economic and defense spheres. In the context of increasing tension in relations between the states, of the world there is an increase in their defense budgets and the increase in the number of new weapons and military equipment systems and their evolutionary development. Such a reaction of states is logical, since it is the build-up of military capabilities that will ensure the protection of national interests.  At the same time, the basis for the development of military might is the economy, which provides the opportunity to manufacture and procure weapons. It is the degree of economic development of the state that allows it to move scientific and technological progress and realize its results in all spheres of social activity, including the production of high-tech weapons. The article shows the relationship between such concepts as economic potential and military potential of the state, namely the impossibility of developing a military potential without the development of economic potential. Having carried out mathematical calculations on the basis of selected indicators of potentials, the military-economic potentials of some advanced states of the world, as well as some developing countries, were discovered. possibility of development of military potential without development of economic potential are shown. Such a comparative analysis allowed to partly assess the balance of power in the world and draw conclusions about understanding of the processes of interaction between states.

Industry of Ukraine requires cardinal changes both for overcoming of the current crisis phenomena and for providing of favourable conditions for dynamic and effective increase in a long-term prospect. Actuality of problem grows under impact of scale transformations in geopolitical and geoeconomical landscapes. The key trends of industrial development in the world are determined by the processes of introduction of innovative technologies of fourth industrial revolution (4IR). However, at present starting positions of national economy and industry in particular are unfavorable for realization of such projects. The problem of disparity of necessity and possibilities transition of industrial production to the new technological level must be settled by continuous adjustment of industry development strategy and state tactics to the specific national aims and conditions (macroeconomic, institutional, foreign-policy) The aim of this article is to accent attention on actual directions, mechanisms, and instruments, which are most accessible, acceptable (economical and institutional measuring) and effective for realization of industrial development strategy under existing conditions in Ukraine. In the article the "road map" of becoming modern industrial production in Ukraine is offered. It covers five purposeful directions (blocks): science and innovation, finance and investment, institutional, structural changes, and market demand. Within each of them tendencies are analysed and priorities for public industrial policy are formulated. The significance and arguments for the urgent formation of national scientific and innovative potential as a factor in reducing the dependence of production and reproduction processes in industry on external influences are presented. The institutional block covers the issue of uncertainty of strategic prospects of industrial development in Ukraine as a deterrent factor to the necessary transformations. The importance of realization of the strategic role of the state at the present stage of industrial transformations is argued. The objective need to involve big business in the intensification of innovation processes based on various forms of partnership with the state is revealed. Emphasis is placed on the priority tasks of structural and sectoral development in the context of accelerating the implementation of modern technological solutions and product innovations. In particular, the importance of the manufacturing sectors of defence and ICT is accented. The importance of expansion and diversification of domestic and foreign markets for the development of high-tech sectors of in national industry is considered.

The aim of the article is to study high-tech production as determinants of the country's economy. The article proves that one of the important factors in the development of the Ukrainian economy is highlighting the development of high-tech production as a priority of the state policy, which will provide opportunities for entering new markets with highly competitive products. A historical analysis of economic phenomena in the global aspect, the possibility of applying experience in the economy of Ukraine. For Ukraine, the experience of the economic miracle of South Korea, which also survived the experience of war, may be interesting. Now the country is among the 12 strongest countries in terms of GDP in the world, at 5th place in the world in the export of high-tech products. The country was called an example of successful government intervention in the economy. The experience of the economic miracle of Singapore is also considered. For 50 years, Singapore has turned from a poor country into a world leader in high-tech industries, such as electronics and pharmaceuticals, and has become the largest financial and oil refining center. Singapore’s modernization was ensured by efforts in four key areas: economic reforms, which determined the vector of investment and innovation development, social modernization, an effective fight against corruption and political stability. The government has relied on attracting foreign investors, developing the financial market and high-tech industries. Simple and transparent business registration and regulation procedures have been adopted in Singapore. It is believed that Singapore owes its success to competent public policy. The article considers the possibilities for the transition of the Ukrainian economy to a new level of development. One of the important competitive advantages for Ukraine is a strong and internationally recognized IT industry, human capital. According to statistics, the main industries that fill the country's budget are metallurgy, the agricultural sector, food and IT. You can also add woodworking and chemical industries, whose share in the state budget is also large. In recent years, these industries have begun to use high technology more and more because of the need to compete in the global market with more developed companies. At the same time, there are no programs at the state level for the introduction of high technologies in the real sector of the economy. Now enterprises independently invest in their innovations. It is possible to launch a revolution in industrial production only by introducing advanced production technologies, which are called “breakthrough”, emphasizing their revolutionary influence on the structure of production. Today in Ukraine there is a fragmented approach to innovative development. Therefore, the task for the public administration system should be the allocation of priority areas for industrial development, the development of effective mechanisms for the development of production of high value-added products. High-tech production deserves special attention.

The aim of the article is to reveal the modern priority trends in forming incentives for the world green economy development in the context of globalization. The subject of the study is the global priorities for green economy development. Methodology. The scientific literature analysis enables to study the current economic status of the global green economy and to determine strategic priorities and targets of such development, in addition, the dialectical method, scientific abstractions, methods of system analysis are used. The results of the study reveal that the authors propose a perspective on the strategy, ways and mechanisms of the global green economy development. It is proven that a complex structural transformation of the economy is required to increase the share of the high-tech and innovative sectors. Practical implications. The complex analysis of the state of affairs and determining trends in the green economy development under threats and risks, related to the crisis processes in the modern world, is carried out. The study determines the key principles for the formation and implementation of a strategy for the green economy development based on the coherence of strategic priorities and strategic targets of the EU, as well as the need to reform the economic sector in order to develop promising green economy areas in Ukraine. Relevance/originality. The study reveals the state of affairs in the global green economy development, as well as further identification of promising trends of the green economy.

Introduction. Industry serves as the basis for meeting the needs of the national market and building a powerful export potential of the country. The public financial policy should aim at creating favorable conditions for investing in industry, which determines the relevance of the research. Purpose. The objective of the paper is to carry out a comparative analysis of the main mechanisms of the public financial policy of the industrialized countries of the world, to identify the existing trends in the development of industry in Ukraine, and to make recommendations on borrowing of the global experience in Ukraine. Results. A comparison of the mechanisms of implementation of the public financial policy in the industry of the United States, China, Japan, Germany, the Great Britain, Italy, and France has been carried out. The trends of industrial development in Ukraine have been determined. The scientific novelty consists in the recommendations suggested by the authors for ensuring the effective development of the industry, namely: in the creation of the State Innovation Bank, which would undertake soft lending of innovative projects and in the exemption from taxation of d enterprises in the event of their merger with a loss-making enterprise. Thus, the state will promote the creation of conditions for the progressive technological development of industry, increase its innovation and investment attractiveness. Enterprises will receive additional or cheaper financial resources, which will be able to invest in modernization and upgrading of productions, primarily high-tech. In view of the effective intended use of resources released as a result of taxation, it is suggested to conclude a special agreement between the controlling body and the taxpayer, according to which the payer will assume the obligation to effectively dispose of the financial resources.

The paper analyzes the factors that determine the vectors of increasing the competitiveness of industrial enterprises, including agricultural machinery. Based on this analysis, the article describes the stages and directions of entry of industrial enterprises into the field of competitiveness. (Research purpose) The research purpose is in identifying and analyzing opportunities to improve the competitiveness of industrial enterprises, including agricultural machinery. (Materials and methods) Used materials on the state of competitiveness of domestic agricultural machinery, reflected the main points related to the management of the competitiveness of enterprises in the industry. Authors analyzed government documents on this issue. The pace of industrial development in the leading countries and the pace of increasing market demands for product quality, has increased significantly in recent years and is becoming increasingly unattainable for Russian manufacturers, especially for agricultural machinery enterprises. (Results and discussion) The article points out that the State Program of the Russian Federation N2539-r of April 15, 2014 sets tasks to ensure the technological development of the domestic industry on the basis of the creation and implementation of breakthrough, resource-saving, environmentally friendly industrial technologies for the production of competitive high-tech products. In order to increase the competitiveness of the industry enterprises, it is necessary to provide conditions for the formation of their own industry for the production of competitive products with parameters exceeding the parameters of the competitor's products. (Conclusions) The article considers options and trends for improving the competitiveness of products that can be applied to all industries, including agricultural machinery. To achieve these goals, it will be necessary to review the country's development priorities, elaborate and refine the proposed strategy with the involvement of qualified specialists in the field of economics, engineering, and technology.

The article presents a study on the assessment of the impact of science-intensive machine building on the development of the regional economy and increasing its competitiveness. Based on the analysis of foreign sources, a theoretical justification was given for increasing the regional competitiveness of the economy. The tools of regional support of enterprises of science-intensive machine building and the model of the organizational and economic mechanism for regional development of science-intensive machine building were proposed. It has been proven that the development of science-intensive machine building influences the competitiveness of the region.

In conditions of limited financial resources of the state, the task of assessing the appropriateness and choosing rational options for the joint use of traditional and new types of high-tech products is topical. The paper proposes a method for substantiating rational options for the joint use of traditional and new products of high-tech products, based on the criteria of their comparative technical and economic assessment, namely, comparing the achieved efficiency and the required cost of performing a fixed set of tasks. The dialectical foundations of the method are presented, in particular, it is established that the law of development of high-tech products fully corresponds to the well-known classical law of «denial of denial». The structure of the method, the order of formation of the set of Pareto-optimal options for the joint use of traditional and new products, as well as the algorithm for choosing a rational option are considered.
