The community-oriented policing concept is essence of collaboration between the police force sand the community residents that identifies and solves problems. With the police is no longer the sole guardians of law and order, community and police become actives allies in the effort to enhance the safety and the quality of the neighborhood. Basically, community policing is not a program or a series of programs. It is a philosophy, a belief that by working together the police and the community can accomplish what neither can accomplish alone. It is involves a rethinking of the role of the police and a restructuring of the police force. However, according to Friedmann (1992), the major weakness of earlier community oriented policing programs is that the police agencies did not allow or support community involvement in various crime prevention efforts. The community seems like to imply a group of people with a common history and understandings and sense of themselves as “us” and outsider as “them”. The paper therefore offers an examination of the partnership component between police and community residents towards problem solving.

This paper will describe the Education Policy in Indonesia, explain the meaning of policy, policy function, direction and characteristics of policies implemented in the implementation of regional autonomy. The approach used in this presentation is descriptive in nature with reference to the current law, the writings of education experts and appropriate theories. This presentation is expected to provide a brief overview of Education Policy in Indonesia which can then be used as a basis for more in-depth and comprehensive research. adjustments and changes with developments occurred in the era of society 5.0. Community involvement and increasing the role of schools is a necessity in education management so that the quality of graduates is better. School-Based Management (SBM) is one of the efforts to increase the role of schools and the surrounding community (stakeholders). The implementation of regional autonomy requires changes and adjustments so that the education process is more democratic, pays attention to diversity, regional and student needs and encourages increased community participation.

The social skill of persons with disabilities has been found to influence employment, schooling, friendships, community involvement, and overall quality of life. However, the ability of researchers and practitioners to assess social skills has been limited by reliance upon paper and pencil recording procedures. The development of computer technology offers refinement and expansion of the ability to adequately assess social skills. In this paper, the impact of technology on assessing social skills in persons with disabilities is addressed in terms of describing the technology, implications of the technology, and the role of micro versus macro analysis.

This article aims to describe the leadership strategies of village guardian at PandaiSikek village and society’s participation in achieving village achievement at national level in 2014. The approach from this research is descriptive with qualitative research type. Data collection was done through interview and documentation in the form of interview guides, cell phones, and notebooks. The informants of this research were village guardian, staffs of village guardian, jorong guardian, customary figures, chairman of KAN, chairman of Bamus, chairman of LPM, BundoKanduang, chairman of youth and society at PandaiSikek village. Next, the triangulation data sources is the valid testing technique of data and the last data analysis techniques which are used by using data collection, data reduction, presentation of data, and withdrawal of conclusions. The results of research indicate that the strategies which are used by village guardian of PandaiSikek village for the first is cooperating with the set and high institutions of village in making decisions by ways of deliberation and consensus; second, involving society in every activity by spreading the invitation formally; third, motivating society to improve the quality of human resources by conducting useful training; and fourth, improving communication among jorong society by creating events which can improve communication in society.Meanwhile,the society’s roles of PandaiSikek village in reaching village achievement are : first, participating in the development process by cooperating and working together; second, following village’s activities by attending known activities through formal invitation; third, taking part in the training which was held by becoming part of the training and fourth, establishing good communication among the society by following the events held by village. Nagari Berprestasi : Strategi Kepemimpinan Wali Nagari dan Peran Masyarakat di Nagari Pandai Sikek PUTRIA ANJELA[1] Program Studi Pendidikan Pancasila dan Kewarganegaraan FIS Universitas Negeri Padang Email: [email protected] Abstrak Artikel ini bertujuan untuk mendeskripsikan strategi kepemimpinan Wali Nagari Nagari Pandai Sikek dan peran serta masyarakat dalam meraih nagari berprestasi di tingkat nasional tahun 2014.Jenis penelitian merupakan penelitian kualitatif dengan menggunakan pendekatan deskriptif. Pengumpulan data dengan cara wawancara dan dokumentasi melalui alat pengumpulan data berupa pedoman wawancara, handphone serta buku catatan. Kemudian Informan penelitiannya adalah Wali Nagari, Staf-Staf Wali Nagari, Wali Jorong, Tokoh Adat, Ketua KAN, Ketua Bamus, Ketua LPM, Bundo Kanduang, Ketua Pemuda dan Masyarakat Nagari Pandai Sikek. Selanjutnya teknik pengujian keabsahan data dengan menggunakan teknik triangulasi sumber data dan yang terakhir teknik analisis data dengan cara pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Adapun hasil penelitian menunjukkan bahwa strategi-strategi yang digunakan oleh Wali Nagari Pandai Sikek yaitu pertama, bekerjasama dengan perangkat dan lembaga tinggi nagari dalam mengambil keputusan dengan cara musyawarah dan mufakat; kedua, melibatkan masyarakat dalam setiap kegiatan nagari dengan cara menyebarkan undangan secara resmi; ketiga, memotivasi masyarakat untuk meningkatkan kualitas SDM dengan cara mengadakan pelatihan-pelatihan yang bermanfaat; dankeempat, meningkatkan komunikasi antar masyarakat jorong dengan cara membuat acara yang dapat meningkatkan komunikasi masyarakat. Adapun peran serta masyarakat Nagari Pandai Sikek dalam meraih nagari berprestasi adalah: pertama, berpartisipasi dalam proses pembangunan dengan cara bekerjasama dan bergotong royong; kedua, mengikuti kegiatan-kegiatan Nagari dengan cara menghadiri kegiatan yang sudah diketahui melalui undangan resmi; ketiga,mengikuti pelatihan-pelatihan yang diadakan dengan cara menjadi bagian dari pelatihan tersebut dan keempat, menjalin komunikasi yang baik sesame masyarakat dengan cara mengikuti acara-acara yang diadakan oleh nagari. THE CORRELATION OF PSYCHOLOGICAL COUNSELING IN PKPR WITH THE ABILITY TO PROBLEM SOLVING ADOLESCENTS AGED 13-15 YEARS AT LOWER SECONDARY SCHOOL STATE 1 PURI MOJOKERTO By: Binarti Dwi,Lutfi Wahyuni,     Abctract : This study aims to analyze correlation between the role of adolescence care services (PKPR) particular program as psychological counseling to problem solving capabilities in adolescent aged 13-15 years at lower secondary school state 1 puri Mojokerto. This study used is analytic with cross-sectional. A simple of 52 people were taken by cluster random sampling. Protap monitoring data collection using standard PKPR 3 adolescence, especcially psychological counseling program and questionnaire problem solving abilities. Spearman rho test showed that p (0,000) < α (0,05) so, H0 is rejected it means there is correlation of psychological counseling in pkpr with the ability to problem solving adolescents aged 13-15 years at lower secondary school state 1 puri Mojokerto. Whith valve r-0,474 which shows correlation moderat. To improve quality of Psychological counseling services in PKPR expected to help adolescent  choose alternative solotions to problems and improve the ability of problem solving in adolescent.

Deliberative processes should enable public officials to stay connected to the changing needs and interests of the communities for whom and with whom they work. Theoretically, these practices should enable public officials to help citizens negotiate with each other, and with the government, problem-solving in a way that produces timely solutions to the kinds of wicked problems that are critical to governing in the globalized context where media sensationalizes divisions that create the Us as different from Them. Theoretically, these practices should enable public officials to foster a quality of relationships within a community that supports the community to learn about itself, to become a reflecting community (Laws, 2010). However, it is all too often the case that these practices enact the form of engagement only, without significantly altering the nature of relationships or the (his)stories that are the comet tail of wicked problems. This paper offers a narrative lens on deliberation, describing a practice called braiding, which would allow public officials to weave together the storylines and the identities that anchor them, creating the conditions for public deliberation that could actually transform the publics conflicts.

The Road Traffic and Transportation Forum (FLLAJ) is a prerequisite for the Regional Road Grant Program to increase community involvement and transparency of the quality of road maintenance work, through cooperation and participation of all stakeholders. FLLAJ's duties include receiving input or complaints from the public regarding roads, traffic and road transport. The purpose of writing this paper is to determine the number of community complaints that have been submitted through the FLLAJ website and whether the problems with these complaints can be resolved. The problem limitation in this study is the Provincial FLLAJ, namely the Bangka Belitung Islands Province, West Nusa Tenggara Province, and East Java Provinces. Complaints that are entered through the respective FLLAJ's website, not through other social media which cannot be accessed by the public freely. The method used in this analysis is descriptive method. The result of this analysis is that the most complaints came from West Nusa Tenggara Province with a total of 81 complaints. As stated on the website, no one has uploaded any follow-up on these complaints, so for the second problem, it cannot be analyzed whether the problem has been can be resolved or not, because there is no detailed information regarding the resolution of the complaint. In conclusion, the FLLAJ plays a role in the Regional Road Grant Program, with many complaints being made on the FLLAJ websites of each province.

The study endeavors to find out the perceived impact of Responsible Tourism Practices (RTPs) on destination communities’ Quality of Life (QOL). Besides, the investigation tests the mediating role of community involvement in the relationship between RTPs and QOL. A well-designed questionnaire developed from the existing literature was distributed among the tourist destination residents of Pahalgam, Kashmir Valley, India. In addition, exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) was performed to validate the EFA findings through AMOSS 22. Structural Equation Modelling (SEM) technique was also applied to ascertain the impact of RTPs on QOL. Finally, the mediating role of community involvement was examined and, subsequently, the results were reported. The study’s findings resulted in a significant relationship between RTPs and QOL; thereby, RTPs have a pivotal role in enhancing the QOL of the communities. Furthermore, the investigation revealed that community involvement mediates the relationship between RTPs and QOL. Thus, the study’s achievements suggest that the locals should be involved in tourism activities to enhance the communities’ QOL.

Abstract This study investigates the influence of institutional, financial openness and trade openness on financial development in the case of 26 Muslim countries. For this purpose, panel data have been taken from world development indicators for the period 2002-2014 and the panel data model has been estimated using fixed effect random effect models. The findings of this paper have highlighted the role of institutions, trade and financial openness in financial development. The results show that the quality of institution, trade openness and economic growth have significant and positive effect on financial development. Keeping in view the results, it is recommended that Muslim countries should focus on adopting free trade policies, maintaining law and order situation, elimination of corruption and enhancing the quality of institutions for financial sector development.

This chapter aims to analyze the review the existing literature on some important features of urban green spaces such as the components, functions, services, community involvement, initiatives, and actions from an ecosystem perspective. The analysis begins from the assumption that urban green spaces are ecosystems of vital importance in enhancing the quality of life in an urban environment and supplying ecosystem services such as biodiversity and climate regulation. Meeting the needs of users is related with the functions and services that urban green spaces provide to communities. The methods employed in this analysis are the empirical literature and documents review, analysis of existing data on uses and users, interviews with authorities, and more detailed examination of a case specific data. Also, as some concluding remarks, some wider environmental, economic, and social initiatives for local authorities and communities are suggested that can justify initiatives by all represented and involved stakeholders. Finally, the study advances some opportunities, challenges, and further research.
