Happens in many countries, basic education is exceedingly oriented to formal academic education. Since children enter TK through SD, they are not given a chance to get an enjoyable learning and full of experience which is the basic of the real growth. The obserbing learning is lost. They learn is not for learning. The school should be formatted to be the most pleasure please for them because they can get many new things. Unfortunately, most of young students feel like in a class “Jail“.  The trouble is a teacher feels like the most excellent people, most brilliant and understand with the children’s condition. Fortunately, nowadays there are many kinds of school that give any kinds alternatives of learning approach and give a lesson enjoyably and full of activities since TK or SD. The available statistical data are analyzed to appraise the success of Canada's Pacific salmon fleet rationalization program, in terms of the extent to which it has prevented fishing costs from rising in pace with the value of the catch. It is found that while the fleet's revenues increased at about the same rate before and after the scheme was introduced in 1969, the real capital employed increased more slowly under the controls than earlier. The program has, nevertheless, failed in its purpose of preventing further expansion of redundant capital in the fleet. The reasons for this failure, and for certain apparent shifts in the structure of the fleet, are discussed. - This study analyses 37 questionnaires administered to the same number of auxiliaries of the Judge for the preliminary investigations with reference to the probatory incident on alleged minor victims of sexual abuse. The research wants to examine the real care and protection measures of the alleged victims during the period of time that goes from revelation to judicial hearing and to the moment of the same hearing. Besides, it aims to verify to what extent hearing is a hardship for the child and the eventual correlations between that and some variables about the procedures for the collection of witness, the need of protection and the setting features. The results show, even within the judicial course, a low, late or failed activation of the assistance, protection and care already provided by national rules and international conventions.Key words: auxiliary, probatory procedure, protected hearing, interview.Parole chiave: ausiliario, incidente probatorio, audizione protetta, intervista.

Resumen: La doctrina de Spinoza constituye una de las principales inspiraciones del más célebre entre los idealistas británicos, F.H. Bradley, cuya filosofía se caracteriza a su vez por elementos típicos del idealismo alemán y, en particular, de Hegel. Según A. Seth Pringle-Pattison, la presencia de estas dos tendencias conflictivas reduce el planteamiento de Appearance and Reality a una disposición filosófica esencialmente mística. Sin embargo, a pesar de las reales influencias de Spinoza y Hegel en el contexto del idealismo británico, los cimientos de la metafísica bradleyana (la incognoscibilidad de lo Absoluto, su transcendencia respecto al pensamiento, el rechazo del panteísmo y del panlogismo) sugieren una postura difícilmente identificable con Spinoza o Hegel, o con ambos. Palabras clave: Absoluto - Idealismo británico – Monismo – Panlogismo - Panteísmo.Abstract: Spinoza’s doctrine represents one of the greatest inspirations for the most well-known representative of the British Idealism, F.H. Bradley, whose philosophy is also marked by some of the most typical elements of German Idealism, especially those of Hegel. According to Seth Pringle-Pattison, the presence of these conflictive tendencies reduce the standpoint of Appearance and Reality to an essentially mystic philosophical attitude. However, despite the real influences of Spinoza and Hegel in the context of British Idealism, the foundations of Bradley’s metaphysics (the unknowability of the Absolute and its transcendence, as well as the rejection of pantheism and panlogism) suggest that Bradley is defending a perspective that can hardly be identified with Spinoza or Hegel, or with both of them. Key words: Absolute - British Idealism – Monism – Panlogism - Pantheism.

Penyelenggaraan kewenangan pemerintah daerah telah bergeser ke arah prinsip ultra vires doctrine yang nampak pada perumusan kewenangan pemerintah daerah menjadi urusan pemerintah daerah, dan pembagian kewenangan pemerintah pusat dan daerah mengedepankan prinsip yang kongkuren.Kondisi ini ditandai dengan penyelenggaraan urusan pendidikan yang terbagi antara pemerintah kabupaten/kota dengan pemerintah provinsi, dimana untuk pendidikan dasar diselenggarakan oleh pemerintah kabupaten/kota sedang pendidikan menengah dikelola oleh pemerintah provinsi. Penelitian ini dilakukan dengan pendekatan motode kualitatif melalui observasi dan kajian pustaka.  Hasil dari penelitian ini menunjukkan penyelenggaraan urusan pendidikan menengah yang dialihkan kepada pemerintah provinsi akan menimbulkan sejumlah kecenderungan baru dalam pengelolaannya baik pada pemerintah daerah maupun pada pemerintah provinsi. Pertama, bahwa kebijakan – kebijakan yang selama ini dikeluarkan oleh pemerintah daerah terkait bidang pendidikan tidak seluruhnya akan diakomodir oleh pemerintah provinsi. Kedua, kecenderungan pada meningkatnya alokasi anggaran pada pemerintah provinsi sebagai ekses pengalihan kewenangan tersebut. Ketiga, proses evaluasi, pengawasan dan pengendalian penyelenggaraan pendidikan menengah oleh pemerintah provinsi yang akan semakin berat dilihat dari sisi letak geografis wilayah, dan keempat kekhawatiran akan kurang terakomodirnya muatan kearifan lokal dalam penerapan kurikulum, dimana sebelumnya setiap kabupaten/kota tentunya memiliki karakteristik budaya yang berbeda sebagai bentuk kearifan lokal yang dapat menjadi penguat dalam penyusunan kurikulum pendidikan. Key Words : Penyelenggaraan Urusan Pemerintahan, Pendidikan Menengah   Abstract Implementation of local government authority has shifted towards the principle of ultra vires doctrine which appears on the formulation of local government authority to the affairs of local government, and the division of central and local government authority put forward the principle of kongkuren. This condition is characterized by the implementation of educational affairs divided between district / municipal governments and provincial governments, where basic education is administered by district / municipal governments while high school is managed by the provincial government. This research was conducted with qualitative motive approach through observation and literature review. The results of this study indicate that the implementation of secondary education affairs transferred to the provincial government will lead to new trends in the management of both local government and provincial governments. First, that the policies that have been issued by local governments related to the education sector will not be entirely accommodated by the provincial government. Second, the tendency to increase budget allocation to the provincial government as an excess of the transfer of authority. Third, the process of evaluation, supervision and control of the implementation of high school by the provincial government will be more severe in terms of geographical location of the region, and the four concerns will be less accommodated local wisdom content in the application of the curriculum, where previously each district government / different as a form of local wisdom that can be a reinforcement in the preparation of educational curriculum. Abstract: As an internet user (netizen), we often feel irritated when there is an advertisement posted ontoour wall without any permission or we are tagged into an ads. Otherwise, we always see comments warthat spread into ethnic, religion and certain group issues. What we should/should not do in cyber world isthe same with what we should/should not do in the real life. In Indonesia, Facebookers mostly comesfrom the adolescent aged between 18 to 24 years old. They are not only have a facebook account but alsotwitter and often read online news. This research aims to know the knowledge and the perception ofFISIP USU students about netiquette. Only 47 of 302 have heard about netiquette, and only 37respondents can answer what netiquette is correctly. 185 respondents say “strongly agree” and 113respondents say “agree” that netizen should obey the netiquette. 3 respondents say “not agree” and 1respondent says “strongly not agree”.Key Words: Perception, Netiquette, Netizen, FISIP USU Students Abstrak: Sebagai pengguna internet (netizen), tidak jarang kita merasa kesal saat pengguna lainmentautkan nama kita pada iklan bisnisnya, ataupun beriklan di dinding akun kita. Selain itu, tidakjarang kita menemukan perang komentar di situs berita online yang pada akhirnya merembet ke urusanagama, suku ataupun golongan tertentu. Etiket bergaul di dunia maya tidak ubahnya dengan yang didunia nyata. Di Indonesia, untuk situs jejaring sosial Facebook, penggunanya didominasi remaja usia18-24 tahun. Dan biasanya selain memiliki akun Facebook, mereka juga memiliki akun Twitter dan rajinmembaca berita di situs berita online. Berangkat dari fenomena tersebut, penelitian ini ingin melihatbagaimana pengetahuan dan penerapan Netiket (etiket di dunia maya) pada mahasiswa FISIP USU. Dari302 responden, hanya 47 responden yang pernah mendengar netiket, dan hanya 37 responden yangdapat menjawab dengan benar apa itu netiket. 185 responden menyatakan “sangat setuju” dan 113responden menyatakan “setuju” bahwa netizen harus menerapkan netiket. 3 orang respondenmenyatakan “tidak setuju” dan 1 orang responden menyatakan “sangat tidak setuju”.Kata Kunci: Persepsi, Netiket, Netizen, Mahasiswa FISIP USU

A partir da apresentação do conceito de Design na Leitura e da reflexão a respeito dos lugares ocupados pelo Design nos livros de literatura voltados para crianças e jovens chancelados pelas políticas públicas, o  presente artigo procura avaliar as relações existentes entre sujeitos leitores, objetos-livro e políticas públicas para a formação do leitor.  A exposição do processo metodológico desenvolvido para análise gráfica de livros selecionados pelo Programa Nacional Biblioteca da Escola (PNBE), para os jovens estudantes dos anos finais do Ensino Fundamental, e apresentação dos dados encontrados resultaram na elaboração de propostas que visam contribuir para a consolidação do Design como campo interdisciplinar junto às diretrizes nacionais de fomento à leitura.This paper evaluates the relationships among readers, books and public policies forreaders’ education based on the presentation of the concept of Design in Reading andthe reflection on the role of Design in literature books targeted at children and youngpeople that are recognized by public policies. The methodology involved the graphicanalysis of books that were selected by the National Program of School Libraries(Programa Nacional Biblioteca da Escola - PNBE) for young students at the last yearsof Basic Education. This analysis resulted in proposals that aim at contributing to theconsolidation of Design as an interdisciplinary field in national guidelines for readingpromotion.

In the course of the study, the adaptive state of VlSU students was assessed by temporal, spectral, cardiointervalographic and integral indicators of heart rate variability. The characteristic of the state of the regulatory systems of students is given. The obtained results can serve as a certain addition to the understanding of the peculiarities of the process of adaptation of young students in the conditions of studying at higher school. Key words: heart rate variability (HRV), students, adaptation, regulatory systems, sympathetic and parasympathetic influence.

Coffee is one of the important cash generative crops in the mid hills of Nepal. Coffee, being an important high value crops, is mostly grown in marginal areas with minimum use of improved technologies. In line with the focus of agricultural policies, the concerned organizations have not taken adequate initiatives for the promotion of coffee cultivation. In Nepal majority of coffee is wet processed, which is considered best method for good quality coffee. However, there is lack of updated manpower and improved technologies to work in this regard. As a result of which, quality of Nepalese coffee is below international standard. Around 65 percent of Nepalese coffee is exported and the rest amount is processed and supplied in the domestic market. Majority of coffee is exported through personal contact of traders rather than institutionalized marketing channel. Detecting and resolving writing difficulties is of the utmost importance for student success, mostly because school assessment systems are based on written production tasks. Students writing difficulties come from a variety of sources: neurodevelopmental and language source, among others. The aim of this article is to propose a checklist to identify writing difficulties in young students learning to write. Examples and young student productions of writing difficulties are shown. The examples were obtained in a school training session.
