Maternity (family) capital (hereinafter referred to as M(F)C) is a certain amount of funds allocated to families with children from the state budget with the goal of creating conditions providing families with children with The article analyzes the theoretical and practical issues of the development of the M(F)C program, the statistics of Rosstat, the Ministry of Labour and Social Protection and the Pension Fund of the Russian Federation, characterizing M(F)C. The article is divided into two parts due to its large volume. The first part of the article explores the conceptual and applied aspects of the origin and development of the M(F)C program. The genesis of the idea of maternal capital and the path from idea to bill is considered. The baseline parameters, such as the size of the capital, the period of action, the directions of use and the conditions governing access to funds M(F)C are analyzed. The second part shows how the initial parameters were adjusted: the extension of the period of action, the reduction of the period preceding the possibility of use, the clarification of the rules of documentation of the right to M(F)C, the removal of unnecessary administrative barriers for filing and consideration of applications, improving the conditions of use by adding new directions. The statistics of M(F)C, changes in the direction of its use and expenditures on these areas are analyzed. Proposals are presented to develop the M(F)C program, to expand its use to better support families with children

Maternity (family) capital (hereinafter referred to as M(F)C) is a certain amount of funds allocated to families with children from the state budget with the goal of creating conditions providing families with children with a decent life. M(F)C as an additional measure of support for families at the birth of a second child was introduced in 2007 for the period until 12/31/2016. The right to M(F)C in the amount of 250 thousand rubles was obtained by women who gave birth (adopted) a second child after January 1, 2007, as well as a third or subsequent child, if they had not previously exercised their right to M(F)C. The law initially allowed the use of M(F)C to improve housing conditions, to receive education by children, and to form the funded part of the mother’s labor pension. The article analyzes the theoretical and practical issues of the development of the M(F)C program, the statistics of Rosstat, the Ministry of Labor and the Pension Fund of the Russian Federation, characterizing M(F)C. The paper addresses, mostly with demographic tools, the rationale and consequences of the reform of Russia’s distributive pension system. Contrary to official assertions, mortality conditions do not warrant an increase of the pension age. The reference to a rapidly falling demographic support ratio as a rationale of the reform’s urgency is misleading. A rapid and large increase in the retirement age will considerably reduce the obligations of the Pension Fund of Russia, yet this will be far from enough to balance its budget. The reform creates a fundamentally new and difficult to implement task of ensuring the right to employment of persons deprived of the right to a pension. To the extent that this task can be accomplished, the Pension Fund of Russia and the State budget will be supplemented with additional revenues. At the same time, to the extent that this task remains unresolved, a social group of elderly people who are deprived of income will arise and continue to grow. For a limited time their life will be supported by unemployment benefits. Russia possesses large-scale alternative resources for resolving the pension problem, which consist, among other things, in increasing the collection of pension contributions, labor productivity and employment of the population, as well as in developing funded forms of pension insurance.

The paper examines the sociolegal and economic significance of legislative measures taken to support families with children and granting the possibility of using maternal (family) fund for the acquisition, construction or reconstruction of residential premises. It analyzes numerous issues related to the acquisition, registration, exercise and protection of joint tenancy (the right to common share ownership of residential premises) acquired in this way, including: the procedure for determining the share in the ownership of residential premises acquired in this manner. The paper also examines factors on which the size of the share of each of the family members depends and parties to the agreements concluded regarding such a distribution. Much attention is also paid to the issues of whether it is mandatory, when determining the size of a share in the ownership of a dwelling, to take into account the opinion of a child who has reached the age of 10, and the competition between the rights and interests of parents and children in respect of dwellings belonging to them on the basis of a joint tenancy (common share property). On the basis of the analysis of the Soviet and Russian civil and housing legislation in order to prevent the violation of the rights of parents to such property by adult children living with them, the author makes a proposal to legally restrict the administrative powers belonging to children.The author summarizes that the presence of an indissoluble consanguinity in the form of the origin of children from parents and the efforts of parents to take care of the child’s health, to meet the child’s needs, to provide conditions for the child’s full development and education necessitate a special legal consolidation of the rights to living premises belonging to children and parents on the ground of the right to joint tenancy (common shared ownership). The inclusion into Art. 246 of the Civil Code of the Russian Federation of provisions restricting the administrative powers of adult children will constitute another step towards the humanization of Russian civil legislation.

Amid the state budget deficit, there is a problem of financing social projects. In this regard, new sources of extrabudgetary funding for social issues need to be sought. Financial instruments capable of implementing various social programs include social bonds. This study identifies the main characteristics of social impact bonds (SIB): fundamental principles, mechanism of work. The current work describes the practice of implementing social impact projects on education, poverty, ecology, etc., presenting the experience of the USA and several European countries. This study analyses Russia’s present state and prosperities in the development of SIB projects. The research defines the unique catalyst-funds role in processes of impact investment, as well as the suitability of their creation in Russia. The author analyses opportunities and likely risks from social impact projects realization.

Abstract In this article, the authors offer their assessment of the current state and ways of development of electricity and heat generation systems in the world and the Russian Federation, considering the development prospects of renewable energy systems. The results of neural prediction based on the correlation of a set of heterogeneous data inputs are presented. Forecasting and comparing of renewable energy sources and other energy sources makes it possible to identify their strengths and weaknesses and find their optimal combinations in the overall structure of the future energy sector.

The article examines the non-demographic outcomes of the maternity capital program as a measure of socio-economic assistance to families with children. The analysis is based on the data of the Pension Fund of the Russian Federation and population surveys. The scale of and the reasons for the regional differences are revealed. It is concluded that this support mainly benefits the population of low-level economic development regions and small towns and rural areas, while the largest cities’ and the northern regions’ population profits less from the program. However, the housing shortage of families with children has not been explicitly relieved after the implementation of the maternity capital program.

Purpose. The aim of the article is the analysis of the pension system of Ukraine and directions of its reform, clarification of the role of accumulative pension insurance in the system of social protection of the population, as well as study of the prospects for the introduction of a mandatory accumulative pension system in Ukraine. Methods of research. During the research, special economic literature related to the introduction and use of the funded pension system was developed, various economic methods are used, relevant normative and instructive documents in the field of pension provision, statistical data of the Pension Fund of Ukraine are used. Conducting research, the method of absolute and relative, average values and indicators of a number of dynamics is used in assessing the dynamics of the minimum, average pension, wages; the method of analysis using generalized indicators is applied in characterizing the income and expenditure of the Pension Fund of Ukraine. The legislative documents of the Verkhovna Rada of Ukraine was information base of the research, normative and instructive documents of the Cabinet of Ministers of Ukraine, statistical reporting of the Main Department of the Pension Fund of Ukraine. The relevant results of the study were facilitated by the use of special economic literature on the functioning of the national pension system, its reform and the possibilities of using the accumulative pension provision. Findings. The dynamics of the minimum and average levels of pensions in Ukraine over the past five years is analysed, their ratio to the average wage in Ukraine is determined, and the replacement rate is estimated. Attention is drawn to the need to use the State Budget of Ukraine for the needs of the Pension Fund in the payment of pensions to citizens of retirement age. The need to introduce the second level of the domestic pension system to restore the appropriate level of pension provision in Ukraine has been identified. The conditions and prospects for the introduction of mandatory funded pension insurance are analysed. The main bills concerning the practical use of the second level are described; attention is paid to the use of the main financial institutions that can be used at this level. Originality. The substantiation for the introduction of mandatory funded pension provision, which will increase the income of Ukrainian pensioners, has been further developed. The practical application of the second level of the domestic pension system will contribute to its formation as a holistic mechanism. A strong financial base of funded pension programs can be used for the development of the national economy. Practical value. The obtained results of the study provide a basis for further study of the theoretical foundations and development of practical recommendations for the introduction of mandatory funded pension provision and the development of the domestic pension system. Introduction. The fulfillment of social obligations of the state and realization of the constitutional rights of citizens for social protection are possible provided that a sound social policy and effective use of budgetary resources aimed at the realization of its goals are implemented. In view of this, there is an urgent need for an in-depth study of the theoretical and practical bases for the implementation of expenditures of the State and local budgets of Ukraine for social protection of the population, substantiation of expediency and development of recommendations for improvement of this process. Methods.The theoretical basis of the research is the scientific development of domestic and foreign scientists on public finance and social policy. The following methods of scientifick nowledge were used in the research: induction and deduction, analysis and synthesis, comparison, generalization, associations, analogies and others.The purpose is evaluation of the state of budget financing of social protection of the population in Ukraine, identification of the main problems and development of proposals concerning improvement of budget expenditures of the state for social protection of families with children in the context of ensuring inclusive sustainable development of the state. On the basis of the analysis and evaluation of the state of budget provision of social protection of the population in Ukraine, the main problems of its organization have been defined in the article. The necessity has been grounded and the directions of improvement of the order of realization of the state budget expenditures on social protection of the population have been substantiated. Conclusions. In order to ensure the realization of social rights of citizens, the scientific and methodological approach to improving the planning of the state budget expenditures for social protection of families with children has been proposed, which foresees changing of the order of state assistance at birth of a child, taking into account certain parameters (the value of the statutory / actual minimum subsistence level for children up to 6 years of age and for able-bodied persons, the number of children under 3 years of age with one recipient of state aid at birth of a child; the number of recipients of the stated aid) and allows to improve the efficiency of spending of budgetary resources.

Problems of pension provision, in particular, solidarity pension insurance, are under constant concern of scientists, the majority of the working population, pensioners, government officials and other stakeholders. The main issues of discussion are: social justice and insecurity, material security, financial imbalance and insolvency of the pension budget and others. The solution of these issues and the adoption of the appropriate decisions for further reform of the pension system should be based on a detailed assessment of various socio-economic factors. The aim of this work is to substantiate the problem of financial balance of the Pension Fund budget, generalize the impact of economic and social indicators on the level of solidarity pensions in Ukraine, and identify key aspects for solving urgent issues of reforming the national pension system. Ukrainian scientists have studied the following: the analysis of revenues and expenditures of the Pension Fund budget, the impact of certain factors on the development of pension insurance, foreign experience of pension provision and the possibility of its application in the pension system of Ukraine. The system of state pension insurance needs a deeper assessment, outlining the main directions of its further development and solving urgent issues in this area. The paper uses a systematic method to determine the role and place of pensions in social protection of the population; methods of synthesis, analysis, comparison to consider the demographic situation of the population, the number of retirees, the size of pensions, individual indicators of income; factor analysis in order to determine the influence of factors on the development of the solidarity pension system; graphical method for displaying the structure of budget revenues of the Pension Fund of Ukraine and its dynamics; hypothetical-deductive method for formulating conclusions and further prospects for the development of the national pension system. There were proposed the following main directions for solving the problems of solidarity pension insurance: joining the accumulative component to the existing solidarity pension system and their full functioning; reducing budget deficit of the Pension Fund due to the transfer of non-insurance functions of the solidarity system to the State budget; revision of the formula for calculating pensions and establishing closer relationship between insurance contributions and insurance payments; improving employment policy and investment policy in the pension assets management.
