Legal priorities in the economic policy of modern Russia

Legal priorities are considered in the framework of the implementation of economic policy of modern Russia, due to the fact that this category has not only legal, but also political significance and is simultaneously aimed at political and legal results. We substantiate the position that legal priorities are especially significant in state policy and, above all, in economic policy, as they establish the development directions of the Russian economy and, above all, in the framework of innovation. The transition of Russia to digital technologies determines the development and formulation of legal priorities, which causes the intensification of statutory conditions creation to ensure this transition. We highlight the disadvantages in the legal support of the digital economy in Russia, namely: the minimum requirements for the digitalization process were not established, additional mechanisms that stimulate the introduction of digital technologies by market participants were not created, etc. We analyze the problem of the interdependence of states from each other in the context of the development of globalization and digital economy, which actualizes the value of state sovereignty. We emphasize that worldview change affects the understanding of state sovereignty and attitude towards it, but at the same time state sovereignty has absolute advantages and should not be limited by anyone. Modernization of the understanding of state sovereignty and attitude towards it actualizes the analysis of the state’s national interests, including national economic security, the well-being of population, the favorable dynamics of trade with specific partners, and the formation of a legal environment for entrepreneurship.

The article is devoted to the actual issues of determining the role of national interests in ensuring the economic security of the state. Established in the field of economic security, the priority national interest is the development of the national economy and the growth of the welfare of citizens. The researchers' views on the definition of the concept of «national interests» are researched and generalized that national interests are a systemic, synergetic concept that reflects the vital values of the Ukrainian people as the bearer of sovereignty and the sole source of power in Ukraine, the defining needs of society and the state, the realization of which guarantees state sovereignty of Ukraine and its progressive development. It is noted that national interests are realized through state interests, where the population of the country acts as the subject of interests, and the state through the state institutions implements and protects these interests. The main components of national interests include the provision of military-political sovereignty, economic well-being and cultural needs of the population. The military-political, socio-economic situation in Ukraine and the impact of globalization processes have made it possible to formulate a number of national interests, including: protection of state sovereignty; ensuring economic stability through self-sufficiency, stability and competitiveness of the national economy; polyvectorality of the country's foreign policy and the establishment of Ukraine as a reliable international partner; creation of conditions for the development of the spirituality of the population, improvement of the physical health of the nation; preservation of intellectual and scientific potential of the country, regulation of the issue of youth mobility. It has been proved that democratization processes require the involvement of citizens and civil society institutions in this process in order to form national interests through the maximum coverage of all spheres of society's life for the protection of human rights and citizen and acceleration of socio-economic development and modernization of the national economy. The most acute threats to national interests in the field of national and economic security are formulated. It is summarized that in the field of economic security, national interests reflect the vector of economic development of the state, its aspirations for economic independence and the effective use of economic benefits.

Digital technologies, ubiquitous in our daily life, have radically changed the way we work, communicate, and consume in a short period of time. They affect all components of quality of life: well-being, work, health, education, social connections, environmental quality, the ability to participate and govern civil society, and so on. Digital transformation creates both opportunities and serious risks to the well-being of people. Researchers and statistical agencies around the world are facing a major challenge to develop new tools to analyze the impact of digital transformation on the well-being of the population. The risks are very diverse in nature and it is very difficult to identify the key factor. All researchers conclude that secure digital technologies significantly improve the lives of those who have the skills to use them and pose a serious risk of inequality for society, as they introduce a digital divide between those who have the skills to use them and those who do not. In the article, the author examines the risks created by digital technologies for some components of the quality of life (digital component of the quality of life), which are six main components: the digital quality of the population, providing the population with digital benefits, the labor market in the digital economy, the impact of digitalization on the social sphere, state electronic services for the population and the security of information activities. The study was carried out on the basis of the available statistical base and the results of research by scientists from different countries of the world. The risks of the digital economy cannot be ignored when pursuing state social policy. Attention is paid to government regulation aimed at reducing the negative consequences of digitalization through the prism of national, federal projects and other events.

The problems of the digital economy development are central, since the introduction of digital technologies in the reproduction process provides for increased efficiency and reduced production costs. This fact encourages the development of digital platforms and mechanisms that allow to accelerate the process of interaction between different actors and reduce the transaction costs of coordinating economic interests at the micro and macro levels, which will eventually lead to economic growth. The transformation of the socio-economic sphere based on the widespread use of information and communication technologies (ICTs) has allowed us to form fairly stable trends in the development of the digital economy in many countries of the world. The innovative system of economic relations in developed countries has shown its effectiveness. Digital technologies have an impact on the decision-making about what to produce and what to buy, digital markets have a short formation period, they have fewer entry barriers, they are more dynamic. The digital format of modern life leads to the development of new economic relations and to significant changes in the process of learning, professional activity, leisure activities, allows you to think differently, plan and make decisions. In Russia, in 2017, the program "Digital Economy of the Russian Federation" was approved, according to the strategic goals of which, the use of digital technologies should lead to an increase in the competitiveness and well-being of the country's population. The program provides for improving the level of management based on planning (strategic, tactical, operational), coordination, and monitoring the practical implementation of the goals set. Funding for the program is provided at the level of 100 billion rubles per year, the total budget for 2018-2024 is 1634.9 billion rubles. The article considers the target program "Digital Economy of the Russian Federation", determines the possibility of its practical implementation in the context of digital globalization and identifies the factors that hinder its development: the imperfection of the regulatory framework; low volume of digital technologies used in enterprises, insufficient level for their financing; insufficient level of digital competencies, technologies and readiness for technological breakthrough; "digital inequality" among the population of the country; insufficient targeted state funding of innovative digital companies and high cybercrime.

The article deals with the basic concepts and tendencies of the digital economy. The current state of the digital economy and prospects for its development in Ukraine are analyzed. It is proposed to consider the digital economy development as an element of the social development strategy. The research methodology includes neo-institutional and systemic approaches, as well as analysis of statistics and data from social studies. The work concerns equally the theoretical and applied aspects of the topic. The paper is based on secondary data that has been collected from the official statistics, the Internet, science articles, interviews, papers, etc. The analysis results indicate a relatively unfavorable situation in Ukraine. The digital economy development entails dramatic changes in social relations. These processes include both risks (the market is being restructured in a new way, leading to challenges related to jobs, skills, security and privacy), as well as prospects (stimulating innovation, increasing governance efficiency, improving service delivery, inclusion and sustainable economic growth, the well-being of citizens, countries and society). The society and the state should be properly prepared for such changes. Therefore, the digital economy development in terms of public administration should be seen as an element of a social development strategy that requires proper scientific and expert substantiation. The concept of digital economy development in Ukraine envisages several measures aimed at addressing digital gap (from digital jobs to digital initiatives in the modern world, conducting digitalization of industry and business, defining basic digital services, preparing educational modernization measures, as well as forecasting digital development in Ukraine until 2020). On January 17, 2018, the Cabinet of Ministers of Ukraine approved the Concept for the Development of the Digital Economy and Society of Ukraine for 2018-2020 and a plan of measures for its implementation. The document emphasizes that the path to the digital economy and digital society of Ukraine lies through the domestic product market, use and consumption of information and communication or digital technologies. The digital economy development is a set of mechanisms, motivation factors, and incentives for the implementation of digital technologies, and, therefore, a branched digital infrastructure for harnessing the state's capabilities, enhancing its competitiveness, and increasing the well-being of citizens. Currently, Ukrainian market of information products and services is at the stage of formation. The market of information products consists of technical and technological components (modern information equipment, powerful computers, advanced computer network and related information processing technologies, which enables to work on the global computer network Internet, search information, customers, goods, hypertext management technology, e-mail); regulatory and legal components (the legal basis for regulating the information market); organizational components (elements of state regulation of interaction between producers and distributors of information products and services). At the same time, the tasks of identifying specific practical legal, regulatory (organizational), economic and financial infrastructural mechanisms for the development of the «digital society» that would facilitate the rapid growth of the digital economy remain unresolved.

Целью исследования является анализ изменений налоговой системы Российской Федерации и системы налогового контроля под влиянием цифровых технологий. Научная новизна полученных результатов заключается в определении дальнейших перспектив и направлений развития налоговой системы РФ в условиях цифровизации российской экономики, которые необходимы для принятия эффективных решений по управлению налоговой системой региона и страны в целом. The article considers the problems of the development of the digital economy in Russia, as well as the problems of digital transformation, in particular, the digitalization of the processes of the tax system of the Russian Federation. The purpose of the study is to analyze changes in the tax system of the Russian Federation and the system of tax control under the influence of digital technologies. The scientific novelty of the results obtained consists in determining the further prospects and directions for the development of the tax system of the Russian Federation in the conditions of digitalization of the Russian economy, which are necessary for making effective decisions on managing the tax system of the region and the country as a whole.

The problems of formation of new institutional conditions of territorial alignment in the context of the need for transition of the country to inclusive development, which requires the inclusion of all members of society in socio-economic processes and their humanization, are investigated. It has been determined that inclusive development has broader goals than GDP growth, and aims at compre-hensive human development, increasing its well-being and reducing poverty and inequality, and requires active participation in the human resource economy. It is revealed that the economic literature covers the concepts of "inclusive growth", "inclusive innovation", "inclusive development", "inclusive economy", etc. There are also many definitions of the term "inclusive develop-ment". Thus, World Bank scholars have identified: inclusive development is the sustainable rapid development of all sectors of the economy, which attracts a large part of the country's labor resources and is characterized by equal access to the labor market and resources. The priority of inclusive development is to improve the quality of life of the population through the formation of a high-employment economy and a society with a minimal separation. Achieving these goals is not possible only through the efforts of the state. They should be shifted to the regional level, but subject to effective regional policy, expansion of local authority, creation of financial conditions for innovative development of regions. The importance of strategic state regulation of regional development, which has to be systematic, indirect and advisory, needs to be clearly defined strategic goals and objectives of long-term socio-economic development, development of anti-crisis state policy, establishment of optimal ratio of all branches of power, support of regional economic security, proven implementation of fiscal and monetary policy, non-interference in the operational activities of local authorities. Such important factors as achievement of the goals of inclusive development are considered, as decentraliza-tion in management and development of regions, features of "domestic model of decentralization", formation of new institutional unit - united territorial communities and formation of their innovative structures, and directions of development of effective economic policy of the state and regions. to implement the concept of inclusive development. Subject. The article considers ways to ensure economic security as the most important problem of innovation and digital transformation in the Russian economy in the framework of the development and expansion of the EAEU. Purpose of work. The purpose of this article is to study the General theoretical problems that determine the development of economic security mechanisms in Russia within the framework of the development and expansion of the EAEU in the conditions of the digital economy. Methodology of the work. The research uses methods of evolutionary and institutional theory, econometric modeling, and analytical evaluation. Result of work. Revealed a new aspect in the study of problems of economic security as an important issue innovation-digital transformation in the Russian economy in the framework of the development and expansion of the EAEU - the need to restore national scientific-technical and production engineers in the field of innovative digital technologies. Conclusions. Conceptual approaches have been formed to develop a new paradigm for improving the economic security of Russia within the framework of the development and expansion of the EAEU in the formation of the infrastructure of the digital economy, which should be implemented through the implementation of import substitution with the innovation-digital reconfiguration of systems and procedures for managing any types of industrial activities in the economy. Scope of the results. The results of the research can be used by the authorities of Russia and other EAEU countries to eliminate existing problems in the digital technology system and implement structural reforms.

Aim. The presented study aims to develop conceptual approaches to the formation of infrastructure for the innovative transformation of entrepreneurship in the digital economy, which would make it possible to optimize the management system of regional economic entities aimed at creating a favorable climate for the generation, development, and implementation of innovations in the Russian socioeconomic system.Tasks. The authors analyze conceptual approaches to the formation of a system of infrastructural support for the innovative transformation of business structures based on a comprehensive analysis of the parameters of its subsystems; substantiate priority directions for the development of regional infrastructure with a view to ensuring sustainable operation of economic entities; propose scenarios for the formation of regional infrastructure based on digital technologies for the transformation of innovation activities of companies.Methods. This study is based on the classical corporate life cycle theory, which includes mechanisms and organizational structures that facilitate the sustainable development of business structures in the digital economy. Theoretical and practical recommendations for innovation management and system analysis of the formation of competitive advantages of regional economic entities are used with allowance for current trends in the world economy and geopolitical risks.Results. Infrastructure support for the innovative transformation of business structures in the digital economy should allow for the reloading of the logistical, technological, financial, economic, informational, personnel, and communication units of the company’s integrated functioning system. Digital technologies transform system-wide, strategic, marketing, information, and communication methods of development and implementation of management decisions within regional socio-economic systems.Conclusions. Infrastructure support for the innovative transformation of business structures largely depends on the use of digital methods that allow for the implementation of information and communication platforms making it possible to optimize the organizational management structures of companies. The effectiveness of innovative transformation can be increased by accelerating and simplifying business processes; increasing the level of transparency and reliability of procedures performed on the web and implemented in business applications; structural transformations of forms of interaction with customers based on modern interfaces and access to complete information about consumer preferences; ensuring the availability of services provided on a cloud platform; achieving a high level of security of the knowledge base. Digital technologies have made the effectiveness of company management more dependent on the parameters of economic security and indicators of the quality of the information and communication infrastructure used at all stages of the functioning of the regional socio-economic system. Business communications in the global market of goods and services are accelerating and simplifying.
