This article is devoted to the study of the binary opposition «power/people» in Soviet historical and biographical films. The research material is S. Eisenstein’s iconic films Alexander Nevsky (1938) and Ivan the Terrible (1944). Having analyzed the development and transformation of the binary opposition «power/people» in Eisenstein's historical and biographical films in terms of plot, character system and composition, the author came to the following conclusions: characters of formal authority are often negatively marked. The image of the people is represented by an indivisible monolith. The binary opposition «power/people» is removed by the introduction of a mediator, the character which becomes a key one in films. In the film Alexander Nevsky, the image of the cultural hero, the title character, removes the conflict between the opposing sides: the image of the prince is opposed to the image of the official power and absorbs the features of the people's ruler. The image of the people, when interacting with the image of a cultural hero, becomes an ambivalent carrier of both power and heroic traits. In the film Ivan the Terrible, the development of the medial image of the tsar leads to the fact that he himself becomes the embodiment of absolute power, occupying the «powerful» side of the opposition. Thus, the binary opposition is replaced by the ambivalence of the ruler. The author concludes that the development of the opposition «power/people» in the historical and biographical cinema of the Stalinist time is representative of its period and demonstrates strengthening of the imperial discourse of Soviet ideology and the role of the ruler's personality.

The article analyses the contribution of Meletinsky to Caucasian epic studies. The role of Caucasian epic traditions in the study of the problem of the origins and the early forms of the epos is considered. A significant number of the comparative-typological studies of Meletinsky are based on the materials of mythoepic cultures of Caucasus mountain people. The scholar singled out the Caucasian epics, along with some other traditions, as the special early stage in the history of the epic. Meletinsky was one of the pioneers in the fundamental studies of the Caucasian Nart epics. Based on the analysis of materials available to him at that time, Meletinsky comes to the fundamental conclusions on the genre nature, national versions, images, subjects and motifs of the Nart epic. The scholar considered Sataney and Sasrykua to be the earliest characters in the epic, whose images clearly reflected the features of a cultural hero, especially in the close Abkhaz and Adyg versions. Furthermore, according to Meletinsky, the Transcaucasian legends about the chained heroes – Abkhaz Abryskil, Armenian Mger and Georgian Amiran – represent a kind of interweaving of mythological epic and heroic tales, in which the motives of cultural exploits are largely supplanted by episodes of the heroic struggle with Giants. In the studies of Meletinsky, the epic traditions of the people of the North Caucasus and Transcaucasia are subjected to the deepest analysis at a very high level of comparative studies.

Global terrorism is a form of expression of some form of evil, but not its explanation. The first victim of terror, as of war, is truth. The absolute power is in the hand of all justifying lie which is also influencing the absurd "shame of condemnation" of war in itself. That lie also permits the democracies to ignore the reflections on war. What is the role of the people who try to approach the world of violence with reflection? A small but growing area of public administration scholarship appreciates the influence of religious values on various aspects of government. This appreciation parallels a growing interest in comparative public administration and indigenized forms of government which recognizes the role of culture in different approaches to government. This article is at the crossroads of these two trends while also considering a very salient region, the Islamic world. The Islamic world is uniquely religious, which makes this discussion even more relevant, as the nations that represent them strive towards legitimacy and stability. The history and core values of Islam need to be considered as they pertain to systems of government that are widely accepted by the people. In essence, this is being done in many countries across the Islamic world, providing fertile grounds for public administration research from a comparative perspective. This paper explores these possibilities for future research on this topic.
