Research entitled the influence of the expansion Area of the cultural values of society of West Sulawesi province aims to study the formation mechanism of the new autonomous region, as well as more healt not neglecting the terms that have been determined. and that is not less important is the readiness of the region concerned, both in aspects of the financing, human Resources and the credibility of the bureaucracy in the management of good governance and better. the other thing is to do the capacity of the public to control the performance of the Executive and the legislature which is especially representative of the people who tend to exploit the people. so that the spirit of the sea area bottom line is improving public services and rich people and does not pose a conflict of cultures really manifested in a more benevolent and wise. The method used is the guidance to the Government and society in General about the real purpose of the expansion area as well as coaching the community who are in conflict due to the expansion region.

District is part of the government organization that is closest to dealing directly with the community and spearheading the success of regional development, especially in Medan, where the District will be seen directly in planning and controlling development and services, and a reflection of good governance in Medan. The objectives of this study are as follows: (i) to describe the Good Governance implementation in the District, especially in the District of Medan Helvetia, (ii) to analyze the factors that support and inhibit the implementation in the District, especially in the District of Medan Helvetia.The form of descriptive research using a qualitative approach, this research was conducted in the District of Medan Helvetia. The informants consisted of key informants, namely the Head of District and their apparatus as many as 4 people who were determined purposively and the Main informant namely the community who were taken accidentally as many as 20 people at the time of the study. Primary data comes from interviews and secondary data from literature studies and other written documents. After the data and information needed has been collected, the researcher then sifts through the data and information into the research indicators that have been determined. After the data and information are grouped, the researcher then presents the data and analyzes the data qualitatively.Research Results: The good governance implementation in Medan Helvetia District Office refers to the Decree of the District of Medan Helvetia number 138/19-17/SK-MH/IX/2015 on Standard Operating Procedures (SOP) in Medan Helvetia District Environment. In general, the implementation analysis as follows: (i) Standards and Policy Objectives: public servants have attempted to achieve the public service goals they have set, (ii) Resources: human resources and support resources or facilities, researchers see still shortcomings, (iii) Inter-Organizational Relations: inter-organizational relationships implemented in Medan Helvetia  District are good, (iv) Characteristics of the Implementing Agent: the characteristics of the existing implementing agent can already be applied by the implementor of public services in both the public service in Medan Helvetia district, (v) Social, Political, and Economic Conditions: on the variable social, economic and political conditions, the implementors of public services in providing public services do not discriminate between each other, (vi) Implementor Disposition: the attitude given by the implementor of public services is friendly and courteous when providing public services. Supporting factors are cooperation with stakeholders, commitment of the head district (Camat), and the economic potential of the region and opportunities of private CSR, while the Inhibitor Factors are Lack of community participation, lack of human resources apparatus, lack of funds and some damaged road and drainage infrastructure.

In Sidomulyo Village there is a weaving craft industry that has the potential to be international. This weaving industry is AJZ's weaving industry, owned by Mrs. Asih Tri Tanti, a full-time female worker. According to the results of an interview with Ms. Asih Tri Tanti on April 13, 2017, it is known that her weaving skills are currently acquired while working as a migrant worker in Brunei Darussalam. Then in 2013, this craftsman returned to Sidomulyo Village to develop the potential of weaving craft in his village. However, there were many obstacles. Finally, from 2013 to 2017, Bu Asih worked with businessmen from the Sultanate of Brunei Darussalam and had been contracted for 10 years by this country. Each sheet, this woven fabric is sold at Rp. 5,000,000. The potential of Asih bu is very likely to be developed. The development of these handicrafts can open employment opportunities from local residents and certainly improve the welfare of the community, especially vulnerable women and women with disability. This service aims to (1) increase the availability of human resources from diffable groups and vulnerable women, (2) shape the mindset of the people who have the character of independence, (3) establish coordination between the government and the community regarding the development of weaving potential, and (4) provide a place for people with disabilities who are members of PPDI to develop their skills. The method of implementation is carried out through seminars and weaving training for vulnerable women and women with disabilities. The results show that UB's community service activities in this weaving training are able to (1) improve Human Resources (HR) (disabled and vulnerable women) in Sidomulyo Village, Blitar Regency, (2) improve the mindset of the people who have the character of independence, and (3) able to change the mindset of the local community to not be ashamed to work in weaving in their own neighbors.

The theme of this year’s Commonwealth Local Government Conference was Improving local government: the Commonwealth vision. This theme is fundamental to all of us working in and with local government, but particularly so in the current economic climate where councils are having to once again look at how they can tighten their purse strings while they are facing greater demands with less income - doing more with fewer resources.The conference was held in Freeport, Grand Bahama, hosted by the Government of the Bahamas and the councils of Grand Bahama at the Our Lucaya Conference Centre. More than 550 local government ministry, association and council representatives from 48 countries attended the conference. Previous conferences set out Aberdeen Agenda and Auckland Accord as to the kind of local government we want to strive to achieve: local democracy and good governance for effective services to respond to the needs of the local community and strong local leadership to drive development and support local communities. This conference builds on these previous outcomes, with speakers and delegates calling for local government to continue to improve as part of a broader process of development. Jamaican Minister Robert Montague summed up what is needed as a shift in attitude to include the public as important partners – a shift he called ‘business unusual’ to encompass improving service delivery, improving revenue streams, increasing community dialogue, finding new partners and leading from the front.

The public sector in Nigeria is irrefutably beset with gross  incompetence and ineffective management. Perplexing difficulties endure in the Nigerian public sector in spite of a number of reform programmes that have been designed to enhance efficient and effective service delivery for almost two decades. The fact that public service has failed dismally to achieve its laudable objectives is the reason for the vote of no confidence passed on its administrators by majority of the Nigerian populace. The article examines the dilemma of accountability and good governance in Nigeria and demonstrates that the critical point in achieving meaningful developments in the country intrinsically lay with improved service delivery in the public sector. The basic reason why the public service has become the scorn of the people is because for too long, both the government and public servants have paid lip service to the crucial issue of effective and efficient service delivery. The article argues that improved service delivery will improve both the performance and the image of public service and re-awaken the citizens’ interest and trust in them to do business with public servants. It suggests that  in order to bring sanity back to the Nigerian Public Service,  all unprofessional tendencies such as ethnicity bias and nepotism in appointments and promotions, lack of security of tenure of office, and appointment of non-career public servants into key positions in the public service must stop. Also,  effective service delivery must be tailored to the circumstances of Nigeria. The study made use of secondary data obtained from various sources. It therefore concludes that without a reawakening of the culture of accountability and transparency lost over the years, the trusting relationship needed to forge between the government and the governed for the actualization of good governance will not materialize.

The objectives of this research are to know how setup law on public procurement on goods/ services, how the implementation of public procurement o and what are the barriers factors and alternative solutions in public procurement. The writing methods are normative and empirical methods. The result of this study has shown that Presidential Decree Number 16 Years 2018 as the legal arrangements for public procurement can be used as complete guidelines in the public procurement on goods/services; the implementation of the legal arrangements are not optimal yet; there is an overlap of job function and human resources competencies is not complied yet. The recommendation of this study are the implementation of Presidential Decree Number 16 Years 2018 will be effective since there is local regulations/Mayor Decree as a technical guidance to things that are still not regulated, so that the legal arrangements for the public procurement on goods/services can be used as complete guidelines in the public procurement; must develop the level of compliance in implementing or implementing the Presidential Decree and several other technical regulations; make a clear of job description and human resources competencies need to be improved. Joko Widodo (Jokowi) is a leader that is widely expected to transform Indonesia into a better country. Hopes and wishes were rising when he was elected as the president of Indonesia. This paper will describe various innovations undertaken before and after his presidential inauguration as well as the assorted innovations made in reforming the administration of his cabinet. As the president of Indonesia, Joko Widodo is required to realize the aspirations of the people in freeing the government from corruption, collusion, and nepotism. The management of ministerial and non-ministerial institutions becomes the very first crucial issue undertaken by Joko Widodo. This led to a polemic in regards to reducing or increasing the number of institutions, as the Jokowi administration actually increased the amount. In Susilo Bambang Yudhoyono's administration, several policies were made systematically and based on legislations that had been approved by the lagislature. Joko Widodo's administration in more partial in nature. The administrative reform program that is highly anticipated is the continuation of the Public Service Act. This law is a step forward from the administrative reform program that aims at the creation of good governance. Changes is career path, salary system, pension and benefits for civil servants, performance-based staffing are various efforts of sustainability carried out by Joko Widodo's administration.

Sambueja Village is one of the villages in Maros Regency which has a karst area that must be protected in total because its function as a water storage and has a variety of ecotourism potential that can be developed and can support the development of ecotourism activities. The role and participation of the community in ecotourism is an important thing that distinguishes it from other forms of tourism. Because perception is a fundamental element that needs to be known before planning activities that will involve the local community. This study aims to determine the public perception of the karst ecotourism development plan in Sambueja Village, Simbang District, Maros Regency. The results of the study can be seen that the perception of the people of Sambueja Village is a positive perception of the karst ecotourism development plan. The majority of the community stated that they did not object if the village of Sambueja was built and developed as an ecotourism village, but it requires that its development and development must refer to the concept of tourism which takes into account the preservation of environmental functions, ecological potential and maintaining cultural values in the local communityKey words: Sosial Perception; Karst Ecotourism

BNI Syariah is one of Indonesia's national sharia banks. In its operations, BNI Syariah implements several contracts, namely the Mudharabah Contract, the Wadiah Contract, and the Ijarah Contract. This study is focused on the discussion of the Ijarah Contract by taking BNI Syariah Branch Palu, Central Sulawesi as the research object. Islamic banking has good prospects. This is supported by two factors, they are the population which is predominantly Muslim and the strong support of the Government. But at the same time, there are number of challenges faced by this type of banking. The aspects of funding and the quality of Human Resources (HR) are two elements that are often referred to the serious problems faced by Islamic banking, especially when compared to conventional banking. Another factor is that Islamic banking has not had a clear business model scheme yet. Moreover, Islamic banking products are still not fully understood by a larger public. In other words, citizens who truly understand the principles and products of Islamic banking are still very limited. In relation to the operations of the BNI Syariah Bank Branch Palu, there are two segments that are practiced in the bank intermediation. Those two segments are the consumptive segment and the productive segment. Both of these segments face the same problem in their implementation, it is socialization. This study found that there was a correlation between the lack of socialization and the low interest of the people in Palu regarding the Ijarah product. In other words, lack of socialization has caused BNI Syariah Branch Palu products to be widely unknown to the public.

In era globalization the state is expected to change for the better, one of them in the service of maintenance of manufacture Electronic Identity Card. In realizing the changes the government is expected to apply the principles of good governance in giving services must oriented to meeting the needs and satisfaction of the people. This research aims to determine the quality of service maintenance of manufacture Electronic Identity Card based on good governance. Data collection was conducted using questionnaires, interviews, and observations in the District Sukolilo Surabaya, questionnaires were distributed to the public as much as 25 informants. Methods for the data analysis is a data reduction, data presentation, and draw conclusions. The results of the study to get a whole that the implementation aspects of good governance to the dimensions of quality of public services have not felt very good satisfaction just people feel good.Keywords: good governance, the quality of service.

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.
