CULTURAL HERITAGE AND IMAGES OF THE CITY: TRANSFORMATION OF SAWAHLUNTO IN INDONESIA

In order to be acknowledged as a World Heritage Centre by UNESCO in 2016, the city government transformed Sawahlunto, which used to be an old mining city, into what the government claimed as a culturally touristic mining city. The city had basically been declared as a dead city; however, the government has strategically increased its economics through tourism. This article focuses on the meaning-making process in the construction of the city image(s) basing the process in the discussion of the politics of collective memory and cultural heritage. Data, mainly findings from observations, interviews and textual analysis, were collected from two tourism sites namely Goedang Ransoem Museum and Lubang Tambang Mbah Soero. The aim of the research is to interpret how the people in Sawahlunto make sense of the image construction of the city or even contest it as the government conveyed particular meaning in redefining the city‟s identity. Abidin Kusno‟s conceptualization of collective memory in architecture is mainly used to analyze the architectural elements of the two tourism sites. Furthermore, the analysis also refers to Hobsbawn and Thompson‟s notion of cultural heritage and Leif Edvinson‟s images of the city. Research findings reveal that the city government constructs a dominant meaning of what they convey as cultural heritage by utilizing local laws and the authority from other regions which have more experiences in transforming their city into a city of cultural heritage. On the other hand, the people in Sawahlunto have their own understanding of what their city means for them in relation to their own cultural heritage. All in all, the complexity of the meaning-makitng process in the city‟s transformation between the government and the people could be read as a battleground of contesting discourses.

Government to Citizen (G2C) is a form of relationship between the Government and the Citizen within the Government area based on Information Technology. Citizen to Government (G2C) is a form of relationship between the Government, Citizen, and changes in Information Technology. Jogja Smart Service (JSS) is a digital-based service for the Yogyakarta City Government that is integrated and integrated through an information system application, available web (jss.jogjakota.go.id) and mobile (Android and iOS) platforms that can be accessed directly by the people of the municipality area. by prioritizing self-service (self-service). This research uses data from SWOT analysis and KAFI vs KAFE analysis. This research aims to determine how far the Yogyakarta city government application, namely the Jogja Smart Service (JSS) is utilized by the people of the city of Yogyakarta and is actively accessed as an effective and efficient communication bridge between G2C and C2G through digital interaction. The results of the analysis carried out show that there is a digital interaction that is quite effective and efficient in G2C and C2G in the use of JSS applications. As many as 61.9% of users are very enthusiastic about using the application and 75% of potential users are interested in using the application.

The article identifies the main aspects of strategic planning of the city image. In Ukraine as a democratic country, where the people are the main source of power, strategic planning, in particular in urban planning should be carried out for the people and together with the people. The stages of strategic planning are identified. They represent the relevant tasks, which should be accomplished on the basis of local public, business, and industrial organizations, thus obtaining comprehensive information about their problems and needs. The mechanisms used in the foreign practice of strategic planning are analyzed (on the example of Barcelona (Spain) and Hamburg (Germany). Community participation in strategic planning of Barcelona (Spain) and Hamburg (Germany) demonstrates its important role in Barcelona’s acquisition of the City of the Future Award (2015) and Hamburg’s high 23rd place in the 2010 World Quality of Life Ranking. The paper establishes that the cooperation of cities and society is the ground for the successful strategy; the community is a full participant in strategic planning. The main thing in the development strategy is to reach a consensus between the government-business-residents on a common vision of such development. In Germany, the planning law provides for community participation in all planning processes, and the entire population of the city can participate in the process of resolving issues using the Internet platform. Ensuring community participation in the form of partnership at all stages - both in the development process and in the implementation and monitoring of results will help optimize the process of regulating urban planning in our country.

This study aims to evaluate and prioritize the various forms of strategic programs at the Bandung City Government in strengthening the economy and increasing purchasing power of the people in the city of Bandung based on public policy analysis. This study is comprehensive covering macro aspects, namely the potential and economic profile as well as the Human Development Index (HDI) and micro aspects, namely the external and internal environmental analysis relating to economic policy on purchasing power. Furthermore, evaluation and economic policy priorities in an effort to increase the purchasing power of the city of Bandung. There are few steps or effort in evaluating various forms of local government strategic program Bandung in economics in order to increase the purchasing power of the city of Bandung, namely: 1) Observing the potential and the problems by SWOT analysis (strengths, weaknesses, opportunities, threats). 2) Evaluation and prioritization of programs of economic analysis AHP (analytical hierarchy process) and connect it to the macroeconomic indicators Bandung. In conducting the evaluation and priority, strategic programs are done also based on the study of literature and discussions with experts. The number of respondents in this study is 15 (fifteen) and sampling was done by purposive convenience sampling. Based Matrix EFAS (External Strategic Factors Analysis Summary) shows that the Bandung City Government is in a strong position to exploit the opportunities that exist to minimize the threats that will arise with regard to the external factors that affect the purchasing power of the city of Bandung. The Government of Bandung can utilize the opportunities, which are significant factors, in order to increase the purchasing power of the people. These are plans such as: the Central Government Policies Regarding Rice for the Poor (RASKIN), Health Insurance for the Poor (insurance for the poor), and the School Operational Assistance (BOS), National Program Community Empowerment (PNPM), the People's Business Credit (KUR) with Interest Subsidy to Help Low Income Communities . Furthermore, from the results of Matrix IFAS (Internal Strategic Factor Analysis Summary) shows that the Bandung City Government is in a relatively strong position to use and harness the forces that exist to minimize the shortcomings encountered in efforts to improve the people's purchasing power. Internal factors that significantly influence the increase in purchasing power of the city of Bandung are the strong commitment of the Government of Bandung to increase purchasing power. Meanwhile, the biggest disadvantage factor and should be watched and minimized by the Bandung City Government in improving the purchasing power of the city of Bandung is a "Weak Monitoring and Evaluation Capability Strengthening Program Buy". The estimation results of AHP (analytical hierarchy process) to local agencies regarding the analysis of preference evaluation of Government programs of Bandung in economics in improving and strengthening the purchasing power suggests that external factors are the priority aspects. Meanwhile, based on analysis of the preferences of businesses, communities and government agencies to the actors who play an important role in strengthening the purchasing power of the city of Bandung show that the relevant local government agencies play an important role in influencing people's purchasing power state through a set of policies and programs it has taken.

Structuring of local government has been through various regulations and dynamics in its implementation, since the era of independence until the reform era. After earthquake 30 September 2009 Raya Market Padang began to be disturbed. Padang City Government responded quickly with construction of an emergency store, but has Opposed by some traders because decreased profits and low visitors. This condition triggered a long conflict and has been going on for five years (2009-2014). Many efforts have been made by stakeholders to find a conflict resolution, so it is important to further elaborate who actor has become a third party facilitating asymmetric conflict resolution. Based on the findings, the parties who really are in the position of a third party is the DPRD of Padang City and KOMNASHAM RI. The DPRD of Padang is structurally in the position of the government, but its function is as a representative of the people in the government. This position makes the slices between the DPRD and the traders as the people (constituents) and slices with Padang City Government as executive of the city government. The intervention undertaken by the DPRD was Hearing to Raya Market traders, and involving their representatives at the hearing, the DPRD working meeting discussing the issues related in 2nd Commission. Other interventions are controlling the rehabilitation and reconstruction process, and the realization of budgeting in APBD based on the needs of traders.

Research goal is to analyze the crisis of event implementation image of Jakarta Fair 2013, done by JIExpo which changing from people orientation to business orientation. This research is motivated by the desire of the city government to restore the original concept of the event held for the people. Research used qualitative method approach to find out more about the communications made by the city government. Information and data were obtained through interviews conducted by the visitor and direct observation in the field. Triangulation was used to test the validity of research data. Source selection was done using purposive sampling technique. The analysis used the analysis of the reduction is to collect, dispose of, and process the information and then displays the data and drawing conclusions. Results achieved that the promotional activities undertaken by JIEXPO are able to attract many people's attention to come even though it is located quite far away and charged. However, the party criticized the government organization that is not after the populist concept. Conclusion from the research organization of this annual event remains one of alternative entertainment for society in general and in particular to the people of Jakarta and surrounding areas. However, the need to accommodate the delivery of PT JIEXPO small businesses to be able to participate in the annual event. There needs to be an open conversation that is a win-win solution between PT JIExpo with the city government.

The city of Cirebon has a lot of potential for both tangible and intangible historical cultural heritages, so it is only right that the Cirebon city government makes all the riches of historical cultural heritage as a potential for future tourism. A comprehensive and integrated effort is needed in developing the city of Cirebon as a city for cultural tourism by involving many stakeholders, both from the government, DPRD, private sector, community and also actors of art and culture, so that Cirebon City can become a leading cultural tourism city. The large number of cultural potentials it has compared to other areas in West Java Province, makes Cirebon City has a very big opportunity to become a city for cultural tourism that is superior to others. With so many cultural heritages from various historical periods that are owned, there is no doubt that the superiority of cultural heritage values ​​in the city of Cirebon has a very high value and must be preserved and maintained as part of the effort to preserve the nation's culture. In order to further increase tourism in the city of Cirebon, contemporary tourist destinations need to be developed to serve the desires and tastes of tourists. The Karangwangi Corridor can be a strategy for developing cultural tourism that can be done. Several attempts to make it happen, such as; physical arrangement of roads that are good and beautiful, engineering traffic so they don't get jammed, arrangement of pedestrians so that pedestrians feel comfortable, arrangement of green open spaces so that the area becomes shady, arrangement of street furniture that adds to the aesthetics of the road, arrangement of city lights as lighting, arrangement billboards to be orderly and beautiful, and so on.

This research is motivated by awareness and concern for public order, especially in tourist areas. This study aims to determine the policy actions of the West Manggarai Regency Government in managing parking in order to create orderly traffic and to find out the factors that hinder the parking arrangement in order to create orderly traffic in Labuan Bajo City, West Manggarai Regency. This research was designed using a qualitative descriptive method. The techniques used in collecting data are through interviews and documentation. The results show that the government's policy actions in managing parking in the city of Labuan Bajo have not run according to the regulations in the Labuan Bajo city area. Then, there was a mistake between the content of the policy and the implementation in the field. In addition, there is still a lack of awareness from the public to obey traffic regulations, especially parking and a lack of complete facilities where there are 2 areas that are at the center of congestion, namely Jl Soekarno Hatta and Jl. Mirror Stone Market. So this situation makes the people become a habit and low awareness in conducting parking arrangements in the city of Labuan Bajo. Therefore, through this research it is hoped that the Labuan Bajo City Government will increase the parking area in the shopping and market areas so as not to cause congestion. Then, the government is expected to be more assertive in providing guidance to parking attendants in order to comply with applicable regulations.

Serang City has a symbol in which there is the Motto Serang Madani City. A word that becomes motivation from Serang city in running its government. The motto should be a mutual consensus between the people of Serang City and the city government of Serang. The motto that should have been the way of life of the people of Serang City. Implementation of the Serang City Motto is observed in depth with regard to the visible phenomenology. If the implementation is going well then it will seem the impact in daily life of the people of Serang city associated with the Motto. In his writing, Motto's implementation is reviewed in the areas of hygiene, orderliness, arrangement of street vendors, parking, terminal arrangement and public transportation. The result of this research is to see the various phenomenon that appear in the field can be concluded that the motto of Serang Madani City is not implemented in the middle of life of Serang city because of the low self awareness (self consiusnes) of Serang City to obey the regulations that have been made by the government of Serang City

West Nusa Tenggara (NTB) is one of Indonesia’s leading halal tourist destinations. This makes business opportunities open for the local community and will be able to improve the welfare of the community. All districts participated in the development of halal tourism to increase the number of tourist visits to NTB. The city of Mataram, the capital of the NTB province, is no exception. Mataram is also actively building and developing halal tourism by packaging existing tourist destinations into attractive halal tourist destinations. Seeing the rapid development of halal tourism in NTB, this study was conducted to examine the development of Halal Tourism in the City of Mataram and to determine the contribution of the development of halal tourism to the welfare of the people in Mataram City. This research is a descriptive qualitative study in which the primary data are informants from the City of Mataram Tourism Office, Mataram City Promotion Board, Tourism Actors and tourists that visiting Mataram while secondary data are obtained from various reports, books, publications, websites and others. The results of this study aimed that the development of halal tourism carried out by the Mataram City Government was quite good. This is proven by the increasing number of tourists visiting Mataram City each year. Development of halal tourism is done by improving facilities and infrastructure at tourist destinations, promoting both local and international, providing public transportation that is good enough to access tourist attractions, providing accommodations in accordance with sharia provisions so as to provide comfort for tourists especially Muslim tourists. With various efforts to develop tourist destinations that have been carried out by the Government of the City of Mataram has an impact on improving the welfare of the people of the City of Mataram, which is illustrated through the increase in the HDI index from year to year.
