ABSTRACT Sexual violence experienced by children can have an impact on the physical, psychological and social conditions of children that affect the growth and development of children in the future. On that basis, handling child victims of sexual violence requires the role of various parties, including social workers. Child social workers aim to provide assistance, rehabilitation, and protection of children's rights. The purpose of this study seeks to describe the roles and obstacles in dealing with child victims of sexual violence in Bengkulu City. This study uses a descriptive qualitative approach, with 5 informants using interview, observation and documentation studies. The results showed that the role of social workers in dealing with child victims of sexual violence could be in the form of facilitator, broker, initiator, protector, and advocate. There are five inhibiting factors in carrying out the role: (a) Barriers in funding (b) lack of facilities and infrastructure related to protection, (c) social welfare service centers that are not yet available (d) lack of professional human resources in dealing with children's problems, (e) Limited networks make it difficult for social workers to refer victims of child sexual abuse to clinical psychologists. ABSTRACT This study discusses agrarian conflicts that occurred in Sembalun District, East Lombok Regency, West Nusa Tenggara from 1979–2019. The problems in this study are: 1) Why are there agrarian conflicts in Sembalun District? 2) What are the forms of agrarian conflict that occurred in Sembalun District? The method used is the Critical Historical Method. Meanwhile, the theory used is Historical Dialectical Materialism from Karl Marx and Conflict theory from Ralf Dahrendorf. The results of this study indicate that the agrarian conflict in Sembalun District in 1979–2019 was a structural agrarian conflict. It takes the form of conflicting claims between the Sembalun indigenous peoples and the government and companies regarding who has the right to access land and natural resources. The main cause of the conflict is the lack of community land that becomes their means of production to meet their material subsistence needs. This is due to the practice of negarasasi (land acquisition) carried out by the government and negating the customary law system in agrarian management in Sembalun. Conflict becomes less powerful when the massive Sembalun peasant community defends their land, and tries to restore the customary law system or what is called negation over negation. ABSTRACT This workshop on strengthening Transwomen with HIV/Aids (ODHAT) started from the issue of discrimination that often afflicts the LGBT and ODHATgroups. Transgender women or better known as waria are gender transfers from male to female. They are often embarrassed or humiliated to take part in society {especially for ODHA (People with HIV/Aids)}. In the city of Singaraja, Wargas have been formed as Transwomen organization that is actively developing their social and cultural capital in the community. Denpasar City has three units of official outreach institutions for LGBT, namely Gaya Dewata, Kerti Praja Foundation and Spirit Paramacita. The number of Transwomen with ODHA in Denpasar City is estimated at 40 people and in Singaraja City it is estimated at 11 people. They need to be protected from the stigma of society in other reachable and social media so that their communication patterns are more conducive and the community is more accepting of their existence. The 5-hour Tengkuluk Lelunakan make-up training was carried out by presenting the Warcan and Perwaron groups at Salon Agung on July 13, 2019. Ibu Agung as a salon owner who is famous for Payas Agung and Tengkuluk Lelunakan has facilitated them to learn tengkuluk lelunakan make-up. Denpasar city transgender groups are facilitated to perform in cultural events or other festivals, as has been done by Wargas in Singaraja city. However, correspondence with the Head of the Bali Provincial Culture Service in the office and with the initiator of the Sanur Village Festival at the Griya Santrian hotel has not produced results. The tengkuluk Lelunakan workshop for transwomen with ODHA aims to make the community accept them and finally be able to get access to various facilities to perform in public areas, especially in festivals in the city of Denpasar. ABSTRACK This study seeks to reveal the Indonesian Democratic Party of Struggle (PDI-P) in the political competition in Bali in 1999-2019. The change in the power system from the New Order to the Reformation has resulted in significant changes in the political system. At the local political level in Bali there is a shift in political power. Previously, during the New Order era, political power was controlled by Golkar, now it has begun to shift to the PDI-P. The problems discussed in this study are (1) how was the PDI-P's role in political competition in Bali from 1999-2019 (2) Why PDI-P managed to emerge as a competitor in political competition in Bali (3) What was the competition from the success of the PDI -P emerged as the dominant party in Bali. This study uses historical theory, especially historical explanations and historical cause and effect as well as theoretical assistance from social science, namely Leadership from Antonio Gramsci. The results show that throughout the post-New Order election, PDI-P managed to emerge as the dominant party in Bali from 1999-2019. The success of the PDI-P to emerge as the dominant party in Bali is inseparable from the success of the PDI-P in utilizing the symbolic capital of the past as Soekarno's party, the PDI-P has also succeeded in building a system of alliances with various community groups that provide political support, and the PDI-P has succeeded in reforming the system. party organization. this had implications for the success of the PDI-P in realizing the party's agenda. ABSTRACT Since the fall of the Berlin Wall in 1989, the United States has become the world's undisputed economic superpower. However, the economic reforms carried out by China since the 1980s have had a big effect on its economic growth, so that it is able to rank as the second largest economy in the world after the United States. This makes America must respond to China's development by making strategic policies. State leaders have an important role in determining the direction of United States Foreign Policy. From 2009 to 2018, America underwent 2 transitions of leadership, namely from President Barack Obama to being replaced by President Donald Trump. Even though the two leadership eras are close together, the US Foreign Policy towards China is in stark contrast. This research will analyze how the differences in the US Foreign Policy against China in the Barack Obama and Donald Trump Era and the factors that cause differences in their policies by using the idiosyncratic individual factor approach. This article finds that the different backgrounds in the life of a country's leader will influence their perception in determining the direction of their foreign policy. Abstract The conflict between Pakistan and India on the border of the two countries in the dispute over the Kashmir region has been going on for years. Although many efforts have been tried to reconcile the two countries, the conflict continues to cause a lot of harm to the indigenous people of Kashmir which continues to this day. As a country that has good relations with Pakistan and India, Indonesia can be declared as a neutral country and has a large enough opportunity to become a mediator between the two countries as a conflict resolution effort. This article aims to discuss the efforts to resolve the conflict between Pakistan and India in the dispute over the Kashmir region and the opportunities that Indonesia has to become a mediator between the two countries. The research method in this study uses exploratory qualitative and data collection techniques in the form of literature studies based on secondary data. The results of the study indicate that Indonesia has an opportunity to become a mediator in the resolution of the Kashmir conflict. ABSTRACTTVRI is a public broadcasting institution that in its broadcasting process uses public frequencies and itsoperations use public funds through budget allocations from the government. As a public broadcastinginstitution, TVRI has an obligation to provide education and information to the public. This obligation, oneof which can be done through broadcasts that are carried out in the form of public service advertisements(PSA). This study aims to determine the level of fulfillment of the spread of disaster mitigation through PSAcarried out by TVRI Bali, so that future plans can be made to maximize the spread of disaster mitigationthrough PSA. The research was conducted by taking data from the TVRI Bali program during October toDecember 2018. The results showed that TVRI Bali had not fulfilled information related to disastermitigation, as evidenced by the absence of public service advertisements produced and broadcast related todisaster mitigation. In general, TVRI Bali has not met the minimum percentage of PSA broadcastingcompliance in accordance with the Broadcasting Law, Broadcasting Behavior Guidelines (BBG) andBroadcast Program Standards (BPS). BSTRACTThe 2019 election is the first simultaneous election in Indonesia. In addition to electing the presidentand vice president, the 2019 election also elects members of the DPR RI, DPD, Provincial DPR, andCity Regency DPRD. The 2019 simultaneous elections were implemented after previously there was alawsuit against Law No. 42 of 2008. One of the most important things in a democratic climate is publicparticipation in the policy-making process and political process. One form of public participation inthe policy-making process and political process is the involvement of citizens in the election process.This study aims to determine the extent of the participation of the Buleleng people in the 2019simultaneous elections. To obtain the results to be achieved as mentioned above, this study uses aqualitative method by collecting data from interviews to document studies. The results of this studyindicate that the number of users of the right to vote in Buleleng Regency is 439,787 people. Inpercentage terms, public participation in simultaneous elections in Buleleng Regency is 73.91%. In the2019 simultaneous elections, there were 596,589 voters in Buleleng. Meanwhile, the number of votingrights users reached 439,787 people who were divided into 2,146 polling stations. The highparticipation rate is due to the success of KPU socialization, massive information in the media. Of allthe regencies in Bali, Buleleng was recorded as one of the districts with a fairly high invalid vote rateof 37,449 while the number of valid votes was 401,818. The high number of invalid votes is due totechnical difficulties, especially for the elderly. In Buleleng Regency itself, the elderly voter rate is thehighest compared to other districts and cities with a total of 92,101 with the number of male voters is42,170 and the number of female voters is 49,931. BSTRACTThe Covid-19 pandemic has implications for the welfare level of the people of Salatiga City. This study aimsto analyze the implementation of Pro-Poor Budgeting in the Salatiga City Government during the Covid-19Pandemic. The research is limited to the application of Pro-Poor Budgeting for the City of Salatiga in 2020.The method used is descriptive qualitative with interviews and field studies to the Bappeda of Salatiga City.The results of the research on the implementation of budgeting for poverty reduction programs have taken intoaccount the principles in Pro Poor Budgeting, namely the target is the poor, focuses on the root causes ofpoverty, maximizes benefits for the poor and involves the participation of the poor. In conclusion, in theimplementation of Pro Poor Budgeting, there are three strategic issues that are the focus of attention, namelysynchronization of data on poor families with data from communities affected by Covid-19 from fosteredpartners owned by Regional Apparatuses, Standard Operating Procedures (SOP) for program implementation,especially those related to communities affected by Covid-19 and innovative activity programs that have thepower to improve the community's economy. In addition, the success of the implementation of Pro PoorBudgeting and the handling of strategic issues is influenced by four aspects, namely bureaucratic structure,resources, disposition, and communication.
