AbstractThis paper uses a juridical empirical research method. Juridical research is using a statutory approach, namely Qanun/Perda (das sollen), while empirical research uses a field approach (das sein) by conducting direct interviews with parking attendants and parking retribution users. This study aims to understand and determine the responsibility of parking attendants on the edge of public roads in collecting retribution and applying sanctions to irresponsible parking attendants on the edge of public roads. The results of the study show that the parking attendant is required to use the official clothes/vest provided by the Banda Aceh City Transportation Service, the parking attendant at the time of collecting the parking fee is required to submit a coupon to the user of the retribution service as proof of the parking levy collection and the parking attendant is obliged to submit the levy result to the Banda City Government Aceh through the Quotation Officer assigned in accordance with the provisions that have been set, but if the parking attendant does not carry out his obligations, he will be given a sanction in the form of cancellation of the Management Agreement for the Collection of Parking Retribution. By submitting the coupon as proof of payment of the parking fee, the user of the levy service will count the number of vehicles entering and leaving. Keywords: Accountability; Retribution; Parking.AbstrakTulisan ini menggunakan metode penelitian yang bersifat yuridis empiris. Penelitian yuridis adalah menggunakan pendekatan peraturan perundang-undangan yaitu Qanun/Perda (das sollen), sedangkan penelitian empiris menggunakan pendekatan lapangan (das sein) dengan melakukan wawancara langsung terhadap Juru Parkir dan pengguna retribusi parkir. Penelitian ini bertujuan untuk memahami dan mengetahui pertanggungjawaban Juru Parkir di tepi jalan umum dalam pemungutan retribusi dan penerapan sanksi terhadap Juru Parkir di tepi jalan umum yang tidak bertanggung jawab. Hasil penelitian bahwa Juru Parkir wajib menggunakan pakaian/rompi resmi yang diberikan oleh Dinas Perhubungan Kota Banda Aceh, Juru Parkir pada saat memungut retribusi parkir wajib menyerahkan kupon kepada pengguna jasa retribusi sebagai bukti pungutan retribusi parkir dan Juru Parkir wajib menyerahkan hasil retribusi kepada Pemerintah Kota Banda Aceh melalui Juru Kutip yang ditugaskan sesuai dengan ketentuan yang telah ditetapkan, namum apabila Juru Parkir tidak melaksanakan kewajibannya maka akan diberikan sanksi berupa pembatalan Surat Perjanjian Tata Kelola Pemungutan Retribusi Parkir. Dengan diserahkannya kupon sebagai tanda bukti pembayaran retribusi parkir maka pengguna jasa retribusi akan terhitung jumlah kendaraan yang masuk dan keluar.Kata Kunci: Pertanggungjawaban; Retribusi; Parkir.

Penelitian ini bertujuan untuk menjelaskan bagaimana upaya-upaya yang dilakukan oleh Pemerintah Kota Banda Aceh era Illiza Sa’aduddin Djamal dalam mewujudkan kota madani. Untuk menjawab hal tersebut, penulis menggunakan konsep sumber daya kekuasaan dari Charles F. Andrain untuk melihat seberapa besar sumber daya kekuasaan yang dimiliki dan bagaimana sumber daya kekuasaan tersebut dimanfaatkan. Metode penelitian adalah kualitatif dengan pendekatan studi kasus. Adapun teknik pengumpulan data dilakukan dengan wawancara. Aktor-aktor yang terlibat langsung dalam pelaksanaan syariat Islam di kota Banda Aceh terutama dari unsur pemerintah menjadi sumber data utama dalam penelitian ini. Hasil penelitian memperlihatkan bahwa sumber daya kekuasaan yang dimiliki oleh Pemerintah Kota Banda Aceh cukup besar. Walaupun demikian, refleksi atas upaya yang telah dilakukan oleh Pemerintah Kota Banda Aceh dalam mewujudkan kota madani menunjukkan bahwa sumber daya yang dimiliki masih belum dapat dimaksimalkan, sehingga hal ini berimbas pada hasil akhir yang dapat dicapai. Sekalipun upaya untuk mewujudkan kota madani belum bisa terwujud sepenuhnya, pada dasarnya dapat dimaknai bahwa Pemerintah Kota sedang membangun tatanan sumber daya yang lebih kuat, dukungan yang lebih memadai lewat partisipasi masyarakat untuk ikut andil bersama meningkatkan pelaksanaan syariat Islam guna mewujudkan Banda Aceh menjadi kota madani. This study aims to explain how the efforts made by the Banda Aceh City Government in the era of Illiza Sa'aduddin Djamal in realizing a civilized city. To answer this, the author uses the concept of power resources from Charles F. Andrain to see how much power resources are owned and how these power resources are utilized. The research method is qualitative with a case study approach. The data collection technique was carried out by the interview. Actors who are directly involved in the implementation of Islamic law in the city of Banda Aceh, especially from government elements, are the main data sources in this study. The results showed that the power resources owned by the Banda Aceh City Government were quite large. However, reflections on the efforts that have been made by the Banda Aceh City Government in realizing a civilian city show that the resources they have are still not maximized, so this has an impact on the final results that can be achieved. Even though the effort to realize a civil city has not yet been fully realized, it can basically be interpreted that the City Government is building a stronger resource structure, more adequate support through community participation to take part in increasing the implementation of Islamic law in order to make Banda Aceh a civil city.

Pendidikan inklusif adalah sebuah layanan pendidikan peserta didik berkebutuhan khusus yang tergolong luar biasa dikarenakan kondisi fisik, mental maupun kecerdasan luar biasa. Tahapan Implementasinya ditemukan kendala pada pemerintah sebagai penanggung jawab pemenuhan hak pendidikan maupun sekolah sebagai penyelenggara pendidikan. Untuk itu diperlukan penelitian lebih lanjut berkenaan penyelenggaraan pendidikan inklusif di Kota Banda Aceh. Penelitian ini menggunakan metode penelitian yuridis empiris adalah penelitian hukum mengenai pelaksanaan pendidikan inklusif, dengan menggunakan pendekatan mengkaji seluruh perundang-undangan mengenai pendidikan inkusif. Hasil penelitian menunjukkan Pemerintah Kota Banda Aceh belum maksimal dalam hal pengelolaan, pengembangan, maupun peningkatan mutu pendidikan inklusif yang terlihat pada implementasinya di sekolah-sekolah. Padahal pemerintah punya tanggungjawab dalam meningkatkan mutu pendidikan dan pemberdayaan sekolah inklusif. Sekolah menyelenggarakannya berdasarkan kemampuan sumber daya guru seadanya dengan aksesibilitas yang kurang mendukung. Padahal pendidikan inklusif itu sendiri bersifat terbuka untuk anak dengan segala jenis hambatan yang dialaminya. The special education inclusive  to students who have difficulty in following the learning process because of physical, emotional, mental, social, and / or have the potential of intelligence and special talent. Stages of Implementation constraints on the Government as found in charge of fulfilling the rights education as well as schools as education providers. For that needed further research concerning the holding of inclusive education in Banda Aceh. This research method is empirical juridical legal research on the implementation of inclusive education, using an approach examines all legislation concerning inclusive education. The results showed Banda Aceh city government hasn't been fullest in terms of management, development as well as improved quality of education for inclusive seen on its implementation in schools. Where as the Government had a responsibility to improve the quality of education and empowerment of inclusive schools. The school commissioned the work based onthe ability of the resource teacher potluck with less accessibility support. But the inclusive education it self are open to children with all types of barriers that affect them.

Seclusion (khalwat) is the activity conducted in a quiet place between two individuals of different sex who are not mahram (blood relative) without the legitimate marriage bond and the willingness from both parties, which leads to adultery. Fine is one of the customary penalties given to the perpetrators of khalwat. In practice, implemented of fines between one region and another is different. The study aims to identify the types of adat fines charged to khalwat perpetrators and the effectiveness of implementation on the settlement customary fines in Banda Aceh. It used a juridical-empirical research method. The data used, in addition to primary and secondary legal material, also used an in-depth interview with respondents. The data analyzed using a qualitative descriptive approach. This research conducted in Banda Aceh district. The research results show that the kind of customary fines given to khalwat perpetrators was different. There are even some cases begun to shift, and some considered that being married because of khalwat was considered one of the customary fines. Customary fines are effective in reducing offense of khalwat. However, there are concerns if the decision of the customary fines does not get optimal support from law enforcement officials. Expected, customary official affirmed kind of customary fine given to khalwat perpetrators. The difference subtle, need to consider the aspect of justice, the ability, and effective whereabouts of fines to reduction offense of khalwat.

The purpose of the empirical research described in the article was to study the range of judgments that characterize the social perception of the student youth of Internet news memes with political overtones. The research method was a focus group interview using the Microsoft Teams platform. The four groups included 28 undergraduate students of higher educational institutions of St. Petersburg. The results of the study characterize the attitude of students to attempts to impose political overtones on Internet news memes, reflect their opinions about the mistakes made by the authors, contain arguments about the reasons for the anonymity of the authors of memes, describe the range of views on the problem of the responsibility of the authors of memes for violations of laws. In addition, students ' perceptions about changes in Internet memes, in particular, news memes, in the future were revealed.

One source of Regional Original Revenue is local taxes, regional levies and other legitimate local revenue management. Regional levies consist of 3 types of retribution, namely general service retribution, business service retribution and certain licensing retribution. Market’s levies is one type of regional retribution that is included in general retribution whose collection must be in accordance with the existing operational procedure standards to support the realization of its acceptance. This study aims to determine the mechanism of market’s levies collection and the level of effectiveness of market’s levies in the city of Bitung. The research method used is qualitative descriptive analysis, by analyzing the collection mechanism and the effectiveness of market’s levies. The results of the study show that the mechanism of collection of retribution is in accordance with the existing SOP and the achievement of its effectiveness is effective with an average level of 87.13%. Bitung city government can be better able to approach marketers for example by socializing market’s levies regulations so that later can also support the realization of  levies revenue.Keywords : Market’s Levies, Collection Mechanisms and Effectiveness

Adanya ketidakseimbangan dalam penggunaan perjanjian baku dalam perjanjian sewa beli kendaraan bermotor pada perusahaan pembiayaan di Kota Banda Aceh memberi perlindungan hak kepada penjual daripada pembeli, sehingga lebih banyak risiko kerugian yang harus dipikul oleh pembeli. Pokok permasalahan dalam artikel ini adalah apakah klausula baku dalam perjanjian sewa beli kendaraan bermotor pada perusahaan pembiayaan melanggar ketentuan peraturan perundang-undangan tentang perlindungan konsumen. Jenis metode penelitian yang digunakan dalam artikel ini adalah jenis metode penelitian hukum normatif. Pendekatan penelitian hukum yang digunakan dalam artikel ini terdiri dari, pendekatan peraturan perundang-undangan, pendekatan kasus, dan pendekatan konseptual. Hasil penelitian menunjukkan bahwa perjanjian baku pada perusahaan pembiayaan PT ADMF bertentangan dengan ketentuan KUH Perdata, khususnya dalam Pasal 1266, Pasal 1267, Pasal 1337, Pasal 1338 ayat (1), ayat (2), dan ayat (3), Pasal 1339 KUH Perdata, dan juga bertentangan dengan ketentuan UUPK, khususnya dalam Pasal 4, Pasal 7, Pasal 18 ayat (1), dan ayat (2) UUPK. Oleh karena itu, penggunaan perjanjian baku dalam perjanjian sewa beli kendaraan bermotor pada perusahaan pembiayaan harus ditinjau dan disesuaikan agar tidak bertentangan dengan ketentuan undang-undang.  Standard Agreement in The Hir-Purchase Agreement for the Motor Vehicles in a Finance Company in Banda Aceh  The existence of an imbalance in the use of standard agreement in the hire-purchase agreement for motor vehicles in a finance company in Banda Aceh gives protection to the seller rather than the buyer, thus more risk of loss to be borne by the buyer. The main issue in this article is whether the standard clause in the hire purchase agreement of motor vehicles in the finance company violates the provisions of legislation on consumer protection. The research method used in this article was the normative legal research method. The legal research approaches used in this article consist of, statutory approach, case approach and conceptual approach. The results showed that the standard agreements used by PT ADMF was contradictory to the provisions of the Civil Code, particularly in Article 1266, Article 1267, Article 1337, Article 1338 Paragraph (1), Paragraph (2), and Paragraph (3), Article 1339 Civil Code, and also contrary to the provisions of UUPK, particularly in Article 4, Article 7, and Article 18 paragraph (1) and paragraph (2) UUPK. Therefore, the standard agreements in the hire-purchase agreement of motor vehicles in the finance company should be reviewed and adjusted so as not violates the provisions of legislation.

Bentor is a modification between a rickshaw and a motorcycle which has become a characteristic of public transportation vehicles or modes of transportation for the people of Gorontalo. Bentor can operate from one place to another, it can even take passengers to household stairs, this cannot be done by other public transportation. This advantage makes most Gorontalo people choose it as the main transportation because it operates 24 hours. The purpose of this study is to conduct an analysis of the implementation of policies on the operation of bentor vehicles as a mode of transportation based on Gorontalo Provincial Regulation No. 6 of 2006. The research method used in this research is descriptive research with a qualitative approach. Data collection techniques are carried out through observation, interviews, and documentation. The results showed that (1) Compliance of Bentor riders with traffic regulations is still low, so it is necessary to take action by the relevant authorities; (2) Coordination between officers of the Transportation Service and the Police in carrying out their duties has not been well established, so that violations continue to occur; (3) The supervision of related offices of apparatus in the field in implementing regional regulations is still low, due to the lack of officers who will be assigned as field supervisors.Bentor merupakan modifikasi antara becak dan sepeda motor yang telah menjadi ciri khas kendaraan angkutan umum atau moda transportasi masyarakat Gorontalo. Bentor dapat beroperasi dari suatu tempat ke tempat lain, bahkan dapat mengantar penumpangnya hingga ke tangga rumah, hal ini tidak dapat dilakukan oleh kendaraan umum lainnya. Kelebihan ini yang membuat sebagian besar masyarakat Gorontalo memilihnya menjadi transportasi utama karena beroperasi selama 24 jam. Adapun tujuan penelitian ini adalah untuk melakukan analisis mengenai Implementasi Kebijakan Pengaturan Pengoperasian Kendaraan Bentor Sebagai Moda Transportasi Berdasarkan Peraturan Daerah Provinsi Gorontalo Nomor 6 Tahun 2006. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa (1) Kepatuhan pengendara Bentor terhadap peraturan berlalu lintas masih rendah sehingga perlu dilakukan penindakan oleh aparat terkait; (2) Koordinasi antara petugas Dinas Perhubungan dengan Kepolisian dalam melaksakan tugas belum terjalin dengan baik, sehingga pelanggaran pun terus terjadi; (3) Pengawasan dinas terkait terhadap aparat di lapangan dalam menjalankan peraturan daerah masih rendah, karena minimnya petugas yang akan ditugaskan sebagai pengawas lapangan.

This paper looks at the Acehnese women's movement in helping to respect women's work in the grassroots community. This effort was carried out to give recognition and appreciation for women who have dedicated themselves to upholding women's human rights in Aceh, because there are still many people who do not yet know the humanitarian work they have done. The women who were nominated were those who worked since the time of the conflict until now. This voluntary work they do without financial support on a regular basis from the government, although some of them are listed as volunteers in their respective city P2TP2A. The types of cases they handle vary, from domestic violence cases to women's empowerment and society. This research was conducted in the Banda Aceh, Bener Meriah and Central Aceh regions. The research method for this study was in-depth interviews of winners, nominees and implementers of activities shaded by the Ureung Inong Aceh Shura Hall. The results of this study indicate that there are ups and downs in the implementation of this activity. Some of the obstacles that hindered him were the unavailability of funds, weak government commitment and lack of coordination of women's institutions in Aceh in the success of this activity.Keywords: Aceh Women Award, Aceh Women's Movement, Empowerment

Flooding is a threatening problem both in the city and in the countryside. One of the flood-prone cities is Tangerang City. The cause of flooding is overflowing from the Kali and blockage of existing drainage. Various efforts have been made to prevent flood disasters, the Badan Penanggulangan Bencana Daearah (BPBD) of Tangerang City which is an agency that has the task to assist the disaster, in coordination with the Tangerang City government in order to overcome the problems of frequent floods. The purpose of this study is to analyze how the coordination of Badan Penanggulangan Bencana Daerah (BPBD) in flood prevention in Tangerang City. The research method used is qualitative research. The results of the study show that the coordination of the Regional Disaster Management Agency (BPBD) is well underway and in accordance with the managerial hierarchy, rules and procedures, and plans and goal setting.
