Russian and US Experience of Territorial Megaprojects

Phenomenon of the megaprojects as an instrument for the development of territories has not been studied thoroughly by the national economic science. There is lack of integrated, comparative analysis of the creation and the realization of territorial megaprojects in Russia and other countries. Authors of the article have set the goal to fill in this gap. A large scale investment project can obtain the status of the megaproject if it is characterized by a complicated character, high costs, systematic character and relevance of the realized targets. In the modern Russia the reconstruction of the historic territorial megaprojects and the realization of new ones as a relevant tool of the strategic territorial management is becoming the manifestation of contemporary institutional, organizational and informational transformations of the economic space of the global economic system. In contrast to financial investments, megaprojects are oriented on a real material result, having a considerable prolonged impact on the economic space. The authors regard infrastructural megaprojects construction of Transsib and BAM. The reasons of their achievements and failures are studies. The sustainable development of the regions of the Far East and Zabaikalye, the solution of important federal and regional tasks in the use of the resource, industrial and transit potential of the East of the country is connected mainly with the realization of the integrated infrastructural project of BAM’s and Transsib’s reconstruction. The article reveals the plans of the Government of the Russian Federation concerning the modernization of these megaprojects that will increase the capacity of BAM and Transsib by the year 2020 up to 75 million tons a year. The life cycle of the modern megaproject "Ural Industiral – Ural Polar" is revealed. The project was directed at the formation of a new economic skeleton in the Ural Federal District and creation of the prerequisites for the development of its problematic regions. Authors come to conclusion that this megaproject actually failed. It downgraded from a strategically important one into a conglomerate of local investment projects that are not interconnected by a single basic conception. Inevitably, this undermined its complex integration effect. The Olympic project “Sochi 2014” highlights the problem of post-project utilization of objects of territorial megaprojects. Only a few of them can immediately serve as drivers of regional economic complex. Others mostly generate losses. A set of policies and special measures of the regional authorities is needed to turn them profitable. The article also touches upon the American experience of megaprojects of the territorial development (Tennessee Valley Authority, Appalachian Regional Commission). Authors insist that analysis of the American experience can help the modernization of the strategic territorial management in Russia.

В 2014 г. в Правительстве РФ был разработан новый инструмент развития Дальнего Востока – создание территорий опережающего развития (ТОР). Был принят специальный федеральный закон (ФЗ). К настоящему времени в Дальневосточном федеральном округе во всех субъектах, кроме Магаданской области, определены 20 ТОР, под которые выделяется компактная территория с наличием благоприятных условий социально-экономического развития и ряда крупных инвестиционных проектов, благодаря чему эта территория может стать точкой роста и способствовать развитию района в целом. В статье приводится общая характеристика ТОР Дальнего Востока, обобщены проблемы, проявляющиеся на стадии их создания. Дается детальная характеристика одной из первых ТОР – Надеждинской, формирующейся вблизи Владивостока. Для этой ТОР был разработан План перспективного развития, включающий оценку основных предпосылок и конкурентных преимуществ ее формирования, обоснование приоритетных видов деятельности, обобщенную оценку экономической эффективности и перспектив пространственного развития. В будущем на Дальнем Востоке возможно образование новых ТОР по глубокой переработке природных ресурсов суши и моря на основе новейших инновационных технологий. В ряде случаев целесообразно создание ТОР регионального значения с введением местных преференций, что будет стимулировать местные инициативы. При этом будут использованы имеющиеся благоприятные условия комплексного пространственного развития. In 2014, the Government of the Russian Federation has established a new tool for the development of the Far East by forming a territory of advanced development (TAD). A specific Federal Law (FL) has been passed. Today, 20 TADs have been determined in all federal units of the Far Eastern Federal District, except for Magadan Oblast. TAD is allocated on a compact area with favorable conditions for socio-economic development and a number of large investment projects, stipulating its conversion into a growth point and input to the development of the region as a whole. The article provides a general description of the TADs in the Far East with their schematic maps, generalizes the problems that appear at the stage of their creation. A detailed description of one of the first TAD, Nadezhdinskaya TAD, near Vladivostok is given. A long-term development plan, highlighting and justifying the priority economic activities and resident companies was developed for this TAD under the supervision of the author.

In accordance with the long-term program for the coal industry development in Russia until 2030, the growth in the share of the Far East Federal District in the total coal production should be 2.5% compared to 2018. Production volumes in the Siberian Federal District to 2030 should reach 309.5 million tons. These numbers are planned to be achieved through the implementation of large-scale infrastructure projects for the development of new coal deposits with convenient mining and geological conditions, as well as the creation of new coal mining centres in Yakutia, Zabaykalsky region, Tyva Republic and other eastern regions of Russia. Taking into account the development of power generating facilities in Far East and Baikal region, coal consumption is planned to increase from 119 million tons in 2020 to 150 million tons per year in 2030. The realization of the planned indicators should be carried out taking into account the use of coal mining technologies that meet the mining and geological conditions of the deposits in this region. For a large number of coal fields in Eastern Siberia and Far East, transportless technology will be preferred.

The proposals of the authorities on the development of the Far East at the beginning of the 20th century are considered. The relevance of studying the past experience in the development of this region is due to the increased attention of the authorities to the introduction of large-scale programs to strengthen the eastern borders of the state. The authors note the increased scientific interest in the study of the history of the Far East development at the beginning of the 20th century. An analysis of government actions in the Amur region during this period allowed the authors to determine their relationship with the foreign policy position of the empire in the Far East. It was determined that the formation of the Committee for the Settlement of the Far East was aimed at consolidating the actions of the central and provincial authorities. The authors note that at the stage of preliminary coordination of the directions of the Committee’s activities, the members of the government did not have a holistic idea of the regional development strategy. A comparative analysis revealed that the proposals of the central and regional authorities did not have any fundamental differences. The pragmatism of the proposals of local governors was noted. The authors come to the conclusion that the creation of the Committee for the Settlement of the Far East and the organization of the Amur expedition were undertaken under the influence of an external threat and aimed at strengthening the military-industrial potential of the region. The authors note that the administrative and economic development of the region was not a priority for the central authorities.

Subject. This article deals with the issues related to the economic advancement of the subjects of the Far Eastern Federal District of the Russian Federation. Objectives. The article aims to identify trends in the economic advancement of the subjects of the District on the basis of changes in gross regional product and analysis of the investment component. Methods. For the study, I analyzed the Russian Federal State Statistics Service data. Results. The article classifies the subjects of the Far Eastern Federal District by volume and dynamics of gross regional product for 2001–2017. It identifies possible changes in the economic situation of the Far Eastern Federal District entities, taking into account the calculated investment ratio. Conclusions and Relevance. The volume of investments has a significant impact on the production of the gross regional product of the Russian Federation. Therefore, there may be changes in the placement of forces in the economic space of the Russian Far East. The results of the study can be taken into account to develop and adjust State programmes and development strategies of the Russian Far East.

The subject of this research is the current government policy on the federal and regional levels pertaining to attraction of compatriots into the regions of the Far Eastern Federal District (FEFD). As it is well known, the constituent entities of FEFD are part of the territories for prioritized resettlement of compatriots. The authors analyze the dynamics of relocation through stimulating factors, localization of the arriving population, spheres of their employment, and insurance with social infrastructure. The article explores the basic principles and approaches towards rendering assistance with voluntary relocation of compatriots. The novelty of this research consists in formulation of recommendations on improving the legal and organizational framework for managing the relocation program and control of the process of its implementation in the FEFD. The authors’ contribution lies in the analysis of regional indicators and specificity of realization of the program in the Far Eastern Federal District, as well as original proposals for improving the mechanism of implementation of the program. The main conclusion consists in substantiation of the thesis on special importance of the government program of relocation as a mechanism for solution of socioeconomic and demographic problems. The FEFD territory needs comprehensive development, including consideration of domestic migration and outflow of population from the region. The system of regulation of migration flows in the Far East must ensure clear interconnection between the goals and vectors of measures of the legal, organizational, economic, and social nature.

The development of the system paradigm in economic science leads to the formulation of a number of important questions to the political economy as one of the basic directions of economic theory. In this article, on the basis of system introspection, three questions are considered. The first is the relevance of the class approach to the structuring of the socio-economic space; the second is the feasibility of revising the notion of property in the modern world; the third is the validity of the notion of changing formations as the sequence of “slave-owning system — feudal system — capitalist system”. It is shown that in modern society the system approach to the structuring of socio-economic space is more relevant than the class one. Today the classical notion of “property” does not reflect the diversity of production and economic relations in society and should be replaced by the notion of “system property”, which provides a significant expansion of the concepts of “subject of property” and “object of property”. The change of social formations along with the linear component has a more influential cyclic constituent and obeys the system-wide cyclic regularity that reflects the four-cycle sequence of the dominance of one of the subsystems of the macrosystem: project, object, environment and process.

Argentina is experiencing an expansion of soya and maize cultivation that is pushing the agricultural frontier over areas formerly occupied by native Chaco forest. Subsistance farmers use this dry forest to raise goats and cattle and to obtain a broad range of goods and services. Thus, two very different and non-compatible land uses are in dispute. On the one hand subsistance farmers fostering an extensive and diversified forest use, on the other hand, large-scale producers who need to clear out the forest to sow annual crops in order to appropriate soil fertility. First, the paper looks at how these social actors perceive Chaco forest, what their interests are, and what kind of values they attach to it. Second, we analyze the social-environmental conflicts that arise among actors in order to appropriate forest’s benefits. Special attention is paid to the role played by the government in relation to: (a) how does it respond to the demands of the different sectors; and (b) how it deals with the management recommendations produced by scientists carrying out social and ecological research. To put these ideas at test we focus on a case study located in Western Córdoba (Argentina), where industrial agriculture is expanding at a fast pace, and where social actors’ interests are generating a series of disputes and conflicts. Drawing upon field work, the paper shows how power alliances between economic and political powers, use the institutional framework of the State in their own benefit, disregarding wider environmental and social costs.

Subject. The article addresses the tax liabilities of taxpayers registered in the subjects of the Far Eastern Federal District, which should be paid to the consolidated budget of the Russian Federation, as well as the factors of the said debt growth. Objectives. Our aim is to assess the level of tax debt of regions of the Russian Far East and identify the correlation between the factors and the amount of tax debt. Methods. The study rests on methods of analysis, generalization, grouping, systematization, and the correlation and regression analysis. Results. We analyzed the level of tax debt for the entire Far Eastern Federal District and by region, identified factors affecting the growth of tax debt therein. The paper assesses the structure of tax debt by type of taxes and activity of debtors. The unveiled factors may help control changes in the size of tax debt in the Russian Far East and develop effective measures to improve the debt collection. Conclusions. The study shows that there is an increase in the tax debt in the regions of the Russian Far East, in the VAT in particular. The factor analysis revealed that the volume of sales of wholesale enterprises, investment in fixed capital, the consumer price index have the largest impact on the amount of tax debt.

The subject of the research is the current state of the fuel and energy complex (FEC) that ensures generation of a significant part of the budget and the innovative development of the economy.The purpose of the research was to establish priority directions for the development of the FEC sectors based on a comprehensive analysis of their innovative and investment activities. The dynamics of investment in the fuel and energy sector are considered. It is noted that large-scale modernization of the fuel and energy complex requires substantial investment and support from the government. The results of the government programs of corporate innovative development are analyzed. The results of the research identified innovative development priorities in the power, oil, gas and coal sectors of the fuel and energy complex. The most promising areas of innovative development in the oil and gas sector are the technologies of enhanced oil recovery; the development of hard-to-recover oil reserves; the production of liquefied natural gas and its transportation. In the power sector, the prospective areas are activities aimed at improving the performance reliability of the national energy systems and the introduction of digital technologies. Based on the research findings, it is concluded that the innovation activities in the fuel and energy complex primarily include the development of new technologies, modernization of the FEC technical base; adoption of state-of-the-art methods of coal mining and oil recovery; creating favorable economic conditions for industrial extraction of hard-to-recover reserves; transition to carbon-free fuel sources and energy carriers that can reduce energy consumption and cost as well as reducing the negative FEC impact on the environment.
