Regional autonomy is the right, authority, and duty to regulate autonomous regions and manage their own affairs and interests of local communities in accordance with the legislation. One of which is owned by the local authority is the authority to impose taxes. Supporting local autonomy, the local tax management policies cannot be separated from the regional autonomy policy direction outlined by the Central Government. Local Government as implementing regional autonomy in the management of local taxes tends to be subject to the rules specified by the Central Government. Changes of local tax management policies show that the government has no found raw format in the management of local taxes management yet. Management of local taxes does not show the direction to the actual implementation of regional autonomy due to dominant intervention by the central government.Key words : policy, local taxes, local autonomy

Indonesia is the Unitary State. It is understood that within a unitary state, the central government operates a high state sovereignty. In order not to be arbitrary, the activities of the central government are supervised and limited by the constitution. The government which is divided from the Central Government to the Regional Government included Regional Autonomy therein, as well as the authority of the Regional Government, is on duty to manage the Regional Property. In carrying out its authority as an administrator of local property, there are still many abuses or omissions committed by the local government in operating its authority in managing regional property, such as the negligence of the Regional Assets, the misuse of authority in the revocation of rights already granted by the regional government on the right to use of local property, using local property for personal interest. In the management of regional property required planning, implementation, and supervision by the local government in accordance with applicable laws and regulations in the constitution.  ABSTRACTThe implementation of public services is still going on with the old public administration practices. Therefore, it is time for the bureaucracy to change its mindset. The development of the paradigm of public administration can bring enlightenment to the bureaucracy. Public Service innovation and creativity is one of the right solutions in the era of regional autonomy in achieving the welfare of modern regional government. The Indonesian state in running the government, the relationship between the central government and local governments must be well and harmoniously established. The intertwined goal is for the prosperity of the people. Pelaksanaan desentralisasi dalam negara kesatuan berarti memberikan hak untuk mengatur dan mengurus kepentingan dan aspirasi masyarakat setempat pembentukan daerah otonom dan penyerahan kewenangan secara hukum dari pemerintah pusat ke pemerintah daerah untuk mengatur, mengurus dan/atau bagian dari urusan pemerintahan tertentu. Untuk itu daerah otonom diberikan kewenangan untuk membentuk peraturan daerah. Penelitian ini merupakan penelitian hukum normatif yang membahas tentang urgensi pembentukan peraturan daerah pada era otonomi daerah ialah sebagai rule dari pelaksanaan otonomi daerah, utamanya menyangkut urusan-urusan pemerintahan sebagaimana dimaksud pada Undang-Undang Pemerintahan Daerah dan Peraturan Pemerintah Nomor 38 Tahun Tahun 2007 tentang Pembagian Urusan Pemerintahan antara Pemerintah, Pemerintahan daerah Provinsi, dan Pemerintahan Daerah Kabupaten/Kota. Serta konsep ideal peraturan daerah pada era otonomi daerah dikembalikan kepada asas formil dan materil pembentukan peraturan perundang-undangan sebagaimana termuat didalam Undang-Undang Nomor 12 Tahun 2011 tentang Pembentukan Peraturan Perundang-Undangan. URGENCE FOR ESTABLISHING REGIONAL REGULATIONS IN THE ERA REGIONAL AUTONOMY The implementation of decentralization in a unitary state means giving the right to regulate and manage the interests and aspirations of the local community, the formation of an autonomous region and the delegation of legal authority from the central government to the regional government to regulate, manage and/or part of certain government affairs. For this reason, autonomous regions are given the authority to form regional regulations. This research is a normative legal research that discusses the urgency of the formation of regional regulations in the era of regional autonomy, namely as a rule for the implementation of regional autonomy, especially regarding government affairs as referred to in the Regional Government Law and Government Regulation Number 38 of 2007 concerning Division of Affairs. Government between the Government, Provincial Government, and Regency/City Regional Government. And the ideal concept of regional regulations in the era of regional autonomy was returned to the formal and material principles of the formation of laws and regulations as contained in Law Number 12 of 2011 concerning the Establishment of Legislations.

Regional development needs to be run or developed as an important effort to realize broad, real and responsible autonomy. Officially, Regional Autonomy is effective in Indonesia since January 1, 2001, so that regions are required to seek alternative sources of revenue that can be used to finance regional expenditures or expenditures. Since the enactment of Regional Autonomy, local governments are granted the right, authority and obligation to manage and manage their own affairs government and local communities within the system of the Unitary State of the Republic of Indonesia. Implementation of broad autonomy, real and responsible required the ability of regions to explore their own financial resources supported by the financial balance between the Central Government and Local Government.This study aims to determine the evaluation of the effectiveness, contribution and potential tax revenues to revenue native regency north minahasa. Data analysis used qualitative descriptive data. The results of this study the authors found that the effectiveness of income changed so as to the contribution and potential of hotel tax revenues. Based on this research, it can be concluded that the company needs to increase the effectiveness of contribution and the potential of tax revenue to increase local revenue. That way the authors can provide suggestions that the government continues to improve its performance so that the professionalism of work continues to improve and the level of effectiveness that has been good to continue to consistently increase.Keywords: evektifitas, contribution, potential tax revenue, local revenue

In 2015, the central government issued a document on building the harmonious labor relations, which emphasized the right to rest of workers and rectified the current severe imbalance of labor relations. This document released a signal to guarantee the sustainable development of the labor force for the future. These measures, such as relative departments perfecting the legislation and law enforcement, the trade union performing their duties actively, employing units and workers raising their awareness and enhancing mutual understanding and branches of the government cooperating, can realize the right to rest of workers to the greatest extent possible.

This article will examine and explore the urgency of the state's civil apparatus to be neutral in the simultaneous local election. State civil apparatus is an apparatus that works to serve the public interest rather than serve a particular group. That is why the need for the construction of constitutional law in an effort to create regulations in order the state civil apparatus has to be neutral. The construction by progressive constitutional law is by looking for new ways or role breaking and innovative breakthroughs, if the normal way and normative unable to immediately realize the objectives of the simultaneous local elections. There are three ways: First, to revoke the right to vote of state civil apparatus in the general election. Second, models political apointee  bureaucracy in the local government. Third, change the model of career guidance state civil apparatus fom government regional autonomy to the central government by rank or class.

Indonesia is the biggest archipelago country in the world, the government has tried to prosper the people by issuing policies on regional autonomy. Regional autonomy in its development is widespread in all fields, one of them in education. Autonomy Education gained much support among the people, thus giving birth to Decentralization of Education, namely to give up government responsibility according to the needs and capabilities of each region. The effort has been regulated in Law Number 20 Year 2003 on National Education System supported by Government Regulation no. 55 of 2007. However, these efforts have not been fully realized, so that sometimes cause gap and prolonged criticism. Therefore we as a policy-bearer must prioritize the principle good governance in Decentralization of Education. The religious and religious education policies contained in Government Regulation No. 55 of 2007 are intended to help realize the goals of education in Indonesia, giving the right of autonomy in the form of decentralization of education to each school in each region to manage the institution. If the school is religious based, it is given the freedom to manage according to the teachings of the religion. But to realize this policy requires strong observers and willing to act, the principle of autonomy, flexibility, participatory and initiative can be used as a basis in realizing these goals as a whole.

Abstrak Otonomi daerah adalah suatu bentuk demokrasi yang diberikan oleh Pemerintah Pusat kepada Pemerintah Daerah untuk mengelola rumah tangga mereka sendiri dengan berpegang pada hukum dan peraturan yang berlaku. Implementasi otonomi daerah merupakan titik fokus penting dalam rangka meningkatkan kesejahteraan rakyat. Pengembangan suatu daerah dapat disesuaikan oleh pemerintah daerah dengan potensi dan kekhasan masing-masing daerah. Ini adalah kesempatan yang sangat baik bagi pemerintah daerah untuk membuktikan kemampuannya menjalankan wewenang yang merupakan hak daerah. Otonomi daerah adalah salah satu agenda utama reformasi yang bertujuan mengurangi kesenjangan ekonomi-politik antara pemerintah pusat dan daerah. Era reformasi menjadi titik awal pergeseran paradigma terpusat yang diadopsi oleh Orde Baru ke era desentralisasi. Desentralisasi dalam konteks Indonesia diyakini sebagai cara untuk membangun pemerintahan yang efektif, mengembangkan pemerintahan yang demokratis, menghormati keanekaragaman lokal, menghormati dan mengembangkan potensi masyarakat lokal, dan mempertahankan integrasi nasional. Masyarakat menaruh harapan yang besar pada otonomi daerah untuk membawa perubahan dalam sistem negara. Sayangnya desentralisasi telah menyebabkan banyak korupsi di wilayah ini. Inilah yang terjadi pada 2018 lalu. Tahun 2018 tampaknya menjadi tahun yang gelap bagi upaya pencegahan dan pemberantasan korupsi, terutama di daerah. Pada 2018 Komisi Pemberantasan Korupsi (KPK) telah menjerat puluhan kepala daerah dalam sejumlah kasus dugaan korupsi mulai dari gubernur, bupati, walikota, hingga pejabat daerah. Hingga akhir 2018, KPK masih menjerat kepala daerah yang tersandung kasus korupsi yaitu Bupati Jepara Ahmad Marzuqi dan Bupati Cianjur Irvan Rivano Muchtar sebagai tersangka. Daftar panjang kepala daerah yang dijerat oleh KPK selama 2018 menunjukkan bahwa penanganan kejahatan korupsi di Indonesia masih membutuhkan perhatian serius dari banyak pihak. Demikian juga, Indeks Pencapaian Korupsi Indonesia masih jauh dari ideal, yaitu 3,7, seperti yang dikatakan oleh juru bicara KPK Febri Diansyah. Ini menunjukkan bahwa korupsi yang dilakukan oleh sejumlah kepala daerah merupakan salah satu bentuk kegagalan otonomi daerah. Dengan kata lain ada banyak pekerjaan rumah yang harus dilakukan terkait dengan implementasi otonomi daerah. Karena kasus-kasus yang ditangani oleh Komisi Pemberantasan Korupsi menunjukkan bahwa korupsi masih terjadi dan merupakan gejala di banyak lembaga. The implementation of regional autonomy is an important focal point in order to improve people's welfare. The development of an area can be adjusted by the regional government with the potential and distinctiveness of each region. This is a very good opportunity for the local government to prove its ability to exercise the authority that is the right of the region. Regional autonomy is one of the main agendas of reform aimed at reducing the economic-political gap between the central and regional governments. The era of reform became the starting point of shifting the centralized paradigm adopted by the New Order to the era of decentralization. Decentralization in the Indonesian context is believed to be a way to build effective governance, develop democratic governance, respect local diversity, respect and develop the potential of local communities, and maintain national integration. The community places considerable expectations on regional autonomy in order to bring about changes in the state system. Unfortunately decentralization has caused a lot of corruption in the region. This is what happened in 2018 ago. The year 2018 seems to be a dark year for efforts to prevent and eradicate corruption, especially in the regions. In 2018 the Corruption Eradication Commission (KPK) has ensnared dozens of regional heads in a number of cases of alleged corruption ranging from governors, regents, mayors, to regional officials. Until the end of 2018, the KPK still ensnared the regional heads who tripped over corruption cases namely Jepara Regent Ahmad Marzuqi and Cianjur Regent Irvan Rivano Muchtar as suspects. The long list of regional heads snared by the KPK during 2018 shows that the handling of corruption crimes in Indonesia still needs serious attention from many parties. Likewise, the Indonesian Corruption Achievement Index is still far from ideal, namely 3.7, as said by KPK spokesman Febri Diansyah. This indicates that corruption committed by a number of regional heads is one form of failure in regional autonomy. In other words there is a lot of homework that must be done related to the implementation of regional autonomy. Because the cases handled by the Corruption Eradication Commission indicate that corruption still occurs and is a symptom in many institutions. Tujuan dari program pemberdayaan ialah membuka aksesibilitas bagi masyarakat miskin untuk mereka bisa memanfaatkan perlindungan dan jaminan sosial yang diberikan pemerintah untuk keberlangsungan hidup mereka, kemiskinan juga terjadi akibat dari keterbatasan kebijakan, akses dan pendidikan sehingga membuat masyarakat mengalami kesulitan untuk mencukupi kehidupannya sehari-hari. Pemberdayaan di Komunitas Adat Terpencil memiliki tujuan untuk membuat model arah kebijakan antara pusat, provinsi dan daerah untuk bisa saling bersinergi sesuai dengan identifikasi setiap daerah, sehingga program-program tepat sasaran dan bisa mengentaskan kemiskinan. Motode penelitian yang digunakan ialah kualitatif deskriptif dengan pengumpulan data secara studi literatur, wawancara, dokumentasi, dan FGD sehingga mendapatkan informasi yang lebih konkrit. Hasil penelitiannya adalah model pemberdayaan sosial yang tepat untuk mengetaskan kemiskinan di Kabupaten Kepulauan Meranti membutuhkan beberapa tahapan. Tahapan pertama pemetaan sosial, tahapan kedua penjajagan awal dan tahap ketiga studi kelayakan, semua tahapan tersebut harus dilalui untuk mendapatkan model yang tepat dalam pemberdayaan Komunitas Adat Terpencil yang lebih tepat sasaran.Abstract: The purpose of the empowerment program is to open accessibility for the poor so that they can take advantage of the protection and social security provided by the government for their survival, poverty also occurs as a result of limited policies, access and education so that it makes it difficult for people to fulfill their daily lives. Empowerment in Remote Indigenous Communities has the aim of creating a model for policy direction between the central, provincial and regional levels so that they can work together in accordance with the identification of each region so that programs are right on target and can alleviate poverty. The research method used is descriptive qualitative by collecting data by means of literature studies, interviews, documentation, FGDs so as to get more concrete information. One of the consequences as a  result of the implementation of regional autonomy is that local governments must have sufficient financial resources to pay their autonomy government. The financial capacity of local governments would determine the ability of local governments to perform the functions of government. Considering Article 5 of Law No. 33, 2004, sources of regional revenue are regional revenues, balance funds/ transfers and financing. When local revenue comes from the transfers, the stimulation of expenditure is different from the stimulation that arises from local revenue (especially local taxes). This study focuses on identifying the flypaper effect on expenditure areas and its classification with samples of five districts and cities in Yogyakarta during 2006-2015. This paper argued that during the period among flypaper did not occur in the expenditure area and sub expenditure areas.
