<p><strong>Background</strong>: Learning online and working from home for educators is a change that must be made by lecturers to continue teaching students. Distance education has the aim of improving the quality of education and the relevance of education as well as increasing the equitable access and expansion of education. Distance Education that is carried out with good quality assurance and in accordance with the needs of stakeholders is one mechanism for expanding access to quality higher education that is expected.</p><p><strong>Method</strong>: Systematic review using a database: Google Scholar. Search results that fulfill the criteria are then analyzed by article.</p><p><strong>Results</strong>: Online learning has several impacts on students, namely (1) Online Learning Still Confuses Students (2) Students become passive, less creative and productive, (3) The accumulation of information / concepts on students is less useful, (4) Students Experiencing Stress, (5) Improvement of Student Language Literacy Ability.</p><p><strong>Conclusion</strong>: At present, the spread of Covid-19 still shows an upward trend so that education practitioners and stakeholders can continue to survive and innovate in implementing learning. This is because good learning is able to invite students' interest and attention.</p><p> </p>

This article considers the perspective of the key social actors (students, teachers and university management) regarding distance education development in Russia. In the modern information and digital age, distance education – based on the possibility of disseminating knowledge through modern computer technologies – is being actively introduced into the Russian higher education system. The pace of implementation is increasing in Russia, yet its assessment as a new form of learning and teaching is ambiguous. There are clear advantages to this form when compared with traditional face-to-face classroom instruction including: the accessibility of education to a wide audience; the possibility to earn a degree irrespective of place of residence; variability of learning time selection; relatively low tuition fees. At the same time, however, many believe that the quality of education received by distance students is lower than that received via face-to-face teaching, due to both the lack of student’ readiness and the difficulties related to pedagogical process organization and management. This study considers whether distance higher education will continue to develop in Russia. The answer to this question depends to a large extent on the perspective of the key social actors. The study analyses their attitudes to distance education and make the following conclusions: 1) University management generally accept this form because of its economic advantage and attitudes of the higher education authorities. Students also vote in favour, because it allows them to earn a degree without giving up work, family and home-related commitments. The most negative assessment is given by teachers who conduct classes at a distance and can compare distance learning outcomes with those in the traditional face-to-face classroom instruction. Purpose of the study. The digital turn in higher education and pedagogical technologies requires the use of a variety of teaching approaches and methods. The quarantine period in connection with the COVID-19 pandemic caused the need for a radical transformation of the higher education system, its new paradigm in a modern digital society. In such conditions, it becomes necessary to form a digital educational environment and many countries, including the Republic of Uzbekistan, have faced this task. Students need to develop skills in working with information, in particular, the use of information and communication technologies in the process of solving cognitive tasks and performing creative tasks in cognitive and educational activities. All these processes update the topic of the article and require an analysis of the experience of using electronic educational resources in the Republic of Uzbekistan.Materials and methods. The methodological basis of the research was the activity-oriented, personality-oriented, systemic, project-based and individually creative approaches. The analysis of the historiography of the problem showed: despite a significant number of studies in the field of application of various information technologies in historical research, there are still no works that would summarize data on working with electronic educational resources in the Republic of Uzbekistan. This article is an attempt to offer an analysis of the possibilities, as well as the main advantages of using electronic educational resources in teaching disciplines in higher education, using the example of Uzbekistan.Results. The article examines electronic resources for distance education that are present in the CIS countries, since online educational resources as a complex of various educational materials, for which gadgets are used, can improve the quality of education and diversify the forms of teaching. The author analyzes the conditions and prospects for the development of distance education in the Republic of Uzbekistan, notes a conceptual approach to educational digital platforms that contribute to improving the quality of education. The system of higher education of the Republic as well as the conditions and prospects for the development of distance education in the Republic of Uzbekistan are investigated. The author identifies the main trends in the modern online educational environment. In addition, the advantages and disadvantages of electronic educational resources have been identified. The article defines the strategic goals for the development of higher education in the Republic of Uzbekistan at a new stage of development, and also presents an analysis of Internet resources for distance education that are available in Uzbekistan. Conclusion. Thus, we come to the conclusion that in the current conditions, many countries are switching to digital and electronic means of education; the article shows the main Internet resources that contribute to the effectiveness of the system of professional training for bachelors, using the example of the Republic of Uzbekistan. The effectiveness, intensity, activation, individualization, and communicativeness of the educational process depend to a greater extent on how electronic resources are used, what tasks are solved during their use.

The objective of the article is to identify the nature of the impact of the pandemic on the quality of education and the image of a university that uses distance education and artificial intelligence. The research methodology includes a complex of general scientific and special methods. A questionnaire and detailed interview have been formed with regard to the indicators of the leading rating systems of higher education. The data obtained have been summarized and analyzed using a focus group. The regression analysis has been used to examine the connection between students' motives for making life easier in the context of the pandemic and distance education and the dangers of the professor-student-administration system. The sustainable links and tendencies of changes in the quality of education and the image of a university have been revealed. The following traps for students are referred to the stable connections: the absence of a valid system of control over the authorship of the executed works; the possibility of the unauthorized use of various electronic sources during the answer; the coronavirus quarantine leads to the erasure of the boundaries between the study and everyday life, personal space and social environment of students; the growth of students' desire to have high marks in the subjects with the decrease of interest to study. Tendencies: the increase of the workload of professors and supporting (technical) staff; constant redistribution of time spent on the performance of official duties with a different degree of efficiency; the growth of willingness, a desire of the administration and university professors to improve the competitiveness of the university as a high-tech educational organization, included in the world map of science; the growth of dissatisfaction with the distance form of education, the degree of efficiency of return on investment in human development; the decrease in the responsibility of students to acquire knowledge through distance learning. The practical relevance of the work lies in the possibility of considering the identified sustainable links and tendencies to improve the education system at both national and global levels. This will enable attention to problem areas at the local level to achieve their overcoming with minimal financial and human losses through proactive actions. The theoretical relevance of the work lies in adding scientific and methodological elements to the theoretical foundations of the concept of development of higher education. The authors studied for the first time the problems of the impact of the COVID-19 pandemic on the quality of education and the image of a university. The originality of the research is determined by the original methodological model, which allowed the participants of the educational process to assess the essence of the ongoing changes associated with the coronavirus quarantine and with the help of an expert group to identify sustainable links and tendencies in changes in the quality of education and the image of a university

This article critically examines the result obtained by researchers at the Higher School of Economics in relation to the results of the experiment to assess the quality of online learning. It is noted that the thesis about the possibility of “complete replacement of traditional forms of education with online education without loss of quality” is distorted in the media, and the conclusions are based on insufficient data. To clarify the conditions of the transition and implementation of online technologies, it is proposed to hold a large-scale experiment with a randomly selection mechanisms for participants of training courses, instructors, disciplines (modules). The article focuses on the fact that while the impact of online education on the psychology and physiology of students has not been sufficiently studied, there is a risk of deteriorating health, as well as a drop in the quality of education. It is proposed to develop temporary standards limiting the maximum time of work online for different categories of students and teachers.The risks of «financial bubbles» in the online education market due to the rush demand after the COVID-19 pandemic for government agencies and private businesses has been identified. The conclusion is made about the priority development of short-term online courses related to the development of rather narrow and applied competencies in demand by the modern information society, about the possible success of online technologies in case of obtaining a “second higher” education and improving qualifications. High-quality online systems in the field of higher education require serious investments in research and development in the field of psychology and pedagogy of education, the use of medical control tools. In the medium term, the benefits of this research, conducted by medical scientists, educators and psychologists, will be used by organizations on the “second wave” of interest to online learning. From an organizational point of view, the correct “rotation” of the contingent of students, when part of the time they study full-time, and part of the time they learn online with computers / tablets and high-quality Internet access, will not lead to a deterioration in the quality of education, but will significantly reduce the spread of the pandemic.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

Distance learning is currently one of the most topical problems at the intersection of technical and pedagogical disciplines. The widespread introduction of distance learning in secondary and higher education has revealed a significant layer of problems that should be addressed by information technologies specialists, teachers, scientists, psychologists in cooperation with officials. The article discusses the main problems that arose during the transition to distance learning, the solution of which will raise the quality of education to a new level, including after the end of the new type of coronavirus pandemic. The authors highlight the organizational, technical and social problems in the process of organizing distance learning, the totality of which can be considered as a challenge to the education system.

The quality of education is influenced by the managerialization of the universities, which refers to the introduction of substantial changes in the decision-making processes of the academic institutions, and the application of renewed information systems along with new managerial methodologies to restructure the organisational strategic relationships with stakeholders. This paper proposes a questionnaire to assess the importance of facilities in universities according to their financial budget consumed value. Semi Structured Interviews were conducted with the heads of logistic and financial departments in Egyptian universities, twenty public universities and twenty-three private universities, in order to identify criteria for the most significant university's facilities and appealing infrastructure that contributes to the quality of education.

Este artículo trata sobre la capacitación del personal docente de la Universidad Estatal a Distancia de Costa Rica en la atención de personas con discapacidad. Esta investigación se basa en una encuesta de carácter descriptivo y su objetivo es diagnosticar la actitud y la experiencia de los profesores y las profesoras de la UNED con relación a la población estudiantil que presenta alguna discapacidad. Se concluye que para lograr una atención de calidad se debe incrementar la especialización de los profesores y las profesoras en la atención a estudiantes con discapacidad.AbstractThe present article deals with training to professors at Distance State University of Costa Rica in the topic of adequate attention to people with special needs. A descriptive research was carried out. The objective of the research was to diagnose UNED professors’ attitude as well as experience related to students with any kind of impairment. COVID-19 has disrupted not only human lives but also the quality of education especially in developing countries of the South- Asian region. This study elaborates the impact of COVID-19 on education sector and also illustrate the strategies followed by the management of Higher Education Institutions (HEIs). The systematic review of 23 most relevant research studies shows that the Pandemic has affected students� learning, mental, physical, social and economical conditions badly. Particularly, students who do not afford the use of technological appliances are suffering more. HEIs need to have a smart online syllabus for various subjects. Furthermore, HEIs need to review their communication channel and technical assistance. The strategies implemented by HEIs during COVID-19 are useful and should be continued to keep offering quality education during upcoming academic sessions.
