<p align="center"> </p><p>Institute for Community Empowerment (Lembaga Pemberdayan Masyarakat – LPM) has been established in Bontang City area since 2001 and strengthened by Regional Regulation No. 12 of 2003 on the Institute for Community Empowerment and RT in Bontang City area. This paper aimed to describe the presence of LPM in bringing progress to the Bontang city development. There are four sectors that receive equal attention from the LPM, which includes the religious, infrastructure development, human resources and economics. To develop those four sectors LPM has several functions, consist of: fertilizing sense of unity and cohesion function, coordination plan and perform function, coordination and plan of social institutions function, and utilization of public funds for rural development function. The first three functions had been implemented well, while the last function was implemented quite well. However there were concerns about the process of development planning where participatory approach was not all active. Having this results, it can be conclude that the presence of LPM has positively influence the development in Bontang City.</p><p> </p><p>Keywords : Community Empowerment Institution.</p>

The village government has an substantial responsibility in managing human resources to produce regional economic benefits. This research aims to identify the stakeholder collaboration to support accountability in village fund management and rural development.  This study used an interactive approach with data collection methods such as structured interviews, documentation, and observation. The object of the study is village officials in Pranggang Village, Plosoklaten District, Kediri Regency, East Java Province. The results of the study showed that the village government has not optimally carried out its role in involving more stakeholders.  Collaborative stakeholders in managing village funds involved village government officials, activity management team and community.   They play a positive role in bringing about village accountability in managing village funds. An increased community participation contribute to program evaluation activities and effectiveness in the village financial management. The accountability of the village funds utilization has met the Home Affairs Ministerial Regulation number 113 of 2014. In addition, social accountability has been applied in various forms of effective interactions between the community and village government. Much efforts are required to improve the quality of human resources through more stakeholder engagement, training activity and  community empowerment.   JEL Classification: H72; H83; O20

Pemuteran has tourism potential and stunning natural beauty. Pemuteran village communities have not been involved in tourism activities resulting maximum untapped tourist potential to the maximum, limited opportunity society are involved in tourism development, and creativity in tourism in the village. This research is objective to maximize the role of the community in various aspects of tourism development. The development of tourism is expected to: (1) empowering local communities; (2) diversification of rural tourism products; (3) demonstration model to develop green tourism; (4) produce a tourism product of high quality and competitiveness; (5) the development of a more responsible and sustainable tourism. Data were collected through observation, interviews, questionnaires, literature studies, and technical documentation. Data were analyzed using qualitative descriptive analysis of IFAS, EFAS, and SWOT. The strategy resulted in the development of green tourism as an effort to increase community empowerment in economic activity in the village of Pemuteran is green tourism marketing strategy; Strategy creation and development of green tourism products; Strategy commitment and development of community-based tourism development in North Bali; The strategy for improving the quality of human resources through the mastery of information technology and entrepreneurship; Waste management strategy together and independently; Infrastructure development strategy based tourism green tourism; Strategy green tourism travel packages in Buleleng. Advice can be given is the importance of the commitment in the development of tourism development in North Bali-based green tourism; the need for management of solid waste management; the need for the identification and development of a tourist attraction; importance of improving the quality of human resources that are highly competitive; the importance of increasing public participation in the planning, implementation and monitoring of tourism development in the region.

This study to analyze (1) the effectiveness of the integration program rural development planning with community empowerment national program of rural self-sufficient in the Badung regency of Bali Province; (2) the effect of the implementation of the integration program rural development planning with the national community empowerment program in rural independently on household income target in the Badung regency of Bali Province; (3) the effect of the implementation of the integration program rural development planning with community empowerment national program on employment in rural independent target households in the Badung regency of Bali province. The results showed (1) the effectiveness of the integration program rural development planning with the national community empowerment program in rural independent in the Badung regency of Bali Province effective with the achievement of values ??above 80 percent; (2) The implementation of the integration program rural development planning with national community empowerment program in rural independent positive and significant impact on household income target in the Badung regency of Bali Province; (3) The implementation of the integration program rural development planning with national community empowerment program in rural independent positive and significant impact on employment for the target households in the Badung regency of Bali province.

So the formulation of the problem is how the effectiveness of the performance in the field of development and community empowerment at the East Medan District Head Office, Medan City? What are the obstacles in the field of development and community empowerment at the East Medan District Head Office, Medan City? The research method used in this research is qualitative analysis. Data collection is obtained from interviews, documentation, and observations. With the results of research on the productivity performance of employees in the field of Community Development and Empowerment, the East Medan Sub-district Office, Medan City has been effective. This can be seen in providing services in the form of the Implementation of Village Development Planning Deliberations for Preparation of Work Plans every year. Service quality in the field of Community Development and Empowerment, Medan Timur Sub-district Office, Medan City has not been effective. Responsiveness in the field of Community Development and Empowerment, Medan Timur Sub-district Office, Medan City is considered quite effective in setting goals and objectives to be achieved. Responsibility for Community Development and Empowerment, Medan Timur Sub-district Office, Medan City has been running effectively from the existence of priority programs. The accountability of activities carried out for the community and employees is very responsible and effective. The performance barrier in the field of Community Development and Empowerment is Human Resources. That education has a significant influence on employee performance. The suggestion from this research is to improve the quality by participating in training or coaching in order to increase the insight and motivation of personnel or human resources.

Nagari Batu Banyak is one of the villages in West Sumatra. Weak physical and non-physical potential is thought to be a trigger lagging rural villages. For the purpose of this research is to determine the development strategy of backward villages in order to become a developed country. Qualitative research methods FGD (Focus Group Discussion) involving community leaders, cadiak pandai, and Wali Nagari. To reinforce the data, the researchers also conducted observations and interviews with informants. Appointment done by using purposive sampling while to determine rural development strategy using SWOT analysis (Strengths / strength, Weakness / weakness, Opportunities / opportunities, and Threats / threats) .Next, data analysis techniques through reduction, display, classification, and the conclusion. The result showed that the Nagari Batu Banyak an agricultural area with development potential persawahan.Belum type of physical and non-physical villages villages hamper progress. It can be seen from the acquisition of land resources are limited, damaged irrigation, and low production road access. While human resources, social institutions and economic institutions are still weak due to mental and public instant culture. Therefore, the strategy of rural development can be done by improving and optimizing natural resources through the use of quality seeds, improved irrigation and access roads production, improve the way the process of agriculture, improve human resources by training and counseling, socialization of economic action immoral, to improve the economy through the eyes of search Alternatively, set up a village granary, and to enhance community participation through social institutions.Keywords: strategy, strategy development, backward village

Abstract- The objective of this research to explore the ability of Village-owned enterprise in realizing procedural justice. Village-Owned Enterprises should be able to provide justice for its members, but whether they are able to provide procedural justice to stakeholders, namely administrators and village communities. Research on Village-Owned Enterprises is mostly carried out in terms of governance in general, whereas specifically procedural justice has the potential to be investigated as part of governance implementation. This research was conducted with a qualitative method that traced the facts of procedural justice in the Karya Lestari Manunggal Village Company in Boyolali District. Data in the form of interviews with resource persons, namely the management of the Village Owned Enterprises and community representatives. The results of this study indicate that procedural justice cannot yet be fully realized in the Kalem Village-Owned Enterprises due to limited human resources. Conditions of procedural justice that can be realized in terms of the delivery of information in the Village Development Planning Consultation have been carried out. Procedural justice in village-owned enterprises still needs to be optimized by increasing the capacity of human resources. The Office of Community Empowerment in Boyolali District can provide more intensive training to improve human resources.   Keywords: Village-Owned Enterprises, Procedural Justice

This research took place at the office of the River City Regional Development Planning Agency (BAPPEDA). The purpose of this research is to find out how regional autonomy is in implementing infrastructure development in Sungai Penuh City. The approach taken in this research is qualitative. The number of informants was 7 people. Techniques and data collection tools in this study were interviews, observation, and documentation study. The unit of analysis is the Institute. The institution in this research is the regional development planning agency for Sungai Penuh City. The results show that the infrastructure development in Sungai Penuh City has been carried out by the regional government, however, the local government of Sungai Penuh City is not efficient enough in carrying out infrastructure development in the Sungai Penuh city. Because there are several roads in the Sungai Penuh city area that are still damaged. The weak planning factor in Sungai Penuh city is the natural resource factor, the funding factor, because the land availability in the Sungai Penuh city area is not sufficient, which is. The local government of Sungai Penuh City must be able to control the results of natural wealth so that regional revenue or revenue increases.

The success of village development planning accompanied by community empowerment will improve the economy of the community in the region, which in turn can reduce economic inequality. Rural development is inseparable from the role of village communities as one of social capital. Dasa Wisma and Setu Legi Association is a place for social capital and community empowerment to improve the group's economy. However, as the economic drivers of the Brajan hamlet community in Potorono Village, the group experienced problems about the lack of orderliness of members because there were no written regulations and the absence of financial reports as a measurement of group assets. So that assistance to improve administration as a group's financial accountability and SOP for lending is absolutely necessary. The results of community service activities indicate that with the formulation of SOPs, it is expected that the lending mechanism will be obeyed by members and the borrower will be orderly in installments, as well as by preparing the group's financial statements, the assets owned can be identified. So that the group's financial development can be seen and allocated for more productive needs.

Poverty is quite closely related to rural conditions, especially when comparing the life patterns of rural and urban communities, infrastructure development, and human resources. It is time for the people to become the subject of any poverty alleviation program. This paper aims to describe the process of community empowerment through the Jogoboyo Purworejo Tourism Village program by looking at planning strategies and developing tourist areas and seeing the impacts that arise in the development of these tourist areas. Purworejo Regency has various efforts to reduce poverty, one of which is a community empowerment program through tourism villages. This research uses a qualitative approach with descriptive research type. Data collection used in-depth interviews with six informants consisting of the district government, village officials, the tourism community, and local residents. The results showed that the community empowerment process was running quite well. Furthermore, community empowerment through the tourism village program that uses the community-based tourism scheme has a positive impact, where there is progress in the economic mindset, increasing new livelihoods, increasing income and financial management, as well as changes in work methods and behavior. However, efforts are needed to improve local human resources in the use of social media with content that attracts tourists. In addition, good coordination between local governments and local village communities that receive programs and communities engaged in tourism is also needed. AbstrakKemiskinan cukup erat kaitannya dengan kondisi perdesaan, terlebih jika membandingkan pola kehidupan masyarakat perdesaan dan perkotaan, pembangunan infrastruktur serta sumber daya manusia (SDM). Sudah sepatutnya saat ini masyarakat menjadi subjek dalam setiap program pengentasan kemiskinan. Tulisan ini bertujuan untuk menggambarkan proses pemberdayaan masyarakat melalui program Desa Wisata Jogoboyo Purworejo dengan melihat strategi perencanaan dan pengembangan kawasan wisata serta melihat dampak yang muncul dalam pengembangan kawasan wisata tersebut. Kabupaten Purworejo memiliki berbagai upaya dalam mengurangi angka kemiskinan, salah satunya adalah program pemberdayaan masyarakat melalui desa wisata. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Pengumpulan data menggunakan teknik wawancara mendalam dengan enam informan yang terdiri dari pihak pemerintah kabupaten, perangkat desa, komunitas pariwisata, dan warga setempat. Hasil penelitian menunjukkan proses pemberdayaan masyarakat berjalan dengan cukup baik. Selanjutnya pemberdayaan masyarakat melalui program desa wisata yang menggunakan skema community-based tourism memberikan dampak positif, di mana ada kemajuan pola pikir ekonomi, pertambahan mata pencaharian baru, peningkatan pendapatan dan pengelolaan keuangan, serta perubahan cara dan perilaku kerja. Namun demikian, perlu upaya untuk meningkatkan SDM lokal dalam pemanfaatan media sosial dengan konten yang menarik perhatian wisatawan. Selain itu, koordinasi yang baik antara pemerintah daerah dengan masyarakat desa setempat yang menerima program dan komunitas yang bergerak di bidang pariwisata juga diperlukan.

Abstract Participatory approach is useful to clarify local interests, and improve planning activities. This paper aims to evaluate local interests change and make improvements of rural development planning activities as a response. Participatory approaches were used to make rural development planning in 2007. According to the planning activities in 2007, implementation of plans and local developing requirements were tested from local perspective in 2012. Comparing local developing requirements in 2007 and 2012, local interests changes were clarified and used to advise planning activities improvements. Wangzhuang village, Hebei province, China, was chosen as the case study. The results suggest that local preference was helpful to clarify planning goals. Conflicts between different stakeholders’ interests were mainly about planning activities related to local daily life. Local interests showed a fast changeable character in a short term. These interests generally had a stable requirement on agriculture production improvement, while changed in other aspects during local community development. Participatory approach efficiently identified local interests priority and developing requirements change with a low cost. Then advised planning activities improvements consistent supported local sustainable development. We argue that taking planning activities improvements in response to local interests change through participatory approach could efficiently stimulate rural development.
