Abstract- The objective of this research to explore the ability of Village-owned enterprise in realizing procedural justice. Village-Owned Enterprises should be able to provide justice for its members, but whether they are able to provide procedural justice to stakeholders, namely administrators and village communities. Research on Village-Owned Enterprises is mostly carried out in terms of governance in general, whereas specifically procedural justice has the potential to be investigated as part of governance implementation. This research was conducted with a qualitative method that traced the facts of procedural justice in the Karya Lestari Manunggal Village Company in Boyolali District. Data in the form of interviews with resource persons, namely the management of the Village Owned Enterprises and community representatives. The results of this study indicate that procedural justice cannot yet be fully realized in the Kalem Village-Owned Enterprises due to limited human resources. Conditions of procedural justice that can be realized in terms of the delivery of information in the Village Development Planning Consultation have been carried out. Procedural justice in village-owned enterprises still needs to be optimized by increasing the capacity of human resources. The Office of Community Empowerment in Boyolali District can provide more intensive training to improve human resources.   Keywords: Village-Owned Enterprises, Procedural Justice

The research objective was to assess community participation in each phase of activity in the PNPM Urban at Kleak Village, Malalayang District of Manado City. The method used is qualitative method, which examines the public participation at every stage and sustainability of PNPM Urban. Informants in this study amounted to 5 people on the basis that they can represent the object under study, consisting of: Head of the village, the board of the Institute for Community Empowerment (LPM), Community Self-Supporting Agency, Project Management Team / TPK PNPM Mandiri, and community members. The results showed that people at KleakVillage participated in the implementation of each phase of activity PNPM. It is shown from the community who donated labor, materials and equipment to build their physical environment, but in contributing to the fund are indeed not all community memberwho voluntarily donate. The research conclude that in the process of planning the activities of the National Program for Community Empowerment (PNPM Urban Selfhelp) community in the Kleak Village, had participated fairly well. Kleak Village communities already participating in the implementation of PNPM it is seen from the community who donated labor, materials and equipment to build their physical environment, but in contributing to the fund are indeed some who voluntarily contribute.

This study aimed to determine the role of the village government in managing pine forest tourism to increase the Village Original Revenue (PAD) in Bendosari Village, Pujon District, Malang Regency and identify the problems faced by the Bendosari Village Government. The study used a qualitative method with data collection technique using a combination of interviews, observation, and documentation triangulation. While the sampling technique used Puporsive Sampling. From this research, the results showed that the role of Bendosari village government were disseminating and planning the development of pine forest tourism areas, forming POKDARWIS, conducting tourism promotion on social media, and conducting comparative studies in other tourist villages. While the factors that influenced the implementation were the natural conditions that were affected during the rainy season and the human resources, such as the lack of awareness and ability of the community to manage the pine forest tourism. So there is a need for an intensive training and mentoring from the Bendosari village government.

<p>The success of the development of a nation is determined by the Human Development Index (HDI). International scale parameter indicates the level of development of human resources emphasizes on three areas: education, health, and income per capita. The various dimensions of community development was a collective responsibility to make it happen. One way to do is through the proselytizing activities of community empowerment. This is as done in the village of Pemalang district, Danasari that has HDI levels is low compared than other villages. Community development in this village was done by taking three primary focus , they are the field of economics, health, and education and religion.</p><p align="center"><strong>***</strong></p>Keberhasilan pembangunan suatu bangsa ditentukan oleh Human Develop-ment Indeks (HDI). Parameter berskala internsional ini menunjukkan tingkat pengembangan sumber daya manusia yang menitiberatkan pada tiga bidang yaitu pendidikan, kesehatan, dan pendapatan perkapita. Pengembangan masyarakat yang berbagai dimensi tadi merupakan tanggung jawab bersama untuk mewujudkannya. Salah satu cara yang dapat dilakukan adalah melalui kegiatan dakwah pemberdayaan masyarakat. Hal ini sebagaimana dilakukan di Desa Danasari Kabupaten Pemalang yang memiliki tingkat HDI yang rendah dibandingkan desa lainnya. Pemberdayaan masyarakat di desa ini dilakukan dengan mengambil tiga fokus utama yaitu bidang ekonomi, bidang kesehatan, dan pendidikan dan keagamaan. Potensi yang ada perlu diberdayakan secara bersama dengan tujuan pencapaian perbaikan kehidupan masyarakat desa Danasari.

Desa Wisata Jambu berdiri sejak tahun 2018  berlokasi di Kecamatan Kayen Kidul Kabupaten Kediri yang meraih penghargaan  nominasi kategori desa wisata terbaik 2018 dan 2019 pada Penghargaan Anugerah Desa. Pada fase awal pembangunan desa wisata menggunakan modal anggaran yang berasal dari Alokasi Dana Desa (ADD) dengan tujuan untuk meningkatkan pemberdayaan masyarakat desa. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif, serta metode pengumpulan data dilakukan secara langsung turun ke lapangan dengan wawancara, observasi, dan dokumentasi. Focus penelitian ini adalah meneliti mengenai permasalahan yang diangkat yaitu sumber daya manusia yang kurang responsive terhadap pengelolaan desa wisata. Desa wisata jambu memiliki 17 spot wisata diantaranya yaitu  Kebun Bibit Kediri, Wisata Edukasi Wiwit Padi, Permainan Outbond, Wisata Tubing Niagara, Wisata Edukasi Menangkap Lele, Agrowisata Petik Kelengkeng, Agrowisata Petik Alpukat, Agrowisata Buah Lokal, Wisata Edukasi Menanam Padi, Agrowisata Okulasi dan Tabulampat, Wisata Edukasi Angon Kerbau, Edukasi Pengolakah Yogurt, Edukasi Perah Kambing Ettawa, Edukasi Pengolahan Limbah Kayu “Ask Craft”, Wisata Sungai Sejuta Ikan, Edukasi Karawitan, Pasar Papringan. Pemerintah Desa Jambu gencar mengupayakan tumbuhnya pemberdayaan masyarakat dengan mengelola desa wisata. Tujuan pemberdayaan masyarakat melalui pengelolaan desa wisata Jambu yaitu untuk meningkatkan perekonomian masyarakat desa serta mewujudkan masyarakat desa yang mampu berdaya saing dan mandiri. Dalam proses pengelolaan desa wisata terdapat kendala atau hambatan yang terjadi yaitu tanggapan masyarakat yang tidak responsive terhadap konsep spot wisata yang sudah disepakati. Selain itu kurangnya akses sarana dan prasarana spot wisata juga menjadikan kondisi desa wisata yang tidak kondusif sehingga akan menurunkan daya tarik wisatawan. Kata kunci : Desa Wisata, Alokasi Dana Desa,  Pemberdayaan Masyarakat   Jambu Tourism Village was founded in 2018, located in Kayen Kidul District, Kediri Regency, which won the nomination award for the best tourism village category 2018 and 2019 at the Village Award. In the early phase of tourism village development using budget capital from the Village Fund Allocation (ADD) with the aim of increasing the empowerment of village communities. This research is a descriptive study using a qualitative approach, and data collection methods are carried out directly in the field with interviews, observation, and documentation. The focus of this research is to examine the problems raised, namely human resources who are not responsive to the management of tourist villages. Guava tourism village has 18 tourist spots including Kediri Seed Garden, Wiwit Paddy Educational Tour, Outbound Games, Niagara Tubing Tour, Catfish Catching Educational Tour, Longan Picking Agro, Avocado Picking Agro, Local Fruit Agro Tourism, Paddy Planting Educational Tour, Grafting Agro tourism and Tabulampat, Education Tour for Buffalo Angon, Education for Yogurt Processing, Education for Ettawa Goat Milk, Education for Making Rengginang, Education for Wood Waste Processing “Ask Craft”, One Million Fish River Tour, Education for Karawitan, Papringan Market. The Jambu Village Government is aggressively seeking the growth of community empowerment by managing a tourist village. The purpose of community empowerment through the management of the Jambu tourism village is to improve the economy of the village community and create a village community that is able to be competitive and independent. In the process of managing a tourism village, there are obstacles or obstacles that occur, namely the response of the community that is not responsive to the agreed tourist spot concept. In addition, the lack of access to tourist spot facilities and infrastructure also makes the condition of the tourist village not conducive so that it will reduce the attractiveness of tourists. Realizing prosperity in the community needs to be supported by a good development management. In the governance system, it is necessary to have governance behaviour that is honest, open, responsible and democratic. In the community structure, a mechanism providing opportunities for the community in the decision-making process for public interests needs to be developed. This study discusses the role of the village head in empowering village communities. This study used a community-based approach so that the community knows in detail concerning the role of the village head in the Framework for the Implementation of Village Autonomy based on Law No. 6 of 2014 concerning Village. The results showed that village head must have a fair and wise attitude in carrying out his duties and obligations. Besides, the village head must give an easy access to the community in providing assistances. Yet, the most important thing is that, as a leader, the village head must be able to provide a good example for their subordinates so as to create maximum results and good community environment.�Mewujudkan kesejahteraan di masyarakat, perlu didukung oleh manajemen pembangunan yang baik. Dalam tatanan tata pemerintahan, perlu untuk memiliki perilaku tata kelola yang jujur, terbuka, bertanggung jawab dan demokratis, sementara dalam tatanan masyarakat suatu mekanisme perlu dikembangkan yang memberikan peluang bagi masyarakat dalam proses pengambilan keputusan untuk kepentingan bersama. studi ini membahas bagaimana peran kepala desa dalam memberdayakan masyarakat pedesaan. Penelitian ini menggunakan metode pendekatan kepada masyarakat sehingga masyarakat tahu lebih detail tentang Peran Kepala Desa dalam Kerangka Pelaksanaan Otonomi Desa Menurut Undang-Undang Nomor 6 tahun 2014 tentang Desa. Hasil penelitian ini yaitu dalam melaksanakan tugas dan kewajiban Kepala Desa mereka harus mempunyai tingkah laku yang adil, bijaksana dan tidak mempersulit dalam memberikan layanan kepada semua masyarakat. Namun yang lebih penting lagi bahwa sebagai seorang pemimpin harus bisa memberikan contoh untuk bawahan sehingga mendapatkan hasil yang maksimal dan terciptanya persatuan komunitas yang baik.

The village government has an substantial responsibility in managing human resources to produce regional economic benefits. This research aims to identify the stakeholder collaboration to support accountability in village fund management and rural development.  This study used an interactive approach with data collection methods such as structured interviews, documentation, and observation. The object of the study is village officials in Pranggang Village, Plosoklaten District, Kediri Regency, East Java Province. The results of the study showed that the village government has not optimally carried out its role in involving more stakeholders.  Collaborative stakeholders in managing village funds involved village government officials, activity management team and community.   They play a positive role in bringing about village accountability in managing village funds. An increased community participation contribute to program evaluation activities and effectiveness in the village financial management. The accountability of the village funds utilization has met the Home Affairs Ministerial Regulation number 113 of 2014. In addition, social accountability has been applied in various forms of effective interactions between the community and village government. Much efforts are required to improve the quality of human resources through more stakeholder engagement, training activity and  community empowerment.   JEL Classification: H72; H83; O20

Pemuteran has tourism potential and stunning natural beauty. Pemuteran village communities have not been involved in tourism activities resulting maximum untapped tourist potential to the maximum, limited opportunity society are involved in tourism development, and creativity in tourism in the village. This research is objective to maximize the role of the community in various aspects of tourism development. The development of tourism is expected to: (1) empowering local communities; (2) diversification of rural tourism products; (3) demonstration model to develop green tourism; (4) produce a tourism product of high quality and competitiveness; (5) the development of a more responsible and sustainable tourism. Data were collected through observation, interviews, questionnaires, literature studies, and technical documentation. Data were analyzed using qualitative descriptive analysis of IFAS, EFAS, and SWOT. The strategy resulted in the development of green tourism as an effort to increase community empowerment in economic activity in the village of Pemuteran is green tourism marketing strategy; Strategy creation and development of green tourism products; Strategy commitment and development of community-based tourism development in North Bali; The strategy for improving the quality of human resources through the mastery of information technology and entrepreneurship; Waste management strategy together and independently; Infrastructure development strategy based tourism green tourism; Strategy green tourism travel packages in Buleleng. Advice can be given is the importance of the commitment in the development of tourism development in North Bali-based green tourism; the need for management of solid waste management; the need for the identification and development of a tourist attraction; importance of improving the quality of human resources that are highly competitive; the importance of increasing public participation in the planning, implementation and monitoring of tourism development in the region.

Kampung Tajur is a unique village located in the village of Pasanggrahan, Purwakarta. Kampung Tajur has a variety of ecotourism potentials, but Kampung Tajur needs to improve the quality of service, especially in terms of guiding services. Therefore, this study was conducted to determine the interpretation of the material for guidance in Kampung Tajur. The method used in this research is descriptive qualitative method. Data collection techniques used in this research are observation, interviews and literature study. This research has several key informants in Kampung Tajur, such as tour guides and informants from the tourism industry, pokdarwis and community leaders in Kampung Tajur. Based on the research results, it was found that at this time the guides in Kampung Tajur did not have any reference material for interpretation. Interpretation is only done as it is. Meanwhile, the development of interpretation material faces several obstacles, one of which is the lack of human resources as a tour guide, especially as a guide for foreign tourists, so it is necessary to make a bilingual guidebook containing interpretation material for guides. Therefore, it is necessary to produce a bilingual guidebook containing translated material for tour guides. This is necessary to anticipate differences in interpretation between guides and clarity of interpretation for tourists.

The village as the lowest government organizational structure becomes the frontline of services that directly come into contact with the community, therefore the ability and capacity of the village government apparatus plays a very important role. In order to create good village governance, the village government needs to be supported by proper village administration. The method used is in the form of training on village administration management. So that with this training, it is expected that government administration and financial governance, especially in increasing the capacity of human resources of village apparatus in realizing orderly village administration which functions as a source of data and information on village government administration, implementation of development, coaching, community, and community empowerment.
