This article reviews the relationship between leadership in the Ministry of Finance of The Republic of Indonesia and the results of the 2020 Integrity Assessment Survey conducted by the Corruption Eradication Commission of The Republic of Indonesia, where the Ministry of Finance obtained an index of 87.86 on a scale of 100.00. This achievement was classified as good because the average achievement index for the ministries/agencies and local governments was 82.6. With the various definitions of leadership, it is generally agreed that leadership plays an essential role in determining the success of an organization or group within the organization. Leaders have the authority to make decisions and in carrying out what has become a decision. In addition, through the authority possessed, the leader plays a role in determining the work culture and values that are embraced and carried out by everyone in the organization in relation to the implementation of work. This article aims to examine the role of leadership in the achievement of integrity assessment surveys in the Ministry of Finance of The Republic of Indonesia. From a theoretical perspective and studies related to leadership that scholars have previously carried out, there is a common thread between leadership and the results of the integrity assessment survey. It is necessary to conduct a more in-depth empirical study to find out how significant leadership contributes to the achievement of the results of the integrity assessment survey.

Pemerintah pusat memberikan kewenangan kepada pemerintah daerah untuk mengelola keuangan daerah untuk menangani covid-19 di daerah masing-masing. Hal ini disebabkan karena pemerintah daerah lebih memahami kebutuhan daerahnya. Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. Hubungan Pemerintah Pusat dan Pemerintah Daerah dalam Pengelolaan Keuangan untuk Penanganan Pandemi Covid-19 yaitu desentralisasi fiskal yang mana. Peran Pemerintah Daerah dalam Pengelolaan Keuangan Daerah untuk Penanganan Pandemi Covid-19 yaitu dengan melakukan refocusing kegiatan, realokasi anggaran, dan Penggunaan Anggaran Pendapatan dan Belanja Daerah.Kata kunci: Pemerintah Daerah, Pengelolaan Keuangan Daerah, Pandemi Covid-19 ABSTRACTThe Covid-19 pandemic in Indonesia led the government to make policies as a stimulus to maintain the stability of society and the economy. The central government authorizes local governments to manage local finances to deal with covid-19 in their respective regions. This is because the local government better understands the needs of the region. The issue raised first, how is the relationship between the Central Government and Local Government in financial management for the handling of the Covid-19 pandemic? Second, What is the role of local governments in regional financial management for the handling of the Covid-19 pandemic? Using normative juridical research methods with statutory approaches and concept approaches. The relationship between the Central Government and Local Government in Financial Management for the Handling of the Covid-19 Pandemic is fiscal decentralization. Turkey is fully engaged in its “hydraulic mission,” very extensively and rapidly “developing” water resources throughout its territory. The extensive hydraulic development attempts conducted by the Turkish government create local, national, inter-state, and transnational contestations among the different interest groups. A great deal of scholarly literature has analyzed the rationale behind Turkey's massive-scale hydraulic development. While some studies link Turkey's hydraulic mission to its energy and food security, others highlight the importance of domestic conflicts, as in the case of the Kurdish issue in the southeast. However, few works examine the relationship between hydraulic development and state- and nation-making processes in the early period of the republic. This paper seeks to analyze the role of hydraulic development in state- and nation-making in the context of Turkey by looking at the institutional documents published by official authorities and speeches made by key politicians. Drawing mainly upon the theory of water nationalism and its related conceptual frameworks, this study argues that hydraulic development has formed one of the important components of the modernization process in Turkey, thereby playing a significant role in its state- and nation-making processes.

Lower extremity amputation is a complication of diabetic foot ulcers that can cause spiritual crisis. Integrating spiritual care into nursing practice is important to overcome this. However, studies articulating the role of nurses in spiritual care when caring for patients with diabetic foot ulcers is limited. This article aims to describe the importance of providing spiritual care for this group of patients. The interpretation of spiritual care with respect to the relationship between the patient and the family, and the role of the nurse are discussed. The findings offer a theoretical perspective on spiritual care that can be used to develop spiritual interventions, as well as prevent spiritual crises in patients with diabetic foot ulcers.

By presenting the Court’s principal lines of case law regarding the allocation of powers in the Italian constitutional system, this chapter explores the constitutionally regulated relationships among the President, Executive, Parliament, and Judiciary. It reveals that rather than a “separation of powers” in the conventional sense of contemporary constitutional models, the Italian system is best described as instituting a set of reciprocal “relations of powers” with the Constitutional Court as the “judge of powers” that maintains and guarantees these interrelationships of constitutional actors. The chapter explores this role of the Constitutional Court in its relations with both Parliament and the President of the Republic, as well as the Court’s regulation of the relationship between the President and the Executive.

Empirical test of the role of the quality of the internal control system in strengthening the relationship between the financial reports quality and the local governments performance in Indonesia used secondary data in the form of the BPK RI audit report and the Appendixs in the 2016 and 2018 of Regional Government Implementation Performance Evaluation Report (EKPPD). The population of 514 regency and city governments in Indonesia. The sampling technique was purposive sampling with a total of 268 regency and city governments using data for 3 years, the total sample was 804. Variable measurement used index, time dimension used panel data. The results showed that the quality of financial reports had a positive and significant effect on the local government performance, then the quality of the government internal control system (SPIP) cannot strengthen the relationship between the quality of financial reports and the performance of local governments. The research results were expected to contribute to the policy that the implementation of the local government internal control system should be the focus of the relevant agencies. The limitation of this research is the large gap score on the key performance indicator in each region EKPPD.

Статья посвящена анализу особенностей традиции гостеприимства у кряшен, самобытного этноконфессионального сообщества, характеризующегося сочетанием татароязычия и православного вероисповедания. Изыскания автора основываются как на письменных источниках, так и на оригинальных полевых материалах, касающихся преимущественно двух этнографических групп кряшенского населения Республики Татарстан, молькеевской и заказанской, каждая из которых обладает собственной этнокультурной спецификой. Этнографический материал, анализируемый в статье, относится к хронологическому отрезку от рубежа к. XIX – нач. XX вв. до настоящего дня. Ставится задача, во-первых, исследовать проявления гостеприимства в конкретной этнической среде в его функциональных разновидностях; во-вторых, проследить трансформацию этого обычая в условиях современности. Показана саморефлексия автора-исследователя по поводу проблемы взаимовлияния объекта и субъекта изучения (этнографического наблюдения) и роль субъективности в научном постижении иной этнической культуры. Отношения диалога между исследователем и информантом рассматриваются как значимый приоритетный аналитический подход. В этой связи на примере опыта полевой работы в среде кряшенского населения Республики Татарстан выявляется воздействие, которое традиция гостеприимства в ее современном бытовании оказала на полевые исследования ученых-этнологов. Важнейшим ресурсом в процессе работы, по мнению автора, оказались взаимная расположенность и доверие, во многом базирующиеся на обычае гостеприимства. The article is devoted to the analysis of the tradition of hospitality among the Kryashens, an authentic ethno-confessional community, characterized by a combination of the Tatar-speaking and Orthodox faith. The research is based on both written sources and original field materials concerning mainly two ethnographic groups of the Kryashen population of the Republic of Tatarstan – Molkeevskaya and Zakazan, each of them having its own ethno-cultural specificity. The ethnographic material analyzed in the article refers to the period from the turn of the XIX – early XX centuries to the present day. The task is, firstly, to study the manifestations of hospitality in a specific ethnic environment in its functional varieties; secondly, to trace the transformation of this custom in modern conditions. The self-reflection of the author-researcher on the problem of the mutual influence of the object and the subject of study (ethnographic observation), the role of subjectivity in the scientific comprehension of another ethnic culture is shown. Understanding the relationship of the dialogue between the researcher and the informant is considered as a significant analytical approach. In this regard, the experience of fieldwork among the Kryashen population of the Republic of Tatarstan reveals the impact that the tradition of hospitality in its contemporary form had on the field research of ethnologists. Mutual disposition and trust, largely based on the custom of hospitality, turned out to be the most important resource in the process of an ethnological study.

The article is devoted to the study of forms and methods of financing terrorism at the present time. This article describes the role of state authorities (including law enforcement) and local governments in countering the financing of terrorism and extremism. Based on the results of the study of analytical materials and criminal cases, the most effective measures in the mechanism for countering the financing of extremist and terrorist activities have been determined. The author notes that in order to effectively counter the financing of terrorism and extremism, the relevant state authorities need to rely not only on an understanding of traditional forms and methods of financing terrorism, but also on the results of tracking constantly developing and changing new risks. Based on the research the author made a number of conclusions and proposals of theoretical and practical importance

The paper looks into the position and role of retail trade as one of the economic activities which contributes towards creating the tourist supply in receptive tourist regions. The relationship between trade and tourism is not one way. We can speak of the interdependent development of trade and tourism and vice versa with tourism and trade. The paper emphasizes the achieved level of retail structure development in the Republic of Croatia and the anticipated changes which could be expected with the development of the overall economy. Data on the state and changes of retail structures in European countries are presented, some of which represent significant emissive and/or receptive tourist countries. The paper deals with the level of tourist satisfaction in terms of the tourist supply element regarding shopping potential.

В 2018 году в Республике Казахстан было зарегистрировано 4648 новых случая рака молочной железы (РМЖ). Результаты: О взаимосвязи уровня витамина Д3 и риска развития РМЖ свидетельствуют результаты достаточного числа исследований. Женщины с высоким содержанием витамина Д в рационе питания имеют меньший риск развития РМЖ. Положительное противоопухолевое действие витамина Д3 связано с двумя основными механизмами: антипролиферативным эффектом, ингибирующим ростом клеток путем подавления сигналов, стимулирующих рост рецепторов, которые имеются в ткани молочной железы, и проапоптотическим эффектом, способствующим естественной гибели клеток молочной железы. Заключение: Накопленные к настоящему времени данные о роли витамина Д3 в организме человека, взаимосвязи его уровня с развитием и течением онкологической патологии позволяют предположить, что коррекция недостаточного уровня витамина Д3 может быть перспективным направлением в профилактике и комплексном лечении онкологических заболеваний. Introduction: In 2018, 4648 new cases of breast cancer (BC) were registered in the Republic of Kazakhstan. Results: The relationship between the level of vitamin D3 and the risk of developing breast cancer is evidenced by the results of a sufficient number of studies. Women with a high vitamin D diet have a lower risk of developing breast cancer. The positive antitumor effect of vitamin D3 is associated with two main mechanisms: the antiproliferative effect, which inhibits cell growth by suppressing signals that stimulate the growth of receptors present in the breast tissue, and the proapoptotic effect, which promotes the natural death of breast cells. Conclusion: The data accumulated to date on the role of vitamin D3 in the human body, the relationship of its level with the development and course of oncological pathology suggests that the correction of insufficient levels of vitamin D3 may be a promising direction in the prevention and complex treatment of cancer.

This article argues that there has been a lack of critical, theoretically-based analysis of Irish criminal justice. It focuses on three areas that require further theoretically grounded analysis: the relationship between social deprivation and crime, white-collar crime, and the role of the media with respect to crime. It concludes with a possible framework for future social science research on crime in Ireland.
