In a modern society, characterized as a “consumer society” (J. Baudrillard), the tasks of reducing the environmental consequences of economic growth are actualized. According to experts, the second largest industrial polluter today is the fashion industry, which is second only to the oil industry. The article examines the mechanisms of influence of fashion as a factor in stimulating consumption in modern society. In the context of the growth of the fashion industry, the threats to sustainable development arising at the stages of production, consumption and utilization of fashion industry products are investigated. The conclusion is made about the need forself-determination of the place of belarusian producersin the global fashion industry, taking into account increasing environmental threats.

The article examines the conclusions of a number of leading European figures of the fashion industry of the second half of the XX - early XXI centuries, concerning the role of fashion in the consumer society. The article focuses on the creative vector of renewal and constant self-knowledge as the key elements of a positive change in the world with the help of fashion, as well as on the axiology of the inner world of leading fashion designers. Conclusions are drawn about the prospects of the method of synthesis of traditions and innovations in the work of modern Russian and foreign fashion designers in the context of both self-realization of the individual and fashion as a value-forming axiological factor of culture.

Discussed are the theory of sustainable development of society and the concept of national wealth which are based on the recognition of man as the driving force of social development. The formation and development of human capital, the use of its potential is becoming, along with the development of technology, a key factor in the development of the productive forces of society. A person, possessing a combination of various forces and abilities, is a factor of economic growth. The aim of the work is to study the development of human capital and the growth of its role in modern society. In accordance with the set goal, the following tasks are solved: clarification of the content of the concept of “human capital”, consideration of the theory of human capital within the framework of historical development and disclosure of its function, identifying the types of human capital and factors affecting it, analysis of the state of human capital in Azerbaijan, identification of risks and challenges, recommendations for improving human capital in the country.

Nowadays fashion industry is undergoing a grave crisis caused by its incapability to comply with the ongoing acceleration in new ideas and goods production. At the same time fashion surprisingly faces overproduction and huge volumes of goods that become obsolete significantly faster than unfit to use which harm environment. That is why today one of the main goals for all of the fashion market’s participants is the sustainable development of fashion with the use of innovations. The latter are supposed to either fully overcome or significantly reduce negative impacts. The objective of this article is to develop an answer to the issue whether the deceleration in fashion and its further sustainable development could be achieved by introducing innovations. The authors address fashion as one of the most typical phenomena representing the culture of modernity, therefore, the answer to the issue requires considering fashion in terms of theories that describe the principles of modern society. The article suggests considering the ongoing acceleration of fashion in terms of a contemporary theory on the culture of modernity which originated from the so-called Ritter School. The basic concepts of this theory are described in works of one of the School‘s main representatives – Hermann Lübbe. In his work, “Im Zug der Zeit: Verkürzter Aufenthalt in der Gegenwart”, Lübbe describes the key processes and phenomena of modernity which according to the authors of this article are typical of modern fashion industry as well. The article considers the key features of modern fashion industry – high velocity, diversity, liability to both technological and artistic innovation, short life span of its products and vast museumification – in terms of Lübbe’s theory. The authors emphasize the main course of innovations in fashion – its digitalization. It is predetermined by the ongoing Fourth Industrial Revolution. The article observes digitalization‘s impacts on fashion industry. Considering these factors in the whole allows forecasting the direction the fashion industry is likely to take in the future according to the theory.

The article reveals the problems of “measuring” economic dimensions of global sustainable development of modern society, improves the existing set of indicators for an adequate quantitative assessment of economic growth and develops optimal mathematical models for integrated assessment of economic dimensions of global sustainable growth. The subject matter of the study includes the most important challenges of sustainability and direction relevant to economic activities, and also the main indicators of effectiveness of public economic policy, which provide information and scientific knowledge useful for identifying key factors of development. The main significant results of using methods of mathematical modeling for building models of economic growth have been examined. The main problem of mathematical modeling of economic component of sustainable development is an adequate choice of qualitative and quantitative indications, as well as development of more complex device for mathematical and computer modeling for analyzing features of economic phenomena and economic aspects of the function of sustainable development. It is claimed that the long-running economic crisis, a growing gap in access to advantages of economic progress, age disparity in wealth, income inequality in developed countries and increasing ecological degradation due to unsustainable practices have lead to the situation when economic policies of many countries do not adequately meet the needs of public welfare and society. The authors state that the problems enumerated above along with the sluggish growth call into question the efficiency of traditional models of economic growth. In addition, it is indicated that geopolitical tension and unstable currency are slowing down economic growth. The study provides a correlation analysis, factor analysis (principal component method), discriminant analysis (developing classification functions), and data mining (classification trees). A factor model for the quantitative assessment of economic component of sustainable development has been developed. A country classification by economic growth indicators is developed and the results are presented as a tree solution. An optimal discriminant model for building classification functions of country allocation by the Global Competitiveness Index (GCI) is constructed. This index is one of the basic dimensions of a long-term economic growth relevant to analyzed economic indicators of sustainable development. It is found that GCI is an adequate dimension of economic component of global sustainable development. The Global Talent Competitiveness Index, ICT Access Index and Corruption Perception Index are the most significant for country allocation by its levels

The 2015 Sustainable Development Goals have had a significant impact on fashion brands, most of which have begun to actively integrate the concept of responsible consumption into their business strategies. There are basic principles of responsible consumption, including sustainability, ethics, sociality and economy. They are increasingly affecting communication and marketing initiatives, responding to the cultural values of new consumers. The concept comes into open confrontation with a theory of mass consumption and mass culture and forms a new culture of modern society. Slow fashion is actively developing in terms of responsible production and consumption, which generates preconditions for major changes in the fashion industry. To identify the strengths, weaknesses, opportunities and threats to the implementing of the concept of responsible consumption, paper addresses leading players in the fashion industry, whose activities generally comply with basic principles of responsible consumption. An empirical study of the application of this concept using a SWOT analysis led to the conclusion that strengths outweigh weaknesses, while opportunities and threats are practically balanced. The results of empirical research have shown that the concept of responsible consumption and production is becoming a part of the culture of modern society, corresponding to value orientations of an active part of the population. Sustainable development forms a new paradigm of the culture of modern society — now that the consumer behavior of members of the post-industrial society is changing, the era of mass consumption is replaced by the era of responsible consumption and production.

Regulation of the financial services authority (OJK) No. 31/POJK.05/2016 on Venture had arranged that the financial services agency on the basis of the law of pledge is in coaching and supervision OJK. Yet the existence of laws – invitation to Governing Enterprise pawn shops causing business activities conducted by the above parties are not yet regulated. The condition is feared could cause harm to the consumer society. The purpose of this research is to know the procedures, mechanisms, protection of goods and guarantee the consumer on an informal pledge financing, methods of determination of the cost of maintenance of the goods and the goods of the execution mechanism of the pledge as well as protection for the collateral items are viewed from the side of the consumer by looking at laws-invitations and Sharia. To find out whether the pledge have gotten permission from OJK. This research uses qualitative research methods with the study of library research, field data and simulations. The approach used in this study is the empirical juridical approach. Elaboration upon the results is discussed further in this article.

Subject. The article discusses Russia’s economy and analyzes its effectiveness. Objectives. The study attempts to determine to what extent Russia’s economy is effective. Methods. The study is based on the systems approach and the statistical analysis. Results. I discovered significant fluctuations of the structural balance due to changing growth rates of the total gross national debt denominated in the national currency, and the stability of growth rates of governmental revenue. Changes in the RUB exchange rate and an additional growth in GDP are the main stabilizers of the structural balance, as they depend on hydrocarbon export. As a result of the analysis of cash flows, I found that the exports slowed down. Financial resources are strongly centralized, since Moscow and the Moscow Oblast are incrementing their share in the export of mineral resources, oil and refining products and import of electrical machines and equipment. Conclusions and Relevance. The fact that the Russian economy has been effectively organized is proved with the centralization of the economic power and the limits through the cross-regional corporation, such as Moscow and the Moscow Oblast, which is resilient to any regional difficulties ensuring the economic growth and sustainable development. The findings would be valuable for the political and economic community to outline and substantiate actions to keep rates of the economic growth and sustainable development of the Russian economy.

The spatial development can be supported by sustainable development, efforts are needed to divert space through the imposition of sanctions on administration in the spatial field. In the context of a legal state, sanctions must be taken while ensuring their legality in order to provide legal protection for citizens. The problem is, the construction of administrative regulations in Law No. 26 of 2007 and PP No. 15 of 2010 contains several weaknesses so that it is not enough to provide clear arrangements for administrative officials who impose sanctions. For this reason, an administration is required which requires administrative officials to request administrative approval in the spatial planning sector. The success of the regulation requires that it is the foundation of the welfare state principle which demands the government to activate people's welfare. 15 of 2010, the main things that need to be regulated therein should include (1) the mechanism of imposing sanctions: (2) determination of the type and burden of sanctions; and (3) legal protection and supervision by the region.

The article discusses the meanings of life and value priorities of the post- Soviet society. The author argues that, at present, there are symptoms of a global ideological crisis in the world, that the West does not have its own vision of where and how to move on and has no understanding of the future. Unfortunately, most of the post-Soviet countries do not have such vision as well. In these conditions, there are mistrust, confusion, paradoxical manifestation of human consciousness. The main meanings that determine our life-world are: the desire of citizens for social justice and social security, the desire to figure out and understand the basic values of modern society, how honestly and equally the authorities act toward their fellow citizens, and to what extent they reflect their interests. The meanings of life, which are the answers to the challenges of the time, are embodied in the cultural code of each nation, state. The growth points of new values, which will become the basis for the future sustainable development of a new civilization, have yet to be discovered in the systemic transformative changes of the culture. In this process, the emergence of a new system of values that governs human life is inevitable. However, modern technology brings new troubles to humans. It has provided wide opportunities for informational violence and public consciousness manipulation. Nowadays, the scenario that is implemented in Western consumer societies claims to be the dominant scenario. Meanwhile, today there is no country in the world that is a role model, there is no ideal that others would like to borrow. Most post-Soviet states failed to advance their societies to more decent levels of economic development, to meet the challenges of the modern information age, and to provide the population with new high living standards. Therefore, in conditions of growing confrontation, we should realistically understand the world and be ready to implement changes that will ensure sustainable development of the state and society without losing our national identity.
