The paper explores the Eurasian understanding of the state as a “sobor” personality, ideocracy, a “guarantee” state and a “state of truth” as a special path of social development and state structure. The origins of “sobornost” can be traced back to the views of V.S. Solovyov on “vseedinstvo”. “Sobornost” as the basis of the social development of Rus-Russia is an alternative to Western individualism, embodied in the democratic path of development. In Eurasianism, the principle of “sobornost” was applied by L.P. Karsavin to the state, which was understood as a certain “cultural-subject”, “sobor” or “sym­phonic” personality. The “sobor” state is the unity of all its constituent groups and indi­viduals, consolidated by the “ruling layer” and the “idea-ruler”. The state, as a “sobor” personality, was understood by Eurasianism in several qualities – as an ideocratic state, in which the “ruling layer” is subordinate to the highest “idea-ruler”; as a “guarantee” state, in which the “ruling layer” is organically linked to the people and “guarantees” the achievement of positive State objectives; as a “state of truth”, representing a social union aimed at realizing the ideal of a higher truth.

The article focuses on the need to consider classical medieval texts not only as sources of historical information, but also as author's works subject to a certain methodology and using a variety of historiographical technologies and ideological schemes. The specific subject of the study is the two main sources on the history of the Eastern and Western Khitans (“Khitan Guo Chi” / “History of the Khitan state” and “Liao Shi” / “History of the [dynasty] Liao”), who created the largest state structures in the pre-Mongol period. “Khian Guo Zhi” is more of a history of the Khitan ethnos, whereas “Liao Shi” is a history of the dynasty, i.e., of the state construction. As a result, we have the maximum possible penetration in those days into the two most important topics-the people as a geopolitical actor and the state as a civilizational-state structure. Their authors carried out impressive synthetic work to prove certain postulates. These are, strictly speaking, not scientific approaches, but ideological, existing, moreover, often in the form of Philistine fabrications. These sources raise a particularly significant problem of the origin of the Khitan, their dynasty, civilizational affiliation of the Khitan, the Khitan determination of the place in a nomadic world, the specifics of socio-economic and social system of the state of Liao, Khitan influence on the social development of the far East and East Asian regions. In them, the Chinese civilizational paradigm was applied to the fullest extent possible, the essential worldview settings of classical Chinese historiography are traced: Sino-centrism, sedentary centrism, Han-fan dichotomies and culture – nature. As a result, these works had a significant impact on the development of the two most common approaches to studying the history of Khitan, which are considered as classical barbarians who constantly attacked China and for this purpose created their own quasi-state, but under the influence of Chinese civilization “grew” to the level of the traditional dynasty.

The paper reveals Plato’s basic views on the philosopher and philosophy. According to Plato, philosophers should rule the state, but for this purpose they should be brought up and educated in the appropriate way, possess qualities and virtues that will enable them to create if not the ideal society and the state, then the most reasonable and suitable one for the people to live in. These virtues are the following: eternal aspiration to cognize being and truth, justice, courage, reasonableness etc. Plato creates an image of the philosopher who is anxious not for personal wealth and prosperity, but for the public good, that is, highly spiritual, highly moral, virtuous life of the society and the state. Naturally, philosophers develop the appropriate philosophy to express their ideas and ideals. In Plato’s works philosophy acquires the character of the social and state ideology which is aimed at educating citizens in the spirit of justice, freedom and responsibility, dignity, good, beauty, love, that is, such philosophy which makes citizens extremely noble and directs their efforts to achieve the public good, the highest spiritual sphere, but not the material well-being. The paper shows that the philosopher and philosophy in Plato’s interpretation have not become outdated for two thousand years, but, on the contrary, have preserved their vitality and sense until nowadays.

As a result of the global financial and economic crisis, social problems have sharpened significantly. They affect the interest of the most population of the country. The efficiency of anti-recessionary measures and their productivity in the social field are analyzed in the article. According to the adjusted estimates of the RF Government, decrease in actual income of the people will continue and only by the end of 2012 a growth by only 3% to 2008 level is projected. The degree of elaboration and scientific justification of the state turnaround policy are getting special significance.

The article deals with the establishment, formation and activity of the Supreme representative (legislative) body of the Russian Federation. It is shown that the bicameral Parliament of the Russian state was formed under the influence of international, national political, legal and social development. It is noted that the essence of the bicameral Parliament is a legal reflection of the specifics of the development and state structure of Russia. The influence of reception and succession on the formation of the Federal Assembly of the Russian Federation is considered. The article analyzes the consequences of modern constitutional changes in the sphere of political and legal status of the Russian Parliament and their subsequent impact on the state mechanism of the Russian Federation.

The political concept of Alfarabi is derivated from the concept of Platonic, Aristotelian, and Islam. The ideal state is the state which is elaborated the universal values of humanism, not just limited to certain ethnic and nation which is emphasizing its obedience just to God, not the something else. In this paper, the writer tried to interpret the original works of Alfarabi which is directly related to his political thought and the other thinkers who are studying his political thought. In his political thought, Alfarabi emphasized that the main purpose of the state is to make the social-welfare for its citizens. Based on the organic theory, Alfarabi stated that the government of the state is just look-like the human organism system. In which, each of the existing element functioned to strengthen each other to achieve one goal. The ideal state for Alfarabi is the state which is having the goals for its citizen welfare, and who become the prime leader is a philosopher, who is having the prophetic character, having the wider knowledge, and able to communicate with al 'aql al fa’al trough al ‘aql mustafad.

In modern conditions, the social component of business is becoming increasingly important both for organizations and for society as a whole, since, as many years of experience show, those enterprises that develop their socially-oriented activities are more trusted by the state, investors, counterparties, creditors and other business partners. The social responsibility of business helps minimize the negative impact of the enterprise's production activities, the formation of an atmosphere of trust, predictability and common values in society, thanks to which, business becomes economically and socially more sustainable. In this regard, relevant issues are related to the assessment of the level of social responsibility of the enterprise, determining the main directions of social development of companies. The economic essence of the concept “corporate social responsibility” has been studied and specified in the article, the main directions of the corporate social responsibility of business assessment are examined. For a comprehensive assessment of corporate social responsibility, a system of indicators is proposed that takes into account its following components: the development and implementation of human resources, the formation of environmental sustainability and the implementation of socially significant projects.

The article examines the relationship between the social policy of the state and the Institute of social work. Some foreign and domestic approaches to defi ning the essence of social work as a specifi c type of activity are presented. It is noted that at a specifi c historical stage, the prevailing directions of social work, models of social assistance and support are determined by the socio-economic situation in the country, the level of social development, and the socio-cultural context. The article reveals the social and philosophical views of M.A. Bakunin on the genesis, essence and evolution of the state. At the same time, attention is focused on his interpretation of state power, which is a lack of justice and freedom for the people. The philosopher, in substantiating his point of view, gives a detailed analysis of the philosophical conceptual provisions on the state. M.A. Bakunin, being an anarcho-revolutionary in his philosophical views, substantiates the limited point of view on the issue of the state and its social role, the positions of the representatives of German social democracy and the views of supporters of Marxist philosophy. The article reveals the socio-philosophical positions of the Russian thinker on the issue of essential components that substantiate the need for the evolution of the state and its departure from the historical arena. At the same time, the main regulations that characterize the prospects for the development of the state and its withering away are revealed. Only a social revolution, according to M.A. Bakunin, can lead to the destruction of the state as an organ of violence, and bring the people freedom, equality and the use of social wealth. Purpose of the research: to reveal the social and philosophical positions of M.A. Bakunin on the genesis of the state, its essence and evolution. Conclusions: The state, according to the views of M.A. Bakunin, is in any form of violence against the people, and therefore it must be destroyed through a social revolution. The future structure of society, as an ideal, should be based on justice and freedom of the people, their self-organization.

If the state in democracies like India engages in violence, then is this state still accepted by the people? The conception of legitimacy in this study is about observable behaviour, about if and why people accept power holders as authority, and not about whether it is the ideal way to engage with violent power holders within the discourses of normative political theory. And what we see in both the field-sites of this study, is acceptance, though it may be slow and appear flickering or contextual at time. The specific vision that the nation-state is, marked by geographical boundaries and internal sovereignty often needs to use violence to legitimize its existence. Such use of violence does not appear to be leading to a dis-illusionment with the form or the institutions of the state.

This chapter analyzes the first wave of the revolution against Hosni Mubarak. Refuting arguments that focus on the role of the social media, or divisions among the elite, and the alleged neutrality of the Egyptian military, the chapter illustrates that it was a revolutionary coalition of the middle and lower classes that created a breaking point for the regime. Key features of this mass mobilization included the refusal of protesters to be cowed by state violence, the creation of “liberated zones” occupied by the people, “popular security” organizations that replaced the repressive security apparatus of the state, and strikes that crippled the economy in the final days of the Mubarak era. Key moments during the 18 days are described with ethnographic detail, including the unfiltered reactions of protesters to the deployment of soldiers on January 28. The revolutionary nature of the uprising is that people demanded more than just the ouster of Mubarak—they wanted to topple “the regime” by naming the names of a slew of Mubarak’s cronies to remove them from power.
