The quality of programs in library and information activity offered by various advanced professional training centers are discussed along with the issues and vectors of advanced training of the RNPLS&T staff. The RNPLS&T has to choose between expensive courses when new knowledge and skills are guaranteed, and online express courses (fast, easy, cheaply) where no new competences are guaranteed though employees get standard certificates. This trend facilitates establishing more and more online training centers that are just making money due to the demand for standardized certification. The double standards of education programs evaluation influence the quality of knowledge, though documented and certified. The authors argue that the above mentioned educational organizations have to be controlled, the more so, as the libraries are to accomplish their staff appraisal.

The scientific article is devoted to the study of a complex but relevant problem for the period of creating the preconditions for sustainable development - the definition of approaches to providing the economy with strong human resources. It is noted that its formation is always faced with the issues of reproduction of the labor force, the effectiveness of which implies the achievement in total, at the same time high levels of quality of life and vocational training of people. Particular attention is paid to the emergence of new problems that increase the severity of personnel issues in Ukraine: there is a significant increase in labor migration of Ukrainians abroad, reducing the population and working age. However, despite the difficulties of the transition economy, the country has gradual, progressive changes in the entire system of educational infrastructure, attempts are being made to reform the organization of education in educational institutions of all levels: higher education, secondary school, vocational education. In addition to traditional vocational schools in the educational, already competitive environment, there are new educational institutions - technical lyceums, technical schools, colleges. However, a significant part of vocational schools has shortcomings related to the quality of their material and technical base, the level of training of teachers in terms of their mastery of the latest technological concepts and methods of teaching educational material. Improving the system of vocational training should be based on the understanding that innovative development has already become an integral part of the domestic economy and has led to new requirements for personal factors of production. Now there is a need to closely link professional training to specific production conditions of future activities, the entire educational process should be built taking into account changes in the state of production processes, target settings for obtaining the final results of enterprises. Under modern market conditions, the first priority is not the production of more goods and services of one type, but their differentiation and new quality characteristics within one product group. Relevant changes occur in the assessment of the personal factor of production. This is not just about the quantitative certainty of staff, but about the level of training of each employee, his ability to adapt to technical and technological changes. In the process of professional training it is important to form in future employees an awareness of their role and importance in the overall efficiency of enterprises, to bring to their understanding the high probability of losses associated with their possible errors in the production functions. The issue of greening of professional activity should be important in the educational processes of all educational institutions

The main mechanism that guarantees the quality of education in Republic of Belarus is based on the state educational standards. According to the current standards, the aim of professional training is to obtain an integrat-ed result: expert (professional) skills coupled with solid general education. This education is build upon the de-velopment of a common system of competences. Therefore, the quality of professional education is strongly con-nected with the problem of the specialist (who has to possess all necessary skills and competencies) formation method. The problem includes development and advancing of the system of competences in the conditions of the current educational process and elaboration of an evaluation methodology and techniques for this system. Taking into account, that the educational process of high school professional training in Belarus includes the studying of four cycles of disciplines (socially-humanitarian, natural-science, general professional and special professional), it is essential to investigate the influence of each of the cycles on the final system of competences formation. In the present article, the capability of the natural-science disciplines cycle for the handling of the pro-fessional system of competences development is discussed in reference to military specialties. It has been found that during the professional disciplines studying, the replacement (but not integration) of the knowledge received at the previous stage of the natural-science cycle is taking place. It interferes with prin-cipal understanding of natural sciences as a fundamental basis for the professional competence; it does not pro-mote the recognition of cultural and social importance of natural sciences; and, consequently, it does not support the formation of general orientation on continuous self-education in the field of natural sciences. And that is con-sidering that insufficiency of natural-science culture of graduates of military high schools can lead to possible serious economic consequences for the country and risks in the field of national safety. In the course of the experiment, the didactic conditions have been formulated and the model of the peda-gogical process, directed to the elaboration of a persistent natural-science system of competences, has been devel-oped and approved. The incorporation of the conditions and the process does not assume an essential transfor-mation of the volume and structure of class hours allocated to the studying of natural-science disciplines. Intro-duction of the course "Fundamentals of modern natural sciences » in syllabus of the internal security troops de-partment of military academy of Belarus is essentially new. The technique of examination of the integrative abilities of students with use of the methods of fuzzy mathematics was applied for the evaluation of the developed model efficiency. The interest to this method is caused by the possibility use this approach to deal with estimations of competences, which cannot be unequivo-cally structured in an algorithm presentation by definition. Key words: quality of education, educational process, science education, system of competences.

BACKGROUND As we are witnessing the evolution of social media (SM) use globally among the general population, popularity of SM has also been embraced by healthcare professionals. In the context of SM evolution and exponential growth of users, this rapid review summarizes recent findings about e-professionalism of healthcare professionals (HCPs). OBJECTIVE The objective of our study was to review and characterize the original peer-reviewed research studies published from November 1, 2014 to November 31,, 2018 on e-professionalism of healthcare professionals, to assess the quality of methodologies and approaches used, to explore the impact of social media on e-professionalism of healthcare professionals recognizing benefits and dangers of social media and to provide insights to guide future research in this area. METHODS A search of the literature was performed in December 2018 using 3 databases (PubMed, CINAHL and Scopus). The searches were conducted using the following defined search terms: 'professionalism’ AND 'social media' OR 'Internet' OR ‘Facebook’ OR ‘Twitter’ OR ‘Instagram’. The search strategy was limited to studies published in English. This rapid review followed the Preferred Reporting Items for Systematic Reviews and Meta-Analyses and the Measurement Tool to Assess Systematic Reviews guidelines. RESULTS Of the 709 retrieved papers, a total of 58 studies were finally included in this review. Overall, the quality of the studies was satisfactory. Participants in the reviewed studies were from diverse healthcare professions. Medical health professionals were involved in about three-quarters of the studies. Three key benefits of SM on e-professionalism of HCPs were identified: 1) professional networking and collaboration, 2) professional education and training and 3) effectiveness of educational interventions about e-professionalism or impact of existing SM policies. For the selected studies, there are five recognized dangers of SM on e-professionalism of HCPs: 1) loosening accountability, 2) compromising confidentiality, 3) blurred professional boundaries, 4) depiction of unprofessional behavior, and 5) legal issues. This rapid review also recognizes recommendations for changes in educational curricula regarding e-professionalism or adopting novel approaches to existing SM policies as opportunities for improvement and barriers that influence HCPs use of SM in the context of e-professionalism. CONCLUSIONS Findings in reviewed studies indicate existence of both benefits and dangers of SM on e-professionalism of HCPs. Even though there are some barriers recognized, this review has highlighted existing recommendations for including e-professionalism in educational curricula of HCPs. Based on all evidence provided, this review provided new insights and guides for future research on this area. There is a clear need for robust research to investigate new emerging SM platforms, the efficiency of guidelines and educational interventions, and the specifics of each profession regarding their SM potential and usage. The article describes the problems in legal proceedings that impede effective use of special knowledge of speech necessary to qualify offenses committed by means of speech actions. Among them the imperfection of the current legislation on forensic expert activity is mentioned, where there are no uniform professional qualifications and requirements for state forensic experts and persons who are not the employees of state forensic institutions and who are quite often involved in the conduct of linguistic expertise, authorship and phonogram examinations. It is stated that due to the lack of professional training in forensic specialties of such non-state experts, the quality of their speech analysis does not meet the need of the legal community and civil society in objective and effective examinations, the results of which could be used in trial. If the incompetence of non-state experts is revealed, their opinions are recognized as an inadmissible evidence, reexaminations are assigned to the state forensic institutions, which significantly delays the proceedings. It is proposed to legislate the mandatory certification for nonstate experts, to unify the procedure of additional professional education in the field of specific expert’s specialties for state and non-state forensic experts. In order to solve the problems mentioned above it is proposed to develop and implement a passport for each forensic specialty, a single nomenclature of forensic specialties corresponding to the types of forensic speech examinations, to unify additional professional retraining and professional development programs.

The article considers the pedagogical culture of future masters as a component of professional competence, considers the fundamentalization of education by various scholars as a necessary condition for the pedagogical culture of future masters. The integrative core of a professional teacher is a highly formed pedagogical culture that allows individuals to self-actualize and self-realize in life, to find personal meanings in education. And the more the teacher has a pedagogical culture, the more complete will be his self-realization. Professional culture involves the ability to be a mediator, a «mediator» between students and educational material. Assimilation of this material occurs directly in the learning process, so the teacher must be ready to perform the role of advisor, assistant, consultant, communicator, partner. Successful performance of these tasks is facilitated by the presence of the qualities revealed in the article. Different points of view and approaches to the definition of the concept of fundamentalization of education are revealed. The concepts of fundamentalization of professional training of the future specialist are based on the purposes and functions of fundamentalization and on ways and means of its achievement, etc. Most authors agree only that: the fundamentalization of education is aimed at improving the quality of education and education of the individual and is necessary for the formation of pedagogical culture of future masters as part of their professional competence. Others imply the formation of culture and worldview, increasing creative and intellectual potential, the formation of professional competence of the specialist and the potential for further education, and so on. It was found that professional training includes not only the activities of teachers and students who form the learning process, but also the independent activities of the subject, self-development, assimilation of experience by the subject through analysis, understanding and transformation of the field of activity in which he included. It is revealed through the implementation of which approaches to the fundamentalization of higher professional education it becomes possible to form the pedagogical culture of future masters as a component of their professional competence, which contributes to improving the quality of training of future professionals in free economic education.

Nowadays, various transformations are taking place in higher education in Russia, which is primarily determined by the fact that the issue of ensuring the quality of educational services, increasing the requirements for the level of university graduates - future specialists and the introduction of new teaching methods is quite acute. The research aims to study the peculiarities of students' perception of the quality of education. As a research method, we used a questionnaire survey to quickly and effectively investigate students' idea of the quality of educational services provided to them. The article examines students' attitude to the education they receive and reveals the students' representation of the demand for the education they receive in the labor market. The study's novelty and originality lie in the fact that students' ideas about the quality of educational services are considered. It is revealed that the knowledge that graduates receive is evaluated as high quality, and several shortcomings identified by students in professional training (insufficient knowledge of practical skills, foreign languages) are revealed. It is shown that according to graduates, the level of training of specialists mainly meets the requirements of the labor market. The practical significance of the data obtained in this work lies in their use in social psychology, age psychology, marketing, and further theoretical development of this issue.
