Agricultural sector is the one of the main domestic economy sectors, that providing the much of the net profit and currency income to the country, agricultural sector employs more then 10% of country population. One of the general factors of the agricultural development efficiency is financial security, that might to promote increase of efficiency, but in the other side this can to slow development of enterprises and reduce factory profitability. In turn financial security of agricultural sector is quite complex complicated and variegated and needs of the further research. Financial security is an economic category can be considered like a complex of the methods, origins and objects as a financial instrument. Sufficient financial security of agricultural sectors enterprises forming problem based on high level risk in production process. Agricultural companies have possibility to use a wide range of methods, such as self-financing, budget international and market ministry. Based on research we systematized basic form of financial security, that are used by agriculture companies in their activity. There are: self-financing, inclusive financing, traditional (classic) financing, leasing and factoring, insurance, loan guarantee, forward contracts. In Ukraine we have situation, when agriculture companies don’t receive proper financial support by country. The programs that have been started, are unstable, but the positive point is that amount of financial resources, that are granted to agricultural sector, have been increased, that showing country interest in agricultural sector forming and developing. What about banking lending, so it isn’t just expensive, in main situations companies cannot get credit because there are have a weak credit history or have a low credit rating. One of the instruments, which is becoming more popular is the agrarian receipts. There are divided to two parts: financial and commodity. The amount of financial resources, that are attracted by agrarian receipts, are increasing for several years and have significant benefits for using by agriculture companies. The article considers the state and tendencies of development of financial provision of social protection in Ukraine. Modern problems of financing the sphere of social protection of the population in Ukraine are revealed. The importance of understanding the social protection of the population as a system of financial relations necessary to compensate for social risks and ensure social security is substantiated. The essence and features of financial provision of social protection of the population are revealed. The research of directions of budgetary financing of social sphere at the state level is carried out. The financial mechanism of realization of social protection which provides formation of the sources of the financial resources directed on performance of the corresponding programs and actions, and also the substantiated choice of methods, forms and levers of their use is investigated. It is proved that one of the significant obstacles to the effective implementation of social policy in our country is the insufficient level of its financial security in combination with irrational planning, distribution and inefficient use of available financial resources.

Today, in Ukraine and, of course, all over the world, the agricultural sector is an important component of the economy. As an agrarian country with huge natural resources, the agricultural sector in Ukraine is a potential branch of entrepreneurship that needs to be developed. Systematic review of the scientific sources of existing researches in the field of agriculture taking into account the current challenges concerning researches contextualizing on the nature of entrepreneurship and focusing on its role in the agricultural sector is important. The purpose of this article is to substantiate theoretically the essence, organizational-and-legal forms and other basic aspects of the functioning of business structures in the agricultural sector. It was found that entrepreneurial activity in Ukraine takes place in the context of reform and in constant conditions of complication of agricultural production, domestic economic environment and against the background of increasing globalization of the world economy. Intensive development of economic processes in the agricultural sector determined the objective need to adapt entrepreneurial activity to new business conditions due to the limited resource potential of each business entity. It was found that agriculture is a main factor in resource conservation, self-sufficiency, development of rural territories, social and cultural guarantees. However, there are problems that limit its development, such as employment mismatch, lack of effective entrepreneurial orientation and productive investment in the agricultural sector, inefficient credit policy, technological backwardness and underdeveloped infrastructure, imperfect support system, vulnerability of a significant part of the main beneficiaries in agriculture, inability of business structures in the agricultural sector to constructive competition in regional and international markets because of the lack of proper legal framework, etc. It was offered to consider the business structure as an organization that has specific features that allow forming alternative views on the future and combines several aspects of entrepreneurship and a flexible, mobile structure, specific decision-making mechanisms. Creating a business structure in the agricultural sector requires a balanced decision, because the relevant knowledge, innovative ideas, financial support, use of new technologies that are necessary for competitiveness at a global level play an important role in its further activities. Further development of entrepreneurship in the agricultural sector requires the formation of a favorable business environment, effective government support, development of financial support system, improvement of crediting regimes, implementation of regional programs, development and realization of measures for information, consulting and staffing support, infrastructure development, etc.

AbstractThe success of agricultural development programmes in developing countries largely depends on the nature and extent of the use of mass media in the mobilisation of people for development. The media, which offers unique opportunities to disseminate information, can play an important role in informing citizens about social, academic, and economic issues, amongst others. This is also true in the agricultural sector. Radio for example, is an inexpensive medium, and therefore enjoys a wide range of diffusion, even among rural and less literate people who have access to fewer information resources. The purpose of this study was to investigate how the print and electronic media sources are contributing to the communication of information relating to agricultural development in Zimbabwe. A questionnaire was distributed to all media houses in Zimbabwe. The results indicate that there is a significant coverage, by the media, of issues relating to agriculture and the agriculture industry. The broadcast media in particular, make efforts to reach out to a range of audiences who speak minority languages such as Kalanga, Venda, Sotho, Doma, Yao, and Shangaan. However, the media face challenges, including a lack of subject specialists, language barriers, constraints on financial and material resources, and poor road infrastructure that inhibits travelling. This study recommends training, short courses on agriculture reporting, and courses that provide information on the available resources to improve the quality of news and information regarding agriculture-related issues reaching mainly rural audiences of farmers in Zimbabwe.

The study reflects the importance of small and medium-sized businesses in creating new jobs, introducing and commercializing radical innovations. It is noted that with effective public support, this category of entrepreneurs is able to achieve significant results both in the short and long term, and will provide access to new markets. The article shows the created favorable conditions for the development of agricultural entrepreneurship, testifying high positions of Kazakhstan, the important role of six public support programs, contributing to significant improvement of situation of business entities, contribution of domestic small and medium-sized enterprises to GDP. The low employment in this area is emphasizes, differences by industry, taking into account that some features of institutional and regulatory framework create disproportionate conditions for SMEs. Trade and investment barriers prevent it from fully entering domestic and global trading platforms. In OECD countries, small and medium-sized businesses make up the majority of business sector. The authors testify that in the future new approaches to the effective development of entrepreneurial activity will be developed; benchmark for expanding the scope of small and medium-sized entrepreneurs is provided in the Strategic Plan of Kazakhstan until 2025. In modern conditions, the mechanism for ensuring their effective functioning should be based on strengthening of government support, providing lending funds, and a wide range of other financial products to ensure a favorable macroeconomic situation in the State.

Purpose This paper aims to examine impediments to the adoption of sustainable water-efficient technological innovation in agriculture. Farming is the largest water consumer and food production expansion in response to global population growth, combined with increasing droughts from climate change, threatens water and food insecurity for many countries. Yet, climate smart agriculture (CSA) innovation adoption has been slow, and in this regard, governments and the agricultural sector are not fulfilling their social responsibility and sustainability obligations. Design/methodology/approach Barriers to water-efficient drip irrigation (DI) adoption in Australia were investigated via 46 depth interviews with agricultural stakeholders and a survey of 148 farmers. Findings While DI water efficiency is recognised, this is not the key determinant of farmers’ irrigation method selection. Complex interrelationships between internal and external barriers impede DI adoption are identified. These include costs, satisfaction with alternative irrigation methods, farmer characteristics that determine the suitability of the innovation and the extent it is incremental or radical, plus various multidimensional risks. Government support of alternative, less water-efficient irrigation methods is also a critical barrier. Originality/value A conceptual framework for understanding barriers to sustainability oriented innovation adoption is presented. Its insights should be applicable to researchers and practitioners concerned with understanding and improving the adoption of socially responsible and sustainable innovation in a wide range of contexts. Recommendations for overcoming such adoption barriers are discussed in relation to the research focus of water-efficient agriculture and encouraging uptake of DI.

The effectiveness of the use of financial and credit resources is largely determined by the methods of their distribution in directions and methods of bringing them to the final recipient. The current level of development of financial and credit relations in agriculture indicates the relevance of the formation and development of an adequate system of state regulation and financial support for the agricultural sector of the economy.The system of state regulation and support of the agricultural sector of the economy is represented by a number of relevant mechanisms. This system is implemented in practice by mechanisms of price, tax, credit and financial regulation, mechanisms for regulating social development, direct budgetary support within the framework of special targeted programs.In the course of the research, the task was set to identify the relationship between the amount of financial resources received by agricultural producers in the form of government support and the amount of agricultural products they produce. To resolve this issue, we analyzed the volumes of gross agricultural production and the volume of financing of agricultural producers in the country as a whole and in the context of regions for the period from 2016 to 2020.The analysis showed that there are certain shortcomings in determining the amount of financing. So, for example, in a number of regions with the same volumes of gross agricultural output, the volumes of financing differ sharply with the same structure of resources used. And vise versa, in other regions, which are provided with an approximately equal amount of funding, the level of gross agricultural output differs sharply. From the point of view of ensuring a more rational and efficient distribution of state financial resources, first of all, they should be provided to those agricultural producers who achieve a stable annual growth of production indicators in crop and livestock raising.

Research background: The current state and main directions of state policy of financial security of agriculture production based on the evaluation of financial results of entities that are defined by a set of financial and economic indicators. The problems and prospects of the state policy on directions and volumes of budget support to the agricultural sector by analyzing the content and scope of government support. Despite some positive trends in the development of agriculture of Ukraine, one of its main problems is the lack of funding from the state. Purpose of the article: The purpose of the study is to identify the according financial policy action for financial providing agricultural production for basic analysis of indicators of its financial and economic development, and identifying key targets for economic growth of the industry. Methods: The methods of monitoring stаtе rеgulаtion of finаnciаl support for thе dеvеlopmеnt of аgriculturаl sеctor are: information-analytical, information-statistical, sociological, geo-information. Findings & Value added: State financial policy should direct participants in financial relations to implement political, social and economic targets, defining goals and ways to achieve it. The state should play a key role in the innovation process and address its effects on the financial support of research and development and act big, and sometimes the main investor in the new knowledge and technology.

The study of the accounting environment was conducted and proposals for improving its theory for the needs of the macro-level of management from the standpoint of institutional theories were formed. A working hypothesis is proposed on the dependence of data collection methods for financial regulation, the formation of a development strategy for the industry, the selection of the Structure of programs of state support for goods and services, and it is tested on examples of budgetary financial regulation of the agricultural sector of Ukraine. For this, the existing scientific approach and practice of information support of financial support were analysed using examples of budget programs in the agricultural sector of the economy, determination of the state and ambushes of its further development in relation to the financial condition of agricultural enterprises, the level of their accounting and financial reporting, and, accordingly, the awareness of managers concerning participation in budget programs, submission of applications that takes budget support and its effective use. The analysis of indicators in the effectiveness of budget programs is carried out in order to disclose the relationship between accounting and macroeconomic indicators in the development of the agricultural sector of Ukraine. The methodological approach to determining the effectiveness of budgetary support for the development of the agro-industrial complex is generalized, a comparative assessment of the effectiveness of various programs of state financial support for agricultural commodities and production sites is carried out and statistical material on the state of agriculture is processed the Impact of budgetary support on the formation of financial indicators in the agricultural sector was determined. Proposals were provided for the concentration of state financial resources on the Key Program of Budgetary Support for the development of the agricultural sector and improvement of the organizational mechanism functioning of the system of budgetary subsidies for agricultural goods. The main indicators of monitoring the effectiveness of state programs to support the agricultural sector have been outlined and proposals are given for improving the information support of this process, accounting tools, financial and budgetary reporting. Recommendations are given for the concentration of state financial resources on the Key Program of Budgetary Support for the development of the agricultural sector and the improvement of the organizational mechanism of functioning of the system of budget subsidies in connection with the achieved financial indicators of activity of the commodity producers formed in the accounting and information system.

Abstract. The article states that the financial and economic security of the agricultural sector is aimed at ensuring a sufficient level of efficiency of financial and economic activities; protection from external and internal dangers, improvement of financial firmness, and stability.  It is established that one of the ways to solve these problems is the application of modern approaches to determining the level of financial and economic security of agricultural sector entities in order to identify the most significant threats to the market, as well as the application of modern approaches to improving the level of financial and economic security of the Ukrainian agricultural sector.  It was found that the financial security of the country directly and proportionally affects the financial and economic security of the agricultural sector, and the presence of problems can prevent the agricultural sector from reaching the desired economic level. The basic elements of financial and economic security in agricultural entities are identified as financial resources, financial stability (solvency), and profitability of operating activities, effectiveness of financial and economic activities, the possibility and cost of attracting external financial resources. The indicators for financial and economic security of agricultural enterprises in Mykolayiv region are assessed and a model of factors influencing the indicator, which is the profitability of operating activity, is developed.  General and specialist research methods were used to study theoretical, and methodological issues of financial and economic security in the agricultural sector; monographic, causal relationships, and logical modeling are also used in determining the indicators of assessing the level of financial and economic security in the agricultural sector;  method of dynamic analysis  and — in order to assess the rate of economic growth of the main macroeconomic indicators of the country, taking into account the dynamics of their change in the market environment;  calculation-constructive, graphic — when assessing the level of financial and economic security.  It is proved that the financial and economic security of the agricultural sector is aimed at ensuring a sufficient level of efficiency of financial and economic activities in the market environment, protection from external and internal dangers, as well as creating conditions for long-term development, given globalization challenges.
